PREAMBLE TO MADRID DOCUMENT GIVES GO-AHEAD TO STEPANAKERT

The preamble to the document on basic Karabakh conflict settlement
principles agreed by Armenian, Russian and Azerbaijani Presidents on
Jan.25 in Sochi sets nations’ right to self-determination as priority
for conflict resolution.

The document also outlines imperative participation of NKR in further
talks, the sources aware of the agreement preamble details informed
NEWS.am.

Russian, Armenian and Azerbaijani Presidents elaborated preamble to
Madrid Principles. The document contains prospects on resolution
of Karabakh conflict, RF Foreign Minister Sergey Lavrov told the
journalists.

However, he made no reply on preamble content, referring to the
confidentiality of talks, saying "talks turned into reality from
abstract words and all proposals elaborated by OSCE MG were canvassed
at the meeting." According to him, it is critical for the sides to
have common understanding of the conflict settlement terms, as well
as accord to continue the talks. Lavrov also added that trilateral
negotiations are aimed at assisting OSCE Minsk Group Co-Chairs.

Today’s trilateral meeting is the fourth one. After the very first
one in November, 2008 in Moscow a Mayendorf Declaration was adopted,
calling the parties to resume the dialogue between the countries and
settle Karabakh conflict by politics only.
