Armenian Revolutionary Federation T Supreme Body of Armenia issued
a statement on June 1 over the Yerevan mayoral election.

We were seeing the Yerevan Council election as an opportunity for a
further development of the political system, establishment of a new
model for governing the capital, as well as overcoming the environment
of hostility and confrontation following the 2008 presidential
election, the statement says.

"We believed that in case of a fair election it would be possible
to strengthen democracy and prove that we can get on a new level of
development. Unfortunately, that did not happen," the statement goes
on. "We are inclined to seek reasons for the results that the ARF
showed in the way we worked. We had to show on our own collective
and individual example the rightness of our way."

The statement also says that while the party considers it useless
to dispute the results of the election on the legal basis, the
political assessment is clear: "such election represents an outrageous
irresponsibility towards our state, people and our children, and
the ARF will never accept this situation. As an expression of a
political disagreement with this continuous faulty actions, the ARF’s
representative in the Central Electoral Commission will not sign the
final protocol."

The worst expectations have come true: the process of Georgia’s
de-sovereignization continues to accelerate and appears irreversible.

The government’s unreasonable and clumsy policy has got the country
down to the level of a third-rate state which other countries
disrespect.

For example, during Saakashvili’s recent visit to Baku, at the airport
he was met not by "brother Ilkham", or the Speaker of Parliament,
or the Prime Minister, but only by one of the Azerbaijani PM’s
deputies. The majority of countries in the world ignored Georgia’s
Independence Day on May 26 and, despite common custom, did not deign to
send a greeting telegram. And "the true friends of Georgian democracy"
from Poland, Ukraine, Lithuania, Latvia and Estonia probably decided
not to spoil their reputations completely, and did not dare to appear
in Tbilisi.

Georgia’s 20-year-long internecine strife for the President’s chair
has distracted the candidates from the disintegration of the country,
surreptitiously organized by geopolitical players who pursue their
own interests. In name only, Georgian jurisdiction has so far spread
through the whole country apart from breakaway Abkhazia and South
Ossetia. But in reality, an increase in the influence and control by
distant and close neighbors is tearing Georgia apart. With every new
president of the post-Soviet era, Georgia has only lost territory,
gaining instead non-committal claims of backing from the USA, the EU,
and NATO.

No doubt due to its geographical position, Georgia is on one of the
most important strategic trade and economic cross-roads of the Eurasian
continent, especially in the region of the Black and the Caspian
seas. Due to this fact, Russia, Iran, and Turkey have been arguing
about dominance on this bit of land for centuries. Globalization
has attracted the attention of other countries with various aims and
interests. However, Georgia has not managed to profit from this for
the benefit of its national identity and prosperity.

The stereotypical mentality of the country – where all through its
history Georgian tsars, then local nobility, succeeding communist
leaders and "independent" presidents of the present day of the
small and helpless territory were always eagerly looking for a
powerful protector – played a bad joke with today’s leaders of the
country. Having been educated abroad, President Saakashvili ignored
the wise sayings of the Anglo-Saxon world: "the only free cheese is in
the mousetrap" and "look before you leap". And the most important one:
"don’t put all your eggs in one basket".

Saakashvili and his team preferred the American ‘basket’ with NATO’s
‘handles’. As a result, everybody is satisfied and is laughing – all
but Georgia. The USA in particular got undivided control over energy
resources transit on Georgian territory, by-passing Russia. Americans
did not want anything else from Georgia. They tried the strengths of
Russian army, cynically using Georgian soldiers as cannon-fodder. And
now they have refused Georgia free weapons deliveries, saving the
money of their tax-payers.

NATO and the European Union have got tired of coddling extravagant and
restless Georgia; they have seen the light and distanced themselves
from bold attempts to enter the peaceful community of the Old
World. Only due to European good manners do they not upset Georgia
with a complete refusal. In Brussels, they wisely and pragmatically
decided that it is too costly and hopeless to tame Georgia in its
‘recognized’ borders. In August last year, Angela Merkel made a
Freudian slip talking about ‘core’ Georgia. As we know from history,
its core part consists of Kartli, Kakheti and Imereti which, at the
end of the 18th century, became part of Russia. Of course Stalin’s
constitution, thanks to which the ‘core’ Georgia has swollen, does
not mean a thing to Europe.

The Old World surviving two catastrophic world wars in the previous
century values and preserves peace. That’s why the Georgian ‘tinderbox’
causes so much preoccupation and worry. If there is a fire there,
the consequences will be felt in Europe, the USA, and Russia. The
European Union actively suppresses the militarist initiatives of
Tbilisi and recently has urged it to agree to extend the area of
control of Abkhazia and South Ossetia’s border territories by means
of its military observers. According to German newspapers, Brussels
thinks that ‘now there is no chance of an unexpected Georgian attack
on South Ossetia, which last year led to Russia’s invasion’.

It’s also expected that, by mid-June, the EU foreign ministers
will agree on renewing the mandate of the European Union Monitoring
Mission (EUMM). The European diplomats think the mission has been a
success. Since Russia has recognized the independence of South Ossetia
and Abkhazia, Brussels is afraid the European forces will have to stay
in Georgia for a long time. To avoid this, the EU diplomats have put up
a ‘humble objective’: making the situation stable enough to prevent
any further outbursts of revenge and armed conflicts. As for the
policy of reunification, they believe it is Georgia’s ‘personal issue’.

The party most interested in stability and peace is Russia, and it
has been consistently increasing its influence and control over the
situation in Georgia. The war in August has brought Moscow two new
faithful allies and partners – South Ossetia and Abkhazia. Military
bases stationed there can securely hold back any possible encroachments
on the part of Tbilisi. Along with the Russian capital’s financial
intervention into banking, energy, telecommunications and other
sectors of the Georgian economy, this, metaphorically speaking,
is Moscow’s blocking-, if not controlling-, stake in relation to
other interested parties. It is enough – for now. All the more so,
since Moscow now has mutually-beneficial relations with countries
sharing its worries over Georgia’s thick-headed attitude. Especially
in Turkey, which strives to be the region’s leader.

Turkey, it seems, has got its share of the pie: Adjara, where ethnic
Georgian Muslims make up one third of the population. The heirs of the
Ottoman empire own the airport in Batumi, with its flights included
into Turkey’s domestic flight schedule. Its expansionist policy is
also represented by small sewing factories, agricultural product
processing plants and the hotel and travel industry.

Many businessmen from Turkey come here attracted by the fabulously
cheap labor. It’s worth mentioning that Adjara has a formal status
of an autonomous republic which is also part of Georgia. This status
is backed by the Treaty of Kars, signed by Russia and Turkey almost a
century ago. The treaty is still in full force, and in today’s Georgia,
Adjara is virtually ‘strapped’ to Tbilisi.

No-one is ‘hacking up’ Georgia today – it’s the 21st century,
after all. However, the Kvemo Kartli region, populated by ethnic
Azerbaijanis, is increasingly referred to in Baku by its historical
Turkic name, Borchali. The Armenian enclave of Samtskhe-Javakheti is
invariably called Javakh in Yerevan.

If politics is only a tool of the economy, then money is much more
efficient than guns in maintaining civilized control over territories
and resources. Kazakhstan is investing in Georgia big time. One of its
assets is United Telecom, a telecommunications giant with a network
of 450,000 fixed-line phone users, and an internet service provider.

Kazakhs own the gas-distribution system in Tbilisi, as well as
the licenses to search for and use hydrocarbon deposits in western
Georgia. The citizens of Almaty have also bought up dozens of the
best hotels and resorts in Tbilisi and on the Black Sea coast.

Georgia’s permanent financial problems with its foreign trade balance
permanently in the red and its enormous foreign debts are forcing it
to sell off what it can. Strangely enough, its American and European
‘friends’ thought it wasn’t such a good idea to seriously invest
in the real economy sector, and just went for the cherry on top of
the pie – the transit of energy carriers. In two decades, Georgia,
unlike its neighbors Armenia and Azerbaijan, has not built any major
plants or factories, not even a simple assembly-line. Only recently,
the country has launched the production of nails – ordinary metal
nails – thanks to the efforts of pensioners and retirees from the
out-of-action metallurgical plant. Apparently, they were hurt to see
the state their country was in.

The Arabs are the real big spenders, on the Tbilisi scale. They’ve
bought up the entire sea port in Poti and a huge plot of land to go
with it. They’re planning to build a cottage town on the sea coast with
‘budget-oriented’ villas for only one million dollars each. That’s
for spending your summer holiday in Georgia’s ‘fresh climate’.

The Israelis soon followed suit, lured by the low prices on land and
real estate and the perspective to build up a solid margin for further
re-sale. But they’ve slowed down now – Georgia is a loose cannon,
and it’s best not to take any risks.

Iran is also eyeing Georgia closely. It sees Tbilisi as a potential
bridgehead for a U.S. attack. But this doesn’t stand in the
way of more pragmatic interests. Iranian goods, mostly household
products, have found their niche on the Georgian market. Low-priced,
high-quality detergents and a wide range of plastic goods are gaining
the upper-hand over the competition. From a long-term perspective,
Tehran is attracted by Georgia’s transit potential, mostly along the
North-South vector. This can cut transportation costs by one third.

All other regional and geopolitical players have a similar interest,
including countries from Asia, Europe and the Middle East. Anticipating
future dividends, these players have designed transport routes twisting
around Georgia in fancy patterns. The regime in Tbilisi is like a
clot in the veins of these plans; a threat to the economic interests
of transport carriers and goods manufacturers. If this is properly
understood, there will be concerted pressure against Tbilisi. In fact,
the process is underway and is gaining momentum. Territorial integrity
is not an economic category.

Armenian Foreign Minister wants to distract world attention from the
fact that the armed forces of Armenia are occupying the territory of
Azerbaijan, said political scientist Aydin Mirzazade, commenting on
the statements of Armenian FM Edward Nalbandyan that Azerbaijan is
allegedly "attaching a religious nature to the Karabakh conflict and
speculating with the religious feelings of the OIC member-states.

According to him, the brightest sample of this is the recent incident
when two Armenian soldiers transferred to the Azerbaijani side.

"Why are there Armenian citizens in the occupied Azerbaijani
lands? Does Mr.Nalbandyan have an answer to this question? This is
the first moment.

On the other hand, this is not the first case when Armenian
representatives want to attribute to others the activities that they
are dealing with", said the political scientist.

According to him, it is not Azerbaijan, not the OIC, but on the
contrary, the leadership of Armenia and the Armenian diaspora abroad
that are all the time trying to inject a religious nature to this
question trying to impose on the world community that Armenia is a
Christian country.

"On several occasions the leadership of Armenia and Armenian
intellectuals argued that the co-existence of Muslims and Christians in
the same region is impossible. Azerbaijani cultural values, memorials,
temples and mosques are demolished in the Azerbaijani lands, occupied
by Armenians.

And in the center of Baku there is still a Armenian Apostolic Church,
which is protected by the state. It is not protected on purpose,
as Baku people do not even think to treat this establishment
otherwise. And what is done to our mosques in the Armenian-occupied
Azerbaijani lands?", asks he.

Armenian and Azerbaijani Presidents Serz Sargsyan and Ilham Aliyev will
discuss solving situation around Nagorno-Karabakh in St. Petersburg
as a part of the international economic forum, RIA Novosti quoted
Russian president’s spokesperson Natalya Timakova as saying.

"This is a continuation of a process that president [Medvedev]
launched with signing of the Moscow Declaration. This is a very
important point that Armenian and Azerbaijani leaders headed to
St. Petersburg to participate at a forum. The forum enables to meet
and discuss the current situation once again," Timakova told reporters.

The resolution of the Nagorno-Karabakh conflict was last discussed
at high level during Azerbaijani and Armenian Presidents’ visit to
Moscow in April 2009.

"Here the fact that dialogue is continued and both sides are ready for
it and accept Russia’s mediation in this process is very important,"
the spokesperson said.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian armed
forces have occupied 20 percent of Azerbaijan since 1992, including
the Nagorno-Karabakh region and 7 surrounding districts. Azerbaijan
and Armenia signed a ceasefire agreement in 1994. The co-chairs of
the OSCE Minsk Group – Russia, France, and the U.S. – are currently
holding the peace negotiations.

Recently, Tamar Kaprelian, who hails from California, created some
buzz in the entertainment circles with her song, ‘A New Day’, through
MySpace. Kaprelian has made it public that both her song and its
lyrics will be available in iTunes.

On 29th May, Kaprelian uploaded a message on her MySpace blog that
‘A New Day’ is now available in iTunes. The first verse of the song
goes like this,

"Before the light I found the dark Before tonight I feel apart Frozen
up Ive realized that something’s gotta change It took a crash to
understand"

Tamar Kaprelian, who is 22 years of age, writes in her profile that she
was born in Scottsdale, Arizona. She was brought up in both Georgia and
California by her parents, who are of Armenian origin. She writes that
while growing up she had always been surrounded by love and good music.

Kaprelian has claimed that she has been writing songs for quite some
time and does not even remember when she began to pursue this passion
of hers. As child she was greatly influenced by classic Disney movies,
however, she realized her true love for music only after she got to
hear Billy Joel and Paul McCartney.

She feels that her music and the songs that she writes are
"thought provoking, hopeful, playful, and honest." She says, "Its
a coming-of-age record. It chronicles my life my relationships, my
basket-case-ness, and my utter determination and drive to create an
album that is real and true to me both personally and artistically. I
hope you enjoy my little musical offerings and songs peace & Love."

Tamar Kaprelian will be releasing her maiden album this coming fall
on Interscope and we wish her all best for her first album.

condition to visit Nagorno Karabakh," Armenian ambassador to Russia
Armen Smbatyan said in his interview to Reghum agency, APA reports.

Commenting on the reports that members of communities of Azerbaijan
and Armenia will visit Nagorno Karabakh, Smbatyan said the idea to
repeat the visit appeared soon after the first visit.

"Because we (I hope not only we) felt the importance of such relations,
a small positive bridge uniting the two communities was established
during the visit. The aim of these visits is not to replace the
process of negotiations to some extent," he said.

Smbatyan mentioned that the negotiations were being held by the
presidents within the framework of OSCE Minsk Group and said the
representatives of various classes of the two countries should
continue communicating. Clarifying why the planned visit was kept
"secret" the ambassador said: "It is connected with arranging and
coordinating mechanism of the visit, because a number of political,
ethno-psychological, ethnocultural and social aspects are touched
on. If information about the visit is given beforehand, or formulated
incorrectly, it may affect the interests of the visit participants and
the visit will not take place. There are always forces, who ignore
the interests of the peoples and states, have mercantile intentions
and do not want the process to be realized. Taking this into account
I ask media representatives and "reliable sources" to approach every
statement and information on this issue with responsibility," he said.

Yerevan – APA. Leader of Armenian National Congress Levon Ter-Petrosian
called the Yerevan Council of Elders elections the most terrible
elections over the past period. In the meeting in Yerevan on June 1,
Ter-Petrosian congratulated president Serzh Sargsyan on his victory
over his people, APA reports quoting Armenia Today. In his opinion,
this victory will enable Sargsyan to continue plundering of the
people. The opposition leader said he would reject the National
Congress mandates in Mayor’s Office and would never go to the dialogue
with the government. "The documents signed by Serzh Sargsyan on
Karabakh and Armenia-Turkey relations will not have legal force for
us". Ter-Petrsian said Sargsyan must resign and take responsibility
for his crimes. He declared the "Serjik, go away!" the main slogan
of the National Congress.

Ruling Republican Party won 47.39 %, pro-government Prosperous Armenia
– 22.71%, Armenian National Congress – 17.1% votes in the elections
to Yerevan Council of Elders.

Syria supports the fair solution of the Karabakh problem, meeting
the interests of the parties, said Foreign Minister of Syria Walid
Muallem in Yerevan Tuesday.

"We believe it is necessary to find a political solution to the problem
through a direct dialogue. This solution must be fair and meet the
interest of Azerbaijanis and Armenians and lead to a settlement of
relations between the two neighboring countries", said Syrian Foreign
Minister at a press conference with his Armenian counterpart Edward
Nalbandyan.

"Attempts to find any decision contrary to the interests of two
peoples will further complicate the problems in the region and delay
the desired solution", said Muallem.

According to him, the parties must show courage and political will
to reach an equitable solution.

Ambassador of Armenia to Russia Armen Smbatian responded to
questions related to information about the forthcoming joint visit
of the representatives of Armenian and Azerbaijani community in
Nagorno-Karabakh.

When asked about information that he, together with the Ambassador of
Azerbaijan to Russia Polad Bul-Bul oglu are going to organize a visit
of representatives of the two countries to Armenia, self-declared
Nagorno Karabakh and Azerbaijan, Armen Smbyatyan said: "We have
developed the idea to organize one more visit to Nagorno Karabakh
with Polad Bul Bul oghlu immediately after the previous one, as we
(hopefully, not only we) felt the need for such contacts – in the
end of the trip there appeared a small sign, bringing the two nations
closer.

For the first time, in conditions of negative information constantly
renewed and purposefully addressed to the public, there appear a
positive line of possible cooperation. I want to emphasize that these
visits are not intended to replace the negotiating process. As before,
we are for negotiations between heads of states within the OSCE Minsk
Group. However, I consider it appropriate for the representatives
of various sectors of our society to continue to communicate with
each other".

Asked about the reason of a long interval between a previous and
a planned visit and the reason for certain "secrecy" around the new
trip, he replied as follows:

"Since 2007, our countries have recorded significant political
developments, in view of which the new tour was postponed. Now,
in my opinion, there has been created a congenial atmosphere for
the visit. The absence of advance information, which you called a
"mystery" is caused not only by the usual diplomatic practice,
but a special sensitivity of the issue. It lies in a mechanism of
coordination and organization of a trip, as this raises many issues,
both political and ethno-psychological, social and ethno-cultural ones.

If the information on this trip is presented ahead of time or will
be made incorrectly, the interests of participants of the event will
be affected in such a way that it will simply be frustrated. This is
unacceptable, especially because today in conditions of a certain
decrease in the level of effectiveness of other contacts between
Azerbaijan and Armenia, it is vitally important to develop the contacts
between the representatives of our public.

Believe me, there will always be forces that neglecting the interests
of peoples and nations because of thoughtlessness or mercantile
personal motives, would be happy to derail the process. In this
connection I urge the media, as well as representatives of "reliable
sources" to be very responsible to each statement and information on
the subject".

Information about the willingness of Azerbaijani soldier, who has
been kept in capture in Armenia, to receive the Armenian citizenship
is released purposefully, the Azerbaijani Defence Ministry reported.

"We have repeatedly faced Armenia’s tricky policy. This message can
be evaluated as a response to the fact that the Azerbaijani side has
recently voluntarily surrendered two Armenian soldiers," member of
the press service of Defense Ministry of Azerbaijan Teymur Abdullayev
told Trend News on Tuesday.

Azerbajani soldier Rafig Hasanov wished to stay in Armenia and to
receive the Armenian citizenship, Defense Minister of Armenia Seyran
Ohanian said.

Hasanov was captured by Armenians on Oct. 8, 2008.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Azerbaijan
lost all of Nagorno-Karabakh except for Shusha and Khojali in December
1991. In 1992-93, Armenian armed forces occupied Shusha, Khojali and 7
districts surrounding Nagorno-Karabakh. Azerbaijan and Armenia signed
a ceasefire in 1994. The co-chairs of the OSCE Minsk Group – Russia,
France, and the U.S. – are currently holding the peace negotiations.

The Armenian side tortures Hasanov and forces him to make such
statements.

Ohan Harutunyan Vadinagiyevich and Gevorq Tomosyan Serzhikovich,
soldiers of the training detachment of the 7th mountain rifle regiment
of the Armenian Defense Ministry 38862 military unit, complained
of unbearable conditions and tortures and said that they crossed
to Azerbaijan due to this reason. Three more Armenian soldiers,
Qrant Markosyan, Arthur Vartevyan and Alik Tevosyan were voluntarily
captured by Azerbaijani army in Agjaduz area of Agdam region.

Azerbaijan has two hostages in Armenia currently.
