Russia Welcomes G20 Summit In US Where Crisis Had Its Origins

MOSCOW (AFP)–Russia on Wednesday welcomed the White House’s
announcement that a summit on the global financial situation would
be held in the U.S., underlining the crisis had its roots there.

"It is very important that this meeting takes place in the United
States because the origins of the financial crisis are in the
U.S. financial system," Russian presidential spokeswoman Natalia
Timakova was quoted as saying by news agencies.

Timakova added that Russia noted the "positive reaction of the
Americans" to the proposal for the summit by French President Nicolas
Sarkozy.

On Tuesday, Russian President Dmitry Medvedev hit out at the ill
effects of U.S. financial policies and said the era of U.S. economic
dominance was over.

"The era of domination by one economy and by one currency has been
relegated to the past for good," Medvedev said on a visit to the
Armenian capital, Yerevan.

The summit, which will gather leaders of 20 rich and emerging countries
to draw up an action plan, was due to be held on Nov. 15 in Washington.

The Group of 20 nations accounts for 85% of the world economy and
about two-thirds of the world’s population.

YEREVAN, October 21. /ARKA/. Russian President Dmitry Medvedev and
his Armenian counterpart Serzh Sargsyan participated today in the
opening ceremony of the Square of Russia in downtown Yerevan.

"I am sincerely happy to be in Armenia again and to open with you
a new square in Yerevan," Medvedev said, adding this landmark event
testifies to sincere friendship between Armenian and Russian people.

The Russian president expressed his gratitude for opening the Square
of Russia in the heart of Yerevan, saying Armenia gives honor to
democratic Russia and the centuries-old friendship of both nations.

Medvedev said Russian people also trust and respect Armenians. "We
highly appreciate Armenian-Russian friendly relations," the president
said, vowing staunch support to strategy partnership, cultural and
humanitarian projects.

To establish closer relations, Armenia and Russia must boost bilateral
cooperation and try to meet together global and regional challenges,
according to Medvedev.

The Russian leader stressed the importance of coordinating steps in
the world arena to ensure stability in the region.

"Dear friends, good old neighbors always rejoice at each others’
success, and we are happy to see Armenia prospering every day,"
Medvedev said, underlining Armenia’s progress in the past ten
years. "We are interested in an economically robust, prosperous and
strong Armenia," the president added.

The Russian president said he believes Armenia also wishes Russia well.

"Making progress, we guarantee effective cooperation for both the
welfare of both nations," Medvedev said, adding both countries have
a political will and desire for boosting business relations and help
each other.

The Russian leader said he enjoys the sunny autumn of Armenia and
the warm welcome of Armenian people.

This is Medvedev’s fist two-day official visit to Armenia. The Russian
president arrived in Yerevan on Moday.

About $20mln To Be Invested In Bitumen Plant In Armenia

YEREVAN, October 21. /ARKA/. About $20mln are to be invested in the
construction of a bitumen plant in Armenia, said Mikhail Bagdasarov,
President of the MIKA Limited Company.

Among the founders of the A-bit (Armenian bitumen) plant are three
Russian companies with a share of 55%, with the MIKA Limited Company
holding the rest 45%.

Bagdasarov said that $3 to $5mln amore are to be invested in the
project soon.

"The recoupment of capital investments is expected during the next 3-7
years depending on the price for the product and market situation,"
he said.

Bagdasarov said that the plant has been constructed, and the balancing
and commissioning work is under way. The equipment has been supplied
by the Onix Company (Russia) – it is the company’s first project
in Armenia.

The first pilot plant will shortly be started, and the production is
most likely to be started next April or May, Bagdasarov said.

He pointed out that A-bit will produce oxidated asphalt and paving
bitumen.

"We speak of 40,000 tons of paving bitumen, 40,000 tons of stove fuel
and 6,000 tons of diesel fuel a year. Due to minimum consumption
of stove fuel in Armenia, it will be exported mainly to European
countries," Bagdasarov said.

He also said that the primary product, mazut, will probably be supplied
from Russia, Iran=2 0and Georgia.

At his earlier meeting with journalists, Bagdasarov pointed out a
great demand for bitumen in Armenia.

Armenia imports bitumen from Russia and Ukraine now. To reduce the
cost of the product, a decision was made jointly with the Russian
side to construct a bitumen plant in Surenavan, Ararat region,
Armenia. The new plant will allow Armenia to implement higher-quality
road construction programs.

RA President Serge Sargsyan stated at the opening ceremony on Tuesday.

"Today is a momentous day – we are opening Square of Russia at
the very heart of Yerevan in Russian President’s presence. This is
one more reminder of the deep roots of our peoples’ ties," stated
Armenia’s President.

The opening ceremony was attended by RF President Dmitry Medvedev,
high-ranking officials and numerous citizens.

The RA President stressed the Russian people’s unique contribution to
"the treasury of world civilization," and the Armenian and Russian
flags fluttering over the square are a symbol of "not only our
alliance, but also of common culture and history."

"Square of Russia is a harmonious architectural space between the
Yerevan Municipality and the House of Moscow," S. Sargsyan said.

Armenia’s President pointed out the symbolic fact that the "Erevan
fortress was located nearby, which is evidence of the scale of
Armenian-Russian relations."

"It is over this fortress that the Russian flag was first hoisted
on October 1, 1827. It was there the Russian garrison under General
Paskevich was stationed, and Alexander Griboyedov’s immortal comedy
‘Wit Works Woe’ was first staged in the author’s presence.

Today this square is becoming another symbol of loyalty to our peoples’
centuries-old traditional friendship and spiritual affinity, just
like the famous St. Basil’s Cathedral in Red Square in Moscow, one
of the side-chapels of which is named after Grigory the Illuminator,"
stated Armenia’s leader.

President Sargsyan also pointed out that Armenian-Russian friendship
have always been strong during the whole history despite all the
hardships.

"Moreover, it has become stronger, taking on new sense," he said.

Square of Russia is a 200-meter-long section of Arshishti St., divided
by a lawn, with the Yerevan Municipality and Museum of Yerevan on
the one side and House of Moscow on the other.

during the opening of the Global Innovation Forum for Education
and Development.

Armenia’s objective is to shape a more organized information and
telecommunications sector, the minister added.

"We need infrastructures to make ideas come true, find necessary
solutions, carry out research by expanding our knowledge, training
ourselves and implementing innovations in business to enter the global
market," Yeritsyan was quoted saying.

The organizers of the four-day forum in Yerevan are the RA Ministry
of Economy, the UN Global Alliance for ICT and Development and the
Athgo International organization.

The workshop focuses on the basic tools that facilitate the creation of
innovative solutions, particularly, systematic and quality educational
opportunities.

The participants will have group discussions and will suggest new
ideas on ICT development, trying to attract experts and specialists.

The chief partners of the forum are the Enterprise Incubator Foundation
(Armenia), Astro -Malaysia, Ericsson AG, Fundacion Cisneros, Microsoft

a golden coin "Capricorn" in circulation. The coins are mint under
the Zodiacal Signs international numismatic program, the CBA Press
Service reported.

A total of 10,000 coins were mint – 10,000 Drams each. The coin is made
of gold of 900 standard, its diameter is 22 mm and its weight is 8.6g.

The coins were mint by the Polish Mint. The coin contours were designed
by Ursula Valezhak.

Sargsyan and Dmitry Medvedev launched WiMAX in Armenia Today.

"This is a unique network launched for the first time in Armenia. It
is a national network covering not only Yerevan, but also 18 cities
of the country," President of "Komstar-OTS" Russian company Sergey
Pridantsev said at the launching ceremony. The network provides
access to wideband Internet, voice services, videoconferencing and
these services in mobile communication, he said.

President Medvedev, in his turn, said that it is a good event giving
an opportunity to connect almost all Armenian regions with each other.

After the launching ceremony, a videoconference was held together
with the Yerevan Medical Diagnostics Center and an opportunity to
get connected to the network while driving was demonstrated.

Modems for getting connected to the network were presented to the
Armenian and Russian presidents.

Major operator of integrated telecommunication services in Russia
"KOMSTAR-OTS" and its daughter company "Cornet.AM" started commercial
operation of a communication network using WiMAX technologies of
802.16e standard within 3.6-3.8 gigahertz frequency range Tuesday.

Investments n the project totaled $4.6mln.

Currently, in the first stage of the project, WiMAX network consists
of 24 multi-sector basic sta tions covering Yerevan and 18 cities in
the country’s regions (60% coverage).

"Cornet.AM" daughter company of "KOMSTAR-OTS" was founded in
2000. It provides advanced technological solutions to its clients in
telecommunications field. In 2006 the company joined "KOMSTAR-OTS"
Group and represents the interests of the Group in the territory
of Armenia.

permitted Ardshininvestbank closed joint stock company to participate
in VISA International payment system, the CBA Press Service reports
that the respective decision was adopted at a sitting of the CBA
Council yesterday.

Ardshininvestbank got its license (N 83) from the Central Bank of
Armenia on Feb 27, 2003. "Region" investment financial corporation
is holding 86.82% of the bank’s shares. The International Financial
Corporation became one of the main stockholders of the bank at the
end of 2007 and holds 10% of the shares.

The bank is an affiliated member of MasterCard/Europay international
payment system and a stockholder of Armenian Card closed joint stock
company – a card transaction system on the territory of Armenia.

By the end of September of this year, the bank’s capital had totaled
22.7bln Drams, assets – 119.2bln Drams, liabilities – 94.5bln Drams,
credit assets – 79.8bln Drams and non-distributed profit – 4.1bln
Drams.

Ardshininvestbank has 55 branches, including 6 branches on the
territory of the Nagorno-Karabakh Republic. The bank has its

New school buildings jump-start educational potential in COAF cluster
villages

New medical clinics, equipment in COAF villages go hand-and-hand with
professional, public health training

COAF repairs ambulance station and kindergarten in Lernagog DALARIK,
Armenia – When Armenian graphic designer Armen Karapetyan was
approached by an Italian ceramic company in 1992 looking for new
designs, he turned to a group of disabled teens and young adults,
who he thought were best able to deliver.

"I thought they would have a unique way of looking at a cup, for
example," he said. "And I was right."

Karapetyan spent five years with the group of 18-20 disabled people,
turning them into a crack design facility for products ranging from
dishes to automobile steering wheels. He showed them how to create
a product, from the sketching of the original design to transferring
that design and finishing it on the computer to creating samples of
the product and finally, selling the designs to various companies.

At the time he was employed with a major Russian advertising firm,
in Moscow. When he returned to his hometown of Yerevan in the late
1990s he looked for another project where he could teach job skills
and unlock artistic creativity.

That’s when he came across the Children Of Armenia Fund (COAF), and
began last year teaching photography and design skills to about 45
people enrolled in after-school programs offered at the Lernagog and
Dalarik schools.

The after-school program is an excellent example of how COAF directed a
special grant from Newman’s Own Foundation (a charitable organization,
founded by actor, Paul Newman) towards equipping the schools with
computers, cameras, equipment for two photo studios, and staff for
the program.

"I really love working with the people in the village," said
Karapetyan, a 39-year-old father of two. "You see them open up and
begin to express themselves. Some of them take better pictures than
the professionals."

"Here, look at this," he continued, beckoning to his laptop, displaying
work from the club’s first year, a collection of portraits the students
took of each other. As the photos flash by, both the professionalism
– the lighting is sophisticated, the composition flawless – and the
individualism of the subjects portrayed is striking.

"This is the quality of a professional advertisement," he said,
pointing to a photograph of a beaming young woman with tousled hair.

In fact, it is – taken by a 22-year-old hair stylist in the
village, the young woman wanted to learn photography to create
her own advertising materials, from brochures to print ads. An
important element of the after school club is that it isn’t limited
to schoolchildren, but also includes adults up to 30-years-old. He
says the adults add a professional element, while the children add
their own unique perspective to the mix.

"It’s really, really progressive for these kids in the villages to
know how to use a sophisticated program like Adobe Photoshop," says
Serob Khachatryan, COAF’s Education Program Manager. "In the major
cities you can get this kind of training, but it’s uncommon out here."

"They all get along quite well together," he said, smiling
broadly. "You just have to keep everyone busy on different projects,
then they all inspire each other."

After learning professional portraiture and Adobe Photoshop,
Karapetyan assigned a second topic: life in the villages before and
after COAF. That’s where the real creativity began to soar, he said,
flipping through more photos on the laptop.

Among the most compelling is a simple, stark photo of two chairs
side-by-side: one is the dilapidated remnant of a chair common in
the days before COAF came to the village and rebuilt the school. The
other is one of the newly built chairs COAF commissioned from local
furniture makers. It was taken, Karapetyan says, by a 14-year-old boy.

"It’s really amazing what children will capture from their
surroundings," he said.

This year, Karapetyan hopes to introduce the club to the world of
film. The assignment will be for each member to create and edit a
short film about their village, either by highlighting an unusual
person or a situation.

"I am waiting for something really special," he says. "Who knows what
it will be, or who it will come from?"

"They have first success on the national level. Smbat Petrosyan,
student from Dalarik won a special prize in national photo
competition", concludes Serob Khachatryan.
