TURKEY WANTS SOLUTION TO PROBLEMS BETWEEN AZERBAIJAN AND ARMENIA

by side with the United States, Turkish President Abdullah Gul said.

Turkey is creating a space to end the territorial dispute between
Armenia and Azerbaijan, according to him.

"We want to see a solution come about the problems between Armenia and
Azerbaijan. We sincerely want this, and we are ready to contribute to
bring about a solution. This issue, when I was in Yerevan, it was not
introduced by me. … It was introduced by President Serzh Sargsyan
himself when we were talking. I said at the outset that any problems in
the Caucasus does not just affect the two countries directly involved,
I said to him it affects everyone in the Caucasus, and I gave him the
recent example of conflict between Russia and Georgia and I said it’s
affecting us all. And I said to him I believe that as an eruption of a
problem affects us negatively, I believe that solving any problem in
the Caucasus affects us positively. I should say that after my visit

solved, these projects are open to Armenia as well," the Turkish

Today, the NKR Prime Minister Ara Haroutyunyan has met with responsible
personnel of the health care sphere of the Republic. The Prime Minister
declared that it is foreseen to increase financial allotments to
the sphere from the NKR State Budget 2009 by 400 mln drams, which
will be completely aimed at increase of the salaries of the sphere’s
employees salaries on average 30 percent. The aim of the meeting was
to hear out opinions and proposals of the participants according to
whose calculations the Government will adopt appropriate resolution.

Before exchange of views, the Prime Minister A.Haroutyunyan has
attracted the meeting participants’ attention at a number of important
facts and occurrences. As a whole, he has considered the proceeding
of the reforms in the sphere unsatisfactory. The circumstance of
death-rate increase in the Republic, when in Karabakh considerably more
state financing per a person than in Armenia and numerous European
countries is carried out, arises particular anxiety. According
to the Premier’s words, for the population’s health protection and
rehabilitation it is necessary to have a complex programme and to make
it a reality. "The Government continues to invest more means into the
sphere, but there no desirable results up today"- A.Haroutyunyan
noted. He has attached importance to parallel increase of the
sphere’s financing and the efficiency of the reforms conducted. Both
the Government and the population must be satisfied with the work of
the system, he emphasized. For realization of new purposeful policy
in the sphere of health care A.Haroutyunyan has assigned the leaders
of the system with a task to create a working group and to draft a
new programme for the sphere’s development on the basis of studies
and proposals.Priority will be given to increase of the health care
services and exclusion of negative occurrences.

A number of heads of the sphere’s establishments present at the
meeting spoke with their proposals and considerations.

The NKR Minister of Finance S.Tevosyan and the Minister of Health
Care A.Khachatryan were present during exchange of views.

The up-to 17 year-old youth soccer team of Armenia started out
well in the matches of the 13th group tournament for the European
championship. The Armenian team tied the game with the British soccer
team in the first matches in Spain and managed to score points despite
the fact that there were people betting on the British team’s victory.

Spain scored 6 consecutive goals in the next match with Estonia and
is currently at the top. Armenia will go face-to-face with the up-to
17 year-old Spanish soccer team, while the British will play with
Estonia in the 2nd match to take place tomorrow. The teams that place
1st and 2nd will move on to the next stage.

State Committee for Economic Competition of Armenia applied a procedure
for taking advantage over railway freight transmission according to
the claim of "Tariel and Sons" company. According to the official
web site of the Committee, the current company applied that "South
Caucasus Railways" company has increased the transmission price, in
the after math of which "Tariel and Sons" has stopped its activities
for 3 months.

The company asks the Committee to make a survey and to contribute to
the improvement of the situation.

International operations don’t threaten the economy of Armenia;
Government’s activities do threaten it, said Andranik Tevanyan,
the director of "Politeconomy" political, economic, legal survey
institute in a press conference.

"We are a consumer country. The prices of some goods are reduced in the
international market but not in our country. If we have free economic
cooperation and not monopolies, the prices could become lower in our
country also. State is not willing to compete against that system as
it is closely connected with business," he said.

A. Tevanyan said that of course the state should fight against economy
under shadow, but they should start from the highest rank and not
from the lowest one.

ArmInfo. CJSC "INGO Armenia" received a license for reinsuring
"non-life" class risks, the press-service of the Central Bank of
Armenia told ArmInfo.

Director of "INGO Armenia" insurance company Levon Altunyan said
that the company will take up reinsurance of a number of Russian
insurance companies.

According to him, negotiations are being held with local insurance
companies as well. Altunyan said that the volume of premiums for
reinsurance by INGO Armenia will total about 40 mln AMD in 2009.

To note, INGO Armenia has been operating in the Armenian insurance
market since 1997. As of September 30, 2008, the equity capital of the
company totalled 1.3 bln AMD. By the total volume of premiums collected
in the first half year of 2008, the company holds the 2nd position
among 10 insurance companies in operation. The company holds the 1st
position by insurance of vehicles, cargo carriages, various kinds of
responsibility, as well as insurance against fires and disasters. INGO
Armenia is in the top three insurance companies by the volume of
premiums collected from insurance of financial risks, medical risks,
as well as insurance of those leaving Armenia and accident insurance.

ArmInfo. COMSTAR-UTS (United TeleSystems) invested $4,6 mln in creation
of a national mobile network WiMAX in Armenia, Director General of
Cornet-AM CJSC (subsidiary of COMSTAR-UTS) Boris Demirkhanyan said at
today’s pres-conference on the occasion of the network launch. He said
that the network has been launched at the first stage in 18 towns
of Armenia and covers almost 60% of the population. Twenty-four
multisectoral base stations have been installed to assure the
communication. Airspan Networks Company (USA) is supplier of the
network equipment. The wireless network, for operation of which a
necessary resource has been allotted in a radio frequency range of
3,6-3,8 GHz in the territory of 9 regions, functions in 802,16Ã’
standard. The network has been intended for rendering of a full
spectrum of telecommunications services to the legal and natural
persons, including services in data transfer, digital telephony,
high-line Internet access, organization of corporate networks (IP
VPN), etc. The director general said that Cornet-AM has 600 clients
at this stage and it is expected to join 400 clients more till late,
2008. The president of COMSTAR- UTS Sergey Pridantsev said at the
press-conference that WiMAX national network in Armenia is not only
unique for the country but it is also one of the first telecommunicati
ons networks in the world of such kind.

To note, COMSTAR-UTS is the biggest communication operator in Moscow
on financial indicators and subscriber base. The securities of
COMSTAR-UTS have been admitted to tenders at London Stock Exchange
under CMST ticker.

ArmInfo. Today Presidents of Armenia and Russia Serzh Sargsyan and
Dmitriy Medvedev took part in the starting operation of WiMax mobile
national net.

The net was started operation by COMSTAR – United TeleSystems company
which is the biggest operator of the integrated telecommunication
services in Russia and the CIS. CJSC Cornet-AM , which is its
subsidiary, will exploit the net in Armenia. Armenian and Russian
presidents were given modems to joint WiMAX net as a gift.
