Armenian PM Tigran Sargsian has "guests" every Thursday and this
Thursday was no exception. Today his guests were the citizens who
had been thrown out of their houses for state needs, residents of the
Dalma fields and the parents of the soldiers killed in the Armenian
military units.

Mrs. Gohar, mother of late Tigran Ohanjanian, says that nobody calls
them to the trials and doesn’t believe that the culprit is the real
person. Mrs. Gohar said today that when they reveal the culprit,
she is going to inform the police about the murder and is going to
get revenge herself because she has nothing to lose.

Mrs. Gohar also informed that Robert Mirzoian, father of deceased
soldier Gegham Sergoian, wasn’t able to come today due to heart
problems caused by the death of his son.

Shouting "Premier, Premier", the citizens thrown out of their houses
for state needs demanded another meeting with the prime minister. As
president of the "Defense of Property Rights" NGO Vachagan Hakobian
noted, the residents of the area up for sale have a meeting today
with the Deputy Minister of Territorial Administration, but they
don’t have that much hope to see him.

The residents of the area up for sale will soon show a film which shows
their sufferings as they were thrown out of their homes. "They are
very moderate, but we will produce a new film with new scenes soon,"
said Vachagan Hakobyan.

Jhangiryan Doesn’t Need Amnesty

"I don’t need Serzh Sargsyan’s amnesty," said former RA Deputy
Prosecutor General Gagik Jhangiryan in response to the rumors about
Serzh Sargsyan’s speech on amnesty. "I have said that my friends and
I don’t need amnesty. Let them declare amnesty, if they need it. The
ones who need it are the criminals. This is all an act and it’s going
to come to an end."

During the trial presided by Judge Zhora Vardanyan the defendant’s side
declared an arbitration. Gagik Jhangiryan’s attorney Lusine Sahakyan
demanded the court to provide her with information on what the judge
had permitted regarding the operative investigation on the sidelines
of article 300. The judge rejected the arbitration and explained that
he had nothing to do with the criminal case.

Afterwards, the defendant presented a rejecting arbitration. The judge
went to the consultation office to discuss the arbitration and will
declare his decision on October 6 at 2 p.m.

Thirteen-year old Gagik Babayan suffers from a kidney disease and his
life is in danger. His two kidneys are dysfunctional and if he doesn’t
go through a dialysis, it will be impossible to save him. "His life
is prolonged for a day after each dialysis and I don’t even want to
think about what will happen if he doesn’t take the dialysis for a
day," says Gagik’s mother Mrs. Valya.

Gagik has been going through dialysis at the Arabkir clinic three times
a week for three hours since 2006. Gagik’s mother is afraid of letting
his son have an operation because besides his kidney problems, Gagik
also has problems with urination. Gagik’s mother says that doctors
have suggested taking him to Belgium to cure the disease because, as
they say, the patients who have had an operation are satisfied. The
single mother says that she just needs 10,000 dollars and is asking
for financial aid.

For now, the dialysis is free because Gagik is a minor, but
Mrs. Valya will have to pay for the dialysis if his son goes through
operations. Gagik can’t play outside with his friends because he
always feels weak. "He feels fine after the dialysis, but the next
day the level of nitrogen goes up to 1200 when the standard is 100."

Gagik is currently on a diet because all vitamins are released from

Three distinguished American experts who formerly participated in
the U.S. National Commission on Terrorist Attacks Upon the United
States (more commonly known as the 9/11 Commission) will visit Armenia
October 5-11. The visiting experts will consult with relevant Armenian
officials examining the March 1-2 events in Yerevan, and especially
the National Assembly’s Ad Hoc Commission of Inquiry into March 1-2
Events. The idea for such a visit was first proposed to Armenian
officials by Assistant Secretary of State David Kramer during his
June 2008 visit to Yerevan. The visit is sponsored by the United
States Embassy and is funded by USAID. The three visiting experts
will be Christopher Kojm, John Farmer, and Michael Hurley.

The purpose of this visit is for the U.S. experts to share with their
Armenian counterparts the experiences and lessons learned from the
U.S. 9/11 Commission experience. The experts will share their knowledge
about the management, operations, successes, and difficulties that the
9/11 Commission faced, and provide these insights both to the Ad Hoc
Commission and to officials involved in organizing the independent
experts group that will supplement the parliamentary inquiry. The
delegation will also consult with the Prosecutor General of the
Republic of Armenia about the criminal investigation work.

The visiting U.S. 9/11 Commission experts will not directly assist
in any inquiry or investigation concerning events in Armenia. They
will not conduct an assessment or report about the efforts underway
in Armenia. The sole purpose of this visit is to convey information
and insights about the lessons learned from the U.S. experience with
the 9/11 Commission.

About the 9/11 Commission: The 9/11 Commission was created as
an independent, bipartisan special commission of inquiry into the
September 11, 2001, terrorist attacks against the United States. Many
Americans believed at that time that U.S. Government agencies might
have been negligent or incompetent in failing to anticipate, detect,
and prevent the attacks. The U.S. public demanded that a special
commission be established to examine all evidence to assess this
allegation. The 9/11 Commission had ten members, five Republicans
and five Democrats — all of whom were retired senior officials of
U.S. federal and state government. The 9/11 Commission reviewed
thousands of pages of government records and other evidence and
interviewed hundreds of government officials and other witnesses. The
ten Commissioners were assisted in this massive work by 75 professional
staff members. The delegation visiting Armenia is comprised of three
of the most senior of these staff members. They are distinguished
experts in law, legislative oversight, and national security matters.

About the Visiting Experts:

Christopher Kojm: Christopher Kojm was the Deputy Executive Director
of the 9/11 Commission. Working under the Executive Director,
Mr. Kojm directed the overall management and organization of
the 9/11 Commission’s work. Mr. Kojm is currently Professor of
International Affairs at the George Washington University. He served
as a Congressional staff member for the House of Representatives
Foreign Affairs Committee from 1984-1998, in positions of increasing
seniority. He also has served as a Deputy Assistant Secretary of
State. He served as president of the 9/11 Public Discourse Project —
a program to educate the American public about the September 11 events
and the work of the 9/11 Commission — from September 2004-December
2005.

Michael Hurley: Michael Hurley served as Senior Counsel (attorney)
and Director of Counterterrorism Policy Investigation for the 9/11
Commission from May 2003-July 2004. He has more the thirty years
experience as a U.S. government expert on national security and
counter-terrorism. He worked in the White House National Security
Council staff under President Clinton, and more recently as a senior
special adviser to the State Department’s ambassador-at-large for
counter-terrorism. He is currently president of an international
consulting firm, Team 3i LLC, and serves part time as a special
adviser to President Bush’s Special Envoy for Middle East Security,
retired General James Jones, focusing on the Israeli-Palestine
conflict. Mr. Hurley began his professional career as a trial attorney
in Minnesota.

John Farmer: John Farmer served as Senior Counsel (attorney) on the
9/11 Commission from 2003-2004, with a focus on emergency response
to the terrorist attacks. He is currently a partner in the law firm
of Arsenault, Whipple, Farmer, Fasset, and Azzarello. He served as
Attorney General of the State of New Jersey (population 8.7 million)
from 1999-2002, a position which in the American system combines the
functions of both Prosecutor General and Minister of Justice. He
also served as a Commissioner on the New Jersey State Commission
of Investigations, which oversees investigations into political
corruption and organized crime. Previously, he served as Chief Counsel
and before that Deputy Chief Counsel to the Governor of the State of
New Jersey. Before moving to New Jersey state government, Mr. Farmer
served as an Assistant United States Attorney (U.S. federal prosecutor)
for the federal judicial district of New Jersey, prosecuting organized
crime, kidnapping, bank robberies, and financial fraud cases. He also
serves as a special adviser to Special Envoy for Middle East Security
James Jones, and teaches law at the Rutgers University Law School.

TOPEKA, Kan. (AP) – A team of Armenian leaders is watching how Kansas
officials respond to a potential nuclear power plant disaster.

The leaders are observing Thursday’s exercise in hopes of gaining
insight into how the United States would respond to a nuclear
event. The exercise simulates an accident at the Wolf Creek Nuclear
Generating Station in northeast Kansas.

Observing are representatives from Armenia’s rescue service, ministry
of defense, ministry of health, its power plant and nuclear regulatory
agency.

In 2007, the Armenians approved a plan to dismantle a Soviet-era
nuclear plant near the capital of Yerevan over concerns about it
safety. That plant supplies nearly half the country’s electricity.

an open letter to Armenian American voters, seeking their support for
his presidential campaign, but failing to outline his stands on core
Armenian American issues, reported the Armenian National Committee
of America (ANCA).

The letter, released by the McCain-Palin campaign, echoed the
same themes as Senator McCain’s correspondence this February to
the ANCA. Using nearly identical language, the Arizona Senator
praised the Armenian American contribution to American society,
and Armenia’s contribution to Coalition operations in Iraq and NATO
peacekeeping in Kosovo. While remaining silent on Nagorno-Karabagh,
the Turkish and Azerbaijani blockades, U.S. aid to Armenia, and the
broader issue of U.S.-Armenia relations, he did, in euphemistic
language typically employed by the Administration, mention the
"terrible tragedy" suffered by the Armenians, although, notably,
without using the proper term genocide or even mentioning the Ottoman
Empire or the Republic of Turkey.

"We hoped that, during the course of the campaign, Senator McCain’s
outreach to Armenian American voters will have evolved beyond the
respectful but substantially non-policy oriented letter he had sent to
us earlier this year, by outlining his positions on our community’s
core issues," said ANCA Executive Director Aram Hamparian. "Armenian
Americans are issue voters, and look to the candidates seeking their
support to be clear about their views and values – particularly
on issues related to the Armenian Genocide, Nagorno-Karabagh, the
strengthening of Armenia, and the growth of U.S.-Armenia relations."

It should be added that Senator McCain has, throughout his tenure in
the Congress, largely opposed or was passively indifferent to a broad
array of Armenian American issues. As recently as October of last
year, Senator McCain publicly opposed Congressional recognition of
the Armenian Genocide. In 1999, he voted against restricting U.S. aid
to Azerbaijan over its blockades and other offensive uses of force
against Armenia and Nagorno-Karabagh. He voted against Senator Bob
Dole’s Armenian Genocide Resolution in 1990.

experts of international human rights organizations and Georgian,
Azerbaijani, Armenian attorneys, engaged in European Court cases, left
for Bakuriani to attend meetings to be held in Where Palace hotel from
3 to 5 October, Article 42 of the Constitution organization informed.

The meeting will be opened by the CEO of Article 42 of the
Constitution, Mari Chokheli, and representatives of Helsinki Committee
of the Netherlands, Kamala Lagate and Kirsten Khavlitchek. One of the
purposes of this forum is to discuss and estimate the human rights
situation in Georgia, Azerbaijan and Armenia. The concrete cases,
which were submitted to European Court from these countries, will be
considered at the meeting.

The meeting will be held within the framework of the Strategic
Justice at the Caucasus Project, implemented by Article 42 of
the Constitution. The International Partners of the project are
the British Iterwrights and Helsinki Committee of the Netherlands,
the regional partners are Bara (Armenia) and The Community of Fair
Education (Azerbaijan).

The project is financed by the Netherlands’ Ministry of Foreign
Affairs and the GOF RE Fund of the British embassy.

estimation of activation of the process around Armenian-Turkish
relations is untimely. Oskanian stated it during a press conference
held in Yerevan on the occasion of official opening of CIVILITAS Fund
he heads.

"Naturally, both the President and FM are quite active. It should
be added that Turkish President’s visit was also unprecedented. So
we are engaged in ebullient activity, however, time will show its
practical results. Consequently, I would like to refrain from specific
estimations", Vardan Oskanian stated. As for Turkey’s willingness to
participate in Karabakh settlement as a mediator, in V. Oskanian’s
words, Turkey does not rank in the talks, since the border still
remains closed, while the railway is out of order.

In V. Oskanian’s opinion, there is a criterion of Armenian-Turkish
relations’ normalization – unblocking border with Armenia. According
to him, there are no other criteria. Or, at least, opening existing
railroad can be considered the beginning of normalization. "Unless it
takes place in the near future it will mean that Turkey politically
speculates on the opportunity it has been given", V. Oskanian
said. According to the diplomat, Turkish President’s visit to Yerevan
consolidated the country’s authority ten times, however, it has also
positively influenced on Armenia’s image.

Being asked to comment on Turkish President’s statement, according
to which the border will be opened, only in case "the occupied
territories" are "returned" to Azerbaijan V. Oskanian stated the
statement was not a surprise. "If Turkey connects the border’s opening
with the issues referring to the territories I have to state with
regret that nothing has been changed and we undertake some efforts
in vain", the diplomat underscored. Answering a question if Armenia
should recognize the NKR V. Oskanian said the weapon must be in
Armenia’s arsenal. "However, the weapon should be used in proper
time. I think the time has not come for NKR yet", V. Oskanian stated.

that there are quite organizational and material resources for the
successful implementation of the programs targeted at NKR’s rapid
social-economic development", Nagorno-Karabakh Republic PM Ara
Harutyunian said today in Stepanakert, at a press conference devoted
to the results of the first year of acting cabinet of ministers’ work.

According to the DE FACTO own correspondent in Stepanakert, the
premier noted that agriculture was the principal direction of activity.

The Premier assured that before 2015 NKR would become an energetically
independent country and would even be able to export electro energy.

Ara Harutyunian also noted that, due to a number of programs, social
tension has been scaled down. He said that in 2009 pensions would
increase 18%, teachers’ salary by 30 % and would reach 160, 000 drams
in the near future.

The government’s head noted that the world financial crisis was
already telling on the Republic banking sphere – financial streams
from outside had been reduced, credit rates were expected to raise,

Armenian President Serzh Sargsian will meet Turkish President Abdullah
Gul in about two weeks.

The first initiative was made on September 6 in Yerevan and the second
will be in Istanbul on October 16, Turkish newspaper Radikal said.

Visit of Armenian President following the visit of Turkish President
opened the doors towards a positive process in one of the most
sensitive problems in the Middle East.

Turkish President Abdullah Gul said last Saturday in New York that
the opening of the border gates with Armenia hinged on the solution
of the existing problems.

"The aim of the talks with Armenia is to start the dialogue that would
remove the problems. If these problems were solved in this process,
then we can have any kind of cooperation, including the opening of
the borders, full-fledged relations and broader economic solidarity,"
Gul told reporters in the Turkish House in New York.
