Yushchenko will miss the regular CIS summit due in Bishkek on
October 10.

The Azerbaijani President is occupied with the election campaign;
Georgia has dropped out of the CIS; Yushchenko can’t settle domestic
affairs, Bakililar.AZ reports.

The summit will focus on economic problems, ways to overcome financial
crisis and developments in the Georgia-South Ossetian conflict zone.

Azerbaijan will be represented by a delegation led by Prime Minister
Arthur Rasizade.

/PanARMENIAN.Net/ The United States’ self-styled role as the world’s
dominant power was undermining international security, Russian
President Dmitry Medvedev said in addressing the World Policy
Conference in Evian, France.

"A desire by the United States to consolidate its global domination
led to it missing a historical chance … to build a truly democratic
world order," Medvedev said of U.S. actions since the Sept. 11 attacks
in 2001.

He said Russia’s war with Georgia in August showed that the security
mechanism in Europe, which he said was based around NATO and the
United States, needed a major overhaul.

The Kremlin leader proposed a new security pact that would ban the
use of force or the threat of its use, and would make clear no single
country, including Russia, would have a monopoly on providing security
for the continent.

In an unusually emotional speech, Medvedev said the United States
passed up an historical chance for a new partnership after the Sept. 11
attacks on U.S. cities, when Moscow offered to join Washington in
fighting terrorism.

But the U.S.-led invasion of Iraq and Washington’s plans to station
elements of a missile defense shield in eastern Europe – a project
fiercely opposed by Moscow – scotched that partnership, Medvedev said.

"After toppling the Taliban regime in Afghanistan, the United States
started a series of unilateral actions," he said. "As a result, a
trend appeared in international relations towards creating dividing
lines. This was in fact the revival of a policy popular in the past
and known as containment."

with Christine Egerszegi-Obrist, President of the Federal Assembly
of the Swiss Confederation, to discuss bilateral cooperation, the RA
leader’s press office told PanARMENIAN.Net.

"We share European values and our aim is a modern and strong Armenia
where the rights of each citizen will be protected. I am hopeful that
establishment of Swiss diplomatic outpost in Armenia will promote
our future cooperation," President Sargsyan said.

He also thanked Switzerland for recognition of the Armenian Genocide
and appreciated highly Bern’s balanced stand on regional issues.

The RA President also briefed Swiss parliamentarians on Armenia’s
position on the Karabakh conflict and the Armenian-Turkish relations.

from delivery of arms to Georgia unless Tbilisi stops its attempts
to resolve its problems by use of force.

"As to the OSCE norms on armament delivery, they proved inefficient,"
the head of the Russian delegation to the OSCE Forum for Security
Cooperation, Mikhail Ulyanov said during the Vienna talks on military
security and arms control.

"The scale of the August tragedy proved the necessity of such
decision", Ulyanov said.

President of Armenia Serzh Sargsyan has received the delegation
of Switzerland-Armenia parliamentary group chaired by Christin
Egerzegi-Obrist.

The President of Armenia has signified the development of relationship
between the two countries, and evaluated that in recent years an
interesting working agenda has been established between Armenia and
Switzerland. Serzh Sargsyan mentioned that the bilateral cooperation
could be strengthened if diplomatic representation is established
in Armenia.

"We’re keeping forward to European values, and our mission is to create
developed Armenia, a powerful country, where the life is prosperous,
safe and human rights are defended," said the President of Armenia.

President of Armenia has also signified the relationship between the
parliaments of Armenia and Switzerland and appreciated the Parliament
of Switzerland for recognizing Armenian Genocide in 2003.

The chairman of Switzerland-Armenia parliamentary group said that
Armenia and Switzerland have much in common, in particular they both
lack natural resources, they don’t have direct way to sea but they
both have steady positions, skills and knowledge.

In fact what we have now is a totally new Georgia. If we trace the
country’s development since 1991 it becomes clear that Tbilisi has
been experiencing nothing but losses.

As a rule, misinformation is spread with the particular aim of
exploring circumstances, shaping a certain public opinion, and if
everything goes according to the plan, information proves to be
true. Another advantage of misinformation is anonymity, which under
certain conditions may turn into an alibi: we never said it and we
know nothing… There was an information leak the other day. If we
trust Turkish and Azerbaijani informative sources, Baku and Ankara are
going to stiffen pressure on Georgia in order to achieve federalization
of the country.

/PanARMENIAN.Net/ Thus, Turkey is determined to split up Georgia,
leaving her with only historical regions (Kartli, Shida Kartli (Gori)
and Kakheti), which in 1783 were placed under the Russian patronage
according to the Treaty of Georgievsk. The rest, i.e. independent
Ajaria, Azerbaijani Kvemo-Kartli (Borchali) and the Turk-Meskhets will
be distributed "by rights". It is obvious that under such distribution
Javakhk may pass to Armenia, if the sides come to an agreement.

As Turk diplomats claim such federation would be the only guarantee
for preservation of Georgia’s territorial integrity. But the question
is which Georgia we mean – present Georgia, the Soviet Socialist
Republic of Georgia or the Georgia of 1918. There is an impression
that the term "territorial integrity" has turned into a song which
is sung throughout the world in or out of place.

Nevertheless, talks on Georgia’s partition are already in circulation
and it is not difficult to foresee Georgia’s future, especially in case
President Saakashvili decides on another reckless military attempt,
like the August operation, which, by the way, is quite probable on the
eve of the US Presidential Elections… But who will serve as an object
for "recovering the constitutional order" this time? It can hardly be
Javakhk, as in this case Turkey’s intervention would be inevitable,
whereas in all probability Saakashvili would be reluctant to strain
relations with Turkey. The latter is a member of NATO and can simply
block Georgia’s getting a Membership Action Plan (MAP). Thus, the
Georgian President dug his own hole, where he can hardly manage to
rise from. The spasmodic attempts to call the West and especially the
United States for help are like a voice crying in the wilderness. The
world is busy with the financial crisis and Georgia’s problems do
not worry it much. However, Tbilisi is reluctant to understand it.

In fact what we have now is a totally new Georgia. If we trace the
country’s development since 1991, i.e. after the USSR breakdown,
it becomes clear that Tbilisi has been experiencing nothing but
losses. Zviad Gamsakhurdia, the First President of the Republic of
Georgia, led the country into the chaos of the Civil War, losing
Abkhazia. During the reign of Eduard Shevardnadze Ajaria was actually
an independent region, which only Mikhail Saakashvili was able to
return to Georgia. Now Georgia has lost South Ossetia and, finally,
Abkhazia.

Separatist tendencies that exist in the republics of the former USSR
once more underline the illogical and inaccurate division of borders,
fixed before the World War II. By the way the republics, whose borders
are more or less accurate, do not face conflicts, Armenia being among
them. On the other hand it is rather inappropriate to speak of the
"accuracy" of borders, as the current world map gives too broad
interpretations on the precision of this or that border…

Concerning Georgia there is also another consideration that
prevails over all others. It is the transportation of energy
resources. Unfortunately Mikhail Saakashvili used to believe
that without him oil would never get to Europe. However, with the
beginning of the military operations in South Ossetia, Turkey and
Azerbaijan ceased to trust Tbilisi, considering that unruly Mikhail
Saakashvili might put at stake the normal functioning of oil-pipeline
Baku-Tbilisi-Ceyhan and gas-line Baku-Tbilisi-Erzerum. After all,
the above-mentioned pipelines both pass through Ajaria, Kvemo-Kartli
and Samtskhe-Javakheti. Thus, the major war in the Caucasus is still
ahead. And if we also take into account the fact that together with
Turkey Russia is rapidly increasing its presence in the Caucasus,
Administration of the future US President is going to face great
difficulties.

Meanwhile, RF Foreign Ministry declares that Georgia is trying to
launch another war in the Caucasus. The reason for this declaration
has been a number of terrorist acts in the territory of Abkhazia and
South Ossetia, as well as in the buffer zone of these republics. RF
Foreign Ministry Department of Information and Press states: "There is
an impression that certain powers in Tbilisi are consciously straining
the situation in the region and are trying to provoke new military
operations through a series of terrorist acts".

Monument To General Ermolov By Initiative Of Armenian Diaspora

Monument to Russian General Aleksey Ermolov placed in Minvodi,
Stavropol region, dedicated to the 130th anniversary of the city. The
architect of the monument is Georgi Miasnikov, famous architect and
member of Union of Painters in Stavropol.

The project to create a monument has been supported by people living
in different corners of the world, but the major part of it has been
financed by Armenian Diaspora of Stavropol. Ataman Oleg Gubenkov
expressed his words of gratitude to the Armenian community in Russia,
especially Armenians living in that region and Artem Arzumanyan the
Chairman of the Community of Stavropol.

On October 4, during the opening ceremony of the monument, the high
ranking officials of the region mentioned that the Monument to General
Ermolov has strengthened the idea that Armenians and Cossacks have
been relatives for centuries.

Russia is not aware which policy it conducts in the Caucasus, while the
West has done an open attempt to take the Caucasus away from Russia",
said Mubariz Ahmedoghlu, head of the center of political innovations
and technologies at a press conference by results of September.

"West wishes to drive Russia out of the Caucasus forever", said
Ahmedoghlu.

He considers that religion also interferes with the political
issue. The political scientist considers that the goal is to drive
Orthodox Christians out of the region.

"West wants only Catholicism to be present in the Caucasus", said
the political scientist. As for the financial losses after the war
between Russia and Georgia, Ahmedoghlu noted that Armenia also tries
to benefit from this issue.

"Georgia which was the direct victim of this war, said it lost
$170,000,000, while Armenia, which did not take direct participation,
announced that it lost $680,000,000.

This figure was confirmed by official Washington, which allocated the
due amount to Armenia. It means that West decided to provide financial
assistance for Armenia to get rid of Russia", said Ahmedoghlu.

He said West is confident that Russia must lose more than it gained
from war with Georgia. The political scientist noted that the most
loyal expert in Russia mentions $35-40 bln, while the most radical
$450 bln.

Oppositionist: I Don’t Think There Are People In CoE Who Unambiguous

who unambiguously make deals with the Armenian authorities. The issue
of implementation of PACE Resolutions N1609 and N1620 by Armenia
is not closed", Grigor Harutyunyan, the secretary of Board of the
oppositional People’s Party of Armenia, said to ArmInfo correspondent.

The oppositionist explains the fact that international structures
gave time to Armenia till January, when the situation in Armenia will
be discussed again at the PACE session, by the Europeans’ approach,
according to which abrupt steps against even the worst authorities
may lead to a complete loss of control over them. "I think, this is a
wrong approach. The representatives of European structures accepted
the RA authorities’ arguments that little time had initially been
given for implementation of PACE requirements, consciously allowed
the RA authorities to deceive them.

But Thomas Hammarberg’s latest statement says that no answers have
been given to the raised questions. Now let’s see what the CoE will
do next", Harutyunyan said.

He disagrees with his oppositional colleague Levon Zurabyan, who
recently said that RA authorities were given carte blanche by the
international community for the opposition’s crackdown in exchange for
steps aimed at improvement of Armenian-Turkish relations. "Obviously,
our colleague meant that the authorities are digesting the obstacles
thrown in the opposition’s way by paying a price as improvement
of relations with Turkey and expected return of territories to
Azerbaijan. As a result, an impression arises that the international
structures are bargaining with the authorities", he said.

Furthermore, Serzh Sargsyan shows to the West that no other politician
but him can take pro-Western steps, he added. "Nonetheless, I don’t
think that there are people in the CoE who unambiguously make deals
with RA authorities. In PACE people are responsible before their
voters. And I hope, they will finally give honest assessment to what
is going on in our country", Harutyunyan said in conclusion.

ArmInfo. VivaCell-MTS’ provided AMD 1.102 million to the National
Library of Armenia for establishing a special reading room, the first
of its kind in Armenia, to allow blind and visually impaired to access
library resources.

Services provided at this special disabled-friendly reading room can
benefit over 5000 blind and visually impaired people all over Armenia;
special software and computers installed in the Library have ability
to recognize characters and convert text into speech thus giving
opportunity to benefit from advanced technology. For the realization of
the project, as a socially-responsible company, VivaCell-MTS provided
AMD 1.102 million, thanks to which special software was created as
well as computers and necessary accessory, were procured.

It is hard to imagine that nowadays in Armenia the blind cannot use
all the opportunities of computer to communicate with others, type,
even draw, write or download music and read, which is available for
people with low or no vision in other countries. There are a lot
of libraries across Armenia but the books specially designed for
the blind and visually impaired are old and outdated, while their
modern analogues are on hand abroad. And to enable the library to
cater to the blind and sight-impaired also, VivaCell-MTS supported
in adaptation of "Arev" software to their needs (created by Yerevan
Scientific Research Institute of Mathematical Machines). A person is
typing (first, the blinds will be trained to the typing skills) or
scanning the ready text and the computer technology converts almost
all typewritten or typeset material into easily-understood speech.

"Reading and interacting with the outside world are the two major
wishes of the blind. We hope that from now on they can have a real
no-barrier reading experience in this special reading room," said the
General Manager of VivaCell-MTS Ralph Yirikian. ‘It is vital that
the society understands the importance of accessibility of reading
for the blind people. They – our compatriots, should be given equal
access to books for recreation and study.

We are delighted to have supported with the creation of such a
well-equipped reading room in Armenia thanks to which the blind and
visually-impaired people will feel themselves closer to the society
and enjoy the pleasure in reading".

Now when "Arev" software is developed and the special-reading room is
set up, special well-thought-out training program will be organized
for the blind and visually-impaired people for them to learn how
to use computer, scanner and printer and how to surf internet and
communicate via e-mail in order to make them more independent in the
quest for information.
