MEETING OF ARMENIAN, AZERI AND RUSSIAN FMS TO BE HELD IN MOSCOW

YEREVAN, 30.10.08. DE FACTO. On October 31 the RA FM Edvard Nalbandian
is leaving for Moscow, where a preparatory meeting of Armenian,
Azerbaijani and Russian FMs will be held.

In the course of a press conference held in Yerevan today the RA
FM Edvard Nalbandian said that the meeting’s goal was to prepare
a trilateral meeting of Armenian, Azerbaijani and Russian FMs to
be held in Moscow on November 2. The meeting of the three states’
presidents will be devoted to the issues referring to the Karabakh
conflict settlement. A meeting of Armenian and Azeri FMs with the
OSCE Minsk group Co-Chairs on the Karabakh conflict settlement will
be held in Moscow on November 1.

"Armenia attaches extraordinary importance and welcomes Russian
President Dmitry Medvedev’s initiative targeted at giving a new impetus
to the talks. We hope that it will open up a new way for the talks’
activation", the RA FM noted commenting Dmitry Medvedev’s proposal
concerning holding Karabagh talks in a trilateral format in Moscow.

recognition of South Ossetia and Abkhazia’s independence by
Russia arouse concerns, Deniz Cakar, Head of Department, NATO and
Euro-Atlantic Infrastructure and Logistics at the Turkish MFA, said
during during Black Sea security program regional workshop that opened
in Yerevan today.

"Feeling responsible for resolution of regional problems, Turkey
thinks it should seek for ways to mediate tensions between Georgia and
Russia. It is also essential to take measures for establishment of
trust and stability in the region. For this purpose, Turkey offered
a Caucasus stability and cooperation platform meant to develop
communications and enable dialog between the countries engaged,"
she said.

attended a ceremony to commemorate the victims of October 27, 1999
terrorist act, the RA NA press office reported.

Opening the ceremony the RA NA Speaker, Mr. Hovik Abrahamyan said,
"Every year on October 27, paying tribute to the victims of the
severe crime of October 27, 1999, we again say our decisive "No"
to terrorism, intolerance and animosity. Though 9 years have passed,
all of us feel the pain that befell us that day. We again say that
such crimes have no limitation period, and we must do everything in
our power to prevent their repetition. Every time gathering at this
memorial stone we should again ensure that our strength is in our
unity, and only together we can build more dignified and prosperous
Armenia, which I am sure, was the dream of Karen Demirchyan, Vazgen
Sargsyan, Yuri Bakhshyan and our other colleagues.

As Speaker of the National Assembly I confidently say that I’ll
do everything possible for consent, tolerance and respect in our
republic. And the most worthy tribute to our dead colleagues is the
implementation of the programs and ideas, which they followed. I
don’t doubt that we shall have the Armenia, we and our deceased
friends dreamt about."

Black Sea countries and wants to see these countries stronger, more
democratic and in position to resolve their defense problems, a NATO
official said.

"NATO not only cooperates with the countries of the region but also
integrates them into the Alliance. Our doors are open for the countries
wishing to join us. An intense dialogue was launched with Ukraine and
Georgia to prepare them for NATO membership," Jaroslaw Skonieczka,
director for Euro-Atlantic Integration and Partnership in NATO’s
International Staff, said during during Black Sea security program
regional workshop.

"Nevertheless, this is a long process and the recent events in Georgia
bewildered NATO," he added.

"We intend to support reforms in Armenia, Georgia and Azerbaijan and
continue integration policy toward these states," Mr. Skonieczka said.

Nalbandian met in London with UK Foreign Secretary David Miliband to
discuss regional and international cooperation as well as Armenia-UK

foreign policy officials to meet the advisors of both U.S. presidential
candidates Democrat Barack Obama and Republican John McCain in the
United States, Hurriyet daily reports.

Ahmet Davutoglu, chief foreign policy advisor to Erdogan and Suat
Kiniklioglu, deputy chairman of the Foreign Affairs Committee of
the Turkish parliament are instructed to convey Turkey’s stance on
a number of crucial issues, including PKK terrorism, the Armenian
Genocide issue, Cyprus and other regional problems, to the advisors
of both candidates.

The officials are also expected to reiterate Turkey’s aspiration to
continue cooperation against the PKK and reaffirm that their country
looks favorably on the territorial integrity of Iraq.

Davutoglu and Kinikoglu would also seek U.S. support to Turkey’s
proposal for the Caucasus Cooperation Platform.

Turkey would also urge the U.S. presidential candidates to consider
Turkey’s position on the Armenian Genocide.

Edward Nalbandian met with UK Minister for Europe Caroline Flint to
discuss Armenia-EU cooperation, ENP Action Plan implementation and
Armenia-UK bilateral cooperation, the RA MFA press office reported.

The Ministers also referred to regional developments and ways to
resolve the existing conflicts.

Minister Nalbandian also attended the House of Lords to meet members
of the Armenian-British parliamentary friendship group and to discuss
issues of mutual concern.

He is also expected to address Chatham House, home of the Royal
Institute of International Affairs, to give BBC an interview, to
meet with the Armenian community and UK Special representative for
the South Caucasus.
