Azerbaijan has several principal issues, which deserve special
interest", said independent presidential candidate Qulamhuseyn
Alibeyli.

He noted that it is primarily necessary to change the principles of
the resolution of the Karabakh conflict.

"I think we should hold talks not on the definition of the status of
Karabakh. We must seek for the complete liberation of our lands from
occupants. Moreover, Azerbaijan should set a task of Euroatlantic
integration.

In my policy in the sphere of strengthening the state system, I also
consider it necessary to establish close ties with Iran, Turkey and
Russia. Our ties with Turkey must become even closer. Such reforms
must be the main priority of the external policy of official Baku",
said the presidential candidate.

Alibeli also announced that he does not intend to arrange mass meetings
in the Azerbaijani capital.

"The party pays greater attention to the closer communication with
voters. We prefer meeting voters in close areas or we hold the election
campaign "From door to door". This tactics is most successful",
noted he.

BAGHDAD — Winding up a visit to Iraq that has taken him to six
provinces, Deputy Secretary of State John D. Negroponte said Tuesday
that American and Iraqi negotiators were close to resolving issues
that have stood in the way of a security agreement governing the
continued presence of American troops in the country.

Mr. Negroponte said his trip included "fruitful discussions" on a
variety of political and economic issues, including the security
agreement. But he declined to discuss what sticking points, if any,
remained to be negotiated.

He was joined by Iraq’s foreign minister, Hoshyar Zebari, at a news
conference in the fortified Green Zone.

Mr. Zebari said that "new formulations and new language" had allowed
progress on the legal status of American troops in Iraq. The question
of whether, and under what conditions, American soldiers and military
contractors who are accused of crimes should be subject to Iraqi
laws, or given immunity from them, has been a central obstacle in
the talks. "I think we are very close," Mr. Zebari said, adding that
"no final decision has been made."

Mr. Zebari, who noted that Mr. Negroponte had been helpful in moving
the talks forward, said that further progress would call for "bold
political decisions."

In September, Iraqi and American officials said that the legal
immunity issue was threatening to derail the negotiations. The United
States has argued for the same legal protections that apply in other
countries where American troops are based. The Iraqi government has
been adamant that any crime committed outside of a military operation
should be subject to prosecution in Iraqi courts.

In negotiating the pact, the United States has already agreed to
withdraw combat troops from Iraqi cities by next June and from the
rest of Iraq by the end of 2011, assuming that conditions in the
country remain stable.

Iran, meanwhile, stepped up pressure against the proposed agreement,
with President Mahmoud Ahmadinejad telling a visiting Iraqi official on
Tuesday that Iraq had "a duty" to resist the Americans, The Associated
Press reported.

Also on Tuesday, an Iraqi panel led by President Jalal Talabani
approved the provincial elections legislation passed by Parliament
late last month. The panel’s action clears the way for elections to
take place by Jan. 31. The elections are seen by many American and
Iraqi officials as critical to reconciliation among Iraq’s political
and religious factions.

Although the presidential panel approved the elections measure, it
also recommended that Parliament vote separately on an article of
the bill dealing with political representation for Christians and
other minorities.

The article, which set aside 15 provincial council seats around the
country for minorities, was in an earlier version of the bill but
was dropped before the legislation was passed by Parliament.

Eman al-Assadi, a member of Parliament’s legal committee, said that
the question of minority representation would be taken up by lawmakers
on Wednesday. The members, she said, would consider several possible
solutions, including voting on the article separately and forming a
committee to draft a new law addressing the issue.

The removal of the article from the law stirred protests by Christians
and other groups.

Mr. Negroponte, who during his stay in Iraq visited Kirkuk —
the northern city at the center of a dispute among Arabs, Kurds,
Turkmens, Christians and other groups — called the passage of the
provincial elections legislation "noteworthy," but also mentioned
the issue of minorities.

"I heard often while traveling, and in my meetings with the government
of Iraq, that it was of paramount importance to resolve the call for
minority representation during the electoral process," he said. He
added that Iraq had made many gains and was "slowly but surely
strengthening its democracy."

In Mosul on Tuesday, an American soldier died of wounds sustained in a
firefight at a home where it was believed an insurgent had been hiding,
the United States military said. When gunfire erupted from the house,
an airstrike was conducted, the military said, adding that an Iraqi
police officer and an insurgent were also killed.

The American military also said Tuesday that 46 Armenian troops were
returning home. The Armenians served under a Polish brigade that
earlier this month ended its mission in Iraq. Troops from Italy,
Spain, Japan and other countries have also departed.

In a statement, the military said that 380 Armenian troops had served
in Iraq since 2005, providing support in transportation, engineering
and medicine.

Turkish State Minister stressed that Turkish exports to the
U.S. dropped recently as the Turkish lira gained value and competition
from the far east increased.

Turkish State Minister Kursad Tuzmen said Wednesday that Turkey would
go through the global economic crisis with minimum damage based on
its stock exchange and size of businesses that were not too big.

Speaking at an NGO in Atlanta, Tuzmen stressed that Turkey must pursue
trade focusing on "high price, high quality and high technology".

"Last year, foreign capital worth 22.2 billion USD entered Turkey,"
Tuzmen said.

Touching on Turkish-U.S. commercial relations, Tuzmen stressed that
Turkish exports to the U.S. dropped recently as the Turkish lira
gained value and competition from the far east increased.

"Nevertheless, Turkey and the U.S. pursue similar ideals
globally. These are peace, democracy, freedom, welfare and the fight
against terror," Tuzmen said.

Tuzmen inaugurated the "Year of Turkey" at the Kennesaw State
University in Atlanta.

Speaking at the ceremony, President of Kennesaw State University
Daniel Papp said that they wanted their students to get to know Turkey,
a country with which the U.S. had close relations.

The "Year of Turkey" will be celebrated at Kennesaw State University
with various activities and it will end in May 2009.

Tuzmen later visited the headquarters of Coca Cola company in Atlanta.

In reference to Muhtar Kent, the CEO of Coca Cola, Tuzmen said that
"it is highly pleasing to see a Turk in a high position as Kent."

Kursad Tuzmen attended a dinner hosted in his honor by the
U.S. Southeast Turkish-American Chamber of Commerce (TACC).

Answering a question at the dinner, Tuzmen stressed that unless the
issue of Upper Karabagh is resolved, Turkey will not develop commercial
relations with Armenia.

Orange To Launch Armenia Network

France-based mobile operator Orange has been awarded a licence to
launch a new mobile network in the Republic of Armenia.

It will be the third mobile network to set up in the country.

The Armenian government announced the licence yesterday after Orange
submitted a formal licence bid of â~B¬51.5 million on 6th October.

This was far in excess of the Armenian government’s asking price –
just â~B¬10 million.

The two other bidders in the race – British-Irish group CEO Blackrock
Communications and Sweden-based Tele2 AB – offered â~B¬31.7 million
and â~B¬45.6 million respectively.

A GSM and 3G network will now be launched in the country, with Orange
winning the right to issue 055 and 095 dial codes.

As part of the licence agreement, Orange is required to invest at
least â~B¬200 million in the network roll-out.

The Republic of Armenia has a population of three million, a third
of which live in the capital, Yerevan.

Around 72% of the population already owns a mobile phone.

BISHKEK, October 9 (RIA Novosti) – The presidents of Ukraine and
Azerbaijan will not attend the Commonwealth of Independent States
(CIS) summit in Kyrgyzstan on Friday, the Central Asian state’s envoy
to the post-Soviet alliance said Thursday.

Lidiya Imanaliyeva said Ukraine would be represented by National
Security and Defense Council officials, and Azerbaijan by its prime
minister.

Ukraine plunged deeper into a political crisis as President Viktor
Yushchenko dissolved parliament late Wednesday and set an early
poll for December 7, the third since the 2004 "Orange Revolution"
that brought him to power.

Imanaliyeva said Azerbaijan’s leader, Ilkham Aliyev, was sending
his prime minister as he was campaigning to win a second term in the
October 15 presidential elections.

Kyrgyzstan holds the organization’s rotating presidency this year.

The CIS comprises Russia, Belarus, Kazakhstan, Kyrgyzstan, Azerbaijan,
Armenia, Moldova, Tajikistan and Uzbekistan. Ukraine is a founding and
participating country but technically not a member state. Turkmenistan
holds associate status.

Georgia notified the CIS executive committee of its desire to quit the
Russian-dominated organization on August 18, 2008 after a five-day war
with Russia over the Georgian breakaway republic of South Ossetia. Its
withdrawal will come into effect next August.

The CIS leaders are expected to discuss an economic development
strategy until 2020.

Ogunquit Performing Arts will host Naya’s Trance as part of its Middle
East Festival at the Dunaway Center on Saturday, Oct. 11.

Starting at 7:30 p.m., the center will again be transformed into a
Casbah for the performance of Naya’s Trance, Portland’s own Middle
Eastern dance ensemble. The Naya’s Trance dance group specializes in
a variety of Middle Eastern dance forms, including veil, fan, cane,
sword, and fire dance. To complement this exotic experience, Middle
Eastern music will be performed on original instruments by Okbari,
the internationally renowned and very versatile Middle East music
ensemble. As the final touch for this exotic evening, traditional
Greek pastries will be available, prepared by members of Maine’s
Greek community.

Featuring a bevy of beautiful and talented dancers, Naya’s
Trance focuses on the bellydance. The art ofbellydance has been
passed down for generations from grandmothers to mothers and on
to granddaughters. It’s a beautiful and mesmerizing expression of
a woman’s self, emotions, and spirituality. Bellydance can take on
many forms, from the earthy and powerful tribal style, to the sassy
and flirtatious cabaret act.

This evening offers up original bellydance performances in a range
of styles including traditional Raks Sharqi (cabaret) and Raks Beledi
(folkloric). Many of the movements in the dance are serpentine-like,
hence the group’s chosen name, Naya’s Trance, which can be literally
translated "Cobra’s Trance."

Portland’s own Arabic music ensemble, Okbari, was formed in 1955 and
has independently released four albums. Okbari performs Armenian and
Anatolian folk music, classical Middle Eastern music, and traditional
folk and contemporary songs from the Greek, Arabic, and Balkan
traditions. Okbari also presents multi-instrumental original music
inspired by the musical systems of the Middle East and India. They
perform on the oud, clarinet, duduk, bouzouki, doumbek, riqq, tabla,
ney, mridangam, and several other instruments from around the world.

Tickets are $15 and $12 for seniors and advance sale at the Ogunquit
Camera Shop, Dunaway Center, Ogunquit Welcome Center.

There is plenty of free parking.

Mikayelian, won 18 medals – 11 gold, 6 silver and 2 bronze – in the

children’s films will be held in Yerevan October 16-20.

An official from Armenian Foundation of Film and TV Development from
"Rolan Bikov" for Armenian children and juniors told Armenpress
that the goal of the festival is to present to the young
audience high-quality professional films, as well as establish
contacts, ensure exchange of experience and thoughts with foreign
cinematographers. Within the frameworks of the program 48 films from
23 countries will be presented.

The festival will host a number of distinguished guests including
president of International Foundation of Film and TV Development from
"Rolan Bikov" for children and juniors, Armenian and Russian honored
art figure Armen Medvedev, film director, scenarist, producer,
general director of "Mosfilm" Karen Shahnazarov, pianist, honored
Russian art figure Levon Oganezov and other art figures.

The festival will have jury of full and animation films. As part of
the event exhibition of works of artists-animators will be organized,
an event dedicated to the 70th anniversary of Armenian multiplication,
and other interesting events will be held.

The festival will be held by "Rolan Bikov" Foundation with the support
of Armenian Culture Ministry and Yerevan municipality.

Armenian-Belgian Joint Venture Expected To Be Created

today in Yerevan. Within the frameworks of the forum meetings will

According to the president of Belgium-Armenia business chamber Valery
Safarian their chief task is the development of bilateral relations

organization of new business-forums and consolidation of cooperation
between businessmen of the two countries.

He said this forum is a mutually beneficial cooperation between the
two states. It creates opportunity to acquire reliable partners in
every sphere of industry.

According to the leading specialist of Armenian Manufacturers and
Businessmen Union Inga Sargsian, the import of Belgian products will
give an opportunity to bring the Armenian industry closer to European
standards. Particularly import technology, food and Belgian carpets.

Nine Belgian businessmen, representing different spheres of industry,
take part in the forum. The whole delegation comprises of 15 people
including the ambassador of Belgium to Armenia.

This is the second business-forum organized by Armenian Trade
Industry Chamber and Armenian Manufacturers and Businessmen Union in
collaboration with Belgium.
