ARMENTEL SUBSCRIBERS MAY SEND MMS TO CIS

ArmInfo. ArmenTel CJSC has launched experimental and commercial
performance of MMS service. Now ArmenTel subscribers can exchange
MMS with the subscribers of VimpelCom group in some CIS states:
Mobitel (Georgia), KarTel (Kazkahstan), Unitel (Uzbekistan), Tacom
(Tajikistan) and URS (Ukraince). An out-coming message costs 50 drams
and incoming messages are free.

‘Now our subscribers can share their mood and feelings with their
friends through MMS not only in Armenia but also outside it’, ArmenTel
Director General Neicho Velichkov said.

Multimedia Messaging Service (MMS) allows mobile phone users to
send and receive multimedia content that includes text, images,
audio, video clips etc. At present the data of an MMS do not exceed
300kb. MMS services is provided in a ‘package of three services’:
MMS, Mobile GPRS and GPRS-WAP.

MINISTER: CONSTRUCTION OF IRAN-ARMENIA RAILROAD TO TAKE AT LEAST FIVE YEARS

YEREVAN, October 10. /ARKA/. Construction of Iran-Armenia railroad
will take at least five years, Armenian Minister of Transport and
Communications Gurgen Sargsyan said.

Currently the study of three available construction options are to be
completed and the best option is to be selected to start design works,
he said at the opening of a philatelic exhibition in Yerevan.

Selection will be based on several criteria, including construction
costs and the length of the railroad, Sargsyan said.

Earlier, the Minister said that construction of Iran-Armenia railroad
may cost $1.5-2bln. The feasibility study of the project was expected
to be completed by the end of summer 2008.

Iran-Armenia railroad will provide an alternate route for
transportation of energy resources and other goods. Today Armenia’s
communication with the outer world is possible only through the
territory of Georgia.

Here is an e-mail from Blue Cross to Sharistan Melkonian of the
Armenian National Committee of Massachusetts:

Dear Ms. Melkonian:

Several executives at Blue Cross Blue Shield received e-mails from you
asking Blue Cross Blue Shield to withdraw its support for No Place
for Hate (NPFH) based on your assertion that the Anti-Defamation
League (ADL) has denied the Armenian Genocide. I am responding on
our collective behalf.

It had been our understanding that the ADL recognized the terrible
events perpetrated against the Armenian people between 1915 and 1923
as genocide. Therefore, in response to the letters and e-mails we
received, and because Blue Cross Blue Shield firmly believes there
should be no ambiguity on this issue, senior executives met directly
with representatives of the ADL to ask for clarification. At that
meeting, our CEO asked the ADL leaders about the organization’s
"official" position. He was assured that the ADL unequivocally
recognizes the killing of more than one and a half million Armenians
as genocide.

I know from my personal meeting with you how strongly you feel about
this issue. Thank you for expressing your thoughts to us. We hope
this has been helpful in clarifying our position.

Notable musicians Jivan Gasparyan Jr., Vik Momjian and Antranig
Kzirian will be performing at the Armenian National Committee-Western
Region’s annual banquet to be held on October 12, 2008 at the Ronald
Reagan Presidential Library in Simi Valley, California. The group will
perform Armenian traditional and classical music during the cocktail
hour and silent auction.

Gasparyan, from a young age, was inspired by Armenian traditional
folk melodies performed by his grandfather, legendary master duduk
player Djivan Gasparyan. He later studied music/piano, vocals, and
musical grammar at Yerevan Vocal School. At the same time he was also
learning the art of playing the duduk from his grandfather. Being a
promising student he worked hard to improve his performance, and a few
years later accompanied his grandfather at concerts in Los Angeles,
Moldavia, Poland, Moscow and other cities. Most recently, playing
a duet melody from the film "GLADIATOR", together with his famous
grandfather, he was the opening performer of the concert dedicated
to Nelson Mandella’s 90th Birthday celebration which took place in
Hide Park, London. Currently, performing with jazz and rock bands,
Gasparyan hopes to follow his grandfather’s professional virtuosity
in the performance of the duduk, and continue this traditional art
in his own unique way.

Vik Momjian is a master of the four, five, and six-string, fretted
and fretless electric basses. While his musical roots started on the
piano at age nine, Momjian turned to the guitar at age fourteen and
ultimately discovered his true voice through the electric bass at
age fifteen. Having studied with many significant musicians, three
of Vik’s most influential instructors were Jim Lacefield, Steve
Bailey, and John Pena. In addition, he has his own line of basses
and is endorsed by many notable companies. Over the last few years,
Vik has established himself as the first-call musician for many top
Middle Eastern and ethno-European artists. When he’s not touring the
world with these artists, he spends his days in town doing sessions,
teaching, and playing with Excursion. His soulful playing not only
brings enormous heart to the project, but it is an integral part of
the band’s sound and energy. He has a brilliant sense of groove and
is a unique improviser, with his incredible dexterity and slapping
techniques.

Antranig performs widely across the United States, Canada and
Europe on the oud, and has performed at festivals and concerts
internationally as a member of the Aravod Ensemble and the History
Project. Kzirian’s unique oud interpretation has taken him from
Philadelphia to New York, London, Montreal, Boston, Washington,
Chicago, Los Angeles, San Francisco, Fresno and Charlotte among
numerous other destinations. Antranig’s command of the guitar and
saz has also garnered him much acclaim in music circles around
the country. Aside from his extensive touring schedule, Antranig
has recorded various works with the Aravod Ensemble, the History
Project and has participated in collaborations with other recording
artists as a composer, writer and experienced studio musician. When
not instructing guitar and oud to students to pass on Armenian
music and culture, Antranig ventures into fusion and world music
projects. Antranig has performed with Gor, Sonya Varoujan and various
other artists.

This year’s ANC-WR Banquet honorees include Vice Presidential Nominee
Senator Joseph Biden, Los Angeles Mayor Antonio Villaraigosa, President
Ronald Reagan and Mrs. Ashkhen Pilavjian. Honorary chairs of the
ANC-WR Banquet include Congressmen Adam Schiff, George Radanovich,
Ed Royce, Congresswoman Jackie Speier and several others.

NEW INITIATIVES OF THE HAYASTAN ALL-ARMENIAN FUND IN ARMENIA AND NAGORNO-KARABAKH

Hayastan All-Armenian Fund has initiated a number of new projects in
Armenia and Karabakh within its Rural Development Program.

Reconstruction of water supply systems in Berdashen village of Martuni
region, NKR started this September. After the completion of the
project, the community of around 1300 will have regular water-supply
due to the reconstructed water-mains, inner network, reservoir and
pump-station. The project sponsored by the Hayastan Fund’s Argentine
affiliate is scheduled to be completed in July, 2009.

Following the water supply project in Spitakashen Hayastan Fund started
implementing construction of a new school in the village through the
sponsorship of the Fund’s Toronto affiliate.

The newly reconstructed Hadrut regional hospital designed for 40
patients is currently being furnished. The project is financed by the
Fund’s USA West Coast affiliate. Within health projects in Artsakh,
Askeran, Martuni and Shushi regions will be provided with ambulance
cars.

Tenders have been announced for construction of health posts
in Khnushinak, Machkalashen and Vanadzor village of Hadrut
region. The project is jointly funded by the USA West Coast and
French affiliates. Chartar village school construction in Martuni
region is underway.

"Development of rural communities is crucial for the well-being of o
ur homeland. We do our best to provide all the villages with vital
infrastructures", says Ara Vardanyan, acting executive director of
Hayastan All-Armenian Fund.

Along with the projects in Nagorno-Karabakh Hayastan Fund is
carrying out a number of initiatives in Armenia. At present, the
three-block Khashtarak School in Tavush region is being renovated
and furnished. The project is jointly financed by French, German and
Swiss affiliates of the Fund.

Within the Ditavan administrative building renovation project,
sponsored by individual donors from Argentine, the whole building
will be fully renovated and furnished.

Renovation of the roof of Nork Infection Hospital first block financed
by the Brazilian affiliate of the Fund will be over this November.

Heating of the Khachaghbyur village school in Gegharkunik region
funded by individual donors is also underway. The water supply system
in Apaven village, Tavush region, will be repaired through sponsorship
of the Toronto affiliate.

Tenders have been announced for Aknaghbtyur water-supply project and
gas supply projects in Khashtarak, Aknaghbyur, Lusahovit, Ditavan
communities of Tavush region.

On October 9 the Foreign Minister of Armenia, Edward Nalbandian,
participated in the recurrent sitting of the Council of Foreign
Ministers of CIS member states in Bishkek.

The main issues on the agenda included the strategy of further
development of the CIS, development of cooperation between member
states in the security, economic and humanitarian spheres.

Participants of the sitting discussed the process of structural
reformation of the organization, the ways of raising the effectiveness
of its activity, as well as issues related to the deepening of
multilateral cooperation in the field of economy, particularly energy.

About 30 documents were signed at the end of the meeting.

Des policiers en civil sont devant la porte de son appartement dans
lequel il est retranché

Sarkis Hatspanian, ancien combattant du Karabagh originaire de Turquie
et de nationalité francaise vivant sur le sol arménien depuis de
nombreuses années est sous le coup d’une possible expulsion. Après
avoir participé aux manifestations de l’opposition en février
dernier et s’être exprimé plusieurs fois lors des meetings, Sarkis
avait réussi a s’enfuir le 1er mars au matin lors de l’intervention
des forces de l’ordre qui ont fait évacuer la place de l’opéra aux
membres de l’opposition qui l’occupaient depuis une semaine. Depuis,
Sarkis Hatspanian se cachait, et ses proches affirmaient qu’ils
n’avaient aucune nouvelle de lui. Il y a deux jours, il aurait
cependant regagné Erévan et dans la nuit du 8 au 9 octobre, il est
rentré dans son appartement du centre-ville où vivent sa femme Hasmig
et ses deux enfants. Plusieurs policier auraient alors immédiatement
été placés en faction devant sa porte et s’y trouvaient toujours
vers 11 heures ce matin. Motif : depuis le 10 mars, sur décret
présidentiel de Robert Kotcharyan, le passeport de dix ans de Sarkis
Hatspanian a été annulé et il se trouve donc de facto et de jure
au regard de la législation arménienne illégal sur le territoire
arménien. Hasmig, la femme de Sarkis Hatspanian, derrière la porte
fermée, explique pour sa part qu’elle n’a jamais entendu parlé avant
ce matin de cette suppression du passeport de dix ans de son mari, dont
elle n’avait donc par ailleurs aucune nouvelle depuis sa fuite. Selon
les policiers en civil stationnés devant la porte de l’appartement
familial la décision aurait été annoncée via les media.

Prévenue, la députée du parti Héritage Anahide Barghchian s’est
rendue sur les lieux pour tenter d’y voir plus clair sur ce cas. De
même, deux représentants du bureau de l’Ombusman sont arrivés
sur place vers 11h30 ce matin et ont pris connaissance comme ils
pouvaient, par la voix d’Hasmig depuis l’appartement et via les
policiers gardant la porte, de la situation. Les policiers, engageant
la conversation tant avec les voisins, les journalistes présents et
les représentants du bureau de l’Ombusman, ont expliqué qu’il ne
s’agissait d’emmener Sarkis Hatspanian pour déportation immédiate par
air – soit l’équivalent arménien de nos charters pour illégaux en
France – mais dans un premier temps, Â" de l’inviter a se rendre dans
les locaux de la police Â" pour l’informer de sa situation au regard de
la législation sur le droit de séjour en Arménie. Jointe plusieurs
fois sur son portable qu’elle ne décroche pas personnellement, la
vice ministre chargée de la diaspora Hranoushe Hagopian n’a toujours
pas fait de déclarations a ce sujet. Depuis son appartement, par
téléphone, Sarkis Hatspanian s’est cependant exprimé pour les
médias, affirmant notamment sa volonté de rester en Arménie. Il
a confirmé qu’il n’était pas au courant de cette suppression et
qu’a sa connaissance il était le seul Arménien de la diaspora a
se voir ainsi supprimer son passeport, qui était valable jusqu’en
2011. Il ajoute qu’aucune raison n’est notifiée quant a la raison
de la suppression et que par ailleurs sa femme étant arménienne de
nationalité, il n’est de toutes manières pas déportable.

"My Saroyan" Exhibition

"MY SAROYAN" EXHIBITION

Starting from October 10 an exhibition titled "My Saroyan" is to be
organized in "Hayart" culture house of the Municipality of Yerevan.

Rita Sharoyan, the director of the center said to Panorama.am
that famous Armenian painters and sculptors will take part in the
exhibition. Mrs. Sharoyan especially mentioned that Hrant Tadevosyan,
Sargis Muradyan, Ara Hovhannisyan, Lilit Khanaghyan, Levon Toqmajyan,
Hovhannes Harutyunyan, Harutyun Chalikyan and others will participate
in the event.

Saroyan’s portraits and other art pieces based on the creations of
Saroyan’s literature will be presented to the public.

Note that the entrance to the exhibition is free of charge.

International Day Of Post

Today a party has been organized in the administrative office of
"Haypost" devoted to the International Day of Post. The director of
"Haypost" CSJC Hans Boon congratulated all the members of company for
celebrating the International Day of Post. According to him Armenia
is a member of World Post Union, hence the direct colleague of the
union. "I am sure that post connection will be a fair friend of us
in our personal lives and business," said Mr. Boon.

According to Mr. Boon every year 1,2 billion letters and 16 billion
parcels are sent via post service. World post network has 665.000
post offices in the world and 5,5 million employees. "We are happy
to see that "Haypost" is a member to this world net," said Mr. Boon.

The director of "Haypost" CSJC announced that international money
transfer systems "Blizko", "Contact", and "Migom" will be established,
as well as the company will offer insurance service to Armenian
consumers.
