Foreign Ministers of Armenia, Azerbaijan and Russia held a meeting in
Bishkek

On October 10 Armenian, Azerbaijani and Russian Foreign Ministers Edward
Nalbandian, Elmar Mammadyarov and Sergey Lavrov hold a trilateral meeting
within the framework of CIS Ministerial Council session, which takes place
in Bishkek.

After the meeting on the request of Armenian journalists Foreign Minister of
Armenia Edward Nalbandian commented on current stage of Artsakh (Nagorno
Karabakh) peace process.
Answering the question about the opinions raised in different capitals that
main issues of Nagorno Karabakh problem have been agreed, Armenian Foreign
Minister Edward Nalbandian said that at the meeting they discussed details
of negotiations on settlement of Nagorno-Karabakh problem based on Madrid
Proposals of the Minsk Group Co-Chairs. He added: "As for the statements
that the main issues of Nagorno Karabakh problem have been agreed, I have
already said and I’d like to repeat – the key issue of Nagorno Karabakh
problem is the status, which should be defined by Nagorno Karabakh people
through free expression of its will. And if there are opinions that main
issues are settled then we can conclude that there is an understanding on
those issues".

As for the views of some analysts that Armenia is in a non-favorable
position in current stage of negotiations, Armenian Foreign Minister said
that he does not consider that those are serious analyses, moreover, those
are results of ill imagination.

Touching upon the meeting which was held before presidential elections in
Azerbaijan and possible influence of elections on the peace process,
Minister Nalbandian mentioned that after the elections, negotiations will
enter more active phase and it will be possible to organize new meetings.

Parliamentary Hearings Took Place In The NKR

PARLIAMENTARY HEARINGS TOOK PLACE IN THE NKR

Parliamentary hearings on the "Situation in the South Caucasus:
prospects of the international recognition of the NKR" with
participation of NKR and RA National Assembly deputies, parliament
members , political forces and experts from both republics took place
in the NKR National Assembly.

In his welcoming speech NKR NA Chairman Ashot Ghoulian noted that
the latest developments in the South Caucasus also had an effect
on the process of the Nagorno Karabakh conflict settlement. In this
connection he stressed the importance of elaboration of a corresponding
stance which would allow to withstand possible regional and global
challenges and make the best of the current situation for the benefit
of the international recognition of the NKR.

In his speech NKR Foreign Minister Georgy Petrossian noted that after
August 8 it became clearly apparent that coercive methods would lead to
no good. He also expressed his opinion about the necessity of signing
an agreement on non-use of force and threat of force between the
parties to the Karabakhi conflict. At that Georgy Petrossian noted
that all the responsible subjects of the region, including those
internationally unrecognized, must participate in any initiatives on
creation of regional system of security in the South Caucasus.

Speaking about the prospects20of the Azerbaijani-Karabakhi conflict
settlement Mr. Petrossian emphasized that signing of any document is
impossible without Nagorno Karabakh. He also noted the perfection
of the NKR positions and decisions from moral, legal and political
standpoints.

Leaders of parliamentary factions and parties, as well as experts
expressed their opinions about their position on the situation in the
region and the prospects of the international recognition of the NKR.

Grigoryan’s commentary on the pre-election situation in Azerbaijan
"The characteristic feature of democratic election is, first of all,
healthy competition between the authorities and the opposition.

Pre-election process in Azerbaijan passes quite the contrary. There
are enough presidential aspirants; however, all of them, except for
the incumbent president, play the role of passive observers. And it is
no accidental that interest towards the elections both in political
and in wide public circles is insignificant, and it is obvious that
the elections will be uninteresting and predictable. Everything is so
predetermined that, in fact, it is useless to vote. It is no wonder
that the majority of the respondents in the capital of Azerbaijan
cannot call the names of all the presidential candidates.

The OSCE Office for Democratic Institutions and Human Rights (ODIHR)
on observation of presidential election in Azerbaijan reports about
limited public interest towards the elections. The ODIHR observers
connect it with a perceived lack of genuine competition. The document,
in particular, reads that the president has been touring the country
extensively in his official capacity and it is difficult to distinguish
between his regular act ivities and his campaign. At that, it is
particularly emphasized that the Baku municipal authorities interpreted
provisions of the "Law on Freedom of Assembly" in a restrictive manner
when they refused the request of opposition parties boycotting the
election to be allocated a venue for an outdoor meeting in central
Baku. EU Special Representative for the South Caucasus Peter Semneby
also stated the fact that there was not a hint of elections in
Azerbaijan.

At the same time, many international organizations prefer to observe
how constitutional rights are being violated and democratic freedoms
are suppressed in Azerbaijan. Implementing a policy of "double
standards" the West considering itself a defender of human rights and
freedoms, voluntarily or not, furthers this country’s moving far away
from the pan-European standards. It produces an impression that the
West is ready to waive "the democratic principles" in favour of their
mercenary interests in Azerbaijan, and the election processes became
for them only an instrument of influence and fractional currency in
political game".

New Library In Khachen

NEW LIBRARY IN KHACHEN

Today, a solemn opening of a newly constructed library in the village
Khachen of Askeran region has taken place. The NKR Prime Minister Ara
Haroutyunyan, Jack Hoshtetern and Shack Matosyan, representatives of
French organizations S.P.A.F. and "Armenianos" fund of Liechtenstein
financing the construction, were present at the ceremony. Material
assistance to construction of this hearth of culture was rendered
by the NKR Government too. The library is situated in the complex
of constructions, where a new kindergarten, a club and a first-aid
post are located. Construction of this convenient complex was mainly
carried out at the expense of the abovementioned benefactors.

At the opening ceremony words of gratitude were addressed to all
participants of construction. In response to proposal of Khachen
community representatives the Prime Minister A.Haroutyunyan expressed
readiness to assist in opening of computer center.

Tomorrow, an opening of new water line in the village Khnapat in
Askeran region, which also were constructed owing to charity of the
same benefactors, will take place.

AGBU Virtual College Presented To Armenian Public

On Sunday, September 28, 2008, hundreds of individuals gathered in
Yerevan, Armenia’s Aram Khachaturian Concert Hall to watch the
presentation of AGBU’s highly anticipated educational resource, the AGBU
Armenian Virtual College (AVC), which is slated to launch in January
2009.

The AVC presentation was attended by various high-ranking members of the
Armenian government, including Prime Minister Tigran Sargsyan, Education
and Science Minister Spartak Seyranian, Culture Minister Hasmik
Poghossian, AGBU President Berge Setrakian, and various AGBU donors,
including London-based Armenian benefactor Vatche Manoukian,
American-Armenian philanthropist Albert Boyadjian, and members of the
AGBU Central Board Vasken Yacoubian and Ruben Keshishian. The event was
also attended by a host of local Armenian intellectuals and academics
with a particular interest in scientific and educational innovation.

The AVC presentation was jointly organized by AGBU and Public Television
of Armenia and the event was hosted by commentator and spokesman Artak
Alexanian. During various breaks in the evening’s presentation, audience
members were treated to performances by various renowned Armenian pop
stars, including Lilit Pipoyan, Arsen Grikorian, Hayko, Shushan
Petrossian and the Empiray rock group.

AVC Coordinator and AGBU Silicon Valley Chairman Yervant Zorian was on
hand to make an extensive presentation about the online program about
its significance for AGBU’s educational mission.

AVC is an Internet-based accredited distance learning program that aims
to facilitate Armenian studies through new technologies. AVC provides
Armenian courses in history, language and culture (architecture,
geography, fine arts and music) and allows participating students to
choose from six languages of instruction: Western and Eastern Armenian,
English, Russian, French and Spanish. AVC will tailor lessons to suit
each student’s needs, thus ensuring that Armenians from around the
world, regardless of their age, country of residence or knowledge level,
will benefit from the resource.

During the presentation, the audience was treated to live online chats
with potential AVC students in Moscow, San Francisco and Damascus, which
demonstrated the program’s remarkable potential to serve the global
Armenian community.

In addition to AGBU’s extensive support of AVC, the program was also
made possible through the involvement of computer programmers and
Internet specialists from Yerevan State University and the National

YEREVAN, October 13. /ARKA/. At her meeting with RA Premier Tigran
Sargsyan, US Trade Representative, Ambassadress Susan Schwab stated
that the Office of the US Trade Representative is conducting economic
research in Armenia and is ready to begin negotiations over new
business tools for implementing various trade projects.

The RA Premier is on a working visit to Washington, USA, to take
part in an annual forum of the World Bank (WB) and the International
Monetary Fund (IMF).

Diana Mnatsakanyan, Press Secretary of the RA Premier, reported that
Ms. Schwab made the statement in answer to the RA Premier’s question
concerning the specific fields intergovernmental agreements can be
signed on for the Armenian-American trade and economic relations to
reach a new level.

Ms. Schwab proposed forming a task group and holding expert
negotiations.

The RA Premier stressed that the IT sector is most interesting, and
various US organizations have made large-scale investments in this
field over the recent years.

The RA Ministry of Economy estimates minimum annual foreign investments
in Armenia’s IT sector at $10mln. About 190 organizations are actively
working in the country’s IT sector.

Camp Nubar Celebrates 45 Years of Memories and Friendship

October 2008–On September 13, over 200 guests from several generations
gathered in Manhattan’s Tribeca neighborhood to celebrate Camp Nubar’s
45th anniversary. The affair was held at the trendy downtown
Mediterranean restaurant, Thalassa, where guests enjoyed time with camp
friends while they sampled an array of Greek delicacies and European
wines.

Pictures from 1963 down to the present were scattered about the room in
displays specially prepared for the event. A wide array of silent
auction prizes, including restaurant gift certificates, designer
couture, a flat-screen television, a diamond ring and sports tickets,
were available for bidding by guests. Various camp alumni even created
artwork in honor of the event to be raffled as prizes. For many, it is
said, once the Camp Nubar spirit is part of you it never leaves.

For most guests, the highlight of the evening was time spent with
friends both old and new, while reliving memories from summers at camp.

"The 45th-anniversary event was a great success! It gave me a chance to
reconnect with my ‘Camp Nubar family,’" said former camper and counselor
Rob Eden. "There were many people I hadn’t seen in over 10 years, and we
had a chance to relive memories which I’ve never forgotten."

Campers and counselors, both young and old, told stories, remembered the
past and talked with excitement about the camp’s future. Some families
were represented at the event with three generations of Camp Nubar
alumni.

"The event spanned generations–grandparents, baby-boomers and the
younger set—all came together to celebrate our beautiful camp," said
Andrea Halejian, whose mother, mother-in-law, husband and children all
attended the anniversary celebration. "Many memories were recalled
because for so many of us, our early camp days established friendships
we still enjoy today."

As friends gathered, the evening proved to be a great success and the
money raised from the silent auction and commemorative booklet will go
towards purchasing a new motor boat and making repairs on several cabins
in time for the 2009 season.

"For many people, their closest and dearest friendships began at Camp
Nubar and have lasted four decades," said committee chairman Mardi
Merjian. "It is a pleasure for all of us to give back to the same place
where it started and we take pride knowing that it is still going strong
and constantly improving."

The next Camp Nubar event will be a winter reunion (details to follow).
