Economic Growth To Slow Down

Member of RPA parliamentary faction Artak Davtyan touches upon the
recession in the USA and its impact on Armenia.

"To what extent is Armenia’s financial market and economy, in general,
vulnerable or indifferent towards those "global challenges"?"

"Of course we can’t say that all this will not have any impact on
Armenia’s economy, even if we are not integrated into the world
economy and even if Armenia doesn’t have any market of capital or
market of securities.

We can point out many other objective circumstances, but one thing
is clear, if the whole world faces problems linked with consumption
it will lead to the reduction of consumption volumes in Armenia
as well. The consumers will have to refuse certain attributes of
well-to-do, such as buying a flat or a car, or expensive voyages.

On the one hand it will lead to the reduction of prices in the product
and service markets. The volume of the money-transfers to Armenia
will also reduce or at best it will remain on the same level. And it
is not a secret for anyone that the flow of the money-transfers to
Armenia is the main source of the growth of our economy.

On the other hand we will have problems with exporting. If the prices
fall in the world mark et our main exporting branches, firstly mining
industry will suffer losses.

As regards importing we have already said that the prices of oil,
grain have abruptly reduced, for example oil price has two times
reduced, one tone of grain has reduced from 1200 dollars to 300
dollars. Naturally these are the factors that will definitely have
impact on the volume of our GDP. In terms of value that index will
drop and finally the pace of the economic growth will reduce."

"Will the budget executive suffer? Will the government need to review
its "affectionate programs" on the social expenses, including pension,
the salary of the pedagogues?"

"When we say gross domestic product we must consider one thing – what
components does it include? There are different methods of reckoning.
But the method of reckoning is not important here. Anyway it is the
new value created during the year. The process of the reduction of
prices that take place in the world market will naturally have bad
impact on the GDP.

Of course the committee of state incomes can use certain levers to
ensure the entries of the budget. As a result in my view the specific
weight of the taxes in the GDP will raise. The best thing for the
population, the consumers will be the reduction of the prices of
consumer goods, food. Today the prices of fuel, petrol has reduced."

"But there is no s ign of price reduction in the food market, on the
contrary, the prices of some products go higher and higher?"

"It will take time. The prices of food will definitely reduce. While
the importing companies order grain, or food while they transfer the
money and transport all this to Armenia, it takes some months. At
the moment they realize those products, which they have purchased
by higher prices. But the fact that the prices will drop is beyond a
shadow of a doubt. In this regard the consumer will definitely benefit.

As regards the budget I must repeat that I don’t think we will have
any problems linked with budget entries. The problem is that one
of the priorities of the government – the continual growth of the
economy is jeopardized."

"From this point of view, which sphere of economy do you think is
the most vulnerable?"

"Mainly those spheres, which require long-term investments, especially
the sphere of construction. As you know the economic growth of the
recent years owed the sphere of construction. So in this regard we
will definitely suffer serious losses.

The volume of the construction, which is realized by the financial
means allocated from the state budget, will maintain, but because in
our reality most part of the construction is realized by the private
investors, companies, and individuals, here we will definitely face
problems. At best the e xisting volumes will sustain.

Especially because the majority of our people can’t afford buying flats
or realizing any deals linked with real estate and it is natural that
mostly Armenians from Diaspora buy these flats. So it is normal that
in this sphere as well we will record reduction of selling. Because
if there is no demand, of course the sphere suffers losses.

In general, there will be no sphere that will not bear the fruits
of the processes that take place in the world market. Moreover
unfavorable conditions are created for entrepreneurship. This is the
greatest risk."

"Does the state have the possibility to counteract the before mentioned
negative manifestations, or it is unavoidable?"

"If only the big countries; the United States, the developed European
countries allocate huge financial means, make injections of billion
dollars in the financial market, to save the banks from financial
crash, but Armenia doesn’t have this possibility. In this regard it
is very important for the state not to prevent the entrepreneurs from
working, if it can’t help them. The conversation is not only about
tax administration.

There are lots of inspection organizations that simply hinder the
economic activity of the entrepreneurs. More than ten inspection
organizations regularly conduct check-ups in enterprises. What do
these people do?

During the past years they have conducted thousands o f check-ups
just see how many of them have been held to answer and to what extent
have the losses of the budget been compensated. Is the quantity of
the check-ups and the results adequate?

Entrepreneurship in Armenia should not only be beneficial but also
with regulated and clear mechanisms. Otherwise the organization of
3 persons will have to keep 10 accountants to be able to match its
documents with the existing legal and normative requirements.

All the before mentioned obstacles must be eradicated and the state
has lots of work to do in this respect."

To Think Instead Of Saying, "It’S Quite Right"

TO THINK INSTEAD OF SAYING, "IT’S QUITE RIGHT"
Gevorg Haroutyunyan

ARTHUR AGHABEKYAN, Head of the NA Committee on Defense, National
Security and Internal Affairs, yesterday had a meeting with the
journalists in "Hayeli" (mirror) club.

The discussion was devoted to the new draft law "On Defense" which
has been included in the agenda of the upcoming four-day session of
the National Assembly. The former law adopted on June 24, 1997 was
written based on the logic of the former Constitution, the Speaker
said. Therefore, "There has now emerged a necessity of having a new
law ‘On Defense’. The thing is that the Constitution will distinguish
the competences of the President and the Government in the sphere of
defense as well."

According to A. Aghabekyan, the new law clearly defines what
competences the Commander-in-Chief and the executive, Defense Minister
and the General Headquarters have in the sphere. "The former law
implied that the Defense Minister should be a military servant;
however, all our Defense Ministers, except Vagharshak Haroutyunyan,
were civilians. Under the new law, the Defense Minister should be a
civilian and represent the ruling political force.

The decision on declaring a war is made by the President but is
ratified by the Parliament. In this way, the ruling political force =0
D consciously undertakes such responsibility. Under the new law, the
staff of the Ministry should mainly consist of civilian employees. Our
goal is to decrease the number of those who say, ‘it’s quite right’
and increase the number of the human resources who are capable of
thinking and taking initiatives."

Head of the Committee emphasized that after the adoption of the
law, the chief of the General Headquarters should be the person
holding the highest military rank and position. "There cannot be
equalized positions. During the war, all the possible subdivisions
unconditionally comply with the Head of the headquarters and carry
out only his instructions."

Thus, a system of civilian control is being introduced into the armed
forces. The political force striving for power will hereafter not
only introduce social and economic programs but also be obliged to
disclose its attitude towards strategic issues. "Apart from pleasing
the people, the force striving for power is also required to point
out in what way it is going to resist the external challenges, how
it is going to defend the country and the people and what diplomacy
it is going to conduct. Otherwise, we will have forces striving for
power which, however, will never be capable of undertaking and bearing
full responsibility," A. Aghabekyan finds.

Touching upon the Karabakh settlement talks within the frameworks
of the OS CE Minsk Group and the issue of mutual concessions, he
announced, "There are no statements or discussions concerning the
agreement on ceding territories. The NKR armed forces continue to
remain the guarantee for the full protection of all the territories
of Artsakh. During the liberation fights of the 1990’s, there was no
commander who liberated territories with a tendency of returning them
in future. There is no territory either in the southern or northern
direction that has been liberated in order to be returned. But in a
couple of years, I will tell you by all means about the conversation
which I had with Babken Ararktsyan in Fizuli in the autumn of
1994… Much has to be done for that conversation to become just
a memory."

A. Aghabekyan reminded the journalists that the territories were mainly
liberated in 1993, and there was a clear-cut goal, "The minimum task
of all the Commanders was to protect Artsakh from bombing. In the
middle of 1993, this problem was solved on all the fronts and in all
the directions, from the river Araks to the mountain pass of Omar,
as well as along the borders of the Republic of Armenia.

The next principal task was to create a security zone that would make
it possible to organize the defense in the territory of Artsakh. This
meant a frontline extension and a strategic path inside the front. I
find that the liberated territories are not simply a20guarantee of
military security; they also have many other components. At present,
those territories are a guarantee of economic security as well."

Holy Place Can Also Remain Vacant

HOLY PLACE CAN ALSO REMAIN VACANT

Attempts are being made to use us as tools

"It turns out that a holy place can also remain vacant. Everything
in our reality acquires some sense.

I definitely welcome the protest rally organized by Dashnaktsoutyun
during President Gul’s visit to Armenia. But Mr. Gul used even this
fact to his own benefit. CNN and BBC made the Turkish President
a hero, by praising his brevity for overcoming the historical and
psychological complex and not refusing the invitation, knowing in
advance that a vehement protest was going to be organized.

Another manifestation of the same phenomenon is that Tanner Akchami,
one of the hundreds of people who write about the Genocide, was
awarded the Nobel Prize. The same Mr. Gul too, may be awarded the
Nobel Peace Prize some time in future should he recognize the fact of
the Armenian Genocide. It turns out that the legal successor of the
Genocide perpetrator may be awarded a prize for confessing his crime.

Our people should be ready for the tricks of the immoral world in
order not to get heartbroken. In fact, Turkey may use us as a tool
for obtaining a visiting card to Europe," Gevorg Poghosyan, Head of
the Armenian Sociological Association says.

In the course of the upcoming months, the French-Armenians will have
to invest tremendous efforts for including the discussions over the
bill envisaging criminal liability for the denial of the Armenian
Genocide into the agenda of the Senate.

Hilda Choboyan, Head of the ARFD "Hay Dat" Office in Europe, said
that after the elections to the Senate, the upper house of the French
Parliament has a new Speaker, and it is required to carry out an
active lobbying for introducing the demands of the French-Armenians
to the new leader.

Let’s note that on October 12, 2006 the French Parliament passed a bill
envisaging punishment for the denial of the Armenian Genocide. The
punishment includes imprisonment for the term of 1 year or fine in
the amount of up to 45 thousand Euros. The Bill has been submitted
to the Senate for approval.

The Ministry of Defense and personally I have never carried out any
activity aimed at splitting up the "Yerkrapah" union volunteers.

Personally I have worked for the sake of something, especially
considering the fact that we can never forget our friends who
fought with us in the battle. Let such ideas arouse concern among the
individuals who think that everything that is being done pursues a goal
of splitting up the union. Let such ideas arouse concern among the
individuals who do not generally make any step for the consolidation
of our freedom-fighters and never think about them," Defense Minister
Seyran Ohanyan said yesterday, touching upon the recent press reports
on the splitting of the "Yerkrapah" union of volunteers.

To Be Decided Only By The People

TO BE DECIDED ONLY BY THE PEOPLE

According to ARTHUR AGHABEKYAN, "No statesman sitting in his office
is now competent to decide which of the liberated territories can
be handed over to any of the parties. It is only up to the Armenian
people to decide whether they have anything to hand over to others,
and whether any concessions are necessary.

Every single inch of the land of Artsakh is of vital importance
for its people. As a Commander, I haven’t occupied any territory,
but I have liberated ones. I have always considered those lands as
liberated territories."

"Democratic elections cannot be held in Azerbaijan" Commentary by
Caroline Cox, Vice Speaker of UK House of Lords, on the pre-election
situation in Azerbaijan "From the standpoint of regional developments
and restoration of rights of peoples, living in the region, I highly
appreciate the progress of the countries of the region towards the
establishment of democratic systems. I have repeatedly been to the NKR
during the elections and I can testify that the NKR has consistently
received favourable reports from independent international observers
commending their achievement of free and fair elections.I am aware
that on October 15 presidential elections are going to be held in
Azerbaijan.

However, it is clearly apparent that democratic elections cannot be
held in Azerbaijan, as the Azerbaijani authorities have suppressed
the opposition.

The opposition, anticipating the predetermined outcomes of the
elections, is now boycotting them.Being a person who has taken
a direct part in the realization of just and fair demands of the
Armenian people, I trust that the independent observers representing
the international community will report with justice and integrity
on the forthcoming elections for the people of Azerbaijan".

‘ARMROSGAZPROM’ CJSC TO INVEST ABOUT $20 MLN TILL LATE, 2008, IN REGULATION OF GAS SUPPLY REGIMES IN YEREVAN

ArmInfo
2008-10-15 16:49:00

ArmInfo. Within the frames of the programme of regulation of gas
supply regimes in 2008, "ArmRosgazprom" CJSC will invest over 6 bln
drams (about $20 mln), the Company’s message says.

According to the source data, the investments will be directed to
enhancement of the diameters, the flow capacity and cross-feeding of
the operating gas pipelines, installation of 185 cabinet-type gas
control points, as well as for construction of the new fourth gas
distribution station (GDS-4) which assures additional gas supply of
Yerevan consumers.

The main gas supply scheme, which is matched up with the capital’s
general layout and takes into account the city’s development till
2020, has been drawn-up for Yerevan. In the capital, "ArmRosgazprom"
CJSC carries out repair, relaying and construction of overland
and underground gas pipelines of average and low pressure, as
well as the system reconstruction works directed to regulation of
regimes and enhancement of the gas supply quality. At present, the
works on reconstruction of the gas distribution network have been
almost completed, that makes up over 60% of the envisaged volume of
investments, and the works on construction of GDS-4 (40%) will be
completed till late, 2008. As the Company said, the gas distribution
system of Armenia has been designed and built in compliance with
gas consumption standards in a Soviet period. As a result of sharp
growth of the natural gas consumption in the republic over the last
years it has become necessary to carry out a work for regulation of
gas supply regimes. Taking into account the real opportunities of the
gas distribution network and to assure normal gas supply to consumers
this winter, "ArmRosgazprom" CJSC started carrying out the required
works for settlement of these problems.
