The Secretary of the National Security Council of the Republic of
Armenia Arthur Baghdasaryan will pay an official visit to Iran in
the near future.

The topic was discussed during today’s meeting between Arthur
Baghdasaryan and the Ambassador of the Islamic republic of Iran
to Armenia.

During the visit it is expected to discuss the further deepening of
bilateral relations, as well as a broad framework of issues related
to regional cooperation and security.

Conveying the greetings of the Secertary of the National Security
Council of Iran Said Jalili, the Ambassador attached importance to
the continuous development of Armenian-Iranian relations.

/PanARMENIAN.Net/ A dangerous pattern is emerging in the Caucasus
with new reports that Israel is continuing to sell advanced military
armaments to Azerbaijan, costing hundreds of millions of dollars, said
Jirair Haratunian, former Chairman of the Armenian Assembly of America
Board of Directors, in a column entitled "Dangerous Endorsement: More
Israeli Military Arms sold to Azeris as Jewish lobby backs Azerbaijan,"
the Assembly told PanARMENIAN.Net.

The commentary continues, "These military sales are an incendiary fuse
in a volatile South Caucasus where a startled world just witnessed
a short bloody war between Russia and Georgia and where Moscow’s
recognition of the independence of South Ossetia and Abkhazia has
altered the geopolitical landscape in the region, perhaps permanently.

Ironically, Israelis who condemn Iran and Syria for arming Hamas
and Hezbullah have now become serious arms merchants selling an
array of offensive weapons to Azerbaijan. They sell these arms at a
time when Ilham Aliyev, the President of Azerbaijan, has repeatedly
threatened to recapture Nagorno Karabakh by military force. Moreover,
there are more than military sales binding Israel to Azerbaijan
these days. On October 2, an Azeri journal, DAY AZ, published an
interview with Joseph Shagal, a deputy in the Israeli Knesset and
chairman of the Israel-Azerbaijan Inter-Parliamentary Group, who said,
"Both economic associations and military alliances are possible with
such a partner as Azerbaijan." Shagal asserted that arms sales by
Israel are strictly controlled by the government. He then added,
"Israel will never supply arms to a country if this can affect the
security of neighboring states." This man has apparently been deaf to
Aliyev’s many bellicose threats to reignite war with Nagorno Karabakh.

As these developments have become public, one obvious question arises:
Has the Bush Administration been complicit in these Israeli arms sales
or just acquiescent? In either case, the result is the same. Admittedly
the U.S. has issued tepid cautions against the use of force in the
Caucasus, but these have not worked. Proof is the failed Georgian
military episode in South Ossetia that upset regional stability and
created fears of a new Cold War. What is required now is a resolute
and unambiguous declaration that the United States opposes any new
arms race in the Caucasus region and will oppose the use of force in
unresolved conflicts. However, neither Vice President Richard Cheney
nor Deputy Secretary of State John Negroponte made such a statement
during their back-to-back visits to Baku in September.

Unfortunately, Israel’s growing economic ties and military support
of Azerbaijan have now been followed by promises from the American
Jewish Committee (AJC) to lobby for Azerbaijan. This commitment was
announced in Baku by David Harris, AJC’s Chairman, who visited there at
the invitation of Azeri President Ilhan Aliyev. With unashamed praise
for upholding religious freedom, Harris said: "Religious tolerance
in Azerbaijan is a model for the entire world." Harris is either
unaware or callous about Azerbaijan’s murderous pogroms of Armenians
in Sumgait and Baku during the days when the Soviet Union was in the
process of imploding. And he is apparently ignorant about the more
recent cultural felony committed in Julfa by Azerbaijan’s military
in which they destroyed hundreds of Khachkars, intricately-carved
tombstones, in an Armenian cemetery that dates back to medieval times.

Harris went further. He said, "The AJC has long appreciated the
importance of Azerbaijan as a true friend of the United States
and Israel." He told reporters that he had discussed the Nagorno
Karabakh issue at length and, in particular, the negotiating role of
the OSCE’s Minsk Group. He promised to urge the United States to pay
more attention "to improve the OSCE Minsk Group’s mission." In light
of Harris’s unabashed bias towards Baku, this promise will have to be
carefully monitored. Finally, Harris paid tribute to his hosts with
these words, "We have valued this opportunity to learn more about this
strong ally in a challenging and critical region. We look forward to
sharing our views about Azerbaijan’s key role when we return to the
United States."

Thus, we witness a disturbing combination of arms sales to Azerbaijan,
possible military ties with Israel, and vocal support for Baku by AJC,
one of the largest and most influential Jewish advocacy groups in
America. These developments are scarcely known or understood by the
rank and file of the Jewish community. They are unaware of the way in
which the intrusion of Israel and the AJC into the volatile region of
the Caucasus heightens the possibility of war. They don’t realize that
only a fragile ceasefire line separates Azeri and Armenian military
forces and that arming and encouraging a saber rattling leader in
Azerbaijan only fuels the possibility of a new war."

The Armenia-Russia relations have a centuries-old history and continue
developing, which is evidenced by the forthcoming visit of the Russian
President, Dmitry Medvedev, to Armenia. President of the Union of
Armenians of Russia and the World Armenian Congress Ara Abrahamyan
told a press conference today that Armenia has a number of joint
projects with Russia. It is expected to implement the Russia-South
Caucasus-Armenia business program, which will be discussed in the
near future. "By participating in such business programs we shall
endorse Armenia’s access to the world market," he said.

Ara Abrahamyan said to be pleased with the fact that the Armenian and
Russian authorities have established friendly relations between our
countries, to which the Union of Armenians of Russia and the World
Armenian Congress contribute.

Speaking about the call of President Serzh Sargsyan to Diaspora
businessmen to make investments in Armenia, Ara Abrahamyan noted
that about 10 Russian Armenian businessmen have responded to the call
and are going to make serious investments in Motherland in the near
future. "In this regard RA President Serzh Sargsyan takes serious and
practical steps, which all the businessmen welcome. Starting from
next year I will start my investment activity and will construct a
five-star hotel in Yere van and a canning factory in Yeghegnadzor,"
Ara Abrahamyan assured.

Ara Abrahamyan considers that a rather serious situation has been
established in the South Caucasus, and it is necessary to assume
correct foreign policy, where the Armenian authorities will need the
assistance of influential Diaspora figures. He welcomed the fact of
the visit of the Turkish President to Armenia and expressed hope that
it will yield results.

Turning to the Armenian Genocide, Ara Abrahamyan informed that
they have conducted a serious analysis and suggested the Armenian
authorities to apply to the International Court of Justice for
recognition of the Armenian Genocide.

He attaches great importance to the development of relations with
the United States. According to Ara Abrahamyan, the newly created
Ministry of Diaspora should try to assemble Armenians from different
countries of the world for the sake of Armenia’s development.

Apau Mantey (residence in Moscow) handed today his credentials to RA
President Serzh Sargsyan.

Congratulating the Ambassador on the appointment, the RA President said
Armenia is interested in development of relations with African states.

The two also stressed the importance of cooperation within
international structures, specifically the UN, the RA leader’s press
office reported.

Robert Simmons To Visit Armenia

October 19-21 the delegation headed by Robert Simmons, the Special
Representative of the NATO Secretary General for the Caucasus and
Central Asia, will pay a working visit to Armenia.

During the visit the delegation is expected to meet with the President
of Armenia Serzh Sargsyan, the Minister of Foreign Affairs, the
Minister of Defense, the Secretary of the National Security Council,
the Minister of Emergency Situations, the Chairman of the National
Assembly’s Standing Committee on Defense, National Security and
Interior Affairs and the Human Rights Defender.

The NATO delegation will discuss with senior officials of Armenia
the process and perspectives of the cooperation envisaged by the
Armenia-NATO Individual Partnership Action Plan (IPAP).

The delegation headed by Robert Simmons will participate in the final
events of the "Cooperative Longbow/Lancer 2008" military exercises
of NATO and the Euro-Atlantic Cooperation Council.

on the Armenian vote in the upcoming elections in an article entitled
"McCain’s Armenia Problem."

The article says, in part,

"John McCain is the first presidential candidate in the past two
decades who is on the record as opposing genocide recognition without
already being a member of the incumbent Administration…

In 1990, McCain voted against a recognition resolution that
was sponsored by then-Senate Minority Leader Bob Dole. In 2000,
campaigning for the Republican nomination in California, McCain
confirmed that he would not support such a resolution. "It was not
under this government in Turkey," McCain said. "I don’t see what this
resolution does to improve this situation one iota." The Senator
has stuck to his position in 2008, attracting widespread criticism
from Armenian groups. "I think the most dangerous part of Senator
McCain is that he is toeing the old Cold War era line that Turkey
is this invaluable ally we cannot offend," warned Areen Ibranossian,
the Chairman of Armenians for Obama, a group promoting the Illinois
Senator among Armenian-Americans nationwide.

The contrast between Obama and McCain extends more broadly to the
United States’ relationship with the Republic of Armenia. Obama’s
January 19th statement pledged to maintain Armenian foreign aid and to
move toward a resolution of the Karabakh conflict that would respect
the "principle of self-determination"–language close to Armenian
demands. On the other hand, John McCain has remained largely silent on
these issues, an attitude his critics deride as worrisome indifference.

The California-based Armenians for Obama group plans to educate
Armenian-American voters about these differences."

Russia’s Transport Minister To Visit Armenia

RUSSIA’S TRANSPORT MINISTER TO VISIT ARMENIA

Russian Transport Minister Igor Levitin will arrive in Armenia on
October 18 to participate in the 10th sitting of the Armenian-Russian
Intergovernmental Commission on Economic Cooperation between the
Republic of Armenia and the Russian Federation.

On October 20 Igor Leviting will have a meeting with the Prime Minister
of Armenia, the Co-Chair of the Armenian-Russian Intergovernmental
Commission Tigran Sargsyan. The meeting will be followed by the
opening of the sitting of the Intergovernmental Commission.

Tigran Sargsyan and Igor Leviting will sign the Protocol of the
10th jubilee sitting, which will be prepared by the experts of the
two sides. The signing ceremony will be followed by the joint press
conference of the Co-Chairs of the Commission, Tigran Sargsyan and
Igor Levitin.

The delegation comprised Sesary Bardinsky who is responsible for
Armenia with the European agency, Victor Andres Maldonado, Head of
South Caucasus and Central Asia Department and Raul Lutzenberger,
Head of EU Delegation in Armenia.

Eneko Landaburu said that the EU States and South Caucasian countries
inclusive of Armenia have ushered in a new era of cooperation. The
Head of EC Foreign Relations General Directorate offered to build up
a new framework for multilateral collaboration well above maintaining
the ongoing ties of cooperation. Mr. Landaburu said to be confident
that the European Union and the Government of the Republic of Armenia
share in the same values and that a prompt shift to a new level of
relationship should to be made in order to push ahead on the path
of stability, democracy and progress. In turn, the head of the RA
government expressed determination not only to continue implementing
the standing agreements, but also to proceed to new proposals.

According to Eneko Landaburu, the European Union wishes to stand by
Armenia and other South Caucasian States during the modernization
process by establishing a dialog with Western Europe and South
Caucasus. The EU is prepared to assume a more active role in the
region as this is supposed to boost democracy in South Caucasus.

Next, the parties discussed the negative effect experienced by
Armenia’s economy due to the well-known standoff between Georgia
and Russia, as well as the eventual EU assistance in the light of
the arrangements reached with the World Bank and the International
Monetary Fund.

In conclusion, the interlocutors touched upon regional security issues.
