On 2 September President Bako Sahakyan met the Defense Minister of
the Republic of Armenia Seyran Ohanyan who arrived in Artsakh to
partake in celebrations of the 17th anniversary of proclamation of
NKR’s proclamation, Central Information Department of the Office of
the NKR President informed.

Issues related to army building and bilateral ties were discussed
at the meeting. NKR Defense Minister Movses Hakobyan was present at
the meeting.

The leader of Azerbaijani "Karabakh Liberation Organization" (KLO) Akif
Naggi has sent a letter to Turkish President Abdula Gul urging him to
cancel his visit to Armenia. Azerbaijani political party "Musavat"
made the same request to the President of Turkey, "Kavkaz-uzel"
news site reports.

A.Naggi emphasized that Gul’s visit to Yerevan will never make Armenian
authorities refuse their demand for the recognition of 1915 Armenian
Genocide.

Menwhile, "Musavat" claims the meeting of Serzh Sargsyan with his
Turkish counterpart will not make any positive effect on the resolution
of Karabakh conflict.

(BRUSSELS) – The European Union will boost ties with Georgia by backing
reconstruction after its conflict with Russia, but the strife-torn
former Soviet republic’s hopes of joining the EU remain distant.

At an emergency summit focused on the Georgian conflict, the EU
decided to "step up its relations" with the Caucasus republic, in
the short term by organising a donors conference.

Longer term, negotiations will start on easing restrictions on visas
for Georgians making short visits to any of the 27 EU nations, and
the bloc will also look at ways of setting up a free-trade area.

But, as even Georgian Prime Minister Lado Gurgenidze has acknowledged,
the fragile country, focused more right now on NATO membership, must
build itself up again politically and economically before thinking
about a European future.

"What Georgia needs more than anything right now is through this
to tighten integration, consolidate the gains we have made as a
young liberal democracy, as an extremely dynamic economy," he told
reporters Tuesday.

"It is clear given the circumstances that we can do so more easily
and decisively with the support of our friends and allies, and through
tighter integration with Europe," he said.

"The modality of this tighter integration obviously will be a subject
of discussion in the EU and will take some time," he said, avoiding
mention of membership in Europe’s rich club.

According to an EU diplomat, no leader spoke in favour of Tbilisi’s
future membership at the summit, at which the bloc froze talks on
deeper ties with Russia until it pulls its troops out of Georgia.

Poland, one of Georgia’s biggest backers since the military
confrontation began early last month, called for an "association
accord" with Tbilisi but the aid and trade pact is no guarantee the
EU’s door will open up.

"Georgia is not ready, particularly in economic and trade terms"
for accession, the diplomat noted and raised questions about whether
a free-trade area would even be possible to establish.

"The general position in the EU is to wait until things consolidate,"
he said, contrasting its hopes with those of Kiev, which could receive
a "very strong signal" about future prospects at an EU-Ukraine summit
on September 9.

But Tbilisi will not be forgotten.

Apart from offering aid and economic backing, the leaders want
Georgia aboard a new "Eastern Partnership" envisaged with countries
like Armenia, Azerbaijan, Moldova, Ukraine and, if its democracy
improves, Belarus.

Originally seen as an awkward response to French President Nicolas
Sarkozy’s Mediterranean Union, "today everyone seems to see it as a
major priority," said the diplomat.

"What we will do certainly is that we will go with an Eastern
Partnership" for Georgia, EU External Relations Commissioner Benita
Ferrero-Waldner affirmed Tuesday, raising the prospect of accelerated
negotiations.

In June, EU leaders had asked the European Commission to present a
plan for the partnership by early next year, but she said Brussels
"will make proposals, rather soon, maybe in the late autumn, maybe
for the December" summit.

Then, she said, "we will have to see how far we can go" for Georgia.

He also added that it has become clear to everybody after the

said during festive activities dedicated to the 17th anniversary of
proclamation of the Nagorno-Karabakh Republic.

Seyran Ohanyan noted that independence is the greatest achievement
today.

"Today we should not only recall and praise all those people who
created this day, but also do our best to defend our motherland and
ensure its development as this is demanded by today’s geopolitical
realias and the situation in the region", he added. "Unlike other
regions, we have a different situation as there is a Defense Army of
the NKR, which is improving with every passing day. The NKR Defense
Army has showed that it is ready to resist any provocation and it
does its best to improve itself", Ohanyan said.

ArmInfo. Azerbaijan’s statement about possibility of gas sale only to
Russia may be a reaction to the conflict in South Ossetia, deputy of
the Armenian parliament from RPA Gagik Minasyan told journalists today.

He also added that Azerbaijan may also leave ‘Nabukko’ project, as
Azerbaijani Foreign minister Elmar Mammadyarov said over his visit to
Turkey on 29 August. In all probability such refusal is conditioned
by development of the Georgian-South Ossetian conflict, Minasyan said.

Minasyan also said that over the last two weeks Azerbaijani authorities
have taken into consideration a circumstance that any conflict in the
South Caucasus threatens stability in the whole region. ‘Over the
last ten days position of the Azerbaijani press regarding Russia’s
participation in the South Ossetian conflict has stopped being sharply
negative , when NATO was the only guarantor of national security of
Azerbaijan. At present they have started taking into consideration
other aspects of the situation created in the region’, – Minasyan said.

ArmInfo. The International public center of information support for
the Collective Security Treaty Organization (CSTO) held a conference
entitled "Regional conflicts in the South Caucasus and strategic
partnership within the CSTO frames" at the conference hall of the
Union of Armenians of Russia (UAR) on August 27.

As the information center of the Russia-based "Yerkramas" newspaper
reports, the conference covered such issues as the external factor
and domestic political situation in the South Caucasus region, the
problems of South Ossetia, Abkhazia, Nagorno-Karabakh, the regional
conflicts in the South Caucasus, recognition of independence of
South Ossetia and Abkhazia, joint exercises of the CSTO member states
"Border-2008". Representatives of such public organizations and state
structures as the UAR, State Duma of Russia, Permanent Representative
Office of the NKR in Moscow, Russian Association for Friendship
and Cooperation with Armenia, Center for International Cooperation,
etc. participated in the conference.

The participants adopted a resolution which welcomes the Russian
Federation’s decision to recognize the independence of the Republic
of Abkhazia and the Republic of South Ossetia. The participants in
the conference stress that the recognition of independence of South
Ossetia and Abkhazia by Russia marked the beginning of stabilization
of the situation in the South Caucasus, but the firm stability in
the region is possible only after the soonest final recognition of
independence of the Nagorno-Karabakh Republic. This would prevent
the attempts of Baku’s authorities to commit a genocide against
Nagorno-Karabakh people, their statement says.

6 September match of Armenia vs Turkey – 2010 FIFA World Cup draw’,
President of Football Federation of Armenia Ruben Hayrapetyan said
at a press conference Tuesday.

He said all the players of the Armenian team except four have already
arrived in Yerevan and are in top form and ready to fight. ‘In case
of success, players will get a solid prize’, FFA president said. He
ruled out any political motives of the upcoming match and categorically
banned any political propaganda on tribunes.

R. Hayrapetyan said FFA provided FIFA quota for Turkish and however
Turkey has not made any relevant application so far except application
for 15 VIP-seats and 115 tickets. Alongside with local media 100
journalists from Turkey and 150 journalists from other states will
cover the match. FFA President urged the fans of Armenian team to
arrive at the Hrazdan Stadium at least 30 minutes before the match
to avoid jam and crowd. ‘Hrazdan Stadium has 55,000 seats and police
will be just unable to prevent jams of dozens of thousands of people
arrive at the stadium 10 minutes before the match’, Hayrapetyan said.

NOVOKUZNETSK, SEPTEMBER 2, ARMENIANS TODAY – NOYAN TAPAN. The Armenian
Surb Grigor Lusavorich Church in the Russian city of Novokuznetsk
was consecrated on August 24.

According to the press service of the Armenian diocese of Nor
Nakhijevan and Russia, on that historical day the primate of Armenian
diocese of Nor Nakhijevan and Russia Bishop Yezras Nersisian travelled
from Moscow to Novokuznetsk (Kemerovo region) and with the help of
spiritual fathers of Moscow, Krasnoyarsk and Barnaul priests Ter
Tadevos, Ter Shahan and Ter Mashtots consecrated the five crosses on
the church dome, after which a holy liturgy was celebrated and the
church itself was consecrated.

Representatives of the Russian Orthodox and Catholic Churches and
the local Muslim community attended the holy ceremony. Members of
the regional and city authorities, the heads of parish communities of
the neighboring cities of Barnaul and Krasnoyarsk, numerous Armenian
pilgrims and believers were present.

Bishop Yerzas Nersisian addressed those present with words of blessing,
urging them to keep this church with their constant prayers. He also
expressed gratitude to the benefactor of the church, the chairman of
the Parish Council Sarik Abrahamian, on whose initiative the beautiful
church was constructed.

To recap, by official data, about 12 thousand Armenians live in this
region of Russia.
