I can suppose that Russia’s actual position on the Nagorno Karabakh
conflict coincides with the official position it has proclaimed,"
Arsen Melik-Shahnazarov, advisor to NKR Foreign Minister, said in an
interview with PanARMENIAN.Net.

"But I can say that Moscow often allows itself to be led by Baku
which capriciously urges to taboo any mention of Karabakh in Russian
media, to continue telephone, telegraph and postal blockade if
NKR. That is why Russian officials fear to establish contacts with
NKR organizations," he said.

17 years of independence is not little, according to him.

"These years were not lost against the background of recessive
developments in the post-soviet area," Melik-Shahnazarov said.

unless Armenia does it, Arsen Melik-Shahnazarov, advisor to NKR
Foreign Minister, said in an interview with PanARMENIAN.Net.

However, the issue should be weighed up and timely, according to him.

"Official recognition of NKR will put an end to defective concept
brought forth by the Armenian National Movement. The fact is that the
administrative borders of Nagorno Karabakh are not those of former
NKAO," he said, adding, "Armenia can issue an official statement on
recognition of de-facto NKR and conclude a number of agreements, like
the United States did in 1972 as regards unrecognized Taiwan. The
Republic of Armenia and NKR are represented by ‘one nation and two
states’. The phrase Aliyev senior used to repeat when speaking about
Azerbaijan and Turkey."

depart for Moscow on September 3 to attend the summit of CSTO Council
of Foreign Ministers, head of media relations division at the RA MFA
Tigran Balayan told a PanARMENIAN.Net reporter.

Foreign Ministers of Belarus, Kazakhstan, Kyrgyzstan, Russia,
Tajikistan and Uzbekistan are expected to participate in the summit.

"Armenia will take over the CSTO presidency on September 5. The
Armenian delegation will be led by President Serzh Sargsyan,"
Balayan said.

/PanARMENIAN.Net/ Russia’s Foreign Minister Sergei Lavrov will hold
talks Tuesday his Turkish counterpart Ali Babacan in Istanbul during
his one-day visit. The two foreign ministers are expected to exchange
views on the Caucasus Cooperation and Stability Platform brought to
the agenda by Turkey and to discuss the recent trade row between the
two countries at the meeting, Hurriyet reports.

Babacan and his Russian counterpart are to discuss a Turkish plan
for a regional group to stabilize the Caucasus region following war
between Russia and Georgia. The group would include Turkey and four
nearby Caucasus nations: Russia, Georgia, Azerbaijan and Armenia.

The two Foreign Ministers will hold a press conference after
their meeting at the Prime Ministry Office in the central Besiktas
district of Istanbul. Georgia’s Foreign Minister Eka Tkeshelashvili
also met last week Babacan in Istanbul to hold talks regarding the
recent developments in Georgia and Turkey’s proposal for a Caucasus
alliance. She said Georgia would consider joining such a group only
after Russian forces leave her country.

with his Armenian counterpart Serzh Sargsyan in Sochi to discuss
the situation surrounding South Ossetia and Abkhazia and questions
relating to their bilateral economic cooperation, the Kremlin’s press
office reported.

Welcoming the guest, the Russian President said, "We meet
regularly. The last time we talked in detail was during your visit to
Moscow. The visit was informative and, in my opinion, our dialogue
continues to evolve. You know its results. There is nevertheless
even more potential for growth. I think that we will also talk about
economic problems.

But I will not hide the fact that I would like to exchange opinions on
international issues and foreign policy. In just a few days the summit
of the Collective Security Treaty Organization will start. Armenia
will assume the presidency. I think that we can reflect on how to
organize our work and share our thoughts in this regard. Especially
since we have not seen each other since Georgia committed an aggression
against South Ossetia."

For his part, President Sargsyan said that working meetings in Sochi
between the presidents of Russia and Armenia have become a very
good tradition. "They represent a very good opportunity to calmly
discuss both our bilateral relations as well as our relations in
multilateral formats. So I really am happy. All the more so since,
as you just mentioned, in these coming days Armenia will assume the
presidency of the CSTO. By the way, we have recently held Rubezh-2008,
the CSTO joint command and staff exercises, a meeting of the Council
of Ministers of the CSTO, and tomorrow in Yerevan a meeting of the
CSTO Security Council Secretaries will take place. I am therefore
glad that we are meeting today.

Of course I would also like to discuss economic issues, further
strengthening and deepening our relations within the CSTO and, of
course, the situation that has developed in our region of the Caucasus.

This is our first meeting after the events in South Ossetia, Abkhazia
and Georgia. We talked about this over the phone. I would like to once
again express my condolences over the loss of human life – Russian
citizens, peacekeepers – my regret that the events developed the
way they did, and wishes that the consequences of this humanitarian
catastrophe can be eliminated as quickly as possible. Incidentally,
in Armenia we have already been waiting for schoolchildren from South
Ossetia for two weeks now. We have prepared educational laboratories
in physics, chemistry and biology. We want to do everything we can
to help mitigate these consequences."

funds on propaganda, according to an NKR official.

"Internet is stuffed with everyday Azeri lies about violations of
the ceasefire by the Armenian side. Azerbaijan tries to involve
Armenia into fruitless discussions on various topics," Arsen
Melik-Shahnazarov, advisor to NKR Foreign Minister, said in an
interview with PanARMENIAN.Net.

"In response, Armenia should explain the international community
that Azerbaijan did not exist in the map of South Caucasus before
1920, when Turkish invaders synthesized a buffer state to absorb the
true Azerbaijan, which was Iran’s province. Therefore, present-day
Azerbaijan has no right to Nagorno Karabakh, Nakhijevan and many
other regions," he said.

in Armenia on September 3, head of media relations division at the
RA MFA Tigran Balayan told a PanARMENIAN.Net reporter.

"During a meeting with Armenian Foreign Minister Edward Nalbandian,
the officials will exchange views on regional security issues. They
will also touch upon the Caucasus Cooperation and Stability Platform,"
he said.

Yesterday Turkish media reported that a delegation of Turkish diplomats
will travel to Yerevan this week to assess the security measures for
the potential visit of President Abdullah Gul on Sept. 6.

Unal Cevikoz led the Turkish delegation at talks with Armenian
diplomats in Bern in July 2008.

Sargsyan of Armenia discussed the settlement process of the Nagorno
Karabakh conflict and bilateral economic cooperation today.

Confirming support to the talks held in the framework of the OSCE Minsk
Group, Mr Medvedev said that the conflict must be settled peacefully.

Touching upon economic cooperation, the two Presidents pointed out
to the growth of commodity turnover and Russian investments in the
Armenian economy. They also referred to implementation of joint
regional programs in energy and transport fields.
