During the visit to Martakert region, the NKR President visited
also some building sites.The head of the country first was in the
site of construction of Nor Maragha-Martakert open land irrigation
channel. Starting from Khachen reservoir, the irrigation channel
will irrigate about 1500 hectare arable land including Haykadzhur,
Nor Maragha, Nor Karmiravan villages.Construction of the irrigation
channel will finish till the end of the year. It, in case of working
with full power, will be possible to irrigate about 15 thousand
hectare arable land. Construction of a new school in Vaghuhas will
begin in 2009 Today 108 pupils learn in Vaghuhas., but the number
of classrooms is not sufficient and they are small. There are 84
children till 6 years old, so the question of kinder-garden is also
urgent.Taking into account the perspectives connected with the increase
of birth, by state budget of 2009 construction of a new school will
begin in Vaghuhas, which will be constructed between the two villages,
for the purpose of including also the pupils of Khnkavan. But the
old schoolbuilding will be restored for modern kinder-garden. The
community has a problem of communication In Nor Maragha, the
population hasn9 9t a chance to watch Armenian TVprograms. There is
also a telephone problem.

B.Sahakyan said, that this problem was being studied by a group of
specialists.A bit of patience and this question would be solved
in complex form. And what about telephone, it’s an easily solved
problem. And also water problem They know in Nor Maragha, that the
question of irrigating water will be solved soon, but drinking water
is still a problem.

The villagers suggest to set one-two artesian wells above the village.

"Regard, that there is decision, begin the works!",- said the NKR
President promising to assist them.

This year by the suggestion of the minister of social maintenance,
by the corresponding decision of the government, a new order of
allotment of sanatorium permits have been determined. According
to this order, first time minister of social maintenance doesn’t
allocate permits for treatment and rest. Deputy minister of NKR
Ministry of Social Maintenance Lenston Ghoulyan informed us about it
during the meeting taken place in the ministry with the journalists
and the persons returned last week from sanatoriums and rest-homes.
The essence of a new order of the permits’ allotment is that they have
become addressal and are allocated by territorial social bodies of
Stepanakert and regions.The whole process of accounting is realized
by them, and ministry of social maintenance is obliged to render
methodical assistance, control, in case of necessity preparation of
new decisions. The permits of sanatoriums are allocated to invalid
servicemen, and permits of rest-homes – to the members of families
killed azatamartiks. By the information of the deputy minister, this
year about 350 persons have rested or received treatment in Jermuk,
Arzni, Gracia sanatoriums and Sevan, Dilijan rest-homes. But it has
been foreseen to allocate 300 permits for treatment and 200 permits
8 0 for resting.This process is going on.

YEREVAN, AUGUST 21, NOYAN TAPAN. The authorities of both Russia and
Georgia are responsible for the military operations in South Ossetia,
as a result of which the civilian population suffered, the head of the
Helsinki Citizens Assembly Vanadzor Branch Arthur Sakunts expressed an
opinion at the August 21 press conference. In his words, the reason
is that the authorities of the two countries are not legitimate and
do not bear responsibility for protection of the rights of their
voters. "The main reason for the conflict’s resumption is the state
of illegitimacy of the authorities in both countries because before
taking such actions, the authorities should have thought about civilian
population," A. Sakunts said. In this respect, according to him,
it is not essential which of them started military operations.

As a result of the events in Georgia, A. Sakunts identified a number
of worrying issues related to Armenia. He considered as quite worrying
the statement of the Armenian ministry of defence that the territory
of Armenia will not be used as a base field for military opeartions
against Georgia. A. Sakunts said that the Armenian legislation does not
regulate in any way the legal status of Russian bases in the territory
of Armenia. "What guarantees do I as an Armenian citizen have that
tomorrow Russian tanks will not appear in Liberty Square? The words
of the Armenian minister of defence cannot be a guarantee here,"
he stated.

A. Sakunts does not see any guarantees either regarding the issue of
nonresumption of hostilities for solution of the Karabakh problem. "The
illegitimate authorities of Armenia and Azerbaijan cannot guarantee
that we will not have such problems at the Karabakh front," he said.

in connection with the deaths of ten French soldiers serving in

I was saddened to hear of the deaths of ten French soldiers serving
in Afghanistan. At this moment of mourning in France, on hehalf of

World Youth Under 16 Chess Olympiad were held in Mersin (Turkey) on
August 20. The Armenian team drew (2-2) with the team of Philippines,
then Armenian chess players were defeated by Russians (0-4).

Russia’s team leads the points table with 17.5 points. The teams
of Philippines and India share 2nd and 3rd places with 16 points
each. The teams of Georgia, Armenia and the UK earned 15.5 points
each and share 4th-6th positions.

YEREVAN, AUGUST 21, NOYAN TAPAN. An Armenia-Turkey football match
took place at Yerevan’s Hrazdan Stadium on August 20 by the group
tournament program of the 2009 European Football Youth (Under 21)
Championship Qualifying Stage.

The match ended in a 2-1 score: the Armenian team won. The goals
were scored by Abdullah Durat (67 min), Karlen Mkrtchian (87 min)
and Henrik Mkhitarian (89 min).

The Armenian foreign minister Edward Nalbandian and the members of
a delegation of the Turkish foreign ministry were present at the match.

The return match was to be held in Turkey on September 10. However,
a match of national teams of Turkey and Belgium is scheduled for that
day, and it has been decided to hold the match of the youth teams a
day earlier – on September 9.

War In South Ossetia Seen From Central Asia

WAR IN SOUTH OSSETIA SEEN FROM CENTRAL ASIA

The "five-day war" in South Ossetia during which the Georgian forces
were quickly routed by the Russian 58th Army came as a shock to the
post-Soviet Republics. Though the Russian leadership reiterated in
the past that a military scenario was likely, nobody expected Moscow’s
reaction to be so immediate and so harsh. Moscow’s using military force
against a post-Soviet Republic – for the first time since the split of
the USSR – created a difficult situation for the CIS countries many of
which also have unresolved territorial disputes with their neighbors.

Central Asian countries, which are often geopolitically bracketed with
the South Caucasus, are of particular interest in this context. The
analogies between Central Asia and the Caucasus have been described
thoroughly by Z. Brzezinski in his The Grand Chessboard. The
key features common to the two regions are the mixture of ethnic
territories, the absence of generally recognized country borders
identical to those of ethnic areals, and the incomplete character
of statehood in most countries. All of the above led Z. Brzezinski
to describe Central Asia and the Caucasus as the Eurasian Balkans,
the region US strategists are eyeing now that the US dominance over
the Balkans is an accomplished fact.

Central Asian countries can be divided in two gro ups depending on
their response to the conflict in South Ossetia. Whereas Kazakhstan
and Kyrgyzstan have formulated their positions on the issue with
relative clarity, Uzbekistan, Turkmenistan, and Tajikistan simply
expressed no reaction to the conflict. Moreover, for quite some time
the tightly controlled Uzbek and Turkmen media gave no indications
that there was a war in South Ossetia or that the Abkhazian forces
were muscling Georgian troops out of the Kodori Gorge.

The war in South Ossetia was not reported in any of the Uzbek papers
during its decisive phase, nor was it reflected by the sites of
the country’s news agencies. Only the Uzbek Vecherniy Tashkent paper
published two brief notes, one telling that an aircraft of the Russian
Ministry of the Emergency Situations carrying humanitarian aid landed
in Vladikavkaz and that Russian Prime Minister V. Putin arrived in
the city, another – that urgent sessions of the UN Security Council
and the NATO Council were held, but it left its readership oblivious
of the causes of the developments. Besides, one short report on the
fighting in Tskhinvali was shown by the Uzbek TV using the footage
borrowed from the Russian television.

The Turkmen media responded to the war in the Caucasus with total
silence.

The national television continued to broadcast 30-minite readings
of Ruhnama (the "spiritual guidance of the nation" written by late
Turkmen President S. Niyazov) and inf ormed the public that a panda
was born in a zoo in China. Satellite TV served as the only source
of information on the Caucasus war for the population of Turkmenistan.

Kazakhstan and Kyrgyzstan reacted much more actively. Kazakh President
N. Nazarbayev who attended the Olympics opening ceremony in Beijing on
the first day of the war was the first to speak on the occasion. It
was during a meeting with Nazarbayev that V. Putin made a harsh
statement that Georgia would get an adequate response to its attack
on Tskhinvali. Nazarbayev replied in a neutrally positive tone. He
said that the peacekeeping mission had a UN mandate, Georgia acted in
a wrong way, it did not warn about the coming escalation, and there
could be no alternative to a peaceful resolution of the problem.

The Kazakh President’s reaction voiced on August 13 at a meeting
with his Kyrgyz counterpart K. Bakiyev was also generally
pro-Russian. Commenting on what was going on in the Caucasus he
said that the territorial integrity principle was recognized by the
entire international community and that documents adopted by the CIS
condemned separatism, but complex inter-ethnic issues still must be
resolved peacefully via negotiations, not militarily.

The position of Kyrgyzstan which currently presides over the CIS
was rather neutral. Bakiyev opined that according to the norms of
the international law the real path to the resolution of the dispute
between th e Georgian and the South Ossetian sides lay in the political
plane. Thus, the Kazakh and Kyrgyz Presidents condemned Georgia’s
military offensive but refrained from distinctly positive or negative
appraisals of the military operation launched by the Russian army.

To an extent, the lack of official reactions from most CIS countries
was offset by the statement made by the Parliamentary Assembly of the
Collective Security Treaty Organization. Along with Russia, Belarus,
and Armenia, this organization comprises four of the five Central Asian
Countries – Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan. The
Collective Security Treaty Organization practically echoed Moscow’s
position in a statement which read: "On the pretext of restoring
its territorial integrity, Georgia in effect carried out acts of
genocide against the Ossetian people, leading to a humanitarian
disaster. Tbilisi’s military campaign, which thwarted the budding
political dialogue between the parties, destroyed prospects for a
peaceful conflict resolution."

Having close economic and political ties with the West Central Asian
countries are explainably reluctant to complicate their relations with
Western countries by openly siding with Russia. There is yet another
key factor behind their restraint in commenting on the "five-day war".

The theme of the "territorial integrity" has been invoked in
all statements made by the Kazakh and Kyrgyz Presidents f or a
serious reason. Realizing that the chances of Russia’s recognizing
the independence of South Ossetia and Abkhazia and subsequently
incorporating them have increased enormously, Central Asian countries
are concerned that similar scenarios affecting their territories are
possible and hence adopt a cautious stance.

It is of interest to review the assessments of the "five-day war" by
Central Asian experts. For example, Kyrgyz political analyst M. Sariev
regards the events in the Caucasus not as a conflict between Georgia
and South Ossetia but as one between Russia and the US. He expects
Kyrgyzstan to face toughly formulated questions concerning the future
of the Gansi US airbase in its territory at the coming meeting of the
Shanghai Cooperation Organization. In Sariev’s view, as the Collective
Security Treaty Organization member the country is going to align
itself with Russia since the same events as in Georgia can take place
in Kyrgyzstan – this is Russia’s sphere of interests and Russia is
not going to stop. Explaining the motivation underlying his position,
Sariev says: "We should be aware that we are in the same culturally
Eurasian areal with Russia". M. Suyunbaev, another Kyrgyz political
analyst, points quite reasonably to the fact that the "five-day
war" is a product of the "Kosovo process" which the West has set in
motion totally ignoring Russia’s position. If the proce ss evolves,
it will quite likely affect Central Asia, for example Tajikistan or
Karakalpakstan whose histories, in the expert’s opinion, are similar to
those of South Ossetia and Abkhazia. Analyzing the potential results
of Georgia’s leaving the CIS, he notes that the consequences for
Georgia are going to be extremely negative as complication can arise
for the workforce migration from Georgia to Russia and for the trade
between the two countries. Suyunbaev’s forecast includes not only
the intensification of the struggle over the existing US military
base in Kyrgyzstan but also greater efforts aimed at creating new
military bases in the southern part of the Republic.

On the whole, there is a consensus among Kyrgyz experts that the
rivalry between Russia and the US over Central Asia is bound to
escalate, and that Russia’s resolute defense of South Ossetia shows
that for Central Asian countries a totally pro-Western orientation
can entail highly undesirable consequences.

ARMENIAN LAWMAKERS AMEND LAW ON WATER DISCHARGE FROM LAKE SEVAN AT FINAL READING

YEREVAN, August 21. /ARKA/. Armenian National Assembly has amended
at the first reading the Law on the Approval of Annual and Complex
Programs for Rehabilitation, Preservation, Reproduction and Use of
Lake Sevan’s ecosystem, providing for a considerable increase of
water discharge from the lake.

Water discharge from the Sevan is planned to increase from 240mln
cubic meters to 360mln cubic meters

Due to low water flow this year, the two large water storage basins
of the lake were not filled to a necessary level, said Andranik
Andreasyan, head of the RA State Water Committee. Water deficiency
in both basins was about 100mln cubic meters this year.

"The Sevan is one of the vitally important water sources it its use
cannot be an end in itself," Andreasyan added.

He said the irrigation water reserves will last several days and the
Sevan’s discharged water will help the country get a heavy harvest
this fall.

A number of MPs expressed concern over the new law. Stepan Safaryan,
member to the Zharangutyun (Heritage) opposition party, said they
do not want to be on the horns of a dilemma, "choosing between
irrigation and preservation of the lake". The MP called on to find
another solution to the problem.

Ecologists say the increase in the water discharge of the Sevan may
make=2 0the area’s ecosystem highly vulnerable. Andreasyan said RA
President plans to set up a commission to settle the Sevan issue.

Lake Sevan’s level rose 0.41 meters to 1,899.22 meters year-on-year
as of August 5.

Transport Routes To North Of Yerevan To Be Changed Temporarily

TRANSPORT ROUTES TO NORTH OF YEREVAN TO BE CHANGED TEMPORARILY

of the change in some public transport routes due to repairs works
on Miasnikyan Avenue and Acharyan Street.

According to the press release, traffic to Avan (north of the capital)
is to go through Miasnikyan Avenue – Gay Avenue – Acharyan Street or
Khudiakov Street.

The following route will operate for getting to Gay Avenue from
Zeytun: Rubinyan Street – Tsarav Aghbyur – Acharyan – Babajanyan –
Safarov General – Totovents – Gay Avenue.

>From Nor-Nork to the center of the city cars will have to drive
through Gay Avenue – Misanikyan Avenue. Acharyan Street – Misnikyan
Avenue is to be taken to get from Avan to the city center.

Armenia: Apricot Exports Increased By 10 Times

ARMENIA: APRICOT EXPORTS INCREASED BY 10 TIMES

This year Armenia exported over 7.244 tonnes of apricots, mainly to
Russia, Ukraine and some other European countries, Gagik Manucharyan,
the head of administration of agriculture development of the Ministry
of Agriculture of Armenia informed to ARKA.

According to the data of the Ministry of Agriculture, this year
apricot harvest reached 80.000 tonnes, up 60.000 tonnes compared to
2007. Last year, the exports totaled 780 tonnes.

"There were no problems with export due to work of the Staff of
operative response, all information came to this organization and in
case of problems with exports or purchases, they were operatively
solved ",- Manucharyan said and added that during this period they
received 30 such signals.

At that, the official noted that volume of apricot procurement totaled
7.560 tonnes, including by the processing enterprises.

In total, this year Armenia managed to increase export volumes of some
crops as a result of good harvest this season, last season the spring
frosts seriously damaged agricultural crops, apricots in particular.
