THE ‘PEACEFUL’ HADRIAN AND HIS ENDLESS WARS

LONDON: Few political commentators ask what lies behind the thinking
of those expressing boundless admiration for the Roman Empire in
almost every quarter of present-day Western society.

This comes across in the most sophisticated inquiries into ancient
history, as witness Thorsten Opper’s intelligent book "Hadrian: Empire
and Conflict," to which the British Museum show that he curated,
running until Oct. 26, effectively serves as an illustration.

While striving to put forward a balanced view, the historian cannot
help giving a lyrical ring to his most matter-of-fact statements:
"For almost twenty-one years, from A.D. 117 to 138, Publius Aelius
Hadrianus ruled one of the mightiest empires the world has ever seen"
is the opening sentence to Opper’s introduction, which chirpily
explains that "at the heart of the empire was Rome, the largest city
of the ancient Mediterranean, if not the globe, a pulsating capital
of one million inhabitants."

Coming to Hadrian, the author goes on: "The empire needed to gain
strength and cohesion in order to be able to face the many threats
to its prosperity and peaceful existence [my italics]. Hadrian’s
achievements in these areas were outstanding, his legacy
immense." Exactly what was peaceful about this empire bent on constant
expansion is not specified. The historian then proceeds to recount in
some detail a story of genocide and ethnic cleansing on a grand scale.

When Hadrian came to power in 117, the ancient Middle Eastern lands of
Armenia, Assyria and Mesopotamia (that is, Babylonia) in present-day
northern and southern Iraq had just been occupied and declared new
Roman provinces. Farther west, all hell had broken loose. In 116, the
Jews of Cyrenaica (in modern Libya), driven by fury against the Romans,
who had destroyed the temple in 71 and slain much of the population
in the Jerusalem area, had risen against the Western occupiers.

They had destroyed public buildings and temples, causing 220,000
casualties in the process, according to the only available detailed
source, the "Historia Augusta," written in the fourth century by
Cassius Dio. The insurgents invaded Egypt, where the Jewish communities
took up arms and crushed an entire Roman legion. Their uprising
spread to Cyprus, where, Dio writes, 240,000 were killed. Trajan’s
retaliation was extreme. Tens of thousands were slain in Egypt and
Cyrenaica and repression extended to Mesopotamia.

The situation was untenable for the Romans. As soon as he was
proclaimed emperor, Hadrian pulled back his armies from Mesopotamia,
Assyria and Greater Armenia. This did not look too good for the new
emperor, who had been belatedly adopted by Trajan. Born in Rome into
an Iberian family (from present-day Spain), Hadrian badly needed to
legitimize his rule and spent a lifetime burnishing his image as a
military hero.

The populace loved it. Statues of the emperor were erected across the
empire. A marble head from a figure that must have been 4.5 to 5 meters
high, or about 16 feet, was discovered last year in ancient Pisidia,
in what today is southwestern Turkey. Technically impeccable, it
uncannily heralds the hollow art of 20th-century totalitarian states.

Permanent aspiration to domination over unwilling populations meant
permanently perceived threats. In the westernmost "province" of the
empire (roughly corresponding to modern England and Wales), which had
been finally occupied in 43, the situation was shaky. Hadrian appears
to have waged not just one war, but two. In 122, the construction
of Hadrian’s Wall, running from east to west, was undertaken to
keep out the "Barbarians" farther north. Recovered from the Thames,
a larger-than-life-size bronze head of the emperor that was cast
around that time has an expressiveness that probably reflects the
sensitivity of native Celtic artists working in the Roman style. It
forms a striking contrast with a bland marble statue of Hadrian as
Mars, the god of war, carved in Rome.

In the Near East, trouble kept brewing. It erupted in 132 in the
form of a furious uprising in Judea, led by Simon Bar Kokhba, whose
nom de guerre means in Hebrew "The Son of the Star." Well prepared,
with arms caches and secret hideouts set aside, the resistance beat
two Roman legions and a dozen auxiliary regiments.

Reinforcements sent from Syria and Egypt were wiped out. As Jews in the
surrounding areas and the non-Jewish communities of Judea sided with
the insurgents, Bar Kokhba proclaimed himself "The Prince of Israel."

This was more than the "peaceful" Roman emperor could stomach. Hadrian
took in hand the military operations, as is implied by inscriptions
mentioning the "expeditio Judaica." Around 134, the battle-hardened
governor of Britain, Sextus Julius Severus, was called in and, to
quote Opper, "turned the war into a slow extermination campaign."

While some announce about the "resignation of the Speaker of the
National Assembly" that has ripened in the parliament, radical
community still continues to rattle the sabre over the "criminal
regime" getting ready for "ardent autumn".

To what extent do these desires and predictions match with the
developments previewed in our political domain before the regular
"ardent autumn"?

Member of RPA Council Vazgen Karakhanyan answers our questions.

"I’m familiar with the rumors and publications regarding the "ardent
developments" anticipated in the National Assembly. As the member of
RPA Council and an MP, I can definitely say that the leadership of the
party and especially the President has not manifested similar approach.

But, they say, "never say "never". Nothing is excluded in this life. So
I will not be surprised if similar approach is manifested. One thing
is quite clear for me, if the conversation is about Tigran Torosyan
during those years he has already proved that he is a devoted state
political figure.

As for the autumn activeness of the radical opposition, I can say
that I notice certain processes. But I don’t see any basic, so-called
revolutionary developments, which as they say will be "crucial"
fo r our country.

I must say that in his interview given to "A1+", speaking about
Georgian-Ossian conflict Levon Ter-Petrosyan was rather reserved in his
estimations. I agree to this stance, because I consider Sahakashvily’s
actions misbalanced and in some sense even not proper to the person
that leads the highest state institute.

The government has adopted a balanced course of action and makes
consistent steps directed to the implementation of reforms. I
believe these reforms will be performed, because after all we all
understand that we can’t continue like this. A group of people can’t
have possession on the whole economy of Armenia, when lots of our
citizens can’t earn their daily bread."

"Many of your colleagues have their own business and it is not a
secret for anyone that they have always made use of the privileges
given to the MPs. Do the measures directed to establishing law and
order in the tax field raise complaints in the "interested" frameworks
of the republican party?"

"I don’t have any business, I don’t have any economic levers and many
of my friends say that lots of things have changed in tax and customs
service, you must firstly give if you want to get something. There
are certain complaints, because the sum of money transferred to
the budget has been increased, but I don’t see anything bad in it,
because this money after all will be allocated to the wages, pensions
and allowances. I think this is normal."

"Do you think Levon Ter-Perosyan’s attitude towards the "ardent" autumn
will be as reserved and balanced as it was towards Georgian-Ossian
conflict?"

"Still in 1995 I had a very hot discussion with my close friend Ashot
Navasardyan, regarding Levon Ter-Petrosyan. At that time Levon and
his surrounding was characterized as "yerit-Armenians" and when we
remember the lessons of the history they used to say that nothing
good will come out from all this. When you don’t master geopolitical
models, when you don’t know the alphabet of governing, you can’t lead
the country, especially the one that is deprived of natural resources,
a blocked country such as Armenia. This is the reason why I refused to
enter the National Assembly by the list of the Union "Hanrapetutyun".

As regards Levon Ter-Petrosyan’s ridiculous announcements, I must say
that they are situational and they are conditioned by the dictation of
the certain moment. The West unfortunately guides his actions. And the
factor of his being insulted also exists here. Among those detained
in connection with "March 1" I see some people who shouldn’t have
taken that step.

Maybe they thought coup d’état is very close and it is high time to
get their=2 0share.

I really feel pain for this, because there are lots of guys among
them, who have proved their courage during the war. In my view Levon
is not satisfied with his western masters, because he didn’t find
the support that he was expecting."

"So we can say that "Armenian National Congress" is the "fifth column"
aimed at making Armenia a target of foreign intervention. So what
is your attitude towards the pretentious announcements made by this
newly established "political force"?

"To tell you the truth I don’t consider this term "Armenian National
Congress" proper for this "political force". When a new structure is
created you must firstly look at the bases of this structure.

The base of this structure is Armenian Pan National Movement, which
means that you can’t find anything new in this field. In my view
the creation of the so-called "national congress" is also a foreign
initiative.

As if they have set a task to always maintain the tension and make
it stronger and stronger."

Yesterday President Serge Sargsyan introduced the Chairman of the
newly established State Income Committee under the government Gagik
Khachatryan to the administrative staff of the Tax and Customs Service.

Touching upon the decree signed by the President the day before,
about dismissing Vahram Barseghyan from the position of the Chief of
the State Tax Service, the President reminded that still in August 1
during his meeting with the leadership of the staff he has warned that
if he doesn’t see any positive changes in the works of the service they
must draw bilateral conclusions. According to Serge Sargsyan during
the previous twenty days not only did they fail to record any positive
changes but also State Tax Service didn’t show any desire in doing so.

"I didn’t feel that the administrative staff of the State Tax Service
is conscious of the system they function. I didn’t see any efforts
or any desire to work. Moreover their work moves from bad to worse,"
the Head of the country said and added, "this is the case when surgery
becomes unavoidable."

By appealing those present the President emphasized: "I wouldn’t like
anyone from you to think that August 20 decree derives from the desire
to unify Tax and Customs bodies. Never. I’m very disapproved of the
work of the Tax Service, from the point of view of both professionalism
and moral norms and this situation is really intolerable."

Touching upon the newly established State Income Committee Serge
Sargsyan expressed confidence that tax and customs systems can
function effectively only and only under the joint leadership,
but with some changes. "I strongly believe that the work of this
structure will match with the requirements of our economy and the
modern requirements in general.

Over again stressing the importance of correcting the situation in
this sphere Serge Sargsyan underscored: "Those who are not able to
fulfill their obligations must leave their positions."

The Head of the country proposed to gather around the new structure
and set about the solution of the problems faced by the system."

TSAKHKADZOR, AUGUST 22, ARMENPRESS: About 100 young people from France,
Poland Egypt, China, Lithuania, Greece, Romania, India and other
countries, have gathered in the Armenian resort town of Tsakhkadzor
for an international youth inter-cultural festival titled "Dialogue
of Cultures.’ The festival opened on August 21.

Young representatives of Yezidi and Assyrian communities of Armenia
are also among its participants. The Armenian culture is presented
by young people from Armenia and Nagorno-Karabakh.

Deputy youth and sport minister Arthur Poghosian said this is the
second festival which he said is included in the plan of actions of
the CIS Youth Issues Council and is carried out in the context of
the Council of Europe and EU 2007-2008 priorities.

The goal of this event is to promote maintenance of inter-cultural
diversity and help young people to step up their involvement in this
process. The festival aims to gather under one shelter representatives
of different cultures and different ethnic groups to give them an
avenue to show their culture, traditions and customs.

The festival is organized by the Armenian youth and sports issues
ministry in cooperation with the Center for Youth Events, International
Center for Inter-Cultural Studies, Education and Dialogue and
Pan-Armenian Youth Center Foundation.

The government released 18 million Drams to support the festival that
will run through August 27.

New Human Resources Development Fund To Be Launched In Armenia

YEREVAN, AUGUST 22, ARMENPRESS: A new human resources development
fund, called Pyunik, will be launched officially in Armenia soon. Its
honorary chairman is a Diaspora Armenian benefactor Gabriel Jambarji
and Levon Sarkisian is the chairman of the board of trustees.

Education and science minister Spartak Seyranian said to reporters
today that Jambarji and his friends have been supporting Armenian
education since 1998 by providing Armenian schools with 530 full labs
for Biology, Chemistry and Physics subjects, furnished with modern
equipment and devices and materials necessary for conducting tests.

Levon Sarkisian said the idea to shift to official activity is to
enlarge the number of sponsors. Part of labs were given to schools
outside Yerevan. Gabriel Jambarji and his fiends also provided Armenian
schools with 200 computers and 250 printers.

The minister said Jambarji gave his accord to show support also to
universities and high schools as well as to pre-school institutions. In
2007 in recognition of his services to Armenian education Gabriel
Jambarji was awarded the gold medal of the Armenian education and
science ministry.

Goods Brought To Armenia By Trucks

YEREVAN, AUGUST 22, ARMENPRESS: Gagik Martirosian, an aide to prime
minister and head of a task force that was set up to coordinate
transportation of commodities to Armenia after the explosion of a
key railway bridge in Georgia, told Armenpress that authorities in
the Georgian port of Poti resumed today unloading of ships.

He said 107 containers with wheat, 10 with fuel and 50 containers
with other commodities, as many as on August 21 are waiting near the
exploded bridge to be taken to Armenia.

He said unloading of cargo ships goes on also in another Georgian
Black Sea port of Batumi. A convoy of 37 trucks bringing goods from
Batumi has crossed today into Armenia at Bagratashen border crossing
bringing 517,000 liters of petrol.

According to Gagik Martirosian, a convoy of trucks with Armenia-bound
goods has arrived in Yerevan from Meghri on the border with Iran,
as these goods came through Armenia’s southern neighbor. They and
other trucks are bringing 10 containers of flour, 19 of petrol and
4 of diesel fuel.

does not demand visas for game," the Turkish daily Hurriyet quotes
president of the Turkish Football Federation M. Ozgener as saying
that he received the first official letter from Armenia.

According to the Turkish daily, Ruben Hayrapetian, president of the
Armenian Football Federation, sent a letter to his Turkish counterpart
on August 21 saying that the September 6 qualifier between Turkey
and Armenia in Yerevan for the 2010 World Cup will proceed ‘in the
atmosphere of football celebration.’ The Turkish newspaper says that
Ruben Hayrapetian gave assurances that the Armenian authorities will
have done everything to ensure the highest possible safety for Turkish
fans who will arrive in Armenia to watch the game. He said also that on
September 6 there will be only ‘football passions.’ Ruben Hayrapetian
wrote ,"This game has stirred up big interest also outside Turkey and
Armenia. Understandingly, there are political elements in the created
condition, but the Armenian Football Federation is interested only
in the sporting outcome of the game."

He said the best possible conditions are in place at Yerevan Hrazdan
stadium and Turkish fans will be able to travel to Armenia without
visas after the government of Armenia made a special decision to that
end .

He said also the safety of all Turkish fans in Armenia will be
guaranteed. "We hope that Turkish and Armenian football players will
show a game that will be a football celebration," he said.
