REOPENING OF RAILWAY BETWEEN ARMENIA, TURKEY TECHNICALLY IMPOSSIBLE

Yerevan, 22 August: The temporary launch of a railway between Turkey
and Armenia is technically impossible, the director-general of the
South Caucasus railway closed-type joint stock company (SCR),
Aleksandr Kuznetsov, told Mediamax today.

He said that the railway communication between Igdir and Yerevan has
not been operating since 1993, and a major overhaul is needed to
resume the railway communication.

However, Kuznetsov pointed out the SCR’s readiness to resume the
railway communication with Turkey.

On 20 August a group of young Turks asked Turkish President Abdullah
Gul to reopen the Igdir-Yerevan railway for a day so that they could
travel to Armenia to watch a football match between the Armenian and
Turkish national teams on 6 September.

ETHNIC ARMENIANS IN GEORGIA URGE TBILISI TO SET UP FEDERAL GOVERNMENT

Akhalkalaki, Georgia, 19 August: The following is the declaration of
the Council of Armenian Non-Governmental Organizations of
Samtskhe-Javakheti and Kvemo Kartli.

Declaration

Now that the military operations have stopped and the repositioning of
military forces in the country is slowly returning to the status quo
of 6 August;

When the conflicting parties and the international community are
searching for ways out of the current situation and in order to
re-establish the country’s territorial integrity and sovereignty;

It is clear that the main victim of attempts to resolve inter-ethnic
issues through military operations is the peaceful population, without
any positive movements on the political front, on the contrary, with
complicated political consequences;

We, the public representatives of the Armenian population of
Samtskhe-Javakheti and Kvemo Kartli, concerned with re-establishing
peace and stability in our country, assert that:

a) In order to re-establish Georgia’s territorial integrity and
sovereignty and, as a guarantee to the country’s stability and
democratic development to resolve the ethnic conflicts in an
objective, just and legal manner, Georgia should have a federal state
structure, composed of territorial units and a central government;

b) Under the federal system of state structure, the central
authorities of Georgia will retain all the powers provided by the
subsections of the first section of Article 3 of the Constitution of
Georgia;

c) The basis for the creation of the territorial units should be the
needs for preserving and advancing the ethnic identity of the
nationalities comprising Georgia’s population;

d) Samtskhe-Javakheti – with its current boundaries and with the
neighbouring mainly Armenian-populated areas of the Kvemo Kartli
region – should have the status of a territorial unit comprising the
Georgian federal state, with broad self-governing rights, including
the right to free elections by the population for all local
self-governing bodies and jurisdiction over cultural, educational and
socio-economic policies, as well as the spheres of public order, local
self-government and environmental protection in Samtskhe-Javakheti;

e) Guarantees should be provided through the constitution, that the
Armenian language will be a regional official language in
Samtskhe-Javakheti, in addition to the official state language;

f) The representation of Samtskhe-Javakheti in the legislative,
executive and judicial branches of government of Georgia should be
constitutionally guaranteed.

It is about time, that the political elite of Georgia acknowledge,
once and for all, that:

– The way to the development and strengthening of the state is through
its formation on the basis prescribed above;

– In order to re-establish the integrity of the country the
law-abiding citizens should be sufficiently appreciated, their
concerns and reasonable demands should be heard, and they should be
provided with at least as much jurisdiction as is being promised to
those who have raised arms against the state;

– The country’s integration into Euro-Atlantic structures first of all
requires complete adoption and application of European values and
the complete and immediate realization of obligations – including
those regarding the full protection of national minorities –
undertaken vis-a-vis European institutions.

We are aware that this declaration will not be received
unequivocally. There will be efforts to misconstrue or misuse it. But
we, as citizens concerned with Georgia’s destiny, could not refrain
from repeating the truth, which we have been proclaiming for years. We
are guided solely by the interests of Georgia and Samtskhe-Javakheti,
which is a component unit of the country. This is what the memory of
those who fell during the last clashes requires; this is what the
right of return of those hundreds of thousands of the recently
displaced people requires; this is what the future of Georgia
requires.

ARMENIAN LEADER URGES PEACEFUL SETTLEMENT TO CAUCASUS CONFLICTS

Yerevan, 22 August: Armenia is deeply concerned about the crisis in
South Ossetia that has led to many human losses.

A humanitarian catastrophe took place in the region, and it is
necessary to make every effort to overcome its consequences, Armenian
President Serzh Sargsyan has said. The president’s press service has
reported that he made the comment when meeting the defence ministers
of the CSTO [Collective Security Treaty Organization] member states in
Yerevan on Thursday [21 August]. Sargsyan said that the Armenian
leadership welcomes the joint initiative of Russian President Dmitriy
Medvedev and French President Nicolas Sarkozy on the settlement of the
conflict in South Ossetia.

"We welcome the six principles of the Medvedev-Sarkozy plan, which is
the basis for getting out from the current situation and for the
further work on a lasting settlement of the conflict," Sargsyan said.

He added that the tragic events in South Ossetia had showed that the
attempts to counteract the aspiration for self-determination in the
South Caucasus were fraught with serious military and geopolitical
consequences. "They also demonstrated that such conflicts should be
settled based on the principles of free will of nations struggling for
self-determination; otherwise we see ethnic cleansing and violation of
the international humanitarian law," he said.

Sargsyan said that the Armenia side had repeatedly pointed to the
danger of the unprecedented build-up of military potential by some
countries of the region and the attempts to settle the conflicts by
military means. "I am sure that the military way of settling the
conflicts has no future, and the events in the South Caucasus will
have a sobering effect for those who still have illusions about
settling conflicts by using force," Sargsyan added.

Sargsyan pointed out that Armenia had expressed its readiness to
become a humanitarian corridor and also provide humanitarian aid to
the victims.

CIS SECURITY BLOC DISCUSSES IN ARMENIA REGIONAL ISSUES

Yerevan, 21 August: It is necessary to speed up military cooperation
within the framework of the Collective Security Treaty Organization
(CSTO) due to the current geopolitical situation [in the region],
Armenian Defence Minister Seyran Ohanyan said at a news conference to
sum up the results of a session of the CSTO council of defence
ministers in Yerevan today.

Speaking about cooperation between the CSTO and other
military-political blocs, the CSTO secretary-general, Nikolay
Bordyuzha, noted that the organization is ready to cooperate with
NATO, since "any contact with the North Atlantic Alliance will help to
solve numerous problems in both NATO and the CSTO member countries".

The regional military and political situation in the zone the CSTO is
responsible for, and neighbouring regions was discussed at the session
of the council of the defence ministers of the CSTO member countries.

The participants in the session decided to set up an interstate
working group to create a single system on the technical monitoring of
the railways of the CSTO member countries. The defence ministers
coordinated documents aimed at improving the CSTO activities.

The power of the chairman of the CSTO council of defence ministers
were granted on Armenian Defence Minister Seyran Ohanyan until the
next session. The council of the defence ministers approved a draft
resolution on appointing the Armenian first deputy defence minister
and the chief of the general staff of the armed forces, Yuri
Khachaturov, head of the CSTO united staff until the next session.

Tbilisi, 22 August: The Armenian diaspora of Georgia is demanding the
timely withdrawal of Russian troops from Georgia.

This was the demand voiced by the troupe of Tbilisi’s Armenian Drama
Theatre at their rally near the village of Igoeti. The protesters came
to the Russian military checkpoint with placards in Georgian and
Armenian, reading: "Russia stop aggression against Georgia", "We are
all Georgians today."

"We must be together today. We love multiethnic and beautiful Georgia,
we want peace. We call to get together and stop this aggression. All
that happened is inadmissible in the 21st century," a protester said.

Russia-led security bloc holds drills in Armenia

The final fourth part of the Collective Security Treaty Organization
(CSTO) joint military exercise – Rubezh (Frontier) 2008 – has been
held in Armenia. About 2,500 servicemen, including 1,392 Armenian
troops and 1,106 Russian troops, took part in the exercise at the
Marshal Baghramyan shooting range, Armenian news agency Arminfo
reported on 22 August.

CSTO Secretary-General Nikolay Bordyuzha, Armenian Defence Minister
Seyran Ohanyan, heads of the Armenian security agencies, as well as
the military attaches of the USA, UK, China, Iran and other embassies
watched the exercise, Arminfo said.

Bordyuzha and Ohanyan told a news conference on 22 August they were
satisfied with the results of the drills. Bordyuzha said the exercise
had demonstrated that the organization was capable of defending the
member states from any aggression.

The CSTO has six members: Armenia, Belarus, Kazakhstan, Kyrgyzstan,
Russia, Tajikistan and Uzbekistan.

Armenian ministry says opposition paper report "misinformation"

Yerevan, 22 August: The Armenian Ministry of Justice has called on the
media to refrain from disseminating unverified information.

[Opposition] Aravot newspaper today published an article headlined
"Threatened with elimination" which explicitly contained
misinformation saying that [the editor-in-chief of the opposition
newspaper Zhamanak Yerevan] Arman Babajanyan, who is currently
remanded in custody, had allegedly passed a video recording to Aravot
newspaper, the press secretary of the Armenian Ministry of Justice,
Lana Mshetsyan, told Arminfo today.

The video allegedly showed some criminals committing sexual violence
against a convict and, at the same time, allegedly threatening to do
the same against Babajanyan.

According to the statement of the Ministry of Justice, this
"information" published in Aravot newspaper is the result of colourful
imagination, and Babajanyan has already expressed his fair resentment
and demanded through the prison administration that Aravot newspaper
publish a denial.

Transeuro Provides Ukraine Update

Vancouver, Canada: – Transeuro Energy Corp. ("Transeuro", or the
"Company") provides an update on its activities in Ukraine.

On the Karlavskoye 101 well the Company has drilled to the section TD
at 3,553.5m, with a number of gas kicks being successfully controlled
over the final 50 metres. Based on the available data a potential
total gross gas column in the well of approximately 600m is
interpreted. While drilling out of the bottom of the reservoir a high
pressure water zone was encountered that has resulted in the drillpipe
becoming stuck in the well. Operations are continuing to recover the
drillpipe. Subject to successful operations it is then planned to run
casing and conduct flow testing of the primary target.

The exploration and pilot production license for the Povorotnoye field
has been extended for a further year, to June 2009. Drilling
operations are planned to commence during Q3 2008. The well is
expected to take six to nine months to drill. The drilling contractor
will be the Ukrainian company ‘Mirgorod’, who have been working for
some of the other foreign companies in Ukraine (such as Cadogan and
JKX). Mirgorod were chosen following an audit of available Ukrainian
contractors.

Transeuro and Rohöl-Aufsuchungs Aktiengesellschaft ("RAG") have
appointed Neil Stewart as the Managing Director of Scythian Energy
BV. ("Scythian"). The two companies will carry out operations in the
Ukraine through Scythian. Mr. Stewart has managed operations in
Ukraine for Transeuro over the last two years and will continue in the
same capacity for Scythian. The parties have also appointed David
Worrall as Chairman of the Scythian Supervisory Board.

Transeuro Energy Corp. is involved in the acquisition of petroleum and
natural gas rights, the exploration for, and development and
production of crude oil, condensate and natural gas. The Company’s

On August 24-31 a delegation leaded by the Secretary General of
Conference of European Churches Collin Williams is to visit Saint
Etchmiatsin by the official invitation of the Saint Patriarch of All
Armenians Garegin II.

In the frames of the visit Collin Williams will be accompanied to see
the famous historical holly places, Tsitsernakaberd, theological
academy of Gevorgyan, theological school of Vazgenyan and will have
meetings with the representatives of ecumenical organizations in
Armenia. Meetings with the NA Chairman Tigran Torosyan and Foreign
Minister Edward Nalbandyan are also planned.

`ONE NATION, ONE CULTURE’ LINKING TOOL

Today the chairwoman of the Foreign Ministry Committee on
Communication with Diaspora Hranush Hakobyan has received the artists
and the heads of different groups taking part in the third all
Armenian festival `One Nation, One Culture’, reported the press
service of the committee.

According to the source, H. Hakobyan greeted the guests and expressed
her gratitude towards their mission of growing youth abroad as
Armenians, for the mission of some kind of link between Armenia and
Diaspora. She ahs also presented the objectives and the mission of
establishing Ministry of Diaspora.

The guests have appreciated the idea of establishing such a ministry
and expressed their readiness to cooperate and find common solutions
to the problems.
