ARMENIAN DEPUTY FOREIGN MINISTER ATTENDS NON-ALIGNED FOREIGN MINISTERS GATHERING IN TEHRAN

YEREVAN, JULY 31, ARMENPRESS: Armenian deputy foreign minister Gegham
Gharibjanian was in Tehran July 29-30 to attend the 15-th gathering
of foreign ministers of non-aligned countries. Armenia is represented
in this movement as an observer.

The press division of the Foreign Ministry told Armenpress that
the Armenian deputy minister had private conversations with foreign
ministers of Belarus, Turkmenistan, Lebanon, Syria, Kuwait and the
deputy prime minister of Kuwait who were in Tehran to discuss a set
of issues related to Armenia’s relations with these countries.

The press division said Gegham Gharibjanian had a conversation also
with Iranian Foreign Minister Manoucher Mottaki and conveyed the
letter of gratitude of Armenian Foreign Minister Edward Nalbandian on
the occasion of inclusion of three Armenian churches in Eastern and
Western Atrpatakan provinces into the UNESCO list of World Heritage.

During the meeting the date of Edward Nalbandian’s visit to Iran was
reconfirmed and ideas were exchanged over the issues to be discussed
during his visit.

In view of the fact that Manoucher Mottaki is the Iranian cochairman of
the bilateral economic cooperation commission, the two men discussed
the status of agreements reached at the previous session of the
commission and outlined the agenda of the upcoming session scheduled
to take place in Tehran.

During the visit to Tehran Gegham Gharibjanian had also a brief meting
with President Mahmoud Ahmadinejad, who asked him to convey his warm
greetings to Armenian President Serzh Sargsyan.

Heikki Talvitie, special representative of OSCE Chairman in Office,
said in Azerbaijan that he hopes for activation in peace process on
Karabakh in the October of 2008, after the presidential elections
in Azerbaijan.

The European official noted that the peace talks between Armenia
and Azerbaijan have been held in the frameworks of the Minsk Group
suggestions for a long time. He marked the trio of Russia, France
and the USA as a "strong team".

Talvitie said that OSCE advocates peace settlement of the Karabakh
conflict and added that the question of the status of the NKR remains
still unresolved.

The State Commission for the Protection of Economic Competition
(SCPEC) fined ArmenTel for the abuse of monopoly on the
infrastructure. ArmenTel has been fined already for three times
over the past four years. The SCPEC finds that ArmenTel misuses its
dominant position and violates the law on the protection of economic
competition. July 31 ArmenTel was fined 2 percent of its last year’s
income – not more than 300 million drams. The decision was made
on the applications submitted by "Web," "Arminco" and "CrossNet"
Companies. The companies state that the High Line Internet service
offered by ArmenTel should provide equal basis to Internet providers
in light of high-quality and cheap Internet. According to the SCPEC
ArmenTel did not allow other providers to enter the market, which
causes or may cause unequal opportunities for the competition. ArmenTel
was given 30 days to eliminate the breach and meet the SCPEC demands,
reports the SCPEC press service.

In a small, cobble stoned, historic square in central Prague the
passerby notices a strange name on an arched entrance: "Anahit",
and then reads the words Art Gallery.

As you walk into the small exhibition room, you meet Anahit, a
middle-aged, ‘very Armenian’ lady who greets you with the warmth of
the sunrays in the Ararat plain. On the walls you see mostly abstract
paintings, with a strong element of Armenian medieval art. The bright
colors and the shine of golden lines in the paintings warm the soul.

This is not a gallery selling art from different painters. It is
a family gallery, where the paintings of Edward Edigarian and his
daughter Gohar are on display. Anahit is the matriarch of the family
or the business manager of the gallery. Edward is sometimes there,
just bothering his patient and smiling wife and asking her: "Anahit
karank mi hat tsekhel – Anahit can we smoke here?". Then he convinces
her also to light up a cigarette and then the double espresso arrives
from the cafÃ~H next door and the memories go back to Armenia – 1960s
and 70s Armenia, where artists lived a Bohemian life. Not much money
and not even many modern or exotic painting materials, but a lot of
friends, art lovers and plenty of affordable vodka.

Edward is turning 65, with distinguished white hair, smiling eyes
and a never-ending optimism about life, art and people.

In 1988 Edward had his home and atelier in Gyumri when the devastating
earthquake hit. He lost most of his paintings under the rubble of
the high-rise building. In 1993 he came to Prague for a few months
for a temporary painting assignment and ended up staying. What made
him make that decision? " I saw the huge interest in art in Prague,
mostly from tourists who had started to flood the former communist
country. They were buying my paintings like hot bread". Later on he
brought his family from Armenia; wife, daughter and son.

Work and life in Prague also changed his painting style from a less
abstract style of pencil and watercolor depiction of people and places,
to a more abstract genre of showing human desires, especially joyful
women and musical instruments, sometimes with red fruits perhaps
symbolizing youth and ecstasy. Why the change, I ask him? "Well, part
of it is what new painting material and methods made possible and part
of it is what the European customer likes". But the Armenian miniature
painting art is all over his works. The golden lines mentioned earlier,
are a very graphic reminder of the miniature paintings in medieval
Armenian bibles.

Edward had a rich career in Armenia. He studied painting in Yerevan
and later became the official painter of the city’s Opera and Ballet
Theatre. He painted many of the scenes for famous performances,
such as Sassountsi Davit and Leblebeji Hor-Hor Agha.

His daughter, Gohar is an aspiring painter now. Many of her works are
displayed in the small gallery and they sell well. Did she attend
a fine art school in Prague, I ask. "Well, her best school was her
father", answers Edward with a humble smile.

In the small Armenian community of Prague everyone knows Edigarian
and everyone respects him. But in the one-hour I was in the gallery,
a number of Russians also came to say hello to him, among them a
talented young sculptor.

Edward is happy with his life and work in Prague, but he is most proud
of his exhibitions in other European countries. He can’t hide his pride
when he recalls that in a successful exhibition in Norway, they asked
him to donate a painting for auction and the proceeds to be sent to
the Red Cross in Armenia. "It fetched $5,000 and I was very happy,
but when I asked the Norwegians for the money to go to young artists
in Gyumri, they said we can’t ask the Armenian Red Cross to give it to
any specific group. Well, it is OK. I know that Armenia got the money".

I ask the grandfatherly painter if art is pure talent or has a measure
of learning. He smiles and gently moves his head. "It is both. But I
think if a child grows up with art, like my daughter did and I taught
her the technique – most people’s inner talents surface".

Banuchian To Partake In The Rally Tomorrow

"I am happy to be with you. I am happy not to be dangerous for
the society," declared Deputy Director of the Matenadaran Arshak
Banuchian, who, in conjunction with 1 March events, had been detained
for 123 days.

Five days ago Arshak Banuchian was set free on signature. He does
not represent any political party and considers himself an active
citizen, who thought it his duty to be at his people’s side. "I have
not violated any law. I simply participated in peaceful rallies."

According to Arshak Banuchian only 2 months later after his detention
could he find out under which Articles he had been detained. As
it turned out he had been accused under Article 225 /organizing or
participating in mass disorders/ and Article 154 /bribery/.

"For 4 months they were looking for the person I bribed. Logically
they must have detained the person who took the bribe and only
after that they could detain me, who "gave the bribe". But they did
vice versa." Banuchian also stated he was going to participate in
tomorrow’s rally.

The Deputy Director of the Matenadaran believes the political tension
can be put an end to only through the political prisoners’ release.

Decision On Jhangirian’s Claim To Be Announced Tomorrow

Today the RA Administrative Court continued the investigation of RA
Deputy Attorney General Gagik Jhangirian’s claim, which challenges
the legitimacy of Robert Kocharian’s decrees. Judge Artsrun Mirzoyan
had to ask photojournalist Gagik Shamshian and journalist Gayane
Arustamian to leave the court-room, as they were trying to defend
their right of photographing, which according to the Judge, would
hinder the trial process.

For about 40 minutes Lawyer Lusine Sahakian was delivering her speech,
which tried to justify that Robert Kocharian’s decision to relieve
Jhangirian of his post and deprive him of his class degree were
illegal and contradicted the Constitution. She introduced all the
grounds for the decree to be recognized unlawful.

"The decree limits Jhangirian’s freedom of expression and his right
for rallies. He has been given discriminative treatment. Many officials
participated in the opposition rally and they all used their freedom of
expression and right for rallies. It is unfair," declared the lawyer.

By the way the decree has not been recognized valid yet, as the
Constitution states that decrees are considered valid from the moment
they are presented to the person they concern, after which he signs
it, whereas Jhangirian has not been given any decree. "Quite possibly
they did not know where I was," commented Jhangirian.

The decision of the court will be announced tomorrow at 9:30 a.m.

Russian Gas Supply Contract To Be Signed

In September the contract to supply Armenia with Russian gas is to
be signed, said Armen Movsisyan, the Minister of Energy and Natural
Resources. "We do not have a final decision on increasing the gas
price, but this point has been discussed and we are waiting for the
final answer," said the Minister.

Minister Movsisyan refused to present any details of their
discussion. Note that in 2011 "Gasprom" holding will supply Armenia
with gas by European prices.

Currently five projects being implemented by "Armenia" All Armenian
Fund are to be finished in Hadrut region. In the beginning of September
the official opening ceremony is planed to be held, reported the
Fund. According to the source a part of the projects are being
implemented in the frmes of "Artsakh Rebirth" project.

The projects are funded by TV Marathon 2006. The main projects
implemented in the region are supplying the territory with gas, water;
reconstruction of a school and hospital.

The authorities of Armenia will never take an initiative to contribute
to the denial of Armenian Genocide, said the Minister of Foreign
Affairs of Armenia Edward Nalbandyan in a press conference.

The Minister has once more mentioned the official position of Armenia
in the question of Armenian-Turksih relationship. He said that
diplomatic relationship should be established without any putting
preconditions.

"We hope that the President of Turkey Abdullah Gul will accept the
invitation of RA President Serzh Sargsyan to watch the football match
of our countries," said E. Nalbandyan.

E. Nalbandyan has evaluated S. Sargsyan’s visit to Crimea and the
meeting with President of Ukraine in a high level.

Who Creates Tension In Djavakhq

WHO CREATES TENSION IN DJAVAKHQ

Is it accurate to say that the tension in Djavakhq has to do with
the strained relationship of Georgia and Russia, taking into account
the fact that whenever Georgian-Russian relationship is strained the
situation in Djavakhq gets worse? Sergey Minasyan the vice director
of the Caucasus Media Institute said to Panorama.am reporter that
although experts are intended to find connection in these chaotic
relationship, the reality is that the relationship of Djavakhq
Armenians and Georgians is not getting worse.

"Of course, when some tension is created in Djavakhq the local
authorities and the media try to comment it as a third body power,
but it is not right as Djavakhq has its local problems and I am sure
that the recent developments have nothing to do with it," he said.

As for the local Armenians’ integration to Georgian life and the
level of studying Georgian, Minasyan said that they even do not need
to know Georgian.
