reported on Friday evening that three people had been killed as
Georgian troops continued to shell its capital, Tskhinvali.

"A Georgian mortar platoon is shelling southern districts of
Tskhinvali," South Ossetia’s information and press committee said. "The
northern [de facto] border is also being shelled. South Ossetia is
returning fire."

South Ossetia had earlier reported that Georgian snipers were firing
on a border checkpoint in the region, killing one police officer and
injuring one more.

Russian peacekeepers deployed in the region confirmed the reports of
automatic weapon fire.

"Three people have been killed and seven injured as of 21:00
Moscow time (17:00 GMT) by snipers from the Georgian side firing on
Tskhinvali," Commander Vladimir Ivanov said, adding that the attacks
were continuing.

South Ossetia’s leader said the unrecognized republic would retaliate.

"Georgia has declared a sniper war on the Republic of South Ossetia
and made another attempt to unleash a large scale war," Eduard Kokoity
said. "The republic has so far refrained from retaliatory moves,
but will not do so any more," he said, RIA Novosti reports.

South Ossetia’s government head Yuri Morozov held a conference to
discuss security measures. He voiced concerned over the fact of
"sniper war".

Meanwhile, officials in Georgian Ministry of Interior deny that snipers
were enabled in the operation. Defense Ministry says the fire was a
compulsory measure.

The peacekeeping command has set a look-out station between Ossetian
village of Andisi and Georgian Sveri.

LOS ANGELES — Felony arrest warrants have been issued for two
brothers suspected of kidnapping their three sons a month ago,
a publicist hired by the boys’ mothers announced today.

The arrest warrants for George Silah and Jean John Silah were issued
Friday after the Los Angeles District Attorney’s Office determined they
may have abducted the children, according to Cherie Kerr of KerrPR.

A District Attorney spokesperson was not immediately available for
comment.

The mothers of the boys claim the two men have received threats against
their lives, and are worried because the three sons are apparently
with their fathers, according to the publicist.

John Silah, 47, picked up his child, 9-year-old Greg, from his ex-wife
for a summer vacation visit on June 23.

A court order obligated him to return Greg to his mother by July 2,
but he failed to do so.

Police noted that he had threatened to take their son to his home
nation of Syria in the past.

At the same time, George Silah, 46, had his two sons, Alexander,
12, and Zaven Silah, 8, at the home the brothers shared with their
parents in the 7300 block of West 81st Street.

He was scheduled to take his sons on a cruise on July 5, but never
made that cruise.

Police discovered that the brothers had not paid the rent for several
months and their home appeared abandoned.

There is a $500,000 bond on both brothers, according to the family
law attorney for the mothers of the missing children, Ronald Brot of
Brot & Gross in Sherman Oaks.

"These children have been missing since early July and we have
reason to believe they are in danger," Brot said. "We are hopeful
that with these warrants the pursuit of the children will be stepped
up considerably."

According to the mothers, the men left a trail of evidence pointing
to criminal acts, and are on the run from members of the Armenian
community. The mothers claim their ex-husbands bilked more than $5
million from Armenians.

They were last thought to be in a stolen, silver Infiniti G-35,
plate number 6DZS016.

Authorities do not believe the two fathers have left California.

Zanni Merguerian, mother of Alex and Zaven, and Christine Jeanbart,
mother of Greg, pleaded for the fathers to return their sons unharmed.

"We’re begging them to drop the children off in a safe place so they
may return home," said Zanni Merguerian.

"Our children must be terrified," said Christine Jeanbart.

"We have some reason to believe that the children may still be in
the United States," Brot said. "Our belief is based on the fact that
the mothers had refused to release the boys’ passports, though they
had been requested, and also because the identities of the brothers
and their sons have been posted on various government agency ‘watch
lists’ nationwide."

According to the mother’s publicist, the recent investigation of the
brothers’ abandoned home revealed that the brothers left in a hurry
sometime on or shortly after July 2, and George Silah’s girlfriend
disappeared at the same time.

The mothers’ fears are heightened in view of the fact that the
brothers’ parents left for Syria the week prior to the children’s
disappearance, and remain in Syria at this time.

According to the mothers, shredded documents were also found
of fake documents of immigration applications, other persons’
identification documents, passport photos, notes verifying alleged
illegal transactions for thousands of dollars, evidence of bank and
credit card fraud, and evidence of at least one firearm, shell casings,
ammunition and a manual for a Smith and Wesson revolver.

The men may have been involved in selling fake identities to people
entering the country illegally. Christine Jeanbart believes her
identity was sold by her ex-husband years earlier, based on an FBI
investigation which took place in 2000.

On July 24, a Superior Court judge determined that the three boys
had been abducted and wrongfully retained and awarded sole legal and
physical custody to the mothers.

The judge also cut off all visitation rights for the fathers and
ordered that an investigation be opened immediately by the Los Angeles
District Attorneys office to "locate, retrieve and return the minor
children" to their mothers.

Christine Jeanbart and her husband separated in June 2001 and their
divorce became final in October of 2003. Zanni Meguerian left her
husband in August 2004, and their divorce judgment was entered in
March 2006.

Both mothers are American citizens, as are their sons.

They are asking the public, organizations committed to finding abducted
children and the media for help.

in 15-20 years, according to Novruz Mammadov, head of the international
relations department at the Azeri presidential administration.

"These processes may become possible only after return of Azeri
refugees and displaced persons," Mammadov said when commenting on
yesterday’s statement by OSCE Minsk Group U.S. Co-chair Matthew Bryza,
Novosti Azerbaijan reports.

"Nagorno Karabakh residents will decide for themselves whether the
republic will return under Azeri control or will be independent,"
Bryza said after the meeting between the Armenian and Azeri Foreign
Ministers in Moscow.

"The people of Nagorno Karabakh will express their will through a
referendum," he said.

Foreign Minister Edward Nalbandian attended the RA Embassy to meet
with the diplomatic corps and Armenian citizens.

"Armenia’s diplomatic outposts abroad should address the problems of
RA citizens. Each problem should be handed a fair and quick solution,"
the Minister said.

Ways to increase efficiency of the consular activity and to improve
service were also discussed the RA MFA press office reported.

Iran and Armenia are to create a working group to coordinate the
construction of a railroad that would link the two neighbors.

Yerevan is conducting feasibility studies on three areas as
construction points for the Armenian part of the railroad namely
Eraskh, Vardenis and Gagarin.

Armenian Minister of Communication and Transport Gurgen Sargsyan said
the country prefers the third point, a 397-kilometer railroad linking
the central cities of Gagarin and Gavar to Martuni and Jermuk which
lie further south.

About 80 kilometers of the railroad will run through Iran as far as
the northwestern city of Marand.

Russia has also voiced interest in cooperating with Iran and Armenia
in constructing the railroad and talks are underway between the three
countries, he added.

Sargsyan had earlier estimated the cost of construction of the railroad
to be around $2 billion.

with Yerevan to normalize bilateral ties, implying that the involvement
of any third countries is not necessary.

"We would only be pleased with the efforts of third parties for
the improvement of Turkey’s ties with Armenia, but we are already
meeting with Armenia directly toward the normalization of relations,"
Foreign Ministry spokesman Burak Ozugergin told reporters at a weekly
press conference.

Asked if the Turkish president would go to Yerevan to watch the
Turkish-Armenian football match in September, he said the Foreign
Ministry is awaiting instruction from Abdullah Gul. In response to
another question, Ozugergin said Armenia’s invitation has been extended
to Turkey through official channels, Turkish Daily News reports.

Iranian Foreign Minister Manouchehr Mottaki offered his country’s
mediation for Armenia-Turkey reconciliation during a phone conversation
with RA FM Edward Nalbandian.

Turkey severed its ties and closed its border with Armenia in 1993
as a token of solidarity with Azerbaijan in the Nagorno Karabakh issue.

Ankara also says the normalization of ties depends on Armenia’s formal
recognition of the current borders with Turkey and changing its policy
of calling for worldwide recognition of the Armenian Genocide at the
hands of the Ottoman Empire.

In a sign of readiness to normalize ties, Armenian President
Serzh Sargsyan proposed "a fresh start" in relations with Turkey
in an article published in The Wall Street Journal earlier this
month. Sargsyan also invited Gul to a World Cup qualifying match
between Armenian and Turkish teams on September 6.

Yesterday, Special Delegate of the OSCE Chairman-in-Office Heiki
Talvitiey announced that "the OSCE hopes that after Azerbaijan
holds presidential elections in October, the Karabakh peace talks
will resume."

We believe the legal contents of the Karabakh conflict – the trump
card of the Armenian party, should be laid on the table in autumn.

It includes the following arguments:

a. The NKR has never formed part of the independent state of
Azerbaijan; therefore the recognition of its territorial integrity
has nothing to do with Nagorno Karabakh.

b. Both Nagorno Karabakh and Azerbaijan declared independence almost
at the same time (with Karabakh getting ahead a little) based on the
USSR Constitution and laws, therefore there are two independent states
formed in the territory of the Soviet Azerbaijan.

c. The legal bases of the NKR independence are flawless; therefore
it is necessary, in such circumstances, to put them to discussion
and find a clear-cut solution instead of speculating the issue of
the stereotyped "mutual concessions", a term frequently used by the
international community.

d. From the point of view of the maintenance of peace, it is only
the package solution of the problem vs. the existing status quo that
contains smaller risks. Therefore, any violation of the20latter
will inevitably lead to the decrease of the parties’ motives for
achieving a final settlement, without including the most important
issues concerning the NKR conflict in the given agreement. And it
may have unpredictable consequences.

As shown by the sum effect of these arguments, Armenia may try to solve
three principal issues at the current stage of the negotiation process.

First: reiterating its commitment to provide a political solution
to the problem, Armenia should introduce itself to the international
community as a constructive party ready for mutual concessions.

Second: getting ahead of Azerbaijan in terms of abiding by the
constructive agreements, the Armenian party clearly marks the
borderline not allowing for further retreat.

Third: Since the attempts of revising the agreements were initiated
by Azerbaijan, the Armenian party may propose the international
community to transfer the issue to the legal domain for achieving a
breakthrough in such situation. That’s to say, instead of searching
the "golden mean" the Armenian party is required to determine which of
the parties Nagorno Karabakh, a state that declared its independence
in strict compliance with all the laws, belongs to from the point of
view of international law.

We believe this is the only way enabling us to achieve the speedy
and effective solution of the Karabakh conflict. That’s to say,
examining the legal bases of the NKR in dependence and estimating
them as flawless, Europe can solve all the problems with a single
blow and penetrate our region.

In that case, Azerbaijan will have no other way out apart from
recognizing the accomplished fact because the subject matter of the
debate, i.e. the Nagorno Karabakh issue, will be discussed beyond
the framework of the rivalry between Azerbaijan and Armenia.

Europe may use its real weapon, i.e. its world-wide reputation, and
by recognizing the independence of the Nagorno Karabakh Republic,
ensure sustainable peace in the whole region.

no agreement on state border was signed between Armenia and Georgia
after the war in 1918, said Ara Papyan, head of Modus Vivendi center,
historian and former Armenian Ambassador to Canada.

"The issue of borders in the South Caucasus should be resolved on
the basis of the international law, through implementation of Woodrow
Wilson’s arbitral award and the principles proposed by the League of
Nations on February 24, 1920," he said.

"Decisions of the Communist Party’s Central Committee on Karabakh
and Javakhk should not determine Armenia’s borders with Georgia and
Azerbaijan. Leaders of modern Georgia eye the soviet era as period
of foreign occupation."

If someone questions the Paris conference’s decision on Armenia, this
person questions the entire legal and political system of Europe and
Middle East, according to him.

"A special commission dealing with the problem of Armenian borders
said in its report that all territorial disputes should be considered
by the League of Nations. Javakhk’s annexation to Georgia was a result
of occupation regime," Papyan said.

The Armenian-Georgian war for Javakhk started on December 5, 1918 and
was stopped after British interference on December 31. An agreement
signed in Tiflis in January 1919 stated that the northern part of
Borchalinsky district passed on to Georgia, the southern part passed
on to Armenia while the middle (Lori and Zangezur) was announced a
"neutral zone" and was under control of British governor-general.

After establishment of the soviet rule, Javakhk issue was raised
again. Overwhelming majority of the province stood for joining
Armenia. A final decision was taken at the plenary session of the
Caucasus Bureau and was forwarded to consideration of the Georgian
Communist Party’s Central Committee, which decreed that "taking into
account Akhalkalaki’s political and economic ties with Tiflis, the
proposals of our Armenian comrades is unacceptable."

After the end of WWI, Armenia and Turkey signed the Treaty of Sevres
which envisaged Armenia’s commitment to Woodrow Wilson’s arbitral award
determined borders with Turkey, Georgia and Azerbaijan. According
to the award, Armenia was supposed to get Armenian-inhabited
Transcaucasian regions, thus bringing its territory to 110 thousand
km2.

Starting from July 1 1604 pregnant women received free of charge
medical service in the hospitals; 1154 of them were from Yerevan and
422 from regional communities, said Karine Saribekyan, the head of
mother and child care department of the Ministry of Health.

Remind that from July 1, pregnant women should receive free of charge
medical service based on the decision of the Government.

According to K. Saribekyan 20.6% of 1604 pregnant women has had
Caesarean operation which is low compared with the previous year.

Working Group Handling Iran-Armenia Rail Road Construction

WORKING GROUP HANDLING IRAN-ARMENIA RAIL ROAD CONSTRUCTION

In the nearest future a working group will be formed to handle
the construction of Iran-Armenia rail road, said the Minister of
Communication and Transport Gurgen Sargsyan.

According to the Minister the working group should cover various sides
of the current project. He said that 3 projects are being discussed and
the best one will be selected. In short, the first variant intends to
start the construction point from Eraskh, the second – from Vardenis
and the third one from Gagarin.

The Minister said that for Armenian side Gagarin-Gavar-Martuni-Jermuk
direction is the most preferable.
