YEREVAN, AUGUST 6, NOYAN TAPAN. In connection with the case on March
1 events, charges were brought against 139 people, 117 of whom were
under arrest, 22 ones gave a written undertaking not to leave place
of residence, pecautionary measures were changed with respect to
31 accused persons during the investigation, 82 criminal cases on
95 persons were sent to court, and 67 court decisions concerning 77
persons were made. This was announced at the August 6 sitting of the
Collegium of the RA Prosecutor General’s Office.

It was also announced that 14 persons are under arrest by the cases
under invetigation, precuationary measures were changed with respect
to 9 accused persons, and 4 accused persons are wanted by the police.

By data of the first half of 2008, the RA Special Investigation
Service completed the investigation of 205 criminal cases, with 116
cases on 145 people being sent to court. During the investigation
of the cases, damage of 295 million drams to the state was revealed,
indemnification of 112 million dollars was paid.

YEREVAN, AUGUST 6, NOYAN TAPAN. Since early 2008, 14 cases of drowning
have been recorded in Armenia, as a result of which 12 people died
and 3 people suffered. The RA minister of emergency situations Mger
Shahgeldian said at the August 6 press conference that the number of
drowing cases did not increase as compared with last year.

According to the minister, it is impossible to take rescue actions in
all Armenian reservoirs (their number makes about a hundred). However,
all water rescuers are ready to act ay any moment. It was stated
that work is being done to train water rescuers and provide them with
outfits and equipment.

YEREVAN, AUGUST 6, NOYAN TAPAN. The RA ministry of emergency situations
has adopted the slogans "Everything for Human Security" and "There is
Nothing More Important than Human Security", the minister of emergency
situations Mher Shahgaldian stated at the August 6 press conference
on the occasion of the 100th day of his tenure.

The minister said that the main directions of the ministry’s activities
are the development and implementation of a strategy on the sector,
the acquisition of equipment and outfits, and the management and
development of human resources. Some work has already been done
in these directions. In particular, a strategy of protecting the
population from war consequences and in emergency situations was
developed, draft regulations on the rescue service were put into
circulation, and the main provisions of the program on creation of
"1-12" service are being developed. The salaries of rescuers were
raised at the expense of the ministry’s funds. The minister announced
that the 2009 state budget envisages a considerbale sum for raising
salaries of fire-fighting rescuers.

In the words of M. Shahgaldian, work is being done to extend and
re-equip the antihail service. There are currently 30 antihail stations
in Armenia, whereas about a thousand are needed.

Speaking about international cooperation, the minister said that
they cooperate actively with international structures and various
countries. For example, a preliminary agreement was reached with
Japanese Development Agency, which will allocate a grant for
updating and re-equipping the fire-fighting equipment of Yerevan
Department. Besides, it is envisaged to create fast response and
notification centers in Tavush and Lori marzes under an agreement
signed with GTZ organization (Germany).

IJEVAN, AUGUST 6, NOYAN TAPAN. Hayastan All-Armanian Fund continues
its minor programs in border villages of Armenia and Artsakh. Thanks
to such a program implemented recently, Lousahovit community’s school,
Tavush region, was provided with a computer classroom. In addition
to computers and printers, the village school also received a TV
set and a digital video-player. The program was implemented due to
the U.S. Eastern Coast Committee of the Fund under the patronage of
American-Armenian benefactors Arthur and Loucrecia Yaghjians.

As Noyan Tapan was informed by the Public Relations Department of
Hayastan Fund, the purpose of the minor programs of the Fund is to
provide rapid and efficient solutions to any problem existing in
border villages, as well as to support their residents, proving once
again that there are people who wish to make their lives better.

Lousahovit village has 350 inhabitants and is located near
Armenian-Azerbaijani border. Up to now the village school did not
have computers and the teacher had to teach how to use a computer by
means of a blackboard.

Thanks to the TV set, the digital video-player and numerous practice
tapes provided to the library, henceforth lessons will be more
lively. Besides, the library will turn into an environment that pupils
will visit both for learning and mixing with each other.

ANTELIAS, AUGUST 6, NOYAN TAPAN. On August 5 Catholicos of the Great
Cilician House Aram I received the Iranian ambassador to Lebanon
Mohammad R. Shipan in Antelias. During the meeting the interlocutors
spoke about the close relations and the prospect of future cooperation
between the Armenian Catholicosate of Cilicia and Iran.

His Holiness touched upon the contrubution that Armenians of Iran made
to the development of the country and its daily life. He also expressed
his satisfaction with the fact that three Armenian monasteries in
the territory of Iran were included in the list of monuments under
the patronage of UNESCO. In this connection His Holiness expressed
his appreciation of Iranian authorities for their care of Armenian
sanctuaries.

The ambassador of Iran reaffirmed his country’s readiness to continue
cooperation in different spheres with the Catholicosate of Cilicia.

"Star" National Football Championship of Armenia – an Ararat-Cilicia
match took place on August 5. It ended in a draw (2-2).

After the 15th round, Mika (Ashtarak) with 21 points heads the
fixture list.

It is followed by Ararat (Yerevan – 30 points), Pyunik (Yerevan –
28), Gandzasar (Kapan – 24), Banants (Yerevan – 24), Ulis (Yerevan –
13), Shirak (Gyumri -11) and Cilicia (Yerevan – 8 points).

The matches of the 16th round will be held on August 9 and 10.

Chess Tournament were held in the Russian city of Sochi on August
5. Levon Aronian (Armenia) drew with Sergei Karyagin (Ukraine). Aronian
earned 2.5 points and shared 4th-12th places with 8 other chess
players.

Three chess players: Alexander Grishchuk (Russia), Ivan Cheparinov
(Bulgaria) and Temur Rajabov (Azerbaijan) earned 3 points each and
lead the points table.

Games of the 6th round are scheduled for August 6.

Memphis Police were called to the home of Congressman Steve Cohen today
after an an argument between Cohen and a Armenian-American cameraman
in town from California ended with Cohen physically pushing him out
the side door.

Peter Musurlian of Globalist Films in Glendale, Calif., followed
a reporter from The Commercial Appeal into Cohen’s Overton Park
home, where the Congressman had invited local media to respond to a
commercial from Nikki Tinker, his 9th Congressional District opponent
in Thursday’s Democratic Primary, that Cohen called "more mudslinging."

When members of Cohen’s staff realized who the cameraman was – he
had followed Cohen around on Tuesday night at National Night Out
neighborhood events – they told him he was not invited and asked him
to leave.

Musurlian refused, saying he deserved a place in the open press
conference, and continued arguing before Cohen got off his couch and
angrily told Musurlian to leave, accusing him of trespassing.

Then Cohen said, "You come outside, I’m going to talk to you.

I’ll give you an interview." When Musurlian retreated to the threshold,
Cohen put both hands on his arms, forced him from the house and shut
the door.

Cohen’s staff retrieved a tripod and a bag containing audio equipment
and returned it to Musurlian, who later said an expensive part had
been broken. Musurlian stood across the street from the house and
eventually gave statements to the media and to police.

Cohen also talked to police and said he had no intention of pressing
charges. Musurlian said he intended to press charges because of the
damage to his equipment.

Armenian-Americans from around the country have been enraged at
Cohen for his part in stopping Congress from passing a resolution
last year that would have condemned Turkey for committing genocide
against Armenians when the Ottoman Empire was disintegrating during
and after World War I.

Armenian-Americans have donated between $25,000 and $30,000 to Tinker’s
campaign and are actively working to defeat Cohen.

Cohen has often spoken of his pride in stopping the resolution,
saying that during his Congressional trip to the Middle East that
he specifically asked Gen. David Petraeus, commander of U.S. forces
in Iraq, about the ramifications of passing a resolution that Turkey
vowed would cause it to cut off all aid to the U.S. effort in Iraq.

"I’m proud of what I did," Cohen said. "Gen. Petraeus, when I went to
Baghdad, I asked him what his position was on the Armenian resolution
and he said, ‘I am glad you brought that up. That would be v ery
devastating to our troops.’ The Turks are our friends in NATO, they
allow 8,000 trucks a day through Turkey into Iraq to serve our troops
with supplies and needs. Those trucks could be stopped and the Turks
are very serious about that. They allow us to use our airbase.

"’He said, ‘That would be really devastating to our mission.’ While
I am against the mission of the Iraq war, I am for protecting our
troops. And to pass that resolution would have been irresponsible
and the Congress saw that. President Carter and President Clinton
both opposed it because they said we shouldn’t be doing that to upset
the Turks.

"Determining what happened in history when it is a foreign nation
and something we had nothing to do with is not the job of the United
States Congress. It’s a job for historians. The bottom line is at
this time in 2007 and 2008 and possibly in 2009 it is the last thing
to throw in the face of one of our few allies in the Middle East."

Musurlian attempted to give Memphis media a history lesson about what
many historians have declared a genocide but which Turkey maintains
was a much more complicated set of events unleashed by the world war
and dissolution of the Ottoman Empire.

"This is a particular issue that I know maybe 50 people in Memphis
are interested in but they should be interested in it," Musurlian
said.20"It may sound ancient, but it’s not as ancient as slavery."

That seemed to be an allusion to the resolution Cohen did usher
through Congress last week, with the U.S. House of Representatives
for the first time apologizing to African-Americans for slavery and
Jim Crow oppression and degradation.

Cohen had called the press conference to explain his vote in 1997,
while in the State Senate, against a bill called the "Tennessee
Student Religious Liberty Act" that a Tinker ad said shows that Cohen
"is the only Congressman that doesn’t think our kids should be allowed
to pray in schools."

Cohen said today he unequivocally does not oppose prayer in schools,
but that he opposed that bill because it was meaningless pandering.

"They gave that bill a nice title to make it sound good, but I am just
repulsed by people who will use religion to foster their political
reputations and careers," Cohen said. "I voted it because it was a)
unnecessary, b) trying to use religion on a false manner deluding
the people to make them think they were doing something when they
were not doing anything."

And Cohen sounded a theme heard often over the years in Memphis,
accusing "outsiders" of meddling

"He needs to go back to California, EMILY’s List needs to go back to
Washington and New York, and the people who are doing th ese ads from
Washington, they need to go home too," Cohen said.

"Memphians will determine this election. And all these outsiders who
don’t know Steve Cohen, they need to get out of here."

Sabine Freizer believes it would be expedient to replace France by
an EU representative in the OSCE Minsk Group dealing with settlement
of the Nagorno Karabakh conflict.

"I believe that the EU can play a greater role in assisting reduce
tensions in and around Nagorno Karabakh. When the chairmanship of
the current French representative ends, I would recommend that the
French Minsk Group position be handed over to an EU representative,"
Freizer said.

Ideally the three representatives in the Minsk Group should be high
level political officials if we expect that they are going to have
any political influence over the process, according to her.

"But on the other hand, it makes no sense to expect that a solution to
the NK conflict is going to be come from the outside. Azerbaijan and
Armenia, their political leadership and their people, will eventually
need to agree to a compromise. This will only happen when they come to
the conclusion that compromise is better than more fighting," she said.

"I still believe that the current formula on the table is the best one
possible: return of seven occupied districts to NK, full withdrawal
by forces from Armenia, refugee/IDP return to all areas including
NK, normalization of the situation, determination of NK’s ultimately
status postponed until all people can participate fully in a democratic
process. Once withdrawal begins and refugee return starts the deadlock
in the negotiations process will be broken and tensions diminish,"
said Freizer, Trend Azeri news agency reports.
