PSRC APPROVED NEW RULES OF RENDERING AND USING TELEPHONE SERVICES

ArmInfo. Today, the Public Services Regulatory Commission of Armenia
approved new rules of rendering and using telephone services.

As the Commission Chairman Robert Nazaryan said, the new rules
qualitatively differ from the previous ones adopted 10 years ago. The
life requirements have changed since that then, the market has
been liberalized and "ArmenTel" CJSC is not a monopolist today any
more, he added. The Commission chairman did not comment on which
specific changes have been introduced in the new rules and what
are their advantages. PSRC charged "ArmenTel" CJSC to sign new
contracts with subscribers till July 1, 2009. According to the new
rules, the telephone accounts should be paid till the last day of
the following month. After switching-off the telephone because of
debts, the subscriber has a right to receive calls during 15 days
more. In line with the Law on electron communication, the debtors,
with switched-off telephones, are enabled to carry out free calls by
special numbers (01, 02 and 03). However, this is available only for
subscribers of digital ATS, while the subscribers of analogue ATS
are technically deprived of this opportunity.

Head of the Legal Department of "ArmenTel" CJSC David Saldukhchyan
tried to discharge the Company of the standard to install telephone
lines at the Company’s expense if the cable length does not exceed 50
m. However, the Commission chairman insisted on fixing 200 m in the
rules as it is required by the Russian regulations, "since we are
not worse". D. Saldukhchyan also tried to discharge the Company of
the liability to return the funds to subscribers from not completely
realized prepayment cards. He said that if a subscriber buys a card
for 10,000 drams and used only half of it, and then he demands to
return him the remaining 5,000 drams for any reasons, it may cause
certain technical and organizational difficulties for the Company.

Although, R. Nazaryan said that such difficulties are the Company’s
problem and one should proceed from the consumers’ interests, he
instructed to discuss the opportunity of applying this standard once
more. Meanwhile, representatives of public organizations expressed
protest against this decision of the Commission and said that the
new rules are not better and they are even worse than the previous
ones, and that PSRC did not accept the numerous proposals for their
improvement.

The Ambassador Extraordinary and Plenipotentiary of the South-African
Republic to Armenia Andries Venter (seat in Kiev) presented his
credentials to RA President Serzh Sargsyan.

The President congratulated the Ambassador on appointment and
noted that Armenia attaches importance to the development of
relations with the African continent, especially the South African
Republic. Serzh Sargsyan highly appreciated the balanced position the
South-African Republic demonstrates on Armenian issues in international
organizations.

The newly appointed Ambassador said he noticed problems in the Armenian
Government Program, which are common for his country, as well, and
such problems allow to better understand each other and serve as a
basis for future partnership.

According to President Sargsyan, if there are common approaches,
there should be common interests and edges of cooperation. In this
regard he specially underlined the organization of reciprocal visits
and exchange of information, which will allow determining the possible
spheres of partnership.

According to the President, the small but active Armenian community
can also serve as a link in the relations between the two countries.

RA Prime Minister Tigran Sargsyan visited the Embassy of the
Democratic People’s Republic of China. On behalf of the Government

condolences to the people of China connected with the destructive
earthquake in the province of Sichuan, leaving a note in the Book of
Condolences opened at the Embassy, Pres and Information Department

Dove-Shaped Sculpture In Memory Of Hrant Dink

DOVE-SHAPED SCULPTURE IN MEMORY OF HRANT DINK

A well-known Turkish sculptor has said he will design a dove-shaped
sculpture in memory of slain Turkish Armenian journalist Hrant Dink,
the Turkish Daily News reported.

The sculpture will be 120 centimeters tall and 120 centimeters
wide. It will be placed inside a bulletproof glass case. There are
several options for where to place the sculpture, but Aksoy plans to
erect it on the sidewalk where Dink was shot.

"People passing by will see the place where he died and face their
conscience. Because the biggest conviction is people’s conscience,"
said Aksoy.

Aksoy was inspired by Dink’s last article "Guvercinin Tedirginligi"
(The uneasiness of a pigeon) and decided to make a dove-shaped
sculpture. He once visited the Dink family’s atelier and saw a dove
sculpture, which affected him greatly.

After some procedural requirements are completed, the project,
which has also been approved by the Å~^iÅ~_li Municipality, will be
undertaken, said Aksoy.

The editor-in-chief of daily Agos, Etyen Mahcupyan, emphasized
that Aksoy’s project is an important one. Mahcupyan said Å~^iÅ~_li
Municipality has confirmed the project and added that the idea of
placing the dove-shaped sculpture on the sidewalk came from the
municipality.

President Serzh Sargsyan received the Chairman of the "Gasprom"
company, Alexei Miller.

Welcoming the guest, the President of Armenia said that in the
person of the "Gasprom" Armenia has a reliable and promising
partner. S. Sargsyan expressed confidence that the cooperation will
continue to develop successfully, acquiring new dimensions.

The sides mentioned with satisfaction that in recent years the
"Hayrusgazard" company has been rather efficient, the figures are
impressive and the very fact that the company has increased the volume
of gas consumption speaks not only about the company’s growth but also
proves the stable growth of the Armenian economy as a whole. Among
other achievements was mentioned the recent increase in gas consumption
by the population of Armenia. According to the President, as a result
of a large-scale gasification of the country, today Armenia is among
the countries with the highest level of gas consumption.

The parties spoke also about the gas tariffs and price making. Alexei
Miller informed that starting from 2011 the "Gasprom" plans to
introduce same tariffs for the internal consumption as well as for
the exported gas.

The sides agreed until 2011 to introduce all the changes in gas
tariffs step by step, taking into consideration that "Gasprom"
holds 72 per cent of the "Hayrusgazard" company, as well as the
necessity to make the entire process predictable and affordable for
the Armenian consumers.

At the meeting the sides spoke also about the negotiations regarding
the construction of an oil refinery, as well as other investment
programs implemented by the "Gasprom" in the energy system of Armenia.

With 93 pro and 6 con votes and 1 abstention the National Assembly
today passed the draft law on the Amendments of the Law on Conducting
Meetings, Assemblies, Rallies and Demonstrations of the Republic of
Armenia. Deputies of the "Heritage" faction voted against the bill,
independent MP Viktor Dallakyan abstained.

The amendments were worked out, considering the suggestions of
international expert organizations – the OCE Office for Democratic
Institutions and Human Rights (OSCE/ODIHR), and the Venice Commission
of the Council of Europe. The attitude of the above-mentioned
structures on the draft law was positive.

Following the voting, the author of the bill, NA Speaker Tigran
Torosyan called on the Deputies to present suggestions before the
second reading.

On May 20 Speaker of RA National Assembly Tigran Torosyan received
the Ambassador of the Republic of Latvia to Armenia Ayvas Vovers on
the occasion of completion of his mission in our country.

The Armenian Parliament Speaker thanked the Ambassador for the
long fruitful work and his contribution to the development of
Armenian-Latvian relations and wished him success in his future
activity. Noting that the relations between the two countries deepened
during his tenure in office, the parliamentary collaboration and
cooperation within international organizations, Mr. Torosyan expressed
confidence that there are great opportunities and perspectives for the
development of relations. The Parliament Speaker noted that European
integration is one of the priorities for Armenia’s foreign policy,
stressing the importance of the Latvian experience in this regard.

The Ambassador of the Republic of Latvia, Ayvas Vovers thanked the
Mr. Torosyan for productive cooperation, noting that during the 6-7
years of his tenure in office Armenia has registered considerable
success in different spheres. The Ambassador attaches importance to
the latest report of the European Commission on Armenia, which is the
most positive as compared to those on Azerbaijan and Georgia. Highly
appreciating the current high level of bilateral relations and
registering the achievements, Mr. Vovers expressed confidence that
there is great potential for cooperation, especially in the spheres
of trade and economy.

Other issues of bilateral interest were discussed during the meeting.

RA Prime Minister Tigran Sargsyan today received the Ambassador
Extraordinary and Plenipotentiary of the Republic of Latvia Ayvas
Vovers, who is completing his mission in our country.

Thanking the Ambassador for his work and productive cooperation, the
Prime Minister expressed confidence that in the future Mr. Vovers will
continue contributing to the further deepening of Armenian-Latvian
relations. Tigran Sargsyan underlined that being the first Ambassador
of Latvia to Armenia, Ayvas Vovers has created firm bases for the
development of bilateral relations, which provides an opportunity to
give new impetus to the cooperation in different spheres. According
to the Prime Minister, Latvia’s way of European integration is very
useful for Armenia. Our country is also interested in the reforms
implemented in Latvia.

According to Ayvas Vovers, over the past years serious and important
changes have taken place in both Armenia and Latvia: Latvia has joined
the European Union and NATO, Armenia has joined the Council of Europe,
has had considerable achievements on the path of economic development
and European integration. According to the diplomat, Latvia is closely
watching this progress, which, according to him, is a good basis
for the further cooperation between the two countries. Underlining
that Armenia became a member of the Council of Europe during Latvian
presidency of the CoE, Ambassador Vovers assured that Latvia’s support
and assistance to Armenia in this direction will continue.

At the end of the meeting Prime Minister Tigran Sargsyan wished
success to the Ambassador in his future activity and private life.

Russain Gas Price To Be Reconciled In Armenia By 2011

YEREVAN, May 20. /ARKA/. Armenia’s President Serge Sargsian and
Gazprom President Alexey Miller have agreed at the May 19 meeting on
the reconciliation of gas prices by 2011, the RA Government’s press
service reports.

Gazprom plans to ensure equal profitability both in Russia and
partner-countries by 2011, Miller said.

In his turn, Sargsian assured the Gazprom President Armenian-Russian
energy cooperation will develop in the future as well.

The participants to the meeting stated ArmRosGasProm works
effectively. They agreed that the increasing number of gas consumers
in Armenia testifies to the country’s constant economic development.

According to ArmRosGasProm, about 2bln cubic meters of gas was
imported to Armenia last year (19.7% increase as compared to 2006),
with gas consumption reaching some 1bln 869bln in the same period
(17.9% increase).

Sargsian said Armenia has become one of the largest gas consumers in
the world as a result of Gazprom’s large-scale policy.

The Prime Minister and Gazprom President touched upon negotiations
over the construction of a new refinery in Armenia and discussed the
company’s investment program.

Monopolist in Armenia’s gas supply market, the ArmRosgasprom CJSC
was established in 1997. The company’s capital amounts $580mln. Its
shareholders are the Gasprom OJCS (57.59% of shares), the RA Ministry
of Energy (34.7%) and the Itera Oil and Gas Company (7.71%).

Water Quality Needs Improving In Armenia’s Rural Areas

WATER QUALITY NEEDS IMPROVING IN ARMENIA’S RURAL AREAS

Below is an exclusive interview by Yelena Manvelyan, Chairperson of
the Armenian Women for Health and Healthy Environment NGO.

ARKA: What specific program does your organization plan for 2008?

Manvelyan: The activities of the Armenian Women for Health and Healthy
Environment NGO are mainly aimed at sustainable rural development
with simultaneous resolution of essential problems, namely, water
supply and drainage, health of the rural population.

Under a new 3-year contract for 2008-2010, we plan to launch our
activities in three rural communities, Kakhsi and Solak, Ararat region,
and Khachpar, Kotayk region. We also plan to expand our activities in
the field of alternative agriculture. The new contract was possible
to sign due to the successful implementation of the previous 3-year
program, which was approved by a monitoring group formed and sent
to Armenia by our donors. Under the contract, about US $100,000 are
to be allocated in advance for the new program. It should be noted
that our partners trust us, and, as the program is implemented and
new projects are elaborated, this amount may be increased.

ARKA: What measures were implemented under the NGO’s program in
2005-2007? What is your opinion of the organization’s activities in
that period?

Manvelyan: We consider the NGO’s activities in 2005-2007 as very
effective. We carried through all the planned, as well as additional,
projects. The year 2007 saw a successful completion of a 3-year
series of $140,000 worth development programs in the villages of
Fontan and Dzoraghbyur, Kotayk region, and Ayanist, Ararat region. The
programs provided for the installation of water-supply, improvement
of hygiene and sanitary conditions, implementation of alternative
sanitary measures.

Ecotoilets were installed at village homes and schools, new
water-supply lines were laid and old ones repaired. Water meters
were installed. The heads of the neighboring communities and school
headmasters showed interest in our projects and applied to us for the
implementation of similar programs on a co-financing basis. I would
like to note that the involvement of communities or local residents
in the financing is one of the preconditions for the implementation
of programs.

ARKA: In which Armenian regions is the NGO working? Do you plan to
launch activities in other regions?

Manvelyan: The organization is working in two Armenian regions,
Ararat and Kotayk. We are not going to launch our activities in other
regions, but we plan to involve more villages of the two regions in our
program. This year we plan to launch activities in three more rural
communities. We use a number of criteria in selecting the villages
where development programs are to be implemented. As a rule, they
are villages with socially vulnerable population and refugees from
Azerbaijan. We also consider the poverty level and susceptibility to
intestinal diseases.

ARKA: What is your opinion of the provision with drinking water-supply
and drainage systems in Armenia’s regions?

Manvelyan: This system is in a poor state in Armenia. At present, only
10% of Armenia’s rural population can use the sewerage system. The
average time of water-supply in all the communities is 14 hours a
day, and only 44% of Armenia’s rural communities have round-the-clock
water-supply. It is an especially acute problem in Ararat, Shirak and
Tavush. Moreover, only 40% of the rural population are satisfied with
the quality of drinking water.

The local residents installed individual sewerage systems draining
the waste water into the nearby river, which pollutes the streams. The
organization is doing its best to resolve the water-supply problem. For
example, water-saving ecotoilets can be a way out for many Armenian
villages.

Of course, if we lack funds to implement our projects we apply to
donors, government bodies and companies. We are anxious for government
bodies and other NGOs to support our ideas.

ARKA: What specific programs is the organization implementing in
alternative agriculture?

Manvelyan: We plan to found a theoretical and practical center
of alternative agriculture next year to present our experience,
methods and information resources. Our experts will actively provide
information on new methods in alternative agriculture. The center is
most likely to be founded in the village of Solak, Kotayk region. We
seek organic farming and persuade farmers to stop using pesticides,
replacing them with natural fertilizers, herbal infusions. Experienced
specialists in organic farming are working with farmers. At the
workshops organized in villages they explain to the farmers the
advantages of organic fertilizers, which will allow them to grow
ecologically pure products. The organization is also carrying out a
campaign against soil depletion, as Armenia has a huge percentage of
such lands.

Indeed, arable lands occupy a very small area in Armenia, and the
struggle against soil depletion is most topical.

ARKA: What local and international organizations is your NGO
cooperating with?

Manvelyan: At the international level our organization has numerous
contacts with its counterparts and carries out effective cooperation
with them. We often participate in international conferences abroad,
and our foreign colleagues visit us as well. Our organization is
a member of a number of NGO networks, namely, Women of Europe for
Common Future, International POPs Elimination Network and Pesticide
Action Network (PAN).

At the local level we are a member of the Coalition of Environmental
Organizations. We support all the national initiatives dealing with
ecological problems in the country. As regards the Armenian Government,
we are working with it by means of lobbying, presenting the local
problems to the cabinet. Specifically, we are going to address a
letter to the President and the Government in connection with the
environmental problems in the country.

ARKA: Your NGO was the first to raise the problem of the pesticide
mortuary not far from Yerevan. At what stage is the process of
resolving the problem?

Manvelyan: Our organization launched its activities in 1999, and
persistent organic pollutants (POP) – chloroorganic pesticides –
were among the fields of its activities. That was the first wave,
Armenia had just acceded to the Stockholm Convention, which sets the
principles of applying and eliminating the pesticide waste. We started
with exploring the pesticide mortuary. It is located in a landslide
zone, and the pesticides appearing on the surface pose a threat to
the nearby villages, the holiday village and the Hrazdan River. The
relevant ministries were informed of the situation, and the RA Rescue
Service dealt with the problem. The Government set up a task group
which included a representative of our organization. Although the
Government allocated funds, they proved insufficient. Additional
funding is required. The close-down of the mortuary requires about
â~B¬2mln. This is not a large amount for Armenia, as the funds are
received from international organizations and from the Diaspora. The
Armenian Government has to allocate only 30% of the sum. Over 500
tons of pesticides are buried at the mortuary, but they are still
active. We have been struggling for the close-down of the mortuary
for many years, and I hope that we will succeed. We have found a
French organization specializing in this field and, in cooperation
with the Rescue Service, elaborated relevant measures. We hope for
the Government’s financial assistance to the project.

ARKA: As an expert in ecology, what do you think of the operation of
the Teghut deposit? What are the possible consequences?

Manvelyan: A number of problems with the operation of the Teghut
deposit have not yet been resolved. However, I can definitely state
that the operation of the mine will destroy large woodlands. The
toxic dust formed as a result of blasting will pose a serious threat
to the environment and human health. The experience of operation of
the Kajaran and Akhtala deposits proves that the environment and the
local population’s health will not be protected in Teghut either. -0–
