The 30th General Meeting of Armenian Revolutionary Dashnaktsutyun
party, launched on May 21, continued its work in Tsakhkadsor and was
over yesterday.

Representative of ARFD bureau, re-elected Hrant Margaryan convened a
press conference yesterday to introduce the results of the five-days
discussions, the announcements made during the General Meeting and
the new staff of ARFD bureau.

Estimating the results of the 30th General Meeting the representative
of ARFD bureau underscored: "The meeting stressed the importance of
the indispensability of a very strong organization, fair Armenia and
national unity."

As regards the new staff of the bureau, there is some change here –
firstly it has been reduced from 13 to 11 people and secondly Ministers
belonging to Dashnaktsutyun party – Aghvan Vardanyan, David Lokyan
and Levon Lazarian have become members of the bureau.

"It was a surprise for everyone to see Ministers as members of the
bureau," H. Margaryan said and added that during the coming week the
Ministers will resign and new members of Dashnaktsutyun party will
replace them.

He also said Vardanyan, Lokyan and Lazarian resigned of their
own accord.

"It was a personal decision. It is not the decision of the General
Meeting. They feel great responsibility towards their membership to
the bureau and for them it is more important than the position of
a Minister.

That is why they preferred to resign from their positions to be able
to fulfill their responsibilities as members of the bureau."

He also said it is up to ARFD Armenian Supreme Body to decide who will
hold the positions of the Ministers of employment and social issues,
agriculture, education and science. In the days to come they will
announce the names.

As we know the press belonging to Armenian Pan National Movement
responded aggressively to Hrant Margaryan’s speech during the opening
ceremony of the 30th General Meeting. The announcements made by the
members of ARFD bureau were so vulnerable for the activists and leaders
of Armenian Pan National Movement that they have started their attack
with different insulting expressions in Hrant Margaryan’s address.

Touching upon this fact H. Margaryan said: " What we said in our
opening speech is an indispensability, because we were feeling this
atmosphere of fear from the press belonging to Armenian Pan National
Movement and no one wanted to tell the truth. We said the truth –
logical and grounded in an analytical manner and we didn’t insult
anyone. And naturally we will never descend to the level of similar
publications and will never respond to them."

Reminding about the agreement reached during the meeting between
ARFD and Levon Ter-Petrosyan in the Autumn of 2007, he appealed
to the authors of the publications to hoist from that level:
"I appeal to Armenian Pan National Movement to keep the rivalry on
ideological-political level as we have already decided. Let’s fulfill
our agreement and continue to criticize one another barely on the
ideological-political plane."

To the question if there has been any discussions regarding March 1

developments and if ARFD accuses anyone else except Levon Ter-Petrosyan
and his supporters for those events, Hrant Margaryan said: "We have
never accused only one side. We have always said that the atmosphere
that was created during the campaign was leading to confrontation and
we appealed many times to everyone to avoid it. In my view everyone
is responsible for what happened but our conscience is clear because
at least we did our best to avert it."

The activists of the pan-national movement, in the person Levon
Zourobyan – L. Ter-Petrosyan’s former spokesman, have recently
rejected the authorities’ proposal on taking part in the process of the
formation of a public chamber under the President. The excuses are the
same: no dialogue will be possible unless the "political prisoners"
are released. How to promote a "dialogue" between the authorities
and the opposition?

In response to our question, political scientist ALEXANDER ISKANDARYAN
touches upon this issue.

"I believe the opposition’s attitude is quite logical, considering that
the goal of the ‘big confrontation’ which started before the elections
and continued at least till March 1 was to win. In this case, mutual
concession and a dialogue with the authorities will actually mean to
admit one’s own defeat. If you intend to continue the struggle, you are
logically required not to recognize the victory of the opposite party.

The opposition announces that the elections were thoroughly falsified
and their candidate has de facto held victory. That’s to say, they
do not admit the legitimacy of Serge Sargsyan. The authorities in
turn insist that due to Mr. Ter-Petrosyan and his proponents, we are
dealing with a marginal minority whose activeness is conditioned by
the shadow effect of some foreign forces and the United States or
just by the desire of someone.

In both cases, one of the parties refuses to admit the other as
a political subject. So what negotiations, dialogue and mutual
concessions are possible if, by responding to the call for a dialogue
and starting negotiations with the opposite party, L. Ter-Petrosyan
will de facto confirm his own defeat, recognizing the legitimacy of
the current regime? That’s why he refused to make that step.

Correspondingly, when the authorities propose that L. Ter-Petrosyan
speak and have a dialogue with their representative, they thus say
to him, ‘recognize us, and we will recognize you as the opposition
leader’."

"What solution to the conflict between the authorities and the
opposition and what scenario of possible developments do you see in
such conditions?"

"L. Ter-Petrosyan receives support by people some of whom stand by
him with purely ideological considerations. But in comparison with
the majority, it was a union of some part of the electorate, a kind
of battering ram created with the purpose of crushing the existing
political system. That tool did not serve its purpose; the political
system weakened but it wasn’t crushed.

Two scenarios of developments are possible in this case. The tool
sooner or later rusts, goes out of order or diminishes, losing its
influence and becoming restricted to relatively small circles of
radical activists who are not widely supported by the public. Secondly,
the tool designed for one-time use is converted into a "club" envisaged
for a long-term use.

This is, of course, a very complicated issue which, in our reality,
is practically unfeasible. However, it’s quite possible that something
may come out of it, i.e. we may have a normal opposition which will
be capable of exercising its functions as a true opposition. As to
which scenario the developments will follow, it’s difficult to say
anything in this connection at the moment because the situation has
not yet been resolved, i.e. the process is not over yet. I believe a
serious conversation around the issue will be possible only in autumn.

L. Ter-Petrosyan is to make his speech in the near future and then,
the summer season will follow. Judging by all, one more attempt of
raising a new wave of protest will be initiated in autumn; it will
either succeed or a fail.

The inertia of pre-electoral and post-electoral confrontations is now
in process, and in this context, the attitude of L. Ter-Petrosyan
and his proponents is logical. That is, a dialogue may take place
only in case you release my proponents; thereafter, we will be able
to have a dialogue around extraordinary elections. This is the logic
of confrontations rather than consensus, and such logic has worked
in our reality since 1995."

"But agree with me that what happened after February 19 was impossible
to imagine even in the worst nightmares."

"Tragic as they were in terms of their consequences, the March 1
events do not essentially differ from the previous post-electoral
developments in political terms. In this case too, the defeated party
did not recognize the election results, and there were quite a lot
of people who appeared in the street, and the authorities resorted
to violence, having felt their weakness. The use of force by the
authorities is a sign of weakness; if the authorities had felt they
were strong enough they wouldn’t have had to resort to violence.

This, actually, is becoming a specific kind of political
tradition which has been accompanying elections since the times of
L. Ter-Petrosyan’s rule.

In our reality, the appearance of an X person (Vazgen Manoukyan, Arkadi
Vardanyan or Levon Ter-Petrosyan) prior to the elections results in an
‘explosion’; thereafter, everything returns to the same spot.

Society again finds itself in the ‘swamp’ where the authorities are
weak because they are not controlled by the opposition; and acting
on behalf of the opposition are groups of individuals who shout that
everything is bad, terrible, the criminal regime is undermining the
state and the like.

This is an obstacle to normal criticism and the accomplishment of
the same political system.

This is Armenia’s number 1 problem, and in order to solve it, is
necessary to create a normal opposition. How to do that? It should be
achieved through everyday painstaking work and permanent activeness vs.

severe criticism of the opponent and the rejection of the possibility
of a dialogue. What you do after the elections is much more important
than what you do before them. The important thing is the goal for the
sake which you come to power and not the fact of seizing power. Not
the individual, but rather, the program and ideology uniting his
co-thinkers are important.

There is such a party in Armenia. It is Dashnaktsutyun. Not having
outstanding leaders, the party has traditions, ideological principles
and hence – a relatively steady electorate which votes for the sake
of something and not against certain things; it supports certain
programs and ideas and not separate individuals.

As far as the Republican is concerned, by casting their vote in
favor of the party, the people vote in favor of the stability
and sustainability of the situation and against revolutionary
manifestations. If Armenia had 10 parties like Dashnaktsutyun it
would be possible to speak about a political system enabling society
to express its desires to a certain extent."

VLADIMIR KAZIMIROV, former Co-Chair of the OSCE Minsk Group, yesterday
announced that the representatives of Russia have constantly confronted
a certain counteraction by the "Western" Co-Chairs since the very first
session of the Minsk Group (June 1-5, 1992, Rome) and demanded that the
conflicting parties be proposed at least a short-term ceasefire. The
ceasefire proposal was made on July the 3rd; however it was rejected
by the Armenian party under the pressure of the West.

"It was only on July 9 that Levon Ter-Petrosyan’s representatives,
particularly, Shahen Karamanoukyan, responded that they had not
received such proposal from Rome. This was an obvious lie because the
Armenian delegation, under the leadership of Christian Ter-Stepanyan,
had participated in the meeting held in Rome. He couldn’t have failed
to provide some information or report on the results," the former
Co-Chair mentioned.

Two Young Priests to be Ordained in the Western Diocese

First Ordination in the Western Diocese in 10 years

Burbank, CA – On Thursday May 29, the culmination of years of study and
dedication will take place when two young deacons are ordained to the rank
of Priest in the Armenian Church. With pride the community will gather
together to celebrate the vow to service of Deacons Vahe Abovian and Mayis
Shahbazian.

The ordination and consecration ceremony will take place at St. John
Armenian Church of Hollywood, in the heart of little Armenia, officiated by
His Eminence Abp. Hovnan Derderian, and with the participation of several
Diocesan Clergy. It’s been more than 10 years since the Armenian Church has
elevated one of its servants to the rank of Priest in the Western Diocese,
therefore this event will be a rare occasion to celebrate God’s grace and
the growth of the Armenian Community.

"The true importance of this event lies not only in consecration of two
special servants of the Armenian Church, but also in the fruition of our
Diocese’s most important initiative, the training of new and capable young
Armenians to be priests of the Armenian Church to serve our growing faith

Armenia: ‘few tangible results’ on PACE demands so far, says Monitoring
Committee

Strasbourg, 28.05.2008 – The Monitoring Committee of the Parliamentary
Assembly of the Council of Europe (PACE), meeting in Kyiv on 26 and 27
May 2008, welcomed the initiatives taken by the Armenian authorities to
address the issues contained in Resolution 1609 (2008) on the
functioning of democratic institutions in Armenia. However, it is
concerned that, to date, these initiatives have led to only a few
tangible results regarding compliance with the demands of the Assembly
as set out in this Resolution.

In Resolution 1609 (2008), the Assembly resolved to consider the
possibility of suspending the voting rights of the Armenian delegation
at the start of its June 2008 part-session unless considerable progress
is made on the following requirements:

* to revoke, in line with Venice Commission recommendations, the
recently adopted amendments to the Law on Conducting Meetings,
Assemblies, Rallies and Demonstrations;

* to start an independent, transparent and credible inquiry into the
events on 1 March 2008, as well as the circumstances that led to them;

* to release the persons detained on seemingly artificial and
politically motivated charges;
* to initiate an open and serious dialogue between the political forces
on the reforms demanded by the Assembly.

The committee noted that the required changes to the Law on Conducting
Meetings, Assemblies, Rallies and Demonstrations have been passed at
first reading by the National Assembly of Armenia and expects them to be
adopted and promulgated before the start of the June part-session of
PACE. It welcomes the steps taken to initiate a dialogue on the reforms
requested by the Assembly, most notably with respect to the electoral
system and the status and rights of the opposition. It expresses the
hope that those opposition leaders who to date have been reluctant to
participate in this dialogue will now consider joining.

That said, the committee is seriously concerned about the lack of any
noticeable progress on the opening of an independent and credible
enquiry. The format envisaged of a parliamentary ad hoc committee to
carry out the inquiry into the events on, and leading to, 1 March will
lack the requisite independence and credibility demanded by the
Assembly, unless the participation of extra-parliamentary opposition,
civil society and international experts is guaranteed. The committee
also regrets that no progress has been made regarding the release of
persons detained on seemingly artificial and politically motivated
charges.

The committee is convinced that, although time is limited, it is still
possible for the Armenian authorities to address the requirements of the
Assembly in time for the visit of the co-rapporteurs of the committee in
the week before the June part-session.

Therefore, the committee instructed its Chair to ask on its behalf for a
debate under urgent procedure during the June 2008 part-session of the
Assembly if the co-rapporteurs, following their visit to Armenia on 16
and 17 June, conclude that insufficient progress has been achieved by
then.

GENOCIDE IN DARFUR

— Urges Candidates to Speak Unequivocally on All Genocides

today applauded the unprecedented, bi-partisan joint statement
issued by Presidential Candidates, Senators Hillary Clinton (D-NY),
John McCain (R-AZ) and Barack Obama (D-IL) expressing their
collective commitment to ending the ongoing genocide in Darfur.

"After more than five years of genocide, the Sudanese government
and its proxies continue to commit atrocities against civilians in
Darfur. This is unacceptable to the American people and to the
world community," noted Senators Clinton, McCain and Obama.
"Today, we wish to make clear to the Sudanese government that on
this moral issue of tremendous importance, there is no divide
between us. We stand united and demand that the genocide and
violence in Darfur be brought to an end and that the CPA

Tragically, we are witnessing in Sudan many of the same brutal
tactics – displacement, starvation, and mass slaughter – that were
used by the Ottoman authorities against defenseless Armenians back
in 1915. I have visited Darfurian refugee camps, pushed for the
deployment of a robust multinational force for Darfur, and urged
divestment from companies doing business in Sudan. America deserves
a leader who speaks truthfully about the Armenian Genocide and
responds forcefully to all genocides. I intend to be that

Similarly, Senator Clinton, noting that the "horrible events
perpetrated by the Ottoman Empire against Armenians constitute a
clear case of genocide," went on to state, "If the mass atrocities
of the 20th Century have taught us anything it is that we must

In a February 2nd letter to the ANCA, Senator McCain commented that
"It is fair to say that this tragedy, the brutal murder of as many
as one and a half million Armenians under the rule of the Ottoman
Empire, has also been one of the most neglected. The suffering
endured by the Armenian people during that period represented the
prologue to what has come to be known as humanity’s bloodiest

The Armenian Genocide Resolution, H.Res.106, introduced by Rep.
Adam Schiff (D-CA) with lead supporters George Radanovich (R-CA),
Congressional Armenian Caucus Co-Chairs Frank Pallone (D-NJ) and
Joe Knollenberg (R-MI), Brad Sherman (D-CA) and Anna Eshoo (D-CA),
currently has over 200 cosponsors.

On October 10th, the House Foreign Affairs Committee adopted the
resolution, which calls on U.S. foreign policy to properly reflect
the genocide of over 1.5 million Armenian men, women and children
from 1915-1923 in Ottoman Turkey. A similar measure in the Senate,
led by Assistant Majority Leader Richard Durbin (D-IL) and John
Ensign (R-NV), has 34 cosponsors.

Situation in Sudan Deteriorating

Ongoing and escalating violence in Sudan – including the recent
destruction of the contested town of Abyei – reinforces the
importance of this united statement from the candidates. Following
the Justice and Equality Movement attack on the capital May 10,
reports from the ground indicate that the Sudanese government’s
response has been heavy-handed and rife with human rights abuses.
The reports indicate widespread detentions and disappearances,
summary executions, crackdowns on Darfuri journalists and lawyers,
and the looting of Darfuri homes and businesses in and around
Khartoum. Sudanese President Omar al-Bashir virtually promised a
new round of brutal attacks in Darfur on May 20, leaving millions
of civilians in the villages, cities and IDP camps in fear for
their lives.

ANCA activists have teamed up with Save Darfur,
Genocide Intervention Network, STAND, Africa Action and a host of
other organizations in a united effort to end the genocide in
Darfur and strengthen the burgeoning anti-genocide constituency in
the United States. Last week, the ANCA joined Africa Action and a
host of other groups in organizing a rally in front of the U.S.
Mission at the United Nations in New York City to deliver thousands
of handprints and messages from all over the country demanding
decisive U.S. action to end genocide in Darfur and promote peace

victory. Marcos Pizzelli opened the scoring midway through the first
half but Moldova levelled before the break when Ararat Arakelyan put
through his own goal. Levon Pachajyan gave Armenia the lead for the
second time early in the second half but Serghei Alexeev restored
parity with 18 minutes remaining.

A foreign policy expert consulted by presidential hopeful Barack Obama
has accused members of the American Jewish establishment of
"McCarthyism" in its attitude towards critics of Israel.

Former national security adviser Zbigniew Brzezinski says that the
pro-Israel lobby in the US is too powerful, while the slur of
anti-Semitism is too readily used whenever its power is called into
question.

Presenting a solution for the Middle East, he listed historical
compromises that had to be made by Israelis and Palestinians but
accused the American Israel Public Affairs Committee (AIPAC) — the
largest and most influential lobby group — of obstructing peace
efforts.

Intimidated

He said: "AIPAC has consistently opposed a two-state solution and a lot
of members of Congress have been intimidated and I don’t think that’s
healthy."

He added that other country-specific lobbies, such as the
Cuban-Americans, the Armenians and the Irish, had also exerted undue
influence in Washington.

Mr Brzezinski, who served under former US president Jimmy Carter, was a
key player in the 1978 Camp David Accords and remains an important
voice in the US foreign policy establishment. An active author and
analyst at 80, he is close enough to Mr Obama that his remarks may feed
fears in the American-Jewish community that he will soften America’s
traditional pro-Israeli stance.

This perception has been created in part by his professed willingness
to talk to Iran and partly by other foreign policy associates.

He has been accused before of being "anti-Israel" by some Jewish
academics, writers and bloggers after criticising Israel for excessive
use of force and unwillingness to compromise.

Last year, censure of him reached new heights when he defended
academics John Mearsheimer and Stephen Walt. They had criticised the
pro-Israel lobby and were accused of questioning the state of Israel’s
existence.

"It’s not unique to the Jewish community — but there is a McCarthy-ite
tendency among some people in the Jewish community," he said, referring
to the Republican senator who led the anti-Communist witch hunt in the
1950s.

"They operate not by arguing but by slandering, vilifying, demonising.

They very promptly wheel out anti-Semitism. There is an element of
paranoia in this inclination to view any serious attempt at a
compromised peace as somehow directed against Israel."

Although Mr Brzezinski is not a formal day-to-day adviser to Obama
campaign, he said that he talks to Mr Obama.

He wholeheartedly endorses the Illinois senator, lauding him as "head
and shoulders" above his opponents. And he says he is the only
candidate who understands "what is new and distinctive about our age".

In turn, Mr Obama has praised Mr Brzezinski as "someone I have learned
an immense amount from", and "one of our most outstanding scholars and
thinkers". They share very similar views on the folly of the Iraq war.

Middle East expert Robert Malley recently quit as an Obama adviser
after it emerged he was talking to the militant Palestinian group Hamas
as part of his work for the International Crisis Group.

Republican Senator John McCain — Mr Obama’s opponent for the White
House once he wraps up the Democratic nomination — is set to focus on
the 46-year-old senator’s lack of foreign policy experience and
supposed weakness towards enemies.

In recent weeks, Mr Obama has courted the Jewish vote and, on Israel’s
60th anniversary, underlined the need for the US to show "unshakeable"

department David Kazaryan submitted a written application saying that
at about 2:00 AM on May 18 on Myasnikyan Avenue, near "Belajio"
restaurant, he tried to outdrive "Mercedes" by his car "VAZ 2108"and
has slightly rubbed the foreign-made car. The driverof ‘Mercedes’ with
his friends beat Kazaryan, however, the latter consulted a doctor only
in the evening of the same day. Among the persons, who attacked him,
Kazaryan recognized Garnik Mouradyan, who was detained by him several
years ago for illegal storage of arms and ammunition. By unofficial
information, among the persons, having attacked Kazaryan, there was
also employee of Kotayk region’s Prosecutor’s Office Karo Guloyan,
being a son of MP Mourad Guloyan and a son-in-law of MP Gagik
Tsarukyan. According to the available information, K.Guloyan was in
fact at the scene of incident together with his wife and infant child.

YOUTH GOES ON HUNGER STRIKE

-Taking into account the process of the presidential
elections in Armenia and the post elections
conditions, in particular March 1 events and the
arrestment of Yerkrapah (defenders of land)
representatives and citizens for their political views
make us doubt for our future as those who fought for
today’s independence are imprisoned hence we join our
elder friends,- is mentioned in the message of
Yerkrapah young representatives from Gyumri.

They mentioned that they have applied to various
institutions and have taken correspondent measures but
if this last attempt is ignored the young
representatives of the union from Gyumri will go on
hunger strike leaving the responsibility on the state
officials.
