Today the Minister of Foreign Affairs of Armenia Edward Nalbandyan
received the new appointed Ambassador of Lithuania Giedrius
Apuokas. According to the public relations department of the FAM
greeting the Ambassador the minister wished him success in his
mission. The minister mentioned that Armenia is interested in
strengthening and improving the cooperation between the two countries.

In this regard, he said that the founding of Lithuania Embassy in
Yerevan will contribute to the development of relations. Mr. Nalbandyan
said that the cooperation with Lithuania could be beneficial for
Armenia-EU relations.

Ambassador Apuokas mentioned that Lithuania has traditionally treated
Armenia with warmth and he stated that multilayered cooperation should
be established between the countries.

On May 1st the all-Armenian pilgrimage "Move forward Armenia, move
forward towards the God!" will start from st. Edjmiatsin Cathedral
Church to Artsakh. The group of pilgrims consisted of 500 persons,
according to the program, will be in Shushi in the second part of the
day, where a mass meeting will take place with "One nation, one state,
one belief" slogan. The meeting of pilgrams with NKR President Bako
Sahakyan is one of the foreseen arrangements: it will take place on
May 2nd, at 11:00 am, in Palace of Culture and Youth of Stepanakert.

ArmInfo. ‘The social conditions of the children adopted by foreign
citizens will be regularly verified. In case of any violations, the
adopted child will be immediately taken under temporary custodial
care>, Justice Minister of Armenia Gevorg Danielyan said at a seminar
devoted to the country’s commitments under the national legislation and
the Convention on Children Protection and Cooperation in the Sphere of
International Adoption of Children.

He said that in case of any violations of the social conditions of the
adopted child, all the further steps will be coordinated with the
central agency – the Justice Ministry of Armenia and in conformity with
the interests of the child. The minister said that over the last ten
months (since Armenia’s joining the above Convention on June 1 2007),
no facts of violation were registered in the Convention
signature-countries. ‘We sent relevant documents for more effective
cooperation to the Central Agencies of the Convention signature-states.
We collect information on the majority of the children also from
unofficial sources. Thus, by combined efforts of the Ministry of Labor
and Social Affairs and the Governmental
Department for Social Affairs, photos and various data on the state and
diseases of the adopted children are received constantly’, the minister
said.

The EU has described a vote by the Turkish parliament to soften its
controversial law limiting free speech as a "welcome step forward".

Under the law, intellectuals including Nobel laureate Orhan Pamuk
have been accused of "insulting Turkishness".

The EU had set reform of Article 301 of Turkey’s penal code as a
necessary move on the road to membership of the bloc.

An EU spokesman said the EU now "looks forward to further moves to
change similar articles in the penal code".

Amadeu Altafaj Tardio told reporters that the article was "the main

he wrote about the massacres of Armenians by the Ottomans in 1915-16.

Armenian-Turkish editor Hrant Dink, who was shot dead last year, had
been convicted under it. It was his murder by an ultra-nationalist
that spurred the most recent pressure to reform the penal code.

Insulting the Turkish nation – rather than "Turkishness" – will still
be a crime, punishable by two years in jail.

STAR Company To Become General Sponsor Of Armenian National Football

STAR COMPANY TO BECOME GENERAL SPONSOR OF ARMENIAN NATIONAL FOOTBALL CHAMPIONSHIP

ArmInfo. STAR company, that unites the net of supermarkets, will become
general sponsor of Armenian national football championship. Today
President of Football Federation of Armenia Ruben Hayrapetyan and
Executive director of STAR Vahan Kerobyan signed the cooperation
contract.

Hayrapetyan said that Armenian top league will be called STAR –
National Championship of Armenia. He also added that except supporting
the top league STAR will also become the partner of Armenian national
football team. ‘We are happy to cooperate with the biggest net of
supermarkets in Armenia. Our joint work will be directed to football
development in Armenia’, – he said.

For his part, Executive Director of STAR, Vahan Keropyan, said that the
company will take all the efforts to assist development of football in
Armenia. ‘Foorball is the most popular kind of sports in Armenia. We
are happy that our logo will be presented at the championship’, –
he said. He did not rule out later they may also support championship
of other kinds of sports.

To note, STAR is the biggest net of supermarkets in Armenia, 28,3%
of shares of which belong to European Bank for Reconstruction and
Development. At present there are 9 STAR supermarkets in Yerevan. The
10th will be opened soon.

ArmInfo. Armenian sportsmen ensured 19 trip tickets to the forthcoming
Olympic Games in Beijing, however, the complete team of the sportsmen
is not determined yet, President of the National Olympic Committee
of Armenia Gagik Tsarukyan told ArmInfo correspondent.

According to him, the team of the sportsmen who will represent Armenia
at the Olympic Games in Beijing will include weightlifters, boxers,
judoists, wrestlers and shots. "Our sportsmen will take part in three
large competitions, and we expect these competitions to bring Armenia 5
more Olympic trip tickets", Tsarukyan said. He added that the sportsmen
are ready gain victory in China, a country with 1.5 bln population, "to
raise the state flag of Armenia, a country with 1.5 mln population".

THE STAGES OF EMIGRATION FROM ARMENIA

International conference under the title "Emigration Tendencies from
Armenia to the Russian Federation: the role of the civil society,
network cooperation and a dialogue between the state and the society"
launched in Yerevan yesterday.

Massive emigration from Armenia started from 1988 and the first huge
flow has been recorded in 1988-1992: this was the first stage of
the massive resettlement. According to the Head of Migration Agency
under the Ministry of the Territorial Governance Gagik Yeganyan the
first stage of the massive emigration was conditioned by certain
extraordinary factors. The first factor was the deportation of 360
thousand Armenians from the territory of Azerbaijan, part of them
left for different post-soviet countries.

Ecological emigrants – who left Armenia after the disastrous earthquake
of 1988. And the third flow – the internal emigrants, deported from
the frontier zones, because of bombings. Those were 72 thousand people.

1992-1995 was the second stage of the massive emigration from Armenia,
which, according to G. Yeganyan, was conditioned by economic, social,
political, and moral-psychological factors, due to the economic
crises in the country after the collapse of the Soviet Union. Around
800 thousand people left Armenia at the third stage of the massive
emigration, from which 400 thousand people returned. In general,
from 1988 to 1995 1,2 million people left Armenia, that is to say
the 1/3 of the population.

The third stage of massive emigration was from 1995 to
2001, which stands out by the reduction of the volumes of
passenger-circulation. Though certain volumes of emigration were
maintained, linked with the fact that routine-social problems were
replaced by social-psychological, the process of the reunion of the
families took place.

The period of 2001 to 2008 is peculiar with the continual growth of
the passenger-circulation. According to Gagik Yeganyan every year
those volumes used to grow by two-digit number, both the entry and
the departure.

Assessing the situation Gagik Yeganyan underscored that from 1988 to
2003, from 800 thousand to 1 million people, that is to say 28-31
% of the population left Armenia. The key vector of the migration
flow has been directed to the post-soviet countries, mainly Russian
Federation – 75%, European countries – 15%, and the USA – 10%.

Most of the emigrants were aged 20-44, 60% of them were males: "They
were mostly employment emigrants and they didn’t keep entry rules, that
is why their stay in those countries was illegal." Gagik Yeganyan said.

Speaking about the emigration policy in Armenia G. Yeganyan
noticed that the first comprehensive document in this regard was
"The Conception on the State Regulation of the Emigration of the
Population" adopted in 2000.

"For the first time on the state level a policy on emigration was
elaborated, the helpful and the harmful aspects of the emigration were
separated. The document underscored certain versions of promoting
emigration flows deriving from the interests of the state, as well
as the reduction of the negative influence of separate types of
emigration." Head of the Migration Agency underscored.

The conception was reviewed in 2004, when new problems linked with
emigration flow emerged. A new state emigration policy was elaborated,
where 10 priority issues were underscored. The document envisaged
certain goals and means to solve them. But at present, connected
with the adoption of the European Neighborhood Action Plan, there
is a necessity to review this conception, because an imperative of
elaborating a comprehensive national migration program has appeared:
"The new policy must contain the standards accepted in the EU
countries, which implies assisting issues linked with employment
migration. 14 new supremacies are proposed and in June we will
get the assistance of the EU experts for the new national program,
with whom we will elaborate the structure and the contents of the
program. After which working groups will be established, to create
the program, within 1,5-2 years." Gagik Yeganyan underscored.

Speaking about the present state of emigration in Armenia and the
emigration policy G. Yeganyan underscored that the main problem is
linked with the former emigrants who are returning at present. "They
are in an illegal state in different countries, and one day they will
face the problem of deportation. Some people return of their own will
and the state must assist this process. Many Armenians are willing to
return but very small part of these people realize this intention. We
must take measures to assist those who have intentions to return to
their motherland." Gagik Yeganyan said.

Within the time-limits of and in accordance with the procedure
prescribed by the Constitution and the laws, the newly-formed
Government yesterday submitted its new, 2008-2012 program to the
National Assembly.

After introducing the Government’s program, Prime Minister TIGRAN
SARGSYAN also answered the questions of the journalists.

He put a special emphasis on one of the clauses of the program which
says, "We should have a responsible government. It is necessary
to change the standards of behavior of the well-to-do class. It is
indecorous of a Christian Armenian to demonstrate wealth and luxury
in country facing the problem of poverty.

According to the Prime Minister, "It is necessary to change the
standards of behavior of the wealthy in our country. If we want
our country to live in solidarity, the wealthy should be disallowed
to demonstrate their property; they should be required to assume a
conduct appropriate to a Christian. We should start with ourselves,
and this precept concerns all of us. It is necessary to have a public
consent around these values as our society has no alternative."

At the request of the correspondent of "Hayots Ashkharh", T. Sargsyan
touched upon the promises of the government to pay more attention to
the publications concerning the officials.

"Our opponents often misrepresent my speech; they try to distort
the contents and the sense. The pivotal thesis which I have proposed
and want to draw our opponents’ attention to is that if we want to
have responsible media we should first of all have a responsible
government. We will hold accountable all the guilty parties. This
thesis also refers to all the officials.

We will also protect all the honest officials from lie, spiteful
insults and gossips. Otherwise, no decent and honest person will
wish to work in the state government system. We are introducing a
new concept, and you should help us. We will be open and public."

The Prime Minister expressed belief that healing the public atmosphere
requires everybody to change, "I can’t demand you to change, without
changing myself. In order to live in a different society and have
different customs, we all should change ourselves and never make a
distinction between old and new Armenians. We all have certain things
to learn."

According to T. Sargsyan, we often see people rebelling against the
enforcement of the law. There immediately appear demonstrators who
complain that their rights are being violated. But as a matter of
fact, the authorities want to enforce the law to a full effect. It is
extremely important to find out, for instance, who push the people
to gather in front of the Government building and protest against
the reforms undertaken in the sphere of the customs services. They
actually pursue a goal to recover the old regime when it was possible
import a smuggled product from China. T. Sargsyan accounted for the
accusation of deviating from democratic values by mere ignorance, "I
would like to inform you that human rights and freedom of speech are
not absolutely European standards; they are Armenian standards. If you
were familiar with the works and the profound summaries of Maghakia
Ormanyan, one of the outstanding figures of the Armenian Apostolic
Church, you would make sure that these norms have always been the
characteristic features of the Armenia people. And there’s no need
to duplicate something that already exists in our reality. It is just
necessary to reveal it."

Strategic Research Center Makes Sensational Disclosures

STRATEGIC RESEARCH CENTER MAKES SENSATIONAL DISCLOSURES

The Strategic Research Center of Moscow has published an analytical
report entitled "The Presidential Elections of Armenia from the Point
of View of Ex-President L. Ter-Petrosyan’s Influence on the Internal
Political and Electoral Processes".

The "Analytical Report" provides a detailed description of the stages
of Ter-Petrosyan’s political career from 1988 onwards. In particular,
the Russian analysts provide the following information on L.

Ter-Petrosyan’s political steps:

"L. Ter-Petrosyan did not stand close to the sources of the
Karabakh Movement; he joined it later, after feeling that this force
might bring him to power. And the fact that he, together with his
companions-in-arms, was arrested by Mr. Gorbachov’s decree made him
a hero. And that he was released just six months later is estimated
as a proof of the fact that Mr. Ter-Petrosyan was recruited by the
Soviet Intelligence Services.

There is some documented evidence on the real motives of
L. Ter-Petrosyan’s being involved in political processes in the 1980’s.

The orientalist, formerly less popular but materially well-off, was
pushed to the demonstration arena in April-May 1988 by the desire of
saving his brother, Telman Ter-Petrosyan who was accused of large-scale
embezzlement and bribe-taking and was in custody pending trial.

As reported by several sources, Telman Ter-Petrosyan, the manager
of one of the large enterprises, was not only one of the wealthiest
people in Armenia but also one of the masters of the ‘black cash’
of the Communist Party – a holder of amounts envisaged for giving
bribes on different levels through the Central Committee of the
Communist Party of Armenia.

And this key figure, one of the pillars of Soviet Armenia, was
overthrown by the Gorbachov-led system of ‘perestroyka’. It was
necessary not only to save Telman but also make the system collapse so
as it wouldn’t recover its punitive force. Therefore, together with the
pro-Karabakh speeches, one of the first appeals of L. Ter-Petrosyan
was ‘To remove the Prosecutor General of the Republic’. The appeal
was accepted with enthusiasm. The goal was achieved. The Prosecutor
General was removed from office, and the newly-hatched member of
Karabakh Committee had his brother released from prison.

As to L. Ter-Petrosyan’s second "advent" in autumn 2007, the analysts
of the Strategic Research Center of Moscow present quite interesting
observations in this regard."

In particular, the authors of the "Analytical Report" say that
Ter-Petrosyan and his team received tremendous amounts of financial
resources for the electoral campaign. Turkey and Azerbaijan provided
the funding through the Western Foundations.

The specialists of the Strategic Research Center are sure that
Ter-Petrosyan’s return to the political arena was not absolutely
impromptu. "There are grounds to assume that different foreign
structures played a special role at the stage of preparing his
return. Every year, the ‘British Council’ sends active young people to
study in the Public Policy School of the Birmingham University. For
being awarded the ‘Achieving’ scholarship, it is necessary to submit
recommendations from the liberal parties, and the Armenian Pan-National
Movement is one of them."

"There emerged the youth movement called ‘Sksel a’; it first organized
innocent flash mobbers and carnivals, attracting students to its
ranks. The movement was funded by Britain. Step by step, it became
politicized. Last year, the funding of the movement made up more than
100.000 pounds."

According to the data of the Strategic Research Center of Moscow,
the foundations named after Fredric Nauman and Fredric Ebert, as
well as "Eurasia" foundation and others provided funding to the
organizations supporting the Armenian Pan-National Movement for 10
years continuously.

In 2007, a number of activists belonging to anti-government youth
movements and having ties with the Armenian Pan-National Movements
(Ter-Petrosyan’s Press Secretary was one of them) were awarded
scholarships in different universities abroad, e.g. the United States,
Great Britain etc. During the whole year, the studied the political
technologies and returned to Armenia prior to Mr. Ter-Petrosyan’s
pre-election campaign.

"Since the very start of Ter-Petrosyan’s electoral struggle, the
group of politicians representing ‘Spectrum’ Strategic Analyses
Center have been working in Yerevan; they are also members the
International Institute of Strategic Research, London, The US
Naval Foundation. According to non-official data, ‘Spectrum’ is an
organization actively cooperating with the Turkish and Azerbaijani
Intelligence Analytical Center," the analysts of Moscow announce.

In addition to all this, it is worth mentioning that the activists
of the Armenian Pan-National Movement have received their Master’s
Degrees from the NATO University, studied in the Political Research
and Public Administration School of NATO, taken special leadership
courses in the G. Marshal European Center of Security Issues,
Garmish-Partenkirchen, Germany.
