spokesman on `ignorance’ of Armenian Foreign Minister Edward
Nalbandian exceeds the limits of diplomatic ethics, RA MFA acting
spokesman Tigran Balayan said.

There is an impression that the Azeri negotiators are talking of
things their immediate surroundings have never heard about, he said.

On May 1, Azerbaijani MFA spokesman Khazar Ibrahim questioned the
competence of Armenia’s new Foreign Minister Edward Nalbandian, who
stated that the document on the table envisages plebiscite on Nagorno
Karabakh’s status.

On Wednesday, April 30, 2008, the Turkish Parliament adopted the AKP
bill which `amends’ the disturbing article 301 that penalizes freedom
of expression in Turkey. The amendment, which consists only of
replacing the crime of `insulting Turkishness’ with that of `insulting
the Turkish nation,’ was adopted by 250 votes for and 65 against. In
addition, prosecutions will now have to be pre-approved by the Ministry
of Justice and the maximum penalty will be reduced from three to two
years imprisonment.

For several years now, article 301, in its initial form, has been
widely invoked to prosecute any author of dissident opinions on Turkish
taboos such as the Armenian Genocide and its acknowledgment, the
Kurdish issue or the occupation of Cyprus. A segment of the Turkish
public opinion considers that the charges against journalist Hrant
Dink, at that time, for his article led to his tragic assassination in
January 2007.

Throughout Europe and even in Turkey, a number of entities have
denounced this parody of reform and have demanded a complete abolition
of article 301 and other clauses.

The general view is that the `reform’ will not change anything with
respect to the critical situation regarding freedom of expression in
Turkey and intellectuals will still be prosecuted. Indeed, the Turkish
Minister of Justice intervened during the debates in Parliament to make
clear that `with this law, there is no question of letting people
freely insult the Turkish identity’.

`This so-called reform is a joke’, declared Hilda Tchoboian, the
chairperson of the European Armenian Federation. `It curiously
resembles the manipulation of article 305, which remained absolutely
identical in its punitive clauses, but from which the Turkish
Parliament just removed the statement of motives that cited the
Armenian Genocide and the occupation of Cyprus,’ she explained.

`The European Union should not let itself be anaesthetized by this
gross manipulation of words,’ stated Hilda Tchoboian.

with the activity of the OSCE Minsk Group dealing with the Nagorno
Karabakh conflict settlement.

According to a survey conducted by Ray (Opinion) monitoring center, 66
per cent of respondents do not trust the MG, 15 per cent question its
objectivity, 19 per cent found difficulty in replying.

Asked about further Azerbaijan-MG relationship, 7 per cent preferred
`to leave it at that’, 29 per cent found difficulty in replying. 27
per cent offered to change the format of talks, 24 preferred to change
the co-chair countries, 12 per cent said that something has to be done
because nothing will come of the OSCE MG.

81 per cent assess the MG activities as negative, 63 per cent think
that it fails to perform its mission and should be replaced.

As to Nagorno Karabakh’s status, 46 per cent offered the outdate,
soviet-era status, `in the framework territorial integrity of
Azerbaijan, 30 per cent said no particular status should b granted, 16
per cent offered the highest autonomy status within Azerbaijan.

0 per cent agreed to Karabakh’s annexation to Armenia and 0 per cent
agreed to recognize Karabakh’s independence.

29 per cent spoke out for resolution of the Nagorno Karabakh conflict
by use of force. 65 per cent supported peaceful talks, Zerkalo
Baku-based newspaper reports.

The European Armenian Federation reminds that, in the hope of
significant reform, the report on Turkey introduced by the MEP from
EPP group (CDA – Christian Democrat – Netherlands), Ria Oomen-Ruijten,
and adopted on April 21st 2008, used for the second consecutive year a
complacent and flattering tone on the situation, however critical, of
Human Rights in Turkey.

The Federation takes note, with admiration, of the official
declaration in Turkey by two intellectuals – Eren Keskin and Erdogan
Aydin, affirming and recognizing the Armenian Genocide.

`When we see the courage of these persons, we cannot accept that MEPs
betray them by accepting this official trickery. The Parliament should
also not accept `the omerta’ (code of silence) imposed by Ankara on
the Genocide in the report that will be adopted in plenary session in
the coming weeks,’ concluded Hilda Tchoboian.

The 11th Annual Arpa International Film Festival will be held October
24-26 at the Egyptian Theatre in Hollywood.

Arpa International Film Festival’s mission is to cultivate cultural
understanding and global empathy by creating a dynamic forum for

international filmmakers who explore such issues as diaspora, war,

soon and thousands of people will take part in them, the first
president of Armenia, the leader of the opposition Levon Ter-Petrossyan
said during the 2nd congress of his supporters today.

During these actions Ter-Petrossyan will inform the opposition of their
further steps. For the moment the priority task of the national
movement is to liberate all political prisoners. Otherwise no dialogue
with the authorities is possible. "By keeping those people hostage the
regime hopes for a ransom and submission on our part, but we, the
people, will struggle until the last political prisoner is set free,"
Ter-Petrossyan said.

He said that unlike the authorities the opposition would act in
compliance with the law. "The people who tasted victory on Feb 19 will
not retreat and will continue to fight for its rights till the end,"
Ter-Petrossyan said.

On May 2 in Stepanakert President Bako Sahakyan met with the
participants of the pilgrimage which started in St. Echniadzin and
ended in Shushi, at Ghazanchetsots Church. Several hundreds of people
participated in the pilgrimage.

In his greeting the president underlined that he was happy to see that
most pilgrims were young people from different parts of the world. `It
is vivid evidence that unity is one of the typical features of the
Armenian people,’ the president said.

The head of state said the Armenian people won victories only when they
came together.

`It is notable that our azatamartiks, as well as the representatives of
ethnic minorities of Armenia participated in the pilgrimage,’ Bako
Sahakyan said.

`Today we need unity more than ever,’ the president repeated.

The pilgrimage was organized by the Pan-Armenian International Youth
Center and the Spiritual and Cultural Rebirth, as well as a number of
youth organizations and student boards.

recent amendments to the controversial article 301 of
the Turkish Penal Code (TCK) which criminalized
insulting "Turkishness," but added the amendment
doesn’t alleviate all its concerns.

CoE Secretary General Terry Davis said in a written
statement he released on Friday that the recent
amendments to article 301 of the Turkish penal code
which criminalizes insults to the Turkish nation
testify to the readiness of the Turkish authorities to
review their legislation against the background of
their obligations as a member of the Council of Europe
and a party to the European Convention on Human
Rights.

`This is to be welcomed. However, although an analysis
of the new wording indicates some progress in this
respect, it does not alleviate all concerns about
excessive restrictions of the freedom of expression,
as guaranteed by article 10 of the European Convention
on Human Rights," he added.

Davis said the decisive test of compliance with
Council of Europe standards will be the interpretation
of the new article 301 by the Turkish courts, and the
Council will follow the situation very closely, the
CoE communication unit reports.

The European Union has been calling on Turkey to amend
article 301, which has been the basis for charges
against Turkish writers and journalists including
Hrant Dink, Elif Safak and Orhan Pamuk.

Commemoration of Armenian Genocide on 24 April 2008 in The Netherlands

ASSEN – 24 April 2008 – Several hundred Armenians gathered together in the
city of Assen for the annual commemoration of the Armenian Genocide that
took place 93 years ago in the Ottoman Empire. The commemoration was
organised by the 24 April Committee of the Federation of the Armenian
Organisations in the Netherlands (FAON).

Prior to this commemoration, earlier this week a petition was submitted to
the Parliament by a FAON delegation. In addition to the petition, a copy of
recently published Dutch translation of the book `The First Holocaust’ by
British journalist and writer, the Middle East correspondent of The
Independent Robert Fisk was also handed over to the Parliamentary Commission
of European Affairs. This book is about the Armenian Genocide. The copy was
signed especially for this occasion by the author.

The commemoration began by a quiet march towards the Armenian Genocide
Memorial, where during a ceremony wreaths were laid at the Genocide monument
on behalf of, among others, the newly established Armenian Consulate in The
Hague, the FAON and the Gladzor Armenian Student Association.

During the Commemorative meeting in the auditorium, Nicolai Romashuk Jr.
played duduk music and Nicolai Romashuk Sr. recited a poem. Moreover,
`Twenty Voices’ from and `Holy Mountain’ by System Of A
Down were presented. Speeches were delivered by, among others, Mr. Arshak
Manoukian, the Armenian Consul in The Netherlands, Mr. Noubar Sipan,
chairman of the 24 April Committee of FAON, Mr. Dariush Madjlessi, an
Iranian human rights activist. Two other invited speakers, Ms. Esme Wiegman,
Member of Parliament and Rabbi Awraham Soetendorp, had not been able to
attend the ceremony due to unforeseen circumstances. Their speeches were
instead read.

Mato Hakhverdian, chairman of the FAON, opened the commemorative meeting. He
cited the words of Robert Fisk, that the Armenian Genocide is `one of those
historical tragedies that by elapse of time gets more and more
significance’. This is mainly because the consequent generations of
Armenians have kept the memory of the victims alive. This is in spite of the
fact that Turkey has tried with huge financial and political means to erase
the reality from human memory, such as by changing the written language,
which makes the access to old literature difficult for the new generations
and by renaming the geographical places. He pointed out that this subject is
handled in a TV documentary `The land of our grandparents’, a road movie,
scheduled for broadcasting the same evening by Dutch National TV. It is our
duty to keep alive the memory of the Genocide and to hope for recognition
and reconciliation. It is our dream to see Armenia thus being prosperous and
living in peace and harmony. We believe that with our best efforts this
dream will be realised in the the future.

Consul Manoukian expressed his gratitude to the Netherlands for accepting
the Armenian refugees during the Armenian Genocide. He mentioned that the
Armenian Genocide was not only a criminal act against the Armenians, but
also a crime against humanity. Therefore other countries call continuously
upon Turkey to account for this act. He emphasised that Armenia is ready to
establish relations with Turkey without any precondition and to consider
together the black pages of the past. The aspiration of Armenia to reach
stability and to live in peace is only possible if the conflict about the
past has been solved.

The Chairman of the 24 April Committee Noubar Sipan concluded that the
events of 1915 cannot be erased from the collective memory, but still, after
93 years, it is forbidden in Turkey to read about these black pages of the
history. But there are also white spots, according to Sipan, namely the
courageous Turks and Kurds, who saved the lives of their Armenian friends
and neighbours endangering their own lives. They deserve also to be
remembered. He mentioned that the first commemoration took place in Istanbul
on 24 April 1919, the only case of public remembrance in Turkey. Later it
became a taboo, `the tears turned inwards.’ At present, with Article 301 in
force, the numerous persecutions on the basis of this article have led to
self-censure. We are still hoping that things will change, because a small
group in Turkey has chosen to look for truth. In this context, a group of
intellectuals will meet today in one the universities of Istanbul to discuss
`what happened on 24 April 1915.’ Sipan expects that thanks to such
initiatives, the truth will no longer remain hidden and he is thankful for
these courageous people.

In her message of solidarity, Ms. Esme Wiegman, who is the spokeswoman for
the Christian Union parliamentary faction in the European Affairs
Commission, had stated that even after 93 years, the Genocide is a real
topical issue: `It is something that is on the agenda every day, through
silence and denial. The death of Hrant Dink showed how could, speaking about
Genocide, could mercilessly be punished’. Ms. Wiegman, who had attended in
January this year the commemorative ceremony of the first anniversary of the
assassination of Hrant Dink in Assen, stated that it is good that today we
speak about the Armenian Genocide and we are commemorating it in loud voices
and that `we can remember it in a moment of silence, but that is another
silence than the silence of denial.’

A very strong expression of solidarity with the Armenian people came from
Mr. D. Madjlessi, an Iranian human rights activist, former chairman of the
Dutch-Iranian People’s Front (Jebhe-Mellie-Iran). He pleaded in his speech
that Turkey, just as Germany and South Africa have done in the past, `should
come clean with her sordid past’ and that without such admittance of guilt
Turkey cannot be a part of Europe. He considered the Armenian Genocide not
an issue of the Armenians only, but also of all Iranians and in fact of the
whole world. He considers that it is his duty to struggle side by side with
the Armenians against denial and declared in the clearest terms: `I, too, am
an Armenian’.

The example of admittance of guilt by Germany was also emphasised by Rabbi
A. Soetendorp. He referred to a reconciliation conference in Germany last
year, where he had appealed for appeasement between the Jews and Germans and
where a spontaneous response had come from thousands of young people from
the audience in the form of a peace song. `For the first time, I felt myself
at home in Germany, and I realised then the great significance of the
kneeling down of Willy Brandt before the monument of the Ghetto of Warsaw in
1970′. In this context, Rabbi Soetendorp expressed hope `that a process of
recognition would commence in Turkey as well’.

Ms. Inge Drost of 24 April Committee concluded the dignified commemoration
function with a summary. Persistence and duty to commemorate, but not
hatred, was present in the speeches, she mentioned. Although, all speakers
severely condemned the Genocide and its denial, their words were still
characterised by expressions of hope, reconciliation and solidarity among
people. First of all, it was emphasised that there had been courageous Turks
and Kurds who at the risk of endangering their own life had given shelter to
their Armenian neighbours and friends, just as mentioned also by Rabbi
Soetendorp that he had remained alive thanks to a brave German woman.
Secondly, there were warm words of solidarity between nations in general and
with the Armenian people in particular.

Armenia and terrorism according to US Department of State

ARMENIA AND TERRORISM ACCORDING TO US DEPARTMENT OF STATE

On May 1 the US Department of State published its annual report on
terrorism. In these reports, published regularly since 2004, are being
figured out the statistics for anti-terror actions in the world and US
cooperation with other states. Naturally, we are first of all
interested in the statistics about struggle against terrorism in
Armenia and its neighbors, Azerbaijan and Georgia.

Comparing the conclusions about Armenia and Azerbaijan, at once we
noticed that a great number of people were arrested in Azerbaijan
under suspicion of being involved in terrorist organizations. The
report says that 15 civilians, calling themselves "North Army of
Mahdee" were detained and accused for being in contact with the
Iranian Revolution Guardians’ Corpse. Another terrorist group, lead
by some Arab, Abu Jafar, was caught in Sumgayit. 11 people were
arrested in September. It is said they were preparing a terrorist
attack against the US Embassy in Baku.

However, the report on Azerbaijan, so rich with arrests and terrorist
organizations, lacks the most important part – the conclusion. It is
uncertain, whether the United States are concerned with the large
number of terrorists in Azerbaijan, or not.

On the contrary, the report on Armenia, where not a single incident
however linked with terrorism was recorded, is full of conclusions of
the American "experts". It turns out that the USA is troubled with the
intensive Armenian-Iranian relations. The "experts" elaborated in
details, how last year the President and the Defense Minister of Iran
visited Armenia and how close the diplomatic relations between Yerevan
and Teheran are. By the way, the President and the Defense Minister of
Iran also visited Azerbaijan in 2007, but nothing is said about that
in the report.

At the same time Department of State report says that although Armenia
cooperates with the USA the in struggle against terrorism, the
corruption in the Government, shadow economy and high level of
criminal may permit illegal transfer of arms, terrorists and money
through the territory of Armenia.

Our conclusion is simple and obvious: the Department of State had
nothing to write about Armenia and all the absurd was written in order
to write just something. The report on Armenia has no legal or
juristic grounding and is only aimed at stating that there are
"certain criminal elements" in Armenia, which may possibly cooperate
with terrorist financial structures. This sounds absurd, when at the
very same time there are dozens of such criminals in Azerbaijan, which
are already cooperating both with financial and militant terrorist
structures. The report clearly shows that the United States, having
nothing to say against Armenia, but minding to equalize Armenia and
Azerbaijan, invented inconsistent and fake "accusations" (if this word
is suitable here).
