Armenian free-style wrestler Martin Berberyan (60kg) qualifies for the
Olympic Games in the second and last Olympic Qualifying Tournament held
in Warsaw.

Armenpress was told at RA Wrestling Federation that Martin Berberyan
was the third Armenian free-style wrestler to qualify for Beijing 2008.

Atom Mkhitaryan, leading specialist of the Foreign Relations Department
of the Central Electoral Commission of Armenia has been included in the
short-term mission of the OSCE Office of Democratic Institutions and
Human Rights to observe the parliamentary elections in Georgia due on
May 21.

Press Secretary of the Central electoral commission Tatevik Ohanyan
told Armenpress that the CEC has received no invitation form other
international organizations or Georgia to observe the elections.

The OSCE/ODIHR Observation Mission will be headed by Boris Frlec who
led the delegation carrying out observation of the parliamentary
election in Armenia on May 12, 2007. OSCE/ODIHR will delegate 54
observers and 31 commentators to Georgia.

Georgia’s entrant at Eurovision 2008 Diana Gurtskaya is in Yerevan.
According to her, the visit to Armenia greatly differs from the rest of
her promo-tour. `I’m very glad to be in Yerevan. You can’t even imagine
how dear everything is to me here. I will represent Georgia at
Eurovision 2008. For me participation is already a victory. Sirusho and
I will do our best to present our countries with dignity.’

Sirusho, Armenia’s representative at Eurovision 2008, has recently
traveled to Georgia, Russia, France, the Czech Republic, Belgium,
Finland, the Netherlands, Germany and Spain. The next stop will be in
Athens. `We were even joking, saying that we had to visit seven
countries within seven days, but we visited even more.’

`In every country the Armenian delegation was welcomed with special
attention and warmth,’ Hrach Keshishian, responsible for the show,
said. People in the streets of Brussels were singing `Qele-Qele." I
think we worked well.’

Diana Gurtskaya said she is admires Sirusho’s performance and noted
that the Eurovision is not a place to compete. `The Eurovision is a big
show. We go there to present good music and good show, and not to
compete. The contest itself is very unpredictable. You must simply sing
well and open your heart. I like Sirusho’s song, where the Armenian
national color is reflected.’

NKR President welcomed the All-Armenian Pilgrimage Participants `Today,
we need unity and solidarity more than ever. Only in this way we can
solve numerous problems that our two republics face. The history of our
nation has proved more than once that we have no other way out. It is a
call of the times and the basic guarantee of our victories’, the NKR
President Bako Sahakian stated in his welcoming speech at the meeting
with participants of the All-Armenian pilgrimage to Artsakh, under the
motto `Forward to God, Armenia’, which started in the Holy See
St.Echmiadzin on May 1. The Head of State noted with satisfaction that
most pilgrims were young Armenians from different parts of the world.
`This is the best evidence that unity is one of the main peculiarities
of our nation. Throughout their history, the Armenians overcame all the
difficulties with honor, when they were united. This unprecedented
initiative comprises elements of this significant unity, which
symbolizes a firm link among republic-society-church. I am also
satisfied with the circumstance that our soldiers and the Defense
Ministry actively participated in organizing this All-Armenian event’,
Bako Sahakian said. The All-Armenian pilgrimage participants (500
people) organized a meeting `One Nation, One State, One Faith’ in
Shoushi. The leader of the Artsakh Diocese of the Armenian Apostolic
Church Archbishop Pargev Martirossyan blessed the pilgrims in
St.Ghazanchetsots Church of Shoushi. The Archbishop mentioned that
Shoushi is the place of pilgrimage for all Armenians. `We have
liberated Shoushi under the motto `One Nation, One State, One Faith’
and namely under this motto we have to continue our national struggle’,
Artsakh’s spiritual leader said.The pilgrims visited the Stepanakert
Memorial Complex and then returned to Yerevan.

Armenia to use modern technologies to explore uranium deposits,
minister says

YEREVAN, May 5. /ARKA/. Exploration of uranium deposits in Armenia will
be in line with modern standards and methods, said RA Minister of
Nature Protection Aram Harutyunyan.

An Armenian-Russian joint venture (JV) recently signed a contract for
uranium deposit exploration in the country, with Armenia’s share in the
venture to be at least 50%, the Minister said.

On April 22, Minister Harutyunyan and General Director of
Atomredmedzoloto Vadim Zhivov signed JV-establishing agreement.

The Armenian-Russian Mining Company will be licensed in three months.
Armenian and Russian specialists plan to launch exploration of uranium
deposits THIS summer.

Harutyunyan said the JV is to explore uranium deposits in the Syunik
region. At the same time, the company will elaborate an exploration
project which, according to the RA Law, is to undergo an ecological

Satellite Installation Costs Cut by Third in Armenia

YEREVAN, May 5. /ARKA/. The RA Public Services Regulatory Commission
amended the procedure of issuing permits for the use of radio
frequencies to reduce payments for permits and use of radio frequencies.

Chief of the commission’s Telecommunication Department Gevorg Gevorgian
reported that satellite communication can be used as an alternative to
ground-based wire communication systems for providing access to
wideband Internet, especially in the country’s remotest regions.

According to the amended procedure, 1mln drams and 400,000 drams are to
be paid for a permit to use a radio frequency and for 12-month
operation of a satellite station respectively. Depending on the number
of stations, the payment amount is reduced as follows: 2-10 stations `
500,000 drams for each, 11-20 stations ` 300,000 drams for each, 21-50
stations ` 200,000 drams for each.

The potential of modern Internet technologies can be fully realized
after the monopoly on outgoing data traffic is abolished in Armenia,
Gevorgian said.

Wide-scale use of satellite communication and expansion of
satellite-based services will promote economic competition, development
of the telecommunication market and, consequently, reduction in service
costs and better accessibility of the services.

Member of the RA Public Services Regulatory Commission Samvel Arabajian
pointed out two ways to provide outgoing data traffic for Internet
access and IP telephony, namely, fiber optic communication via Georgia
and direct satellite communication.

Georgia encounters regular problems with communication and repair time,
which actually deprives Armenia of Internet communication for certain
periods, Arabajian said. He also pointed out restrictions to outgoing
data transmission and quite high prices.

Fiber optic communication is quite acceptable only for some companies.
However, network delays are inadmissible for most users, Arabajian
said. Satellite stations will help create an alternative to fiber optic
communication, step up market competition and reduce prices, he added.

Arabajian said that the Commission’s decision cuts the costs of
satellite station installation by a third down to 1.8mln drams.

Commission chairman Robert Nazarian ordered monitoring of the new
prices. The monitoring results are to be summed up within six months.
The Commission’s telecommunication department will analyze the
efficiency of the decision. `0–

YEREVAN, May 5. /ARKA/. The RA Ministry of Economy has formed a task
group to work out master programs of tourism development, RA Minister
of Economy Nerses Yeritsyan reported.

The programs are to set standards for investment projects and define
tourist clusters.

All the interested parties can be involved in the group’s activities,
Yeritsyan said. He pointed out that updated programs will be AVAILABLE
on the official website of the Ministry.

On February 13, the RA Government approved a concept of tourism
development until 2030.
Some 1.5mln tourists are expected to visit Armenia in 2020, and 3mln in
2030.

Last year, 510,300 tourists visited Armenia against 382,200 in 2006 (a

Seyran Ohanian: `Individual motives inside the army caused the capture
of 4 Armenian citizens by Azerbaijani side’

Yeravan-APA. `People guilty in Azerbaijan-capture of four Armenian
citizens will be punished’, said Seyran Ohanian, Armenian defense
minister, APA reports.

He confirmed that Armenian citizens Vanik Zmboyan, Artem Zohrabian,
Karen Torosian and Agasi Enokian had been captured in Nakhchivan
direction of the front. The minister acknowledged that incident based
on individual motives inside the army caused the capture of
above-mentioned persons. Armenian newspapers reported that incident
happened inside military unit as a result of offences against the
newcomer soldier. `There was a problem between the newcomer and his
fellow soldiers and he called his friends to help him. A number of
civilians arrived in military unit in cars and have beaten offenders
of the young soldier. According to unofficial sources, commander of
the military unit have been forced to shoot into the air to calm down
scuffles and called police officers. When police arrived the civilians
escaped from the scene. One of the drivers not known the territory
moved to the mined area and entered into the Azerbaijani territory. As
thus four Armenian citizens have been captured by Azerbaijani
side’. It is interesting that Armenian newspapers couldn’t explain how
the vehicle passed through the mined area and described it as a
miracle. Seyran Ohanian said they kept situation around the captives
on focus. `We regularly keep in touch with Azerbaijani side. The
captives are in normal conditions and will be returned soon. We have
to reason from this incident and to increase attention to the
education-instructional work in military units. The fact will be
investigated and all guilty people, including commanders of military
units will be punished’.

Azerbaijani side spread information that captured Armenians entered
into the Azerbaijani territory to commit terrorist attacks and
sabotages.
