VivaCell, UNICEF joint project improves education environment for
children with special needs

ArmInfo. UNICEF and VivaCell, a subsidiary of Mobile TeleSystems OJSC
(NYSE: MBT) announced today that thanks to their joint initiative,
access to quality education for more than 200 Armenian children with
special needs will become much easier.

Over 36 million drams donated by VivaCell to UNICEF in 2007 were spent
on establishing and furnishing resource rooms in eight inclusive
schools in Yerevan and Tavoush province as well as on the purchase and
outfitting of three specially equipped minibuses that will be provided
to three community centers offering transportation services to children
with special needs in Tavoush.

"The partnership between VivaCell and UNICEF vividly demonstrates how
public and private sectors can work hand in hand for the benefit of
children. I welcome this joint initiative that creates opportunities
for children with special needs to exercise their right to education,"
Bagrat Yesayan, Deputy Minister of Education and Science said during
the ceremony of handover of minibuses and resource rooms held today at
the inclusive school No.180 in Avan community of Yerevan.

"This joint initiative will help ensure that children with special
needs have full access to quality education in eight inclusive schools,
and will enable community centres to provide outreach services to other
children with special needs," UNICEF Representative in Armenia Sheldon
Yett said. "Too many children with disabilities are unnecessarily
prevented from going to school, while others are consigned to
environments that discourage real learning – environments that are
unhealthy, unsafe, ineffective, and unfriendly," the UNICEF
Representative added.

"We have often been considered as doing philanthropy. However, what
VivaCell is doing is a clear responsibility toward the country in which
our Company operates and toward the children of Armenia. By this act of
social responsibility, VivaCell will help children with special needs
to get quality education. With special vehicles and resource rooms it
will be much easier for them to achieve this. VivaCell recruits
individuals with disabilities and invites other enterprises operating
in Armenia to do the same," said Ralph Yirikian, the General Manager of
VivaCell.

Under the project each of the eight selected inclusive schools was
equipped with a resource room where children, with the support from
specially trained teachers, will engage in various developmental
activities. Resource rooms will also serve as a place of convergence
for parents of children with special needs where they will be able to
receive information and guidance from professionals.

Through the project, over 100 teachers from the eight schools were also
provided training to improve their knowledge and skills on
methodologies of working with children with special needs.

According to the Ministry of Labour and Social Issues, there are
approximately 8,500 children with disabilities living in the Republic
of Armenia. Although the country has 14 inclusive schools and 5
UNICEF-supported community centres that cater for the needs of 1,500
children with disabilities, many of these children remain isolated from
the society and deprived from basic education.

Inclusive education ensures the right to education for children with
special needs and provides them with opportunities to develop their
social skills and become productive and full-fledged members of their
community and the society now and in the future.

Since 2001 UNICEF has been supporting projects on inclusive education
which demonstrate that most children with special needs can, with
motivation and effort from teachers, school administrators and students
themselves, thrive in a mainstream environment.

held at the Armenian Center for Contemporary Experimental Art "NPAK" on
17-23 May.

Coordinator of U.S. Assistance to Europe and Eurasia.

The officials discussed the USAID and MCA activities
and the post election situation in Armenia.

which can be strengthened through joint cooperation,-

For his part, Mr Adams noted the importance of fair

in the Narimanov district in Baku made no sense, a
human rights activist said.

-The cemetery was demolished to use the territory as a
ground for new buildings,- said Taisia Gordeyeva, the
deputy chair of the committee of soldiers’ mothers.

-They tried to justify the barbarism by construction
of roads but, as a matter of fact, roads will take a
minor part of the graveyard. Everything prompts that
the territory is meant for construction of new
buildings. But it will be a construction on human
bones, for the remnants were not reburied properly,-
she said, adding that a park should be laid out at the
site, Day.az reports.

In September 2007, Baku authorities decided to build a
motorway through the Narimanov cemetery, where
Armenians, Russians and Ukrainians were buried.

ambassador from Argentina for "political
consultations," in reaction to Buenos Aires’
recognition of the Armenian Genocide.

Ambassador Hayri Hayret Yalav is expected to be
recalled to review bilateral relations with Argentina,
Today’s Zaman reports.

Argentinean Ambassador to Turkey Brugo Marco is
currently in Buenos Aires.

In April 2008, Argentina’s Senate proclaimed April 24
the Day of Reconciliation and Respect. The Turkish
Foreign Ministry announced that the move -conflicts
with historical facts and is a violation of the
international law.-

State Minister Mehmet Aydin cancelled a planned April
28-29 visit to Argentina which hosted -Alliance of
Civilizations- initiative meant to promote dialog
between the Islamic and Western publics.

(VVTs) is preparing to host a national dramatized
holiday, the Ararat Country Treasures, dedicated to
Armenia’s culture and history, the VVTs press office
reported.

Armenia’s ancient capital of Ani was `constructed’ at
the fountain of People’s Friendship. The entrance to
the city will lie through the `tumbledown Lion Gate’.

The attendees will see colorful sketches dedicated
Armenian culture, including jeweler’s art, music and
works of modern designers.

They will also be offered to taste Armenian national
dishes: shashlik, khnotsi, khaslama, gata and even
freshly baked lavash.

Armenia’s monuments and pictures of everyday life will
be screened. The holiday will end in a laser show,
Interfax reports.

Will She Recognize The Genocide

A tough exam is in store for Mary Jovanovich whose candidacy was
nominated by President George Bush for the vacancy of the US Ambassador
in Armenia, on March 28.

The experienced diplomat that used to hold positions in different CIS
countries for many years and who is the US Ambassador in Kirgizstan at
the moment, before holding her new position must express a clear stance
regarding Armenian Genocide.

During her activity in Ukraine and Kirgizstan Mary Jovanovich was
famous as a champion of the protection of human rights and
establishment of democracy. Some people even state that she is well
`specialized’ in organizing `colored revolutions’.

So it is quite comprehensible that a diplomat of similar principles
can’t overlook an issue that has direct connection with democracy and
human rights, and the fate of the country and the people where she is
going to represent the interests of the United States.

We have already informed our readers that democratic Congressman Jim
Costa, representing Fresno, has recently sent a letter to Mary
Jovanovich asking her to express her stance regarding the Genocide of
Armenians: `It is very important for the USA to have an Ambassador in
Armenia. But before the Senate approves this candidacy it is not less
important for me and my voters to have knowledge about the attitude of
the future Ambassador towards the first genocide of the 20th century –
Armenian Genocide.’

The posture of the Democratic Congressman representing Vilyam Saroyan’s
native Fresno displays that the US Armenian Community continues the
struggle after the ex-US Ambassador to Armenia John Evance was called
back.

We must remind you that John Evance has been called back after making
an announcement regarding the recognition of Armenian Genocide. Richard
Hogland appointed as an Ambassador after Evance avoided giving any
clear assessment to the Genocide, which is why his appointment was
twice blocked by the member of the US Senate Robert Menendez.

Eventually last August the State department refused Richard Hogland’s
candidacy. Thus, at present congressman Jim Costa has the right to
clarify Mary Jovanovich’s attitude regarding the Genocide of Armenians.

Moreover, democratic Senator Robert Menendez has already announced that
he can yet again block the new appointment of the US Ambassador to
Armenia, if Mary Jovanovich refuses to recognize the Genocide of
Armenians. It is a matter of a principle for some part of the democrats
and for the two democratic presidential candidates it is a pre-election
strategy, as both support the recognition of Armenian Genocide.

And because the approval of the Foreign Affairs Committee of the Senate
is indispensable for the appointment of an Ambassador in any country it
will be very hard for Mary Jovanovich to avoid Hogland’s fate.

We shouldn’t also overlook the factor of time. The pre-election
campaign in the USA is approaching a decisive stage. That is why at the
end of his term of office; George Bush will hardly manage to appoint
Mary Jovanovich, or to overcome the obstacles put forward by the
Senate. At the final stage of the pre-election campaign George Bush can
have a very bad impact on he rating of his party member Republican Mc
Cain and the latter will be completely deprived of the limited support
of Armenian Community in the USA.

That is the reason why Mary Jovanovich has to answer the question of
Congressman Jim Costa and later – the sober questions of Senator Robert
Menendez. Moreover, if for Mary Jovanovich, the annihilation of 1.5
million innocent people is not a Genocide it will be impossible for her
to appear as a champion of the protection of human rights and democracy
in Armenia.

Thus not only do President Bush and his administration over again face
the issue of the recognition of Armenian Genocide but the latter also
becomes a political factor in the whole USA entering the final stage of
the pre-election campaign.

The united Armenian Community in America, determined in the issue of
the recognition of the Genocide will never retreat and before November
3, it will be very difficult for the presidential candidates to ignore
their standpoint.’

Impossible To Come To Power By Similar Methods

`What Levon Ter-Petrosyan and his team are saying is that they must
come to power at any price. For us it is a really intolerable approach.
If the election returns were approved by the observers, what is the
problem, is it important that all the political powers be represented
in the parliament. Instead of declaring war, the pro-oppositional
powers can start working from today, to be represented in the
parliament after some years. How can they come to power without any
programs or principles? By now Levon Ter-Petrosyan has said only two
things `chieftains’ and `dismantle’. And the second thing is that
Azerbaijan’s positions are becoming stronger and that we must bow in
front of them and become their neighbors. This much! It is impossible
for any political party to come to power by this approach,’ Galust
