Yerevan, Apr. 20, 2007: Recently the Hayastan All-Armenian Fund
completed 2 projects in Mardakert. Now the village of Madaghis has a
new school and Haterk has a renovated kindergarten. By September 2007,
school construction in villages of Kochoghot and Verin Horatagh will
be completed too.

Having a school building was central for the village of Madaghis,
where up till now classes were held in container houses. With the
financial assistance of the Hayastan All-Armenian Fund Toronto
affiliate, a donation of 264 thousand US dollars (104 million AMD),
a three-floor school with adjacent sanitary units and a boiler house
was constructed to accommodate 120 students.

A similar three-floor building will open its doors for the
schoolchildren of Kochoghot next September.

Currently a run-down building with no heating, adapted to minimal
schooling needs serves the village as a school. On funding received
from the Hayastan All-Armenian Fund France affiliate the first two
floors and the basement of the school building is completed; the
attic is sill under construction.

The construction of the school building in Verin Horatagh is also
underway. A new, three-floor building will soon replace the half-ruined
village school built in the 1930s. The project is financed by the
Toronto affiliate of the Hayastan All-Armenian Fund.

The France affiliate of the Fund will furnish the Kochghout school
and in collaboration with the St. Etienne city hall has donated
11.5 million AMD (29.4 USD) worth of furniture and sport facilities
equipment to the Haterk school. The Hayastan All-Armenian Fund Toronto
affiliate has furnished the newly built Madaghis school and will soon
furnish the Verin Horatagh school. The Mardakert school number 1 has
also been furnished due to various donations from France.

Therefore, education in Hadrut is improving due to the Artsakh
Rebirth imitative.

"OSCE Minsk group Co-Chairs’ last proposals related to Nagorno Karabakh
conflict resolution can be submitted to the presidents of Armenia
and Azerbaijan," RA Foreign Minister Vartan Oskanian informed mass
media representatives at today’s press conference.

According to Vartan Oskanian, endorsing or rejecting the proposals is
beyond the competency of the two foreign ministers. The final outcome
will be obvious after the presidents study the Co-Chairs’ proposals.

The Co-Chairs made these proposals on their own initiative.

At OSCE session Vartan Oskanian announced that the two sides have never
ever been so close concerning the conflict resolution main approaches.

The Minsk group Co-Chairs will meet with the Armenian and Azeri
Foreign Ministers before the upcoming parliamentary elections in
Armenia. The meeting of the two presidents is foreseen after the
elections. On the whole, Mr. Oskanian is of positive opinion about
the meeting with his Azeri counterpart Elmar Mammadyarov.

During the press conference the Foreign Minister of Lithuania shared
his opinion about the negotiations on the Karabakh conflict. He
said that the issue should be settled peacefully and through
negotiations. In his opinion all the countries in the world face
problems.

To the question whether the U.S. State Department has recovered its
mistake, i.e. not including Karabakh as an Azeri territory in its
annual report, Mr. Oskanian responded that he had been informed about
elimination of the mistake was however he hadn’t seen it.

RA FM Vartan Oskanian is convinced that the U.S. State Department
will keep its promise.

Armenian Foreign Minister Vartan Oskanyan is having difficulties in
assessing his meeting with his Azeri counterpart Elmar Mamediarov in
Belgrade. "Co-chairs have proposed some ideas on principles and issues
in the documents, which were not agreed so far. We have brought these
ideas for discussion with our presidents.

Only after the dispositions of the presidents it will be clear if we
move forward or not," Oskanyan said. He said this time agreements or
disagreements with the suggestions were out of power of the ministers.

Oskanyan believes before our parliamentary elections the co-chairs
will have face-to-face meetings with conflicting sides. "The sides
have never been so close the conflict settlement as today," Oskanyan
reiterated.

Speaking about confrontations between the Armenian Republican Party
(HHK) and Prosperous Armenia (BHK), Samvel Nikoyan, member of HHK
board, said "healthy competitions is underway between the two parties."

"Yes, there are cases when HHK members become upset that HHK supports
not his/her but another HHK member.

In such cases, they leave HHK and become a member of BHK," he said
also saying such cases are not many.

Nikoyan prayed god that the confrontation between the two parties
does not get out of control. "It will be devastating for the country,"
he said.

RA President Robert Kocharyan today received the Vice-Speaker of
the upper chamber of the Russian Parliament Alexander Torshin and
the Secretary General of the CIS Interparlaimentary Assembly Mikhail
Krotov, who are leading the delegation of the CIS Interparliamentary
Assembly observing the parliamentary elections in Armenia.

"The Armenian Government is decisive to organize elections
corresponding to international standards and create all the conditions
for carrying out observation mission," RA President said during the
meeting, President’s Press Office informs.

Mikhail Krotov informed that the Yerevan Office of the CIS
Interparlaimentary Assembly International Institute for Monitoring
Democracy, Development of Parliamentarism, Defense of Human Rights has
been operating since March. Its work group comprised of 29 observers
provides weekly reports on the electoral process.

According to CIS observers, the preliminary monitoring results
show that the preparation works are are rather effective, and the
shortcomings of the previous elections have been mostly corrected.

The Armenian National Committee of America lunches an Internet-campaign
in support of the US Congress Resolution on the Armenian Genocide.

ANCA escalated its nation-wide campaign to end the cycle of genocide
today with the launch of its "Click for Justice" internet campaign,
slated to become the nation’s largest online genocide protest. From
April 20th to 30th, the ANCA website homepage, , will
feature a special "Click for Justice" banner, directing e- advocates
from across the country to a targeted Congressional WebMail message. In
letters to their Senators and Representatives, these advocates will
call for the passage of the Congressional Armenian Genocide Resolution
and urge the U.S. government to take concrete steps to end the ongoing
killing in Darfur.

The 10-day program will be accompanied by extensive netroots outreach
programs to MySpace and Facebook members, as well as partnership with
Armenian American and human rights organizations in this internet
initiative. Over 100,000 postcards promoting the "Click for ustice"
campaign are being distributed at events and university campuses
across the country.

Organizations and student associations wishing to participate in the
initiative can email [email protected]. "Take a moment today to
send a clear signal to the officials who represent you in Washington
that you expect them to deliver results in the fight against genocide,"
said Aram Hamparian, Executive Director of the ANCA.

Intervention Network sponsored "End the Cycle of Genocide" advocacy

Armenian Foreign Minister Vardan Oskanyan considers his today’s meeting
his Latvian counterpart Artis Pabriks very interesting and effective,
he said at the joint press-conference taken place after the meeting.

Oskanyan also added that they discussed the relations between Armenia
and Latvia in details, and made some arrangements. Activating of
the bilateral relations in all directions – political dialogue,
economic contacts, cultural and educational contacts as well as
direct intensive consultations between foreign ministries of the two
states – these are the main aspects of the bilateral relations. In
particular, Armenia will try to make use the Latvian experience of
European integration. They also discussed the problem of Armenia’s
embassy opening in Latvia and visa versa. The parties also arranged
to select one-two specific programmes within the framework of New
European Neighbourhood and try to implement them jointly. They touched
on the regional issues too.

The municipal Tuberculosis Prophylactic Center of Yerevan will be
reformed and the polyclinic’s tuberculosis specialists will receive the
consumptives in the district polyclinics of Yerevan, group of doctors
told ArmInfo about this fact, confirmed in the RA Health Ministry. The
doctors informed that the Tuberculosis Prophylactic Center, equipped
with the means and provided with the personnel and long experience,
necessary for diagnostics, treatment and prevention of tuberculosis,
will be finally reformed in June, 2007, while the tuberculosis
specialists will be distributed per the Yerevan polyclinics, which are
not yet provided with special cabinets and laboratory facilities for
diagnostics and treatment of tuberculosis. Almost all the polyclinics
are not able to assure the isolated receipt of consumptives because
of the absence of special rooms, that causes hazard of people’
s infection with tuberculosis in polyclinics.

Meanwhile, the country’s Health Ministry, overlooking this fact,
fixes new cases of infection with the Koch’s bacillus. The number of
consumptives in the capital and Armenia in general swiftly grows. In
view of this, the chief tuberculosis specialist of Yerevan, Mkrtich
Lazarian, and the chief tuberculosis specialist of the republic,
Marina Grigoryan, do not agree with the decision on reforming the
Tuberculosis Prophylactic Center. However, the opinion of specialists
is ignored by the Yerevan authorities, the Government and the RA
Health Ministry.

The slayings of three Christians in eastern Turkey highlight the
country’s uneasy relationship with its minorities, and Christians
expressed fear that growing nationalism and intolerance could lead
to more violence against them.

Police detained five more suspects Thursday in the attack at a
Christian publishing house that distributes Bibles. Some reportedly
said they carried out the killings to protect Islam.

The three victims _ a German man and two Turks who converted to
Christianity _ were found a day earlier with their hands and legs
tied and their throats slit. Their faces were bruised, and the ropes
had cut into their wrists.

On Friday, the Hurriyet newspaper reported that at least one victim
was stabbed many times.

"There were so many stab wounds that we couldn’t count them," Hurriyet
quoted Dr. Murat Ugras as saying. "It was clearly torture."

The attack added to concerns in Europe about whether the predominantly
Muslim country _ which is bidding for European Union membership _
can protect its religious minorities.

Christian leaders said they worried that nationalists were stoking
hostilities against non-Turks and non-Muslims by exploiting growing
uncertainty over Turkey’s place in the world.

The uncertainty _ and growing suspicion against foreigners _ has
been driven by the faltering EU bid, a resilient Kurdish separatist
movement and by increasingly vocal Islamists who see themselves _
and Turkey _ as locked in battle with a hostile Christian West.

"Our lives are in danger because of this mind-set," the Rev. Ihsan
Ozbek, pastor of the Kurtulus Church in Ankara, told a news conference
in Malatya. He said there was a "witch hunt" under way against
Christians and other minorities.

Cardinal Tarcisio Bertone, who as Vatican secretary of state is
Pope Benedict XVI’s top aide, called the attack "an insane act by a
fanatic minority."

"We must not waste the fruits of the pope’s visit to Turkey, which
has really brought us closer," Bertone was quoted as saying by Italian
news agency ANSA.

The pope visited Turkey in November, promising greater understanding
and dialogue with Islam.

Nationalists, who have long dominated public debate in Turkey, have
also begun to call for Turkey to withdraw its EU bid and make its
own way in the world. Some young men indoctrinated with a vision of
Turkish greatness _ and with a view of the West as intent on keeping
the Islamic world weak _ view non-Muslims with suspicion.

"The problem is our education and our media," Mustafa Efe, head
of Mujde FM, or Miracle FM, a Christian broadcasting station, said
after traveling to Malatya to meet Protestant pastors. "They always
say Christianity is dangerous because Christians are trying to break
up Turkey."

Christians make up just a fraction of 1 percent of Turkey’s population
of 71 million.

"There is this general atmosphere of fear _ that Turkey will be
segmented," said Orhan Kemal Cengiz, a human rights lawyer who
represented one of the slain Christians, Necati Aydin, 26, in an
earlier court case. Aydin was charged with insulting Islam and spent
a month in jail after he was found distributing Bibles in the Aegean
city of Izmir.

Hurriyet newspaper quoted one unidentified suspect as saying: "We
didn’t do this for ourselves, but for our religion. Our religion is
being destroyed. Let this be a lesson to enemies of our religion."

Besides the five suspects detained Thursday, four others were taken
into custody at the publishing house Wednesday, as well as a fifth
who underwent surgery for head injuries after he apparently tried
to escape the crime scene by jumping from a fourth-story window. All
were in their late teens or early 20s.

Since last year, Turkish youths have killed a Roman Catholic priest
while he prayed in a church in Trabzon, threatened other priests and
killed a prominent Armenian Christian editor in Istanbul.

The latest violence comes ahead of presidential elections next month, a
contest that highlights fears among Turkey’s secular establishment that
a candidate from Prime Minister Recep Tayyip Erdogan’s Islamic-rooted
party, or even Erdogan himself, could win the job and strengthen
Islamic influence on the government.

Erdogan has rejected the label of "Islamist," citing his commitment
to Turkey’s effort to join the EU.

Christians and other minorities have watched Turkey’s struggling
EU bid with alarm. Many worry the papacy of Benedict XVI, who when
he was still a cardinal spoke against Turkey’s bid for membership,
would only contribute to their problems.
