ARF’s Nikol Aghbalian Student Union organized an exhibition titled `
Cultural Genocide’ in front of the Yerevan State University. The
exhibition was organized as a response to the opening ceremony of Surb
Khach Church on Akhtamar Island.

`By renovating the Surb Khach Church Turkey is trying to present
itself as a civilized country. However, the Church will not operate as
a church but will be turned into a tourist museum. Turkey wants to
prove to the world that is protecting architectural monuments of
global importance. This exhibition reveals Turkey’s true face. The
Turks have destroyed thousands of monuments,’ Chairman of the Student
Union Vahe Sargsian says.

Nikol Aghbalian Student Union has organized similar exhibitions for
several years and new items are added to these exhibitions every
year. `This means that Turkey is continuing its acts of vandalism and
will continue them as long as it does not change,’ the organizers say
adding that the photos will be exhibited in all large universities.

The visitors of the exhibition received leaflets containing the
following statement: `The opening of Surb Khach Church on Akhtamar
Island in Lake Van is another propaganda measure by the Turkish state
aimed at proving to the world that the Turkish state’s centuries’ old
policy of hatred towards the Armenians has changed. While
acknowledging the opening of Surb Khach Church as progress, as
insufficient as it is, we should state that most of the Armenian
historical and cultural monuments that happened to be located on the
territory of the Turkish state have either been destroyed or are on
the edge of destruction. It is strange that the Surb Khach Church is
reopened without a cross.

Being interesting in gaining political and economic profit, the
Turkish authorities do not spare any efforts to present the opening of
the Armenian church as an act of `good will’ towards the Armenians in
an attempt to hinder the process of the international recognition of
the Armenian Genocide.

Taking into consideration all this, we, the Armenian young people,
call on Turkey to look at the reality through the prism of truth, and
stop the massive destruction of Armenian monuments on the territory of
Western Armenia. We call on Turkey to stop distorting the fact of
these territories’ being Armenian, stop violation of the Armenian
minority’s rights in Turkey, to stop the blockade of Armenia and the
denial of the Armenian Genocide. Only this will make it possible for
Turkey to present itself to the world the way it wants to present
itself now.’

A cooperation agreement was signed between the Culture Department of
the Municipality of Verona and the State Linguistic University after
V. Brussov. The agreement aims at discovering the two countries’
cultural similarities and developing cultural ties.

A group of young people from the University of Verona are involved in
the works of the intercultural center called Ramia’s House. The center
operates under the auspices of the Municipality of Verona. The young
people decided to cooperate with the students from the Brussov
University though the theater.

The students from the Brussov University will be able to stage some
performances in Italy. Student exchange programs will be organized for
students from Armenia and Italy that will foster cultural ties between
the two countries and will help the young people know the culture of
the two countries better.

Laboratories that will help the students develop their creative skills
were created in the framework of the first phase of the project. The
newly established theater is directed by the Italian director Aurelio
Sabatino and the head of the Ramia’s House Center Yelena Miliavaca.

In the framework of the cooperation agreement an event titled Meeting
Armenia was held at the E. F. Dall` Abaco Conservatory in Verona on
March 26. The event was organized in cooperation with the Ramia’s
House intercultural center and Alieno Theater.

Armenian songs and music were performed during the event. `Patranq’
(Fantasy) Band from Brussov University was invited by the Ramia’s
House to perform during the event. With this event the first step in
establishing cultural cooperation has been successfully made.

The pre-election period in Karabakh is unprecedented ` with only six
weeks to go before the nomination of candidates nobody has said to be
likely to ballot for this post. What is the reason? We asked for the
opinion of civil society activists. We talked to Albert Voskanyan,
director of the Center for Civil Initiatives.

Mr. Voskanyan, what is your opinion of the pre-election situation? Are
you aware of the possible candidates?

Albert Voskanyan: I think it is early to analyze the pre-election
situation since the candidates and their programs are not known
yet. Of course, it is possible to analyze and make forecasts and try
in parallel to `prompt’ one’s own vision to the society and `support’
the preferable candidates. However, forecasts are not rewarding. We
prefer being more concrete when the question of candidates becomes
clear.

In your opinion, do we need public debates? Are public debates on the
Karabakh settlement and other issues necessary? And is it realistic
that these debates will affect the government policy?

Albert Voskanyan: Certainly, public debates on different issues are
not only useful but also necessary, for dispute generates truth. This
postulation is applicable to the settlement of the conflict over
Nagorno Karabakh as well, the most urgent issue that worries the
Armenian society. I am sure that these debates would have certain
influence on the government policy.

Where and how do you get information on life in Karabakh? Do you feel
you are informed?

Unfortunately, most of the information and especially analysis comes
from foreign sources, which appear to keep the finger on the pulse of
life in Karabakh with more responsibility and consistency. The
Internet helps feel informed, at least about the main events.

On Saturday the NKR minister of education, science and sport Kamo
Atayan held a news conference on the results of the experimental
examination on March 15. The final exam was held in 25 schools, and
the general state exam was held in Stepanakert. The high school
students who will go to university took the general state exam in
Armenian.

The final exam was held at schools. 492 took the exam, including 147
the general state exam.

According to the minister, the maximum score of the general state exam
is 75 points, and that of the final exam is 50. The best score in the
final exam was 47 points (1 student) and the best score in the general
state exam was 68 points (1 student). The lowest score in the final
exam was 3 (1 student), and the lowest score of the general state exam
was 18 (1 student).

The minister said 55 students who took the final exam scored 0-15,
four students who took the general state exam scored 0-25. It means 59
out of 492 students are at risk. The minister thinks the new exam
system needs more contemplation but `the new system of exams will
continue, and this figure may get smaller.’

On the whole, the minister is satisfied with the results of the exam
although he admitts that 10 percent of students may not get a school
certificate.

The Armenian General Benevolent Union is one of the major
organizations of the Armenian Diaspora. It was set up in
1906. Presently the AGBU has offices in 24 countries of the
world. About 400 thousand Armenians get assistance of the union or
take part in its projects. The capital of the organization is 272
million dollars, the international budget is 36 million dollars.
Through donations and funds the Union funds in Armenia and the
Diaspora a number of educational, cultural, youth, charity programs,
sponsors organizations, which work for the prosperity of the Armenian
people.

The organization marked its 100th anniversary last year in Cairo where
the Union was set up, in Paris where the central board of directors of
the organization was based during World War II and in other cities
where a lot of Armenians live.

The final stage of celebrations will be in Armenia. The delegation of
150 member of the AGBU headed by the president of the AGBU Berge
Setrakian will be visiting Armenia on April 2-8. The delegation
includes members of the board of the Union, the central board of
directors, the council of trustees, the heads of branches and members
of the administrative staff. On April 2 the delegation will visit
Artsakh.

A conference on the centennial history of the AGBU will take place at
the National Academy of Sciences of Armenia.

On April 8 the members of the Union will visit Saint Echmiadzin for
the mess of Holy Resurrection.

The celebrations will be concluded by a ceremony and a concert at the
Opera House in Yerevan.

Turkish ambassador to Georgia Ertan Tezgor has called on Armenia to go
forward with dialogue for the sake of new generations and open up new
pages in the relations of the two nations. He said this in an
interview with Armenian Haykakan Zhamanak paper while visiting Yerevan
to attend the funeral of the late Armenian prime minister. The envoy
praised the centuries-old peaceful coexistence of Turks and Armenians
in the Ottoman empire. Tezgor is confident that new thinking, new ways
and approaches should be devised for improving the general picture in
the South Caucasus, and believes that dialogue between Armenia and
Turkey will be fruitful. The following is the text of Anna Hakobyan
report by Armenian newspaper Haykakan Zhamanak on 30 March entitled
"We must open a new page in our relations" and subheaded "Turkish
ambassador to Georgia Ertan Tezgor says"; subheadings have been
inserted editorially:

[Correspondent] Mr ambassador, how logical is it that Turkey
conditions its relations with Armenia through a second country,
particularly Azerbaijan? Does it mean that Turkey will always see its
relations with Armenia not bilaterally but through a third country?

Turkey keen on regional stability

[Tezgor] Since the first day of independence of the three South
Caucasus republics, the Turkish foreign policy has considered the
stability in this region very important. Turkey is greatly interested
in the stability in the Caucasus as it is an important strategic
region. Presently, as before, Turkey, which is also an important
player in this region, works in favour of stability in this
region. Since the beginning we tried to assist the stabilization of
regional conflicts, be it Abkhaz, South Ossetian or other. We do it
firstly for the prosperity and well being of the people living
here. Let us remember that for centuries people have lived here in
peace together, whether Christian or Muslim. However, as the region is
important for other players too, we have always been participants in
conflicts [as given]. We live in the 21st century now and we have to
build a new way of living together. We have to be able to see the
general picture. If all of is able to see it, it will be easy to serve
the prosperity of the people. Dialogue is the most important.

[Correspondent] Still, what can you say about the Armenian-Turkish
bilateral relations?

[Tezgor] If we speak of the Armenian-Turkish bilateral relations, the
general picture is important here too. We have to consider it and have
to be able to find new ways and ideas. It is very important. In
reality not only Turkey but also Armenia wants to have these
relations. I know that [Azerbaijani] President Ilham Aliyev also sees
this general picture, and Armenia also takes it into consideration. It
is important to see things in a new way, to have a new approach. The
most important is to reject the "win-win" situation. If we look at the
past, the Armenian-Turkish coexistence together during the Ottoman
empire can be a great example for us. At that time both Turks and
Armenians had the same culture and religion as today, but we were able
to respect each other’s values. It is impossible to imagine how we
managed to achieve it. Sometimes, I ask myself what happened after
all these centuries and who is guilty, us, you or maybe others? We are
yet to reveal what foreign interference there has been, as a result of
which we have lost all that. Thus, today we have to learn from the
past and create a new way of thinking for the next generations. There
were 24 Armenian ambassadors in Turkey during the Ottoman empire.
During 1915 the ambassador was also Armenian. Of course, those were
most terrible years for the region and the whole Europe. We have the
lessons of history and have to do everything not to allow foreign
interference again. We have to speak to each other and we do
it. However, the dialogue must develop.

[Correspondent] I think there is no need to return to the 1915 and
speculate on who is guilty and who is not. You say that we need to
look to the future and create dialogue. In this connection, we should
remember that the Armenian president has answered the known offer of
the Turkish Prime Minister Recep Tayyip Erdogan. The Armenian
president, for his part, offered to create an Armenian-Turkish
inter-governmental commission, which would take over all the issues,
including the historic and old ones. The Turkish side has not answered
this offer until now. What is the reason, and why is the offer
unacceptable for you?

Turkish-Armenian dialogue should deepen

[Tezgor] First, the whole activity of writing letters shows the honest
intend of the Turkish government to settle relations with
Armenia. This is the reason why Prime Minister Erdogan sent the letter
to President Kocharyan. An answer followed. A discussion began with
these letters, which is dialogue. Concerning your question, there are
always different approaches and opinions. However, we are still
waiting for an answer that will allow the continuation of the process
and give possibility to consider different suggestions. Thus, the door
is still open. We hope that in the nearest future all issues will be
discussed. Personally, I do not know at this moment in which direction
there will be developments but we are waiting for an answer in order
to continue the dialogue.

[Correspondent] Armenia has answered. What other answer do you need?

[Tezgor] Let us not make wordings. We are expecting in the least that
this procedure is given a continuation, that it develops, and that we
are able to discuss the differences between the proposals of the
Turkish prime minister and the Armenian president. However, in reality
we are waiting for an answer that will give an opportunity for the
sides to unite and discuss everything freely.

[Correspondent] What step do you think Armenia should make in order
for Turkey to consider it sufficient to create relations with Armenia,
and what is Turkey ready to do for the same purpose?

Kars-Akhalkalaki-Tbilisi-Baku railway open for others

[Tezgor] I am not in a position to discuss such questions. You know
that unfortunately I have arrived to Yerevan upon a sad event. My
country and I have offered deep condolences to your country upon the
death of the prime minister. My mission is within this
event. However, as I already said, it is important that we see the
general picture. We have to discuss all issues together.

[Correspondent] Mr ambassador, Turkey intends to build the
Kars-Akhalkalaki-Tbilisi railway together with Azerbaijan and Georgia,
which goes around Armenia. Millions of dollars are spent on this
project, while there already is the Kars-Gyumri railway that does not
work because the Armenian-Turkish border is closed. Does this not mean
that Turkey pursues the policy of isolation?

[Tezgor] If you read carefully the Tbilisi declaration, which was
signed by [Azerbaijani and Georgian] Presidents Aliyev and Saakashvili
and Prime Minister Erdogan, it says that the project is open to all
countries. It is stated in the declaration clearly. The idea of the
railway is not to isolate Armenia. We all live in this region
together. If we begin to isolate one of the sides, how can we have
stability in the region? It is important to have friendly relations
with all countries in the region.

[Correspondent] In that case, what will be the reply of Turkey and
Azerbaijan if Armenia states today that it wants to join the project?

[Tezgor] First, we have to make sure that there has been such a
proposal. Afterwards, all the participants in the project must
discuss and give their consent to it. If the declaration says it, the
project is open. However, the issue must be discussed, as there are
other issues that create conflict and take us away from the reality.

[Correspondent] Mr ambassador, Armenians freely travel to Turkey using
the Yerevan-Istanbul flight, but they cannot do the same by road. Do
you see a conflict of logic here?

[Tezgor] Yes. But let us begin from the fact that after the fall of
the Soviet Union, a number of conflicting issues came forth. Regional
issues have not yet been solved between the countries. I do not want
to talk about concrete questions but I would like to say again that it
is important for us to be able to see the general picture. Yes,
certainly the logic is important. However, to reveal what is logical
and what is not we have to take the general picture into
consideration. We cannot consider only one point and find the logic
out of it.

[Correspondent] Which is this general picture?

Time to look at the future

[Tezgor] It is time for us to be able to see and grasp the
developments around us correctly. The policy of the European
neighbourhood towards the three countries of the South Caucasus, the
energy, the roads, the railways, new procedures in the world. Things
change, and we have to be able to open a new page in our
relations. Certainly we have to see the pages of the past that have
already been written. But looking only at the past, we have not
reached anything so far. We have had only a "lose-lose" instead of a
"win-win". Thus, we have to take into consideration the developments
around us and open a new page for us. For this we have to merely look
at the future, to develop new ways of thinking and new approaches.

[Correspondent] You met Armenian Foreign Minister Vardan Oskanyan
yesterday. Have you discussed bilateral political issues during the
meeting? Have you brought a message from the Turkish government and
are any developments or meetings expected in the future?

[Tezgor] First, I have to say that I have known Vardan Oskanyan since
1994, from meetings within the [OSCE] Minsk Group. Afterwards, we have
met again in different international events. We have developed a
friendly relationship. I arrived to participate in the funeral
ceremony of the prime minister. Naturally, we met and exchanged
ideas. However, it was not a political talk. We had a friendly
conversation.

AMERICAN prosecutors are to demand the death penalty for a British man
accused of a grotesque double killing on the drug-fuelled fringes of
the showbusiness community in the Hollywood hills.

Neil Revill, 33, has spent nearly six years in a maximum security jail
in Los Angeles, waiting to be brought to trial. He has always
vigorously protested his innocence, but his plight has until now been
unpublicised.

Now, however, he has been told he will face charges of first degree
murder at a trial in August. Supporters of the ‘goofy’ and ‘gentle’
Briton say he is incapable of killing – and are to appeal to Tony
Blair to intervene.

Revill’s lawyers say the case against him is flimsy. There were no
witnesses linking him to the killings of drug dealer Arthur Davodian
and his girlfriend Kimberley Crayton in 2001 and no confession by
Revill, who claims to have simply been a guest at Davodian’s apartment
the night before the murders.

Even by the standards of LA – a city inured to violence – the double
killing was exceptional in its savagery. Davodian, 22, was killed
first, then stabbed 17 times before his head was severed with
clinical-precision and removed. It was found ten days later, wrapped
in a carrier bag in the front yard of a Masonic lodge.

Girlfriend Crayton, 21, the niece of jazz singer Al Jarreau, had
apparently locked herself in their bedroom while her lover died. But
the killer, or killers, smashed down the door and despatched her with
equal ruthlessness.

She suffered terrible defensive wounds on her hands and arms. Only her
14-month-old daughter, Kaylee, was left alive.

Last week, Revill, a half-blind severe dyslexic from Consett, County
Durham, spoke to The Mail on Sunday by a video link. Though he admits
he had sunk into the world of drugs after his marriage failed – and
had delivered drugs for Davodian on a previous occasion – he has
fiercely denied any part in the murders.

He said: ‘All these years, I’ve kept thinking that something was about
to happen, that there would be some new piece of evidence that would
make them drop the charges and set me free. But maybe that’s a
delusion.’ Clive Stafford Smith, of the charity Reprieve, who is
working with Revill’s lawyers, will write to the Prime Minister this
week pointing out that no weapon has been recovered, there are no
witnesses and no confession from Revill.

There is also new evidence that Davodian was a police informant who
had caused the arrest of powerful figures in the Armenian and Israeli
mafias – gangs whose signature punishment for ‘grasses’ is
decapitation.

One of those he informed on was Andre Bolandi, a leader of a gang
called Armean Power, and Davodian’s main supplier, who thanks to
Davodian’s information is now serving a long sentence.

It has also emerged that there was blood in Davodian’s flat from at
least two unknown males.

Revill’s fall into drug addiction had been a gradual one. At 23, he
moved to Amsterdam and hitchhiked to Munich. There he met the American
student who was to become his wife – a marriage which was behind his
move to America, but which dissolved in 1999.

Revill met Davodian after his marriage ended and became a heavy drug
user.

Then he also became a drug dealer.

Davodian and Crayton were killed in the early afternoon of October 11,
2001. Revill was arrested on November 22.

Revill’s lawyers have not challenged his continued detention because
police inquiries into the murders have continued ever since he was
held, turning up further evidence that appears to support his claim of
innocence.

LA public defender Doug Goldstein, Revill’s lead lawyer, said: ‘He’s
pleasant, polite and articulate: The kind of guy you’d invite home to
dinner.

He’s goofy, kind of humble.’ Revill’s former wife, now a partner in an
international LA law firm, is standing by him. Speaking to The Mail on
Sunday on condition of anonymity, she said: ‘I can’t believe he is
capable of these murders. He was always so gentle.’ As the trial
approaches, Revill is growing more nervous. He said: ‘I know I could
lose this thing and be sent to death row. I understand what might
ultimately happen.’

KIRKUK, Iraq (AP) – A suicide truck bomber targeted a police station
in the oil-rich northern city of Kirkuk on Monday, killing at least 13
people and wounding dozens, including many children from a nearby
school, police said.

The attacker rammed the truck into the concrete blast barriers
protecting the back of the compound at about 11:30 a.m., detonating
his explosives, which were hidden under a load of flour, local police
spokesman Brig. Gen. Sarhat Qadir said.

The Rahim Awa police compound is in a predominantly Kurdish
neighborhood in a northern part of the city, and other officials said
U.S. troops had been visiting an Iraqi criminal investigations unit
when the blast occurred.

AP Television News footage showed one U.S. soldier seen standing
nearby with a bandage around his head and blood on the front of his
uniform. The U.S. command in Baghdad said it was looking into the
report.

He said 13 people were killed and 137 wounded. He also said at least
20 children on their way home from a nearby school were among the
casualties, although he could not provide a breakdown of how many were
killed or injured. The force of the blast also devastated four
buildings in the area.

Doctors at the hospital worked in a scene of bloody pandemonium as
wounded were brought to the emergency room. There was barely room to
move.

Most of those being treated appeared to be either very young children
or schoolgirls, many crying and with blood spattered on their
clothes. Several badly mutilated dead bodies filled the back of a
police pickup truck as a U.S. helicopter flew overhead.

The attack comes days after the Iraqi government endorsed plans to
relocate thousands of Arabs who were moved to Kirkuk as part of Saddam
Hussein’s campaign to force ethnic Kurds out of the city in an effort
to undo one of the former dictator’s most enduring and hated policies.

Kurds are seeking to incorporate the city, 180 miles north of Baghdad,
and into their nearby autonomous region. But the move has met strong
opposition from Sunni Arabs who fear being isolated from Iraq’s oil
riches, which are concentrated in the north and the mainly Shiite
south.

Many have blamed a recent rise of violence in Kirkuk on Sunni
insurgents who fled Baghdad ahead of a U.S.-Iraqi security crackdown
in the capital.

The ancient city of Kirkuk has a large minority of ethnic Turks as
well as Christians, Shiite and Sunni Arabs, Armenians and
Assyrians. The city is just south of the Kurdish autonomous zone
stretching across three provinces of northeastern Iraq.

Iraq’s constitution sets an end-of-the-year deadline for a referendum
on Kirkuk’s status. Since Saddam’s fall four years ago, thousands of
Kurds who once lived in the city have resettled there. It is now
believed Kurds are a majority of the population and that a referendum
on attaching Kirkuk to the Kurdish autonomous zone would pass easily.

Henick, PR Officer U.S. Embassy in Azerbaijan, when commenting on the
increased activities of the American armed forces in the Persian Gulf
as a preparation for overland and air operation against Iran. Henick
said information on alleged attack on Iran is false. The U.S. supports
peaceful resolution of the conflict, he underscored.

Azerbaijan won’t offer its territory for war against neighbors

/PanARMENIAN.Net/ Azerbaijan will never allow third states to use its
territory against neighbor countries, says a statement issued by the
Azeri Ministry of Defense. Being a member of the international
coalition Baku has offered its air space as support for anti-terror
operations. However, Azerbaijan will not offer to use its territory
for activities against its neighbors, reports Day.az.

When in Tbilisi, U.S. Deputy Assistant Secretary of State for European
and Eurasian Affairs Matthew J. Bryza said the United States would
like to use Azeri airdromes if necessary.
