Boris Frlets, head of OSCE monitoring mission met with People’s
Party of Armenia as well as its leader Stepan Demirchyan and
Felics Khachatryan, the representative of "Justice" alliance in
CEC. The meeting was very cordial. Different issues were talked
over. PPA members informed that some parties had started the election
campaign. Felics Khachatryan promised to report OSCE group about the
situation periodically.

They hoped the observers to be very unbiased and impartial at the
elections.

Brussels – A conference related to what has been often called as
the Christian Holocaust, that is the destruction and genocide of
Christian Assyrians, Greeks and Armenians, was held early last week
in the European Parliament in Brussels.

The event was hosted by the European parliamentary groups of the
European United Left-Nordic Green Left, and the Seyfo Center, an
Assyrian institution working on increasing wider public awareness of
the genocide of the Assyrians, Armenians and Greeks by Turkey.

The genocide took place in the years between the end of the Ottoman
empire and the creation of the Turkish state by Mustafa Kemal Pasha
(Ataturk). It has been estimated that at least 3.5 million Christians
were slaughtered and another 2 million were forced to exile.

The panel speakers included MEP Eva-Britt Svensson of the GUE/NGL,
Sabri Atman, Director of the Seyfo Center, Prof. Dr. David Gaunt,
Sodertorns University College, Sweden, MEP Markus Ferber of the EVP-ED,
and Dr. Willy Fautre, Director Human Rights Without Frontiers, a
major human rights NGO. The panel was chaired by Ms. Nicme Seven of
the Assyrian Youth Federation.

MEP Svensson called for Turkey’s membership in the EU, but not without
first complying with the Copenhagen criteria regarding the genocide as
well as the "unrestricted opening of Ottoman archives for the world
to see." Svensson further stated that "in a democratic environment,
such issues should be discussed openly and not suppressed. Turkey
should not be an exception."

Sabri Atman agreed that the current Turkish position regarding
the genocide and the silence by the EU countries is ethically
unacceptable. "33% of the [Turkish] population was Christian. Today
in Turkey, the total number of Christian people only amounts to 0.1%
of the population. What happened to these people? What happened to
the Assyrians, Armenians and Greeks? Where are they? Where did they
disappear to?" he asked.

Atman also addressed some of the counter arguments offered by some
Turkish politicians that "Armenian organizations were fighting against
the Turkish authority for independence and for that reason hundreds
of thousands of Armenians lost their lives. This is just complete
fabrication. How about the Assyrians, which Assyrian organization
was fighting for independence? "

Prof. Gaunt provided an answer to Mr. Atman’s questions by stating
that "evidence shows that Assyrians did not have any armed offensive
measures". Gaunt also provided a historical overview of the genocide
and how it expanded past the Ottoman areas and well into Persia. He
also completed a book on the Assyrian genocide.

Dr. Willy Fautre, focused on the specific Assyrian experience during
the genocide and the current activities of Turkish groups in Brussels,
the capital of Belgium and the European Union. On the Assyrian
experience, Fautre stressed that "based on the formal definition of
Genocide, the widespread persecution of the Assyrian civilians indeed
constituted a form of Genocide. Up to now the international community
has been hesitant in recognizing the Assyrian experience as a form
of genocide. However, the Assyrian Genocide is indistinguishable,
in form, from its Armenian counterpart."

Fautre also provided numerous accounts of blatant interference and
activities by Turkish groups in Belgium to suppress any talks and
actions that shed light on the genocide perpetrated by Turkey. He
called on the Belgian government to take action by recognizing the
genocide unambiguously as well as have their government members do
so and by screening their candidates regarding the genocide and to
swear the allegiance to the Belgian state.

MEP Markus Ferber stressed that the evidence, he has seen, shows that
over 3 million people (Assyrians, Greeks and Armenians) were victims
of genocide by Turkey and that his party will only support membership
if Turkey faces its past and addresses it. Ferber went even further
and opposed a full membership of Turkey, offering insted the status of
"privileged partner."

Finally, Ms. Nicme Seven explained that the conference was held at
this specific week when Turkey’s chief EU negotiator Ali Babacan is
to travel to Brussels to attend the intergovernmental conference for
the restart of membership talks with Turkey.

EU accession negotiations with Turkey have been at a standstill for
almost a year for reasons related to the Cyprus problem, Turkish
obligations towards EU and Cyprus and the European public’s profound
opposition to the EU membership of Turkey, a Muslim country.

The European Parliament conference hall was filled over capacity by
mostly Assyrian family members of genocide victims and survivors who
traveled from various European countries and even the USA.

The conference was concluded by the signing of a joint press statement
by the panel speakers, in which it was stressed among others that
Turkey must come to terms with the genocide of its Christian minorities
before obtaining EU membership.

�he governments of various EU member-states, among which France and
Greece, have also stressed the necessity for Turkey to acknowledge
the genocides of Armenians, Greeks and Assyrians before eventually
acceding to the European Union.

Chinese Computers In The RA Foreign Ministry

Today the ceremony of document signing took place in the RA Foreign
Ministry. Under the given document the Democratic Republic of China
will render technical assistance, namely computer equipment, to the
RA Foreign Ministry.

To note, the event was designated to the 15th anniversary of the
Armenia-China diplomatic relations.

Today Court of First Instance of Kentron and Norq communities decided
to prolong the term of Zhirayr Sefilyan /Commander of Shushi special
regiment/ and Vardan Malkhasyan / member of the Fatherland and Honour
Party/ for two months.

Meanwhile, their friends, acquaintances, as well as representatives
of public and political organizations assembled in the Tekeyan Centre
to watch a film on Jirayr Sefilyan.

"Jirayr is a real hero. He hasn’t quitted Armenia regardless of the
obstacles and he will never do it," says one of Sefilyan’s adherents.

Deputy Tatul Manaseryan, noted, "The struggle started by Zhirayr
still continues with more severe methods.

Vigilance is not a solution to the matter; one must be armed with
prudence and patience."

After an hour’s meeting the presentees headed for the court with
posters "Release Zhirayr Sefilyan and Vardan Malkhasyan!"

To note, Court of First Instance of Kentron and Norq Marash was
chained by the policemen. The rally participants threw eggs at the
court building with shouts, "Freedom", "Shame on you!" etc.

The police remained indifferent to their action at that moment. But
a few minutes later A1+ came to know that some rally participants
had been detained, among them Armen Eghyan, Karo Karapetyan, Kadmos
Baghiyan, members of Protection of Liberated territories Initiative
and Vahan Sargsyan, former police head of Kotayk Marz.

President To Chair Tomorrow’s Government Session

Regular session of government will be held tomorrow, as every Thursday,
government press services report.

Armenian President Robert Kocharyan will chair the session.

This is the first ever session since the death of Prime Minister
Andranik Margaryan. The recent session was cancelled.

Today is the final date, according to constitutions, to appoint a
prime minister. Until now, no news comes from the president’s house.

Sadoyan Wants To File A Case Against Public Services Regulatory Comm

Arshak Sadoyan, chairman of National Democrat’s Alliance, will file
a claim in court against Public Service Regulatory Committee to
cancel the recent three decisions of the committee. Sadoyan said it
is against the constitution to force customers to conclude contracts
with the operator while buying mobile pre-paid cards. "Can 15 years
old children, who have not passport yet, use mobile service?" Sadoyan
raises the question. Sadoyan also demands to cancel May 2006 decision
of the committee on Internet access services.

The chairman says Democratic Way party has joined him in this
initiative also promising "to raise the issues after the elections."

Catholicos Receives Armenians And Russian Foreign Ministers

Catholicos of All Armenians, Garegin B, received today Sergey
Lavrov and Vardan Oskanyan, foreign ministers of Russia and Armenia,
St. Echmiadzin press services report.

Greeting Lavrov’s visit to Armenia, Garegin B pinpointed to
century-long friendship between Armenians and Russians. "Let us
believe that the friendship between Armenians and Russian will yield
good results for our nations. Together with All Russia Patriarch Alex
B, we will try to contribute to strengthening of these relations,"
the Catholicos said.

His holiness said he is pleased with Russia’s important involvement in
Nagorno Karabakh conflict settlement. "We value friendship, partnership
and cooperation. We also highly assess the attention that Armenia
pays to Russian culture…." minister Lavrov said.

In the course of 2006, 6500 applications were submitted to Human Rights
Ombudsman’s Office with 243 of them receiving positive reply. Ombudsman
Armen Harutunyan believes it is "a very big figure." He said Greece
is bigger in population for several times but the ombudsman’s office
received 10000 applications.

Harutunyan said Armenia should have had some 3000.

Harutunyan believes violations are systemic in Armenia. "State
structurs should have looked to citizens and their rights. Here, we
observe the contrary process. These structures are united and work
for each other. For example, the mayor is the chairman of Project
Implementation Office management board but he may issue decisions on
non-compliance with court decisions."

Harutunyan believes it is strange that people with applications on
property rights do not get positive replies concerning alienation of
property. He said similar cases have 40% success in Lithuania. The
ombudsman said officials never apply to the office but political
figures do.

Foreign Minister of Armenia Vardan Oskanian, highly appreciating the
importance of his meeting with his Russian colleague Sergey Lavrov,
represented on a press conference the details of the meeting.

The Foreign Minister of Russia, as it was expected, first of all
emphasized the military and strategic partnership with Armenia. He
added that Armenian-Russian cooperation is on a very high level aty
present and includes almost all possible spheres.

Mr. Lavrov reminded that his visit is dedicated to the 15-th
anniversary of establishment of diplomatic relations between the
two states.

Foreign Minister Lavrov said that he considers the Karabakh conflict
unique in the world practice due to rather the mutual accordance of
the mediators’ approaches than the principles of its settlement. He
added that the interests of Russia, USA and the EU in the settlement
of the Karabakh conflict are not in contradiction with each other.

Sergey Lavrov stated that Russia, besides being a mediator between
the sides of the conflict, is also ready to become the warrantee of
any agreement achieved between the sides.

The Russian Minister informed that the construction of Kars-Akhalkalaq
railway, increasing the economical isolation of Armenia, has not been
started yet. He stated that Russia wants nothing to create difficulties
and complications for Armenia. Lavrov noted that long-term agreements,
which will be signed after establishing agreement between Armenia
and Azerbaijan on Karabakh, will be of considerable importance for
the Poti-Caucasus ferry, exploitation of which is soon to be started.

Lavrov also expressed Russia’s position on eth opening of the
Armenian-Turkish border. In connection with the dislocation of
Russian corpses on the border the Foreign Minister of Armenia,
Vardan Oskanian, said that first of all this is a circumstance
provided by a Russian-Armenian agreement, and secondly an important
term of Armenia’s security. In his return Lavrov said that Russia is
interested in sustaining military bases in a vitally important region.

To Sergey Lavorv’s opinion, threats of starting military campaign
against Iran on April 6 are not serious. He stated that Russia does
not accept military solution of any conflict. In connection with a
rising wave of xenophobia in Russia he again stated that the Russian
Government and he personally is against any violence.

Russian Foreign Minister informed that the Government does everything
to reopen the Upper Lars checkpoint as soon as possible, which was
closed which was allegedly closed for reconstruction. He said that
the works will be continued until eth checkpoint meets all modern
requirements.

Armenian Foreign Minister Oskanian informed that the Minsk
Group has not yet come to agreement about the date of the next
Oskanian-Mamedyarov meeting. Most possibly the meeting will take place
in late April or in May. The meeting is to be dedicated to the work
on the Armenian-Azerbaijani agreement terms and the discussion of a
possible meeting of the Presidents of the two states.

Recently the "Abhaber" website, the Turkish version of "Euronews",
published an article by professor Hasan Koni, lecturer at the
International Relations Department of the Ankara State University. In
the article, entitled "The Armenian Question and the International
Status of Turkey", professor Koni speaks about Turkey’s efforts to
establish diplomatic relations with Armenia and explains their failure
by the interference of Russia.

Koni also mentions the terrorist act of October 27, 1999 in the
Parliament of Armenia. We cannot either deny or affirm his statements,
but one thing is certain about them: they are rather interesting. "In
1993 a conference of Turkish republics was held. Hasan Hasanov,
who was Foreign Minister of Azerbaijan those days, on the conference
complained that the promised dollars had not been received yet. He
said Azerbaijan was being cheated for two years. Indeed in those
times Caucasus expected financial assistance. At the moment Russia
appeared on the scene. Russia provoked Armenia against Azerbaijan in
the issue of Karabakh. We tried to establish relations with Armenia
(then, in the days of Kocharian five politicians, with who we had
got in touch, were murdered in the House of the National Assembly
of Armenia, for if Armenia established contact with us, Russia would
lose the region forever). We were not permitted to establish contact
and turn the Armenians on our side (of course, it is uneasy to speak
all about this to the international public)."
