YEREVAN, APRIL 5, NOYAN TAPAN. Human rights violations are system ones
in Armenia, the RA Ombudsman Armen Harutyunian believes. Presenting
the 2006 annual report on the human rights situation in Armenia,
A. Harutyunian expressed concern that the country’s institutional
system of state bodies is orientated towards itself rather than
citizens and their rights. "In many cases examples show that an
autonomous system has formed, while citizens with their rights have
been left out of it," the ombudsman said.

According to him, in 2006 courts were in first place by the number of
complaints received, Yerevan mayor’s office – in second place, followed
by the police, prosecutor’s office and justice bodies. In 2005, Yerevan
mayor’s office was in first place, followed by the police and courts.

In the opinion of A. Harutyunian, number one problem of 2006
was Yerevan mayor’s office activities. It was decided to keep
these activities under control in 2007 too. In case of necessity,
the omudsman is ready to make special reports on this subject. For
example, in the ombudsman’s words, the mayor allows to do construction
work in some place but construction starts in some other place, the
intermediation gives no result, while according to court decisions,
"the mayor may allow construction to be done wherever he wants." A.
Harutyunian also expressed concern at the fact that over the past
4-5 years, no citizen has won a lawsuit in connection with property
alienation process.

According to statistical data, in 2006, the RA Ombudsman’s Office
received 6,500 applications, which, in the opinion of A. Harutyunian,
is a huge number.

243 applications got positive solution. In 2005, there were 4,200
applications, with 208 getting postive solution.

ICI-LE-MULINO, APRIL 5, NOYAN TAPAN – ARMENIANS TODAY. A match between
"French Armenian Football Stars" and "Symbolic French National Team"
took place at the stadium of the French city of Ici-Le-Mulion on
March 31.

According to the RA MFA Press and Information Department, world
champions, former members of the French national football team Yuri
Djorkaeff and Alen Bogossian, as well as Eric Asadurian and former
player of Yerevan’s "Ararat" Ashot Khachatrian made the core of
the Armenian team. Advisor of the Armenian embassy in France Vahagn
Atabekian was also included in this team.

The "Symbolic Team" was composed of famous French football-players and
sport commentators. The event was held within the framework of Year
of Armenia in France and closed symbolically a series of 40 events,
which were organized by Ici-Le-Mulino Mayor’s Office and local cultural
and sport unions from February 1 of this year.

The match was started by Mayor of Ici-Le-Mulino Andre Santini,
the Armenian ambassador Eduard Nalbandian and famous TV commentator
Daniel Bilalian.

The "Grands of Armenian Football" won the match with the score
5:0. The event was widely covered by French sports press and various
television channels.

A week before this match, a friendly meeting between the youth national
boxing teams of Armenia and France took place, at which world-famous
French actor Jean Paul Belmondo was present.

The artist Sarkis Zabunyan, known worldwide as Sarkis, was born in
Istanbul in 1938. In 1964, to widen his horizons, he decided to visit
Paris with Isil Akyuz, his young Turkish wife. They never left.

I grew up in Istanbul. My father was a butcher; my mother a
housewife. They had no schooling whatsoever and certainly no interest
in art. Armenians from Anatolia, they escaped the massacres and in
1915 arrived in Istanbul, which was then Constantinople. Because I
learned French at the Lycée Saint-Michel, a very strict Catholic
school run by priests, I became intrigued by France.

After my architectural studies at the Academy des Beaux-Arts, Istanbul,
and my marriage to Isil, a philosophy student, we both wanted to
discover the Louvre, to see real works of art such as Uccello’s
"The Battle of San Romano".

When I was young I worked in a pharmacy and seriously thought of
becoming a doctor. I would have done but I can’t stand the sight of
blood. When I discovered Edvard Munch, aged 15, I knew I wanted to
become an artist. I didn’t want anyone to know I was painting so I
studied architecture.

I have kept my mother’s house in Istanbul. It’s in the centre of
town. All her furniture is there and I’m adding some of my works,
so they can be side to side. One day I’ll probably turn it into
a museum. There are so many memories. I was a child of the second
world war and it has marked my life. We were always toiling, trying
to make enough money to survive. When she came to Paris to see me,
my mother said she didn’t know how I could live with all the odours
and constant stress but I suppose that’s what I thrive on. As Nietsche
said: "Only that which never stops hurting remains in the memory."

I am very proud that the Louvre asked me to create a concept exhibition
for them as part of Armenia Year in France.

My project is a meditation on space and time. Through video
transmission I invoke the four works that have meant the most to me
in my life as an artist: " The Battle of San Romano", "The Issenheim
Altarpiece" by Mattias Grunewald, "The Werkcomplex" by Joseph Beuys
and the painting that decided my career, Munch’s "The Scream". With
a technique never used before, three of the works are transmitted
direct from the museums where they are exhibited and projected live,
in the Louvre, on three large screens. It was not possible to transmit
"The Scream" so I show my video film tribute to Munch entitled In
the Beginning, Munch’s Eye. It’s my own virtual museum, realised with
state-of-the-art technology.

The Louvre gave me ‘carte blanche’. I like to encourage promising
young artists. Patrick Neu’s extraordinary technique, whereby he
paints "The Battle of San Romano" on smoked crystal wine glasses, is
displayed alongside my installations. At the same time I also have an
exhibition at the Musée Bourdelle and Neu exhibits some pieces. I
also invited Jean-Marie Perdrix to decorate Antoine Bourdelle’s
typical French apartment with experimental African art – awesome
pieces created using recycled black plastic bin bags, found objects
and wood, all gathered in Burkina Faso. It is part of the movement
called Yambaplast. Over there rubbish is a way of life. It makes the
earth sterile so something must be done.

I don’t own a car. I discover everything by walking or taking the
metro. My studio is a former printing factory in Villejuif. I do not
consider it to be a Paris studio in the same way I don’t consider
myself to be a Paris artist.

There’s the entire world inside. I live within walking distance of the
studio and compose works in my head while striding along the road. To
bring me down to earth I stop for an espresso in a bar where they
make the best coffee in Paris. I would know the taste blindfold. Or
I stop at Le Rebelle, where a very large chef makes the best hot dogs
in the world.

I am always pleased to return to Paris. This is because I have
developed regular habits in and around the city. I have travelled
the world and clocked up 450 exhibitions in 100 museums. Returning
to Paris, I get so much pleasure from the Pompidou Centre; the
architecture is brilliant. Also the City of Music at La Villette,
where the acoustics are so magnificent. I have just spent a few days
in Le Croissic, near La Baule. I need to be in the wilds, to feel the
wind, watch the strength of the Atlantic Ocean crashing on the rocks
and cut myself off (except for Isil) from the world. But after three
days I can’t wait to turn the lock on the door of my atelier. Looking
abroad, I am fascinated by India, China, Africa and Europe. My nature
is such that I always look on the bright side, never find it necessary
to be negative.

The Villejuif metro station always stops me in my tracks. I really like
living in Paris when I see Mario Cucinella’s design. I take people
there to see it. His focus of interest lies in the environmental
quality of architecture and I admire the play on light and space.

I lead a very simple life. I’m always working, even when I’m not
working. I love to listen to music. In my studio I have a wonderful
sound system. Then there’s the City of Music at La Villette, the
cinema, arriving home to the aroma of Isil’s cooking.

I consider myself to be a citizen of the world. I would like to witness
the opening of the frontiers between Turkey and Armenia. In France,
following Armenia Year 2007, they will celebrate Turkey in 2009. I
would like to see the French invite young artists from both countries
to exhibit their work together.

You know, my motto is "Anilarim vatanimdir – My memories are my
country".

Yerevan, 5 April: Armenian President Robert Kocharyan held a government
session today and introduced to the cabinet members Serzh Sargsyan,
who was appointed Armenian prime minister on 4 April.

"I think that there is no need to introduce Serzh Sargsyan. I will
just recall that he has been a member of government since 1993 and
worked at the presidential administration for six months during this
period of time. He worked as defence minister in the past eight and
half years and commanded the Armenian army, which we all are proud
of. It is difficult to assess Sargsyan’s contribution to the formation
of the army.

"I have known him personally for a long time. Serzh Sargsyan is
a hard-working, decent and logical person. I am sure that at this
responsible period he will be able to lead the government, especially
in view of the fact that we actually do not have other people with
such experience," the press service of the government quoted the
president as saying today.

Kocharyan urged the government members to organize their work in the
run-up to the presidential election in a way that will ensure that
the ministries’ work schedules are not disrupted.

Armenia To Suffer Drastically From US Attack On Iran

ARMENIA TO SUFFER DRASTICALLY FROM US ATTACK ON IRAN

Excerpt from Vardan Grigoryan’s report by Armenian newspaper Hayots
Ashkharh on 5 April headlined "The ghost of the US-Iran war in
Azerbaijan and Armenia"

The recent tensions in US-Iran relations have caused serious concern in
the South Caucasus countries, which grows especially in the light of
the recent facts "spotlighted" by the Israeli and Russian intelligence
services.

However, a thorough examination of the information currently available
shows that at least for now, the United States is trying to act
against Iran using threats used in psychological wars.

The unpredictable situation in US-Iran relations has affected all
the countries neighbouring on Iran, and Azerbaijan’s position is the
worst among them. That country has begun to build bomb-shelters and
strengthen its air defence system fearing that Iran may strike oil
facilities in Baku.

Unlike Azerbaijan, the possibility of war between the USA and Iran
is seen as a double-edged weapon. Some commentators try to create an
impression that Armenia, unlike Azerbaijan which has found itself
in a desperate position, will suffer only in terms of economy and
communications, and this is a very one-sided assessment.

Certainly, it is not realistic that after Iranian nuclear
facilities are hit, large radioactive clouds will spread across that
country’s borders because those facilities are still in the stage
of construction. But if the USA uses super-powerful bombs to destroy
Iran’s underground military facilities, Armenia might face a threat
of new earthquakes, especially that the Armenian Nuclear Power Plant
is located on the geological fault of Iranian mountains.

There will be more complicated consequences if the Armenian-Iranian
border is closed because Armenia, blockaded by Turkey and Azerbaijan,
will temporarily be held hostage by the developments in neighbouring
Georgia. Let’s remember how the closure of the Russian-Georgian
border and the winter energy blockade of Georgia affected our
country. Azerbaijan and Turkey benefited from it by stretching a
helping hand to Georgia and extorting an agreement to construct the
Kars-Akhalkalaki railroad.

Taking into account the possibility of a war between the USA and
Iran, our two "hostile neighbours" will do whatever they can to cause
problems in Armenian-Georgian relations with the aim of dictating
new conditions to Armenia.

If Iran closes its border with Armenia and Armenian-Georgian clashes
are provoked in Javakheti [Georgian region predominantly populated
by Armenians], Armenia will find itself in a desperate situation,
making it easier to dictate conditions to our country in the Karabakh
and other issues.

So we should not be inspired by the sad fate Azerbaijan may face in
case of a US-Iran war because Azerbaijan has strong links with Turkey
via Georgia, while Armenia – after the border closes with Iran – will
become dependent on the unpredictable behaviour of Georgia which might
become an arena for possible Turkish and Azerbaijani provocations.

Russian Foreign Minister Sergey Lavrov’s visit to Armenia was not
covered by the Russian media, and by following the Russian media it was
hard to guess that Lavrov was in Armenia, reporter Anna Hakobyan wrote
in the Armenian newspaper Haykakan Zhamanak on 5 April. Though Lavrov
was accompanied by a large group of Russian reporters, none of them put
a question dealing with Armenia to Armenian Foreign Minister Vardan
Oskanyan at the joint news conference of the foreign ministers. Is
there anyone who is surprised by such an inconsiderate attitude of
Russian journalists towards Armenia, or is any Armenian official
concerned with such ignorance towards his country? We don’t think so,
the newspaper said. But it would be good if Armenian President Robert
Kocharyan, who behaves like a humble brother when speaking to Russian
President Putin, and Foreign Minister Vardan Oskanyan, who always
makes polite gestures to the Russian foreign minister, thought about
Armenia’s image in the eyes of the world, Haykakan Zhamanak stressed.

Lavrov lectured at Yerevan State University on 4 April, speaking
again about centuries-long Armenian-Russian friendship. He said that
in the past two years, the Russian and Armenian presidents have met
eight times, and that Armenia is right to trust the future of its
non-operational companies to Russia.

But no professor or a student tried to remind Lavrov that all those
companies have not been put in operation after they were given to
Russia, the newspaper said. However, they asked a question about
the section of the US Department of State human rights report on
Karabakh. Lavrov said in response that this report is often politicized
and that the Department of State never publishes reports on human
rights in its own country, Haykakan Zhamanak said.

parliamentarian elections will include at least 150 members. During
the preliminary stage 29 observers from the long-term mission will
work in Armenia, chief-coordinator of CIS observation mission, Sec.
Gen. of CIS Executive Committee Vladimir Rushaylo stated in Yerevan
April 5 after having met with CEC (Central Electoral Commission)
head Garegin Azaryan.

According to Vladimir Rushaylo, the headquarters of the observation
mission opened on April 4 in Yerevan, "besides a certain work is
being done for opening 4 more headquarters in regions". He added
that observers are going to visit 41 electoral districts and up to
60 percent of electoral constituencies.

The Sec. Gen. of CIS Executive Committee said during gathering
the observation mission experts took into account the number of
political divisions, number of candidates and peculiarities of
Armenian elections.

Nine CIS countries confirmed their wish to participate in observation

already been outdated, in the new circumstances that are currently
developing in the region, it is necessary to conduct a more active
and balanced policy, Director of RA NAS Institute for Oriental Studies
doctor Ruben Safrastian stated to a press conference in Yerevan. "If
Armenia continues in the same spirit, isolation of the country will
become stronger. If a war breaks out between Iran and the United
States, Armenia will be connected to the world by the only way via
Georgia. And in case if Armenia changes her foreign policy line,
both enemies and friends will relate to us more serious," the expert
stressed. He also noted in case if a war breaks out against Iran,
Armenia’s policy must rely on international law.
