TOO MUCH PRESSURE AND GAMES

It has been said that the Mill Company’s poor management affects the
Bread Factory as well.

I am the owner and CEO of the both companies. Recently the companies
have sustained losses, we have debts, including salary debts. To find
out the circumstances and the cause I suspended the financial and
economic activities of the CEO and carried out an audit. I extended the
information to the Office of Prosecutor General. I am the plaintiff as
an owner of the given enterprises. I am empowered to file a complaint
with the Office of Prosecutor General, and I seek a legal remedy.

According to the bylaws of the company, the CEO is responsible for
the activities and the losses due to his activities.

I had to solve a number of problems on my expense, but it does not
mean that the manager is not responsible. I did it out of compassion,
but the management of the company abuses my kindness.

Despite the financial difficulty, I continue to supply bread to the
army on my expense, as it was arranged earlier. And I get considerable
help from Garni Group, the mills of Khodjalu, Askeran and Togh,
the Victoria Trade Company, Shahen Vardanyan from Yeghegnadzor,
as well as the companies Flash, Petrol Service, and a lot of people
from Stepanakert.

Thanks to them, I was able to fulfill my obligations to people and
the army.

Thanks to the workers of the Bread Factory and the Mill for their great
patience. I am also grateful to the NKR government and NKR President A.
Ghukasyan.

As to the information that appeared in your newspaper that the workers
of the mill went on a strike, from January 1, 2007 to the end of the
audit, by my decision, the company was not working, consequently the
workers could not go on a strike. Over this time, many workers have
turned to me for help, including medicine. I help them on my expense,
although I have also paid part of their salaries. I give 5 loafs of
bread to each worker every day, I opened an account in a pharmacy
for the workers.

I make donations outside my companies as well.

Besides, from January 2005 we started selling bread 30 percent cheaper
than on the market. The rumors that the Bread Factory will be closed
down are false, and I assure that the company can start operating by
July 1.

There is too much pressure and games but the Bread Factory and the
Mill will reopen because it is very important for NKR.

NA MEETING: QUESTIONS TO GOVERNMENT

During the meeting of the NKR National Assembly on April 4 Member
of Parliament Janna Galstian raised the question of the workers of
the mill who went on strike a few days ago. She asked the government
how the problem of the workers who have not been paid for 6 months
would be solved. Prime Minister Anushavan Danielian said he had
talked to the owner of the company, who blames the managers of the
company. "I told him if the salaries are not paid, they will be
sued," the prime minister said. He also said the owner has left for
Yerevan and promised to solve the problem over the next week. Member
of Parliament Sergey Ohanian said the voters of his constituency
alarmed that old pipes are used to lay out the new pipeline of the
region. The NKR minister of urban planning M. Hakobjanian said old
pipes were bought to lower the costs of the construction, but added
that the pipes were checked and can be used. Member of Parliament
Vahram Atanessian asked if it is expedient to build a gym in Karvachar
in 2008 if there are very many other important issues, namely the
reconstruction of houses. Prime Minister Anushavan Danielian said the
gym is necessary for Karvachar. As to the reconstruction of houses,
he said efforts are made in this direction. Last year 18 houses
were repaired, and this year over a dozen houses will be repaired,
he said. The second question of Vahram Atanessian referred to the
transportation of passengers from the region f Kashatagh.

The minister of territorial administration Armo Tsaturian said the
question was discussed with the administration of the region, which
will come up with a proposal.

NATIONAL ASSEMBLY ADOPTED AMENDMENTS TO ELECTORAL CODE

During the meeting of April 4 the NKR National Assembly discussed
the amendments to the NKR Electoral Code, the press service of the
NKR National Assembly reported. Sergey Nasibian, the chair of the
Central Electoral Commission, presented the bill and mentioned that
the amendments are necessary to make the Electoral Code comply with
the NKR Constitution, as well as to fix the imperfections of the
code revealed in the previous elections and to conduct a compliant
presidential election. The bill includes amendments to about 15
articles of the Electoral Code. The amendments include the right to
vote, the nomination of presidential candidates, the number of members
of parliament, the age of a member of parliament, the periodicity of
the parliamentary and local elections, etc. The chair of the State
and Legal Committee Hovik Jivanian presented the conclusion of the
committee, approving the bill. The parliament adopted the bill.

CELEBRATION OF THE EASTER TO START IN THE EVENING

This evening the Armenian Apostolic Church will start celebrating the
Resurrection of our Lord Jesus Christ. The Feast of Resurrection is
called also Easter (Zatik), which means estrangement from sins and
return to God.

On this day people color eggs, symbolizing the resurrection and start
of new life, and the red color symbolizes the blood of Jesus Christ,
shed for our salvation.

The Mother See of Holy Etchmiadzin and the Shoghakat TV Company,
working in conjunction with the Public TV of Armenia, announce the
live global telecast of the Pontifical Divine Liturgy on Easter Sunday
in Holy Etchmiadzin. The celebrant will be His Holiness Karekin II,
Supreme Patriarch and Catholicos of All Armenians.

Armenian communities throughout the world will be able to watch
Easter Divine Liturgy broadcast live from the Mother Cathedral of
Holy Etchmiadzin on Sunday morning, April 8, on the Armenian Public
TV available through satellite providers.

ARMENIA CELEBRATING THE DAY OF MATERNITY AND BEAUTY

Today is April 7 – the Day of Maternity and Beauty. The women’s month
that started on March 8 is coming to an end today.

During the first years of independence of the Republic of Armenia April
7 was included in the list of our holidays, taking into consideration
that for already 1 700 years the Armenian Apostolic Church has
celebrated it as the Feast of the Annunciation of the Holy Virgin Mary.

Under the high auspices of the Catholicos of All Armenians Karekin
II the Feast of the Annunciation was declared the Day of Blessing
of Maternity.

GRIGOR AMALYAN APPOINTED MEMBER OF THE NATIONAL COMMISSION OF PUBLIC TV AND RADIO COMPANY

THE ELECTION CAMPAIGN KICKS OFF TOMORROW

The election campaign of the May 12 parliamentary elections is starting
on April 8. All 24 parties and 1 alliance have equal right to use free
and paid air time on Public TV and Public Radio. I compliance with
RA Electoral Code, the Central Electoral Commission will publicize
the procedure and schedule of provision of free and paid air time on
April 8.

The political parties can use also the paid air time of private TV
Companies. The elections propaganda can be carried out through public
arrangements, distribution of print or video materials.

The electoral campaign will continue through the 10th of May:
any propaganda is prohibited on the day of voting and the day
before. Electoral commissions are due to control the commitment to
the set procedure of propaganda.

Publishing of results of public opinion polls on the rating of
candidates, parties and alliances is prohibited on May 5-12 at 20:00.

Let us remind that 25 parties have submitted necessary documents to
the Central Electoral Commission, all of which were registered. The
CEC registered 134 out of 141 majoritarian candidates that submitted
documents.

The candidates, parties and alliances can withdraw their candidacies
before May 2.

NKR PRESIDENT CONGRATULATES SERGE SARGSYAN ON APPOINTMENT

ARF DASHNAKTSUTYUN TO START THE ELECTION CAMPAIGN FROM "MOSCOW" CINEMA

The election campaign of the Armenian Revolutionary Federation
Dashnaktsutyun will start on April 9 at 19:00 next to the "Moscow"
cinema.

Speeches will be delivered by representative of the ARF Bureau Hrant
Margaryan, member of the ARF Bureau, Vice Speaker of RA National
Assembly Vahan Hovhannisyan, representative of the ARF Supreme Body in
Armenia Armen Rustamyan and Head of the ARF faction Hrayr Karapetyan.

According to the Press Service of ARF Supreme Body in Armenia, there
will be a gala concerr, featuring popular Armenian singers.

STATEMENT OF MOVEMENT 88 PARTY LEADERSHIP

Having analyzed the political developments with the presidential
election drawing nearer, the possibility of the political forces
to support one candidate, as well as the ongoing public debates,
the leadership of the Movement 88 Party announces its readiness to
contribute to a free, fair and transparent election, public agreement,
and underlines the importance of the following factors:

– The political forces must reach agreement on the underlying
principles of the settlement of the Karabakh issue, the use of real
democratic levers and social justice.

– Only after reaching agreement on the underlying principles it is
necessary to go on to discuss the question of support for a candidate
who would be able to reach the solution of these problems effectively.

– In order to guarantee the fulfillment of these principles it is
necessary to reach agreement on involvement of the political forces
and the society in governance and further control on the fulfillment
of the main principles.
