Water Delivered to Martakert

The Hayastan All-Armenian Fund brought daily water to more than 600
inhabitants of the frontier Vaghuhas Village of the Martakert Region.
Today Vaghuhas has a 9-km pipeline, 4 water-receiving stations, and a
reservoir with a capacity to store 50m3 of water. The old internal
distribution network has been fully renovated. The project was implemented
with the allocations of the Hayastan All-Armenian Fund Argentina local
committee and funds raised during the 2005-Telethon.
Vaghuhas and the neighboring villages were almost entirely deprived of
drinking water. The villagers received water a few hours a week while some
95 families had no water at all. The Vaghuhas water supply network was built
in 1975 and had never been repaired. The pipelines and internal distribution
network had in time decayed and deteriorated.
Water supply issues are issues of great urgency for the NKR in general. The
Karabagh independence war greatly damaged the border Region of Martakert and
currently its infrastructures need serious reconstruction.
In the framework of the Artsakh Revival project, launched in 2006, by the
Hayastan All-Armenian Fund, 60 rural communities of the Martakert Region are
gradually coming back to life. With funds raised during the 2005 telethon,
along with the Vaghuhas water supply, the All-Armenian Fund brought natural
gas to the village of Aradjadzor. Now the 850 inhabitants of the village
enjoy the comfort of having natural gas in their homes.
In 2006, another project started and is underway to improve the network
supplying water to Martaert, and the villages of Mets Shen, Maghavuz, and
Varnkatagh.
A new 30-km water-main will be connected to the pipelines of these three
villages ensuring drinking water for the population of Martakert and the
three neighboring villages, to a population of overall 5160 people. The
project is carried out with means allocated by the Fund’s French local
committee and donations gathered during the 2005 Telethon.
In 2007, an important water supply renovation project started in the Vank
Village with a population of 1450. The villagers have water only a few hours
a week. The water spring runs out from the nearest hills. The existing
distribution network was built in 1958 and currently is in desperate
conditions. In Vank Village, a 5-km new pipeline will be constructed and
the 7-km internal distribution network will be restored with the donations
made by the Fund’s local committees of France and East Coast USA, as well as
the St. Sarkis Charitable Fund of Great Britain and the people of Armenia.
Due to the new reservoir, nearly 370 families will be provided with water.
Beginning from this year, the Artsakh Revival project has started at full
gear in the Hadrut region as well. You can be informed about the works
carried out for construction of gas and water supply networks, as well as
health care institutions and schools in our upcoming reports.

sermon of His Holiness Aram I:
1..
"Putting an end to duality: Unfortunately political duality in the
country continues and no encouraging signs appear on the horizon for
bridging this duality. Differences in viewpoints towards political issues is
an expression of democratic principles and is, in itself, a positive and
enriching factor. However, when this difference is transformed into
contrasting perceptions and vision of the identity and basic principles of
Lebanon, it creates a dangerous situation. It seems that two Lebanons are
coming across each other everywhere, from TV screens to the street. This is
an unacceptable situation. Its continuation can lead Lebanon towards
self-destruction. Our political leaders should understand the dangerous
consequences of their actions. They have a great responsibility towards the
people and the future of Lebanon. It is with this sense of responsibility
that they should take action today; tomorrow can be too late. Poverty has
started to emerge and people are expressing their frustration and
disappointment in different ways. The youth has started to emigrate. To
remain indifferent in the face of this situation is to be irresponsible.

First blaming ourselves and then others: When speaking about the
conflict in Lebanon we always blame others. Undoubtedly, the other, whose
address and identity often change, has a major role in the Lebanese
conflict. Unfortunately, the internal character of Lebanon has often made it
ripe for the intervention of others. But why always blame others? Others
pursue their interests. Why should we follow their agendas? Here lies our
misfortune. We often confuse cooperation and friendship with others with
subjugation. Lebanon is our homeland. And our home comes before those of
others, even that of our brother. We will fix our family problems together.
Let us not depend on others; our strength is in our unity. Visitors from
abroad are coming to Lebanon to tell us to agree with each other. Lebanese
officials are paying visits abroad, but to hear the same advice Therefore,
what are we waiting for?

Considering Lebanon above communal interests: Lebanon is a country of
communities and should remain so. The communal character is the basis of
Lebanon’s existence and its unique identity. Communal coexistence is Lebanon’s
richness and makes it an example of coexistence in the entire world.
However, this factor can also lead to tensions when there is no harmony in
the communal interests and those of Lebanon; when communal interests become
more important than those of Lebanon. A community should serve Lebanon and
not the other way round. Each community is destined to serve Lebanon’s
interests, not subjugate Lebanon’s interests to its communal interests, It
is true that there is an effort by political and community leaders to stay
away from such thoughts and actions. However, in certain political
positions, we see community priorities beyond Lebanese interests. Clear
lines should be drawn on where community interests start and end and where
Lebanon’s supreme interests begin.

The Armenian community continues to serves the permanent and supreme
interests of Lebanon: Sometimes we hear people asking that in Lebanon’s
current situation where is the Armenian community. Our answer is clear:
Armenians are here and are fully and actively participating in Lebanese
life. If there are still people who think that Armenians do not have their
viewpoints and are passive followers, they are wrong. We do have our
viewpoint and it is anchored on Lebanon’s unity, independence, sovereignty
and territorial integrity. It is true, we don’t speak out a lot- there are
too many who publicly do- but we work; we work for Lebanon’s supreme
interests; we work for Lebanon in and outside of Lebanon through our
communities dispersed in the four corners of the world. We serve Lebanon’s
interests and not those of this or that party. Taking a side in politics is
merely a means and not an end. The end, the aim is Lebanon. Mistaken are all
those who transform the means to an end. Let nobody therefore consider the
Armenian community being on the periphery of Lebanese life. We have a clear
position and vision of Lebanon based on coexistence, unity, independence and
sovereignty. These are the basic values which ensure the perpetuity and
credibility of Lebanon and the Armenian community of Lebanon is strongly
attached to these values".

Heritage Starts its Election Campaign

Yerevan–The Heritage Party today convened the first of its citizens’
meetings at the Armenia Marriott Hotel, and formally announced the
commencement of its campaign for the parliamentary elections scheduled for
May 12. The event–which showcased the party’s unity and resolve–brought
together leading intellectuals, representatives of non-governmental
organizations, journalists, and members of the public.

After a singing of the national anthem, "Mer Hayrenik," Vardan Khachatrian,
the director of Heritage’s campaign headquarters, invited to the stage Raffi
K. Hovannisian, Armenia’s first Minister of Foreign Affairs and leader of
the Heritage Party, and the other fifty individuals who make up the party’s
proportional list. This was followed by celebratory tunes from the
world-famous Armenian Navy Band, with Arto Tuncboyaciyan at helm.

Raffi Hovannisian then took the podium. In a powerful keynote address, he
declared: "Today, we embark on our journey toward May 12. We set out to
become the masters of our Fatherland and our rights, our heritage and our
liberty. We are on our way to victory."

Some representatives of Heritage’s proportional list were then invited to
the floor. Statements of solidarity were delivered by Armenia’s first
Ombudswoman Larisa Alaverdian, school principal Anahit Bakhshian, and
others. Renowned actress Varduhi Varderesian’s stirring address was
especially well-received by the capacity crowd.

In his closing remarks, Vardan Khachatrian expressed his appreciation to
Arto Tuncboyaciyan for his presence at Heritage’s campaign launch-off. In
turn, Tuncboyaciyan expressed his own congratulations and commitments of
partnership, saying that our strength is in our unity. A final performance
of "Ararat" crowned and concluded the afternoon, as Heritage supporters left
the hall and began their campaign for Armenia.

Heritage has commenced its party campaign under the slogan "Faith and
Fatherland." In free and fair conditions, it is certain of its victory.

Minister Oskanian reacts to the postponement of exhibition on Rwandan
Genocide at the United Nations in New York

It is not enough that the Government of Turkey thinks it can hide its
history from its own people. Now, they have taken their campaign of cover-up
and distortion to such lengths that they will prevent an exhibition on
Genocide entitled "Lessons from Rwanda."

This UK-based AEGIS Trust NGO-sponsored exhibition on the horrors of Rwanda,
at the United Nations in New York, is being postponed because the Turks
object to a sentence that refers to Armenians being killed and to Raphael
Lemkin’s conclusion that such large-scale and pre-meditated slaughter
amounted to Genocide.

Raphael Lemkin’s work is part of the international record, and of world
history. It is unacceptable that a UN member-state, committed to world
peace, dares to export such intolerance to the United Nations. Armenia
cannot accept that the history of the world, the current experiences of
suffering of the people of Rwanda, of Darfur, and Armenians’ memories of
injustice are subjected to such callous, cynical dismissal.

It is ironic and shameful that this Turkish-led postponement should befall
an event which was to provide lessons on how to respect human rights and
prevent genocides. Instead, the lesson here is one of total disrespect for

Habitat for Humanity’s ‘Catholicos Karekin II Work Project’ begins

Volunteers to help eradicate poverty housing in Armenia

YEREVAN, Armenia (April 10, 2007) – Paint brushes, trowels and hammers
will swing into action this week, as Habitat for Humanity begins to lift
37 families from poverty housing in Armenia.

The second annual Habitat for Humanity "Catholicos Karekin II Work
Project" kicks off in Armenia today. Volunteers from around the globe
will descend upon Armenia to build homes side by side with homeowner
families, local sponsors, volunteers, dignitaries and monks from the
Armenian Apostolic Church.

"The Armenian Apostolic Church is delighted to launch this event once
again with Habitat for Humanity. It’s not only a celebration of people
coming together to help families in need, but it’s also an important
step toward removing the blight of poverty housing in Armenia," says
Archbishop Vicken Aykazian of the Armenian Apostolic Church.

During building events around the country from April through October, 37
homes built in partnership with families in need will be completed in
Armenia, symbolizing 36 worldwide dioceses, plus the Holy See. His
Holiness, Karekin II, Catholicos of all Armenians, is expected to bless
the event’s official opening at the Etchmiadzin Gevorgyan seminary on
April 10.

Churches and individuals are challenged to fully sponsor or to
contribute to a home. The Catholicos Project Family Sponsorship Cost
(FSC) for 2007 will be $7,360, which is an average for the cost of
renovations, half-build homes and new construction.

The first building event kicks off with a volunteer team coming from the
United States. The Habitat volunteers will be completing homes that
were abandoned and left unfinished after the economic collapse in the
early 1990s in Armenia where nearly half of the country still lives in
poverty conditions.

The Haroyan family of the Khor Virap village is the first selected among
the 37 families. Sahak, 43, and his wife Piruza, 36, are vegetable
farmers currently residing in a neighbor’s basement with their three
children, ages 18, 16 and 14. Economic strife forced the family to live
in the basement for seven years, as they have been unable to raise
enough funds to complete their own home. Piruza suffers rheumatism in
her legs due to the humidity. "If you help us, we will finish and move
to our new house by the next winter," Piruza said to a visiting Habitat
team.

The Armenian Church signed a historic partnership with Habitat for
Humanity in April 2006, aimed to combat poverty housing in Armenia and
worldwide. The first "Catholicos Karekin II Work Project" was held in
Gavar, Armenia, where a building was renovated in partnership with 24
families, with an additional 13 homes built around the country.

In Michigan in 2005, the Catholicos participated in Habitat’s annual
home blitz build, the Jimmy Carter Work Project, where he met with
President Carter. Following that, the Catholicos gave his blessing for
a home-building event to be created and held in Armenia.

Armenia is a country of 3 million nestled in the southern Caucasus.
Over the past decade, a devastating earthquake, conflict, the Soviet
Union’s collapse and a newfound independence have led to economic
crisis. Thousands still live in metal "domiks," iron containers used
for temporary earthquake relief, which act like refrigerators in the
winter and boilers in the summer. Habitat for Humanity Armenia has been
working with families in need since 2000 and provided homes in
partnership with more than 1,000 people.

UNITED NATIONS, New York: The United Nations dismantled an exhibit on the
Rwandan genocide and postponed its scheduled opening by the UN secretary
general, Ban Ki Moon, after the Turkish mission objected to references to
the Armenian genocide in Turkey at the time of World War I.
The panels of graphics, photos and statements had been installed in the
visitors lobby Thursday by the Aegis Trust, of Britain.
The trust campaigns for the prevention of genocide and runs a center in
Kigali, the Rwandan capital, memorializing the 500,000 victims of the
massacres there 13 years ago.
Hours after the show was assembled, however, a Turkish diplomat spotted
offending words in a section entitled "What is genocide?" and raised
objections.
The passage said that "following World War I, during which one million
Armenians were murdered in Turkey," Raphael Lemkin, a Polish lawyer credited
with coining the word genocide, "urged the League of Nations to recognize
crimes of barbarity as international crimes."

James Smith, the chief executive of Aegis, said he was told by the UN on
Saturday that the sentence would have to be eliminated or the exhibition
would be struck.
Armen Martirosyan, the Armenian ambassador to the UN, said he sought out
Kiyotaka Akasaka, the UN under secretary general for public information, and
thought he had reached an agreement to let the show go forward by omitting
the words "in Turkey."
But Akasaka said, "That was his suggestion, and I agreed only to take it
into account in finding the final wording."
Baki Ilkin, the Turkish ambassador to the UN, said, "We just expressed our
discomfort over the text’s making references to the Armenian issue and
drawing parallels with the genocide in Rwanda."
There were widespread killings of Armenians by Ottoman Turks during several
years beginning in 1915 in which an estimated 1.5 million died, but Turkey
has always vehemently rejected claims of genocide.
Smith said he was "very disappointed because this was supposed to talk about
the lessons drawn from Rwanda and point up that what is happening in Darfur
is the cost of inaction."

OF KEY DEFENSE, INTELLIGENCE AND FOREIGN AFFAIRS COMMITTEES

WASHINGTON, DC – In letters circulated today to Members of the
House of Representatives, the Armenian National Committee of
America (ANCA) highlighted the growing support for the Armenian
Genocide Resolution among members serving on Congressional
committees dealing with America’s defense capabilities,
intelligence community, foreign policy, and homeland security.

"We are deeply gratified by the strong, bipartisan support for the
Armenian Genocide Resolution among Members of Congress responsible
for our nation’s defense and foreign policies," said Aram
Hamparian, Executive Director of the ANCA. "Beyond the clear moral
issues at stake in America’s principled stand against all
genocides, these Members realize that Turkey, by coming to terms
with this crime, will lower regional tensions, open the door to
improved relations with Armenia, and ultimately contribute to its
own acceptance by the European family of nations."

Armed Services:

Congressman Duncan Hunter (R-CA), the senior Republican on the
House Armed Services Committee, recently agreed to cosponsor the
Armenian Genocide Resolution, H.Res.106, making him the sixteenth
member of the influential panel to add his name to this human
rights measure.

In addition to Ranking Member Hunter, other members of the Armed
Services Committee who support the measure include several
subcommittee chairmen: Neil Abercrombie (D-HI), who heads the Air
and Land Forces Subcommittee; Martin Meehan (D-MA), who chairs the
Oversight and Investigations Subcommittee, and; Ellen Tauscher (D-
CA), who presides over the Strategic Forces Subcommittee. Other
Committee members include Robert Andrews (D-NJ), Dan Boren (D-OK),
Robert Brady (D-PA), Ken Calvert (R-CA), Susan Davis (D-CA), Frank

Eshoo (D-CA), who heads the Subcommittee on Intelligence Community

panel with jurisdiction over the measure, have already cosponsored
H.Res.106. This figure includes five of the panel’s seven
Subcommittee Chairmen: Donald Payne (D-NJ), Chairman of the
Subcommittee on Africa and Global Health; William Delahunt (D-MA),
Chairman of the Subcommittee on International Organizations, Human
Rights and Oversight; Gary Ackerman (D-NY), Chairman of the

State Department Appropriations:

Nine of the thirteen members of the House Appropriations
Subcommittee with jurisdiction over the State Department have
cosponsored the Armenian Genocide Resolution. Among the supportive
members of the State-Foreign Operations Subcommittee are its
Chairwoman, Nita Lowey (D-NY) and Ranking Republican, Frank Wolf
(R-VA). Other cosponsors on the panel include Steve Israel (D-NY),
Jesse Jackson, Jr. (D-IL), Mark Steven Kirk (R-IL), Joe Knollenberg
(R-MI), Barbara Lee (D-CA), Betty McCollum (D-MN), Steven Rothman

Homeland Security:

Homeland Security are also cosponsors of the Armenian Genocide
resolution, including: Loretta Sanchez, Chairwoman of the
Subcommittee on Border, Maritime and Global Counterterrorism; James
Langevin (D-RI), Chairman of the Subcommittee on Emerging Threats,
Cybersecurity, and Science and Technology; Jane Harman, Chairwoman
of the Subcommittee on Intelligence, Information Sharing and
Terrorism Risk Assessment, and; Sheila Jackson Lee, Chairwoman of
the Subcommittee on Transportation Security and Infrastructure
