YEREVAN, APRIL 10, NOYAN TAPAN. The Rock and Dram festival will take
place on April 13 at the Yerevan Hovh. Tumanian Puppet Theater on the
initiative of the RA Central Bank (CB). As CB Press Secretary Zaruhi
Barseghian informed the Noyan Tapan correspondent, best rock groups of
Armenia, Empyray, The Kings Cross, Strife, Bambir and Vostan Hayoc,
will participate in the festival. It was mentioned that the action
will be of continuous character: a festival entitled Jazz and Dram
will also be organized in future.

YEREVAN, APRIL 10, ARMENPRESS: A top police officer urged yesterday
his country fellows, non-governmental organizations and political
parties to scrutinize voters lists and report all inaccuracies,
if they find such, to police departments which are in charge of
compiling these lists.

Deputy chief of police Ararat Mahtesian said the police and several
other government agencies had done a great deal of job to specify
voter lists, but admitted that findings of some non-governmental
organizations and the March 25 mayoral election in the town of Armavir
demonstrated that these lists are still far from being perfect.

Mahtesian said police has opened two hot-line telephone numbers for
reporting voter list inaccuracies.

The majority of these inaccuracies, he said, are presence in the voter
lists the names of deceased peoples and young men who are called up
to mandatory military service.

ARMENIA JOINS INTERNATIONAL CONVENTION ON PROTECTION AND PROMOTION OF RIGHTS AND DIGNITY OF DISABLED PERSONS

YEREVAN, APRIL 10, NOYAN TAPAN. Armenia has joined the International
Convention on Protection and Promotion of the Rights and Dignity
of Disabled Persons, which aims to encourage the protection of the
rights of the disabled and to promote their integration into society
and participation in social life. The Armenian ambassador to the UN
Armen Martirosian signed the convention on behalf of Armenia. So far
81 states, including such post-Soviet countries as Armenia, Lithuania
and Moldova have signed this convention.

NT correspondent was informed at the PR Department of the RA Ministry
of Labor and Social Issues that before this convention, the rights of
about 650 million disabled persons in the world were not stipulated
in any international legal document. The convention has 50 articles,
aimed in particular at protection and promotion of the rights of
disabled persons, elimination of biased attitude towards them,
ensuring their rights to work, receive health care, education and
take part in social life.

YEREVAN, APRIL 10, NOYAN TAPAN. The annual building program of His
Holiness Karekin II starts on April 10 at Etchmiadzin’s Gevorgian
theological seminary. Catholicos of All Armenians will give his
patriarchal blessing to this program.

Volunteers from various countries will arrive in Armenia in order to
participate in construction work together with local volunteers,
donators, individuals and clergymen of the Armenian Apostolic
Church. The work will last from April to October of this year,
providing decent housing to 37 families, which will symbolize the
Mother See of Holy Etchmiadzin and 36 dioceses of the Armenian
Apostolic Church.

To recap, the Armenian Apostolic Church signed an agreement with
Habitat for Humanity International in April 2006. (Habitat is
a Christian charitable organization whose aim is to eliminate
homelessness). Thanks to the first annual building program of His
Holiness Karekin II, 24 families in Gavar and 13 families in other
Armenian marzes were provided with houses.

Grigor Amalian Re-Elected As Chairman Of National Television And Rad

GRIGOR AMALIAN RE-ELECTED AS CHAIRMAN OF NATIONAL TELEVISION AND RADIO COMMITTEE

YEREVAN, APRIL 10, NOYAN TAPAN. At the April 9 sitting of the National
Television and Radio Committee (NTRC), Grigor Amalian was re-elected
as the committee’s chairman. According to Radio Liberty, Zhirayr
Dadasian was elected as deputy chairman of the NTRC.

G. Amalian was the chairman of the National Television and Radio
Committee since March 2001. The terms of powers of G. Amalian and
another two members of the committee – Shamiram Aghabekian and Karine
Khondikian expired on March 19 of this year. By the April 7 decree
of the RA President, G. Amalian was appointed as member of the NTRC
for a 6-year period.

New members of the committee were appointed after the law on making
amendments to the RA Law on Television and Radio took effect.

Amendments to the Law on Television and Radio proceed from amendments
to the RA Constitution and envisage a 8-member National Television
and Radio Committee, 4 members of which are appointed by the Armenian
president, another 4 – by the National Assembly. Previously all
members of the committee were appointed by the president.

Today, quarter semi-final re-matches will be held for the Armenian
Football Cup. The meetings are non-competitive though the best
Armenian 8 teams are playing: this is due to their official permits
for next game.

For instance, what should we expect from "Bentonit" – ‘Pyunik’
match? The Armenian champion beat his rival 4:0. The same we can
assume about "Kilikia"-"Banants" meeting. "Banants" has managed to
beat its rival 5:1 in one of their matches therefore they are allowed
to play together with substitutes.

"Shirak" will meet "Mika" in Gyumri. The latter is a cup-holder and
it is likely to win the permit for the semi-final matches as far as
it beat its rival 4:1.

The matches among "Pyunik"," Mika","Banants" and "Ararat" are expected
to be more tense and serious.

YEREVAN, APRIL 10, NOYAN TAPAN. The RA Police Vagharshapat
Department on April 7 received a call from Avag Ghazarian, resident
of Vagharshapat, who informed the police that at about 3 pm on the
same day, deputy of the RA National Assembly Hakob Hakobian kidnapped
his father Sahak Ghazarian by committing violence against him.

Policemen revealed that deputy H. Hakobian together with his driver
and a certian Haykaz forced S. Ghazarian to get into his black BMW,
then they drove to 4th cottage of the Zvartnots Restaurant Complex in
Zvartnots district. In the words of S. Ghazarian, H. Hakobian promised
to give him 5 thousand dollars, if his son Vanik Ghazarian does not
attend the sitting of the court of first instance of Armavir marz on
the same day and testify against H. Hakobian.

NT was informed from the RA Prosecutor General’s Office that in
connection with the incident, the prosecutor’s office of Armavir marz
opened a criminal case by Article 131 of the RA Criminal Code. An
investigation is being conducted to discover all circumstances of
the case.

EASTER EVE CELEBRATED IN ANTELIAS

Easter Eve was celebrated in the Saint Gregory the Illuminator Cathedral
in Antelias on April 7. Starting with 4 o’clock in the afternoon.

After the Eucharistic celebration according to tradition of the Armenian
Church, the vestry clerk of the Cathedral, Archbishop Gomidas Ohanian,
headed the procession of Seminary students and Cilician Brotherhood members,
who walked towards the dining room of the church with lit candles and on the
sound of the hymn "Aysor Hariav", to perform the symbolic service of
home-blessing and for reading the last Gospel. After "Bahbanithc", they
congratulated one another saying: "Christ Resurrected from the dead. Blessed
is Christ’s Resurrection."

Then the Seminary students together with the member of the brotherhood had
a dinner with His Holiness Aram I.

The Pontiff addressed the Seminary students and the Cilician Brotherhood
members, advising each to serve his nation and the church in the best way he
can. He encouraged the most junior and the most senior among them to
contribute to the people’s spiritual rebirth.

During dinner the most junior students of the Seminary, the Cilician
Brotherhood members and the Catholicos knocked their colorful eggs to one
another, playing the traditional Easter egg-game.

"IT IS ME, DO NOT BE AFRAID":
HIS HOLINESS INSPIRES STRENGTH IN BELIEVERS

Jesus Christ’s miraculous resurrection was celebrated in the Saint Gregory
the Illuminator Cathedral in Antelias on Easter Sunday. His Holiness Aram I,
who performed the Holy Mass, entered the Cathedral packed with a large crowd
of believers on the sounds of "Herashapar" and the tolling of the church
bells. He headed a procession that moved from the Veharan towards the
cathedral.

In his Pontifical message on this occasion, His Holiness inspired strength
in the believers by stressing the victory of the Resurrected Savior.
Speaking about truly following Christ’s path, he outlined the
characteristics of true Christianity. The Pontiff specially stressed the
importance of constantly feeling the presence of Jesus Christ.

"Christianity is not a label, Christianity is not an external mask,
Christianity is not a form and structure. Such perceptions and approaches do
not assure the presence of Christ in human beings. They only drive Christ
away from our lives. Christianity is a way of life in which Christ’s Gospel
shines. Following Jesus’ promise that "I will always be with you until the
end of the world", the true Christian is the one strengthened by Christ. The
true Christian is the person who rests strong in his faith in the face of
all the dangers and challenges of life," he said.

With a quotation from Jesus Christ, "It is me, do not be afraid", the
Catholicos inspired strength in Armenian believers living in all the corners
of the world, stressing that the Armenian Church stands beside its children
in all the difficulties they face.

His Holiness then spoke about the political developments in Lebanon and
the role of the Armenian community, with its viewpoints and approach.

His Holiness received congratulations from spiritual leaders and
government and political officials on the occasion of Easter.

Feast of the Glorious Resurrection of Jesus Christ in Holy Etchmiadzin

On Sunday, April 8, the Feast of the Glorious Resurrection of Jesus Christ
was celebrated with special joy and festivity in the headquarters of the
worldwide Armenian Church ? the Mother See of Holy Etchmiadzin.

In anticipation of the Pontifical Divine Liturgy, the Youth Centers of the
Armenian Church, co-sponsored by the Mother See and the Armenian General
Benevolent Union, had organized a parade which began early in the morning at
the Monastery of St. Hripsime.  With the singing of church hymns and the
beating of drums, hundreds of young boys and girls processed toward the
Mother See, where upon their arrival, they greeted the pontifical procession
leading His Holiness Karekin II, Catholicos of All Armenians, into the
Mother Cathedral for the commencement of the Easter Divine Liturgy.

As the bells of Holy Etchmiadzin tolled with enthusiasm, the Pontiff of All
Armenians entered the Cathedral of the Descent of the Only Begotten and was
greeted by state officials, diplomats, honored guests and thousands of
Armenian faithful waiting to hear the good news of Christ?s Resurrection.

His Holiness Karekin II celebrated the solemn Divine Liturgy and delivered
his message of hope and love to the Armenian people in Armenia, Artsakh and
throughout the world.  As every year, the Easter Divine Liturgy was again
broadcast live from Holy Etchmiadzin around the globe by Armenian Public
Television and the Shoghakat Television Company.

Assisting His Holiness at the Holy Altar were His Grace Bishop Anushavan
Jamgotchian, Dean of Yerevan State University?s Faculty of Theology; and His
Grace Bishop Markos Hovhannisian, Locum Tenens of the Diocese of
Gegharkunik.

In his message, His Holiness stated, "…The Son of God gave His life as
ransom for the salvation of the world, and Christ?s sacrifice became the
greatest evidence of Divine love for mankind.  Through His sacrifice and
resurrection, Christ granted mankind liberty from the power of evil, from
the bondage of sin and death.  Christ gave us freedom, which is beyond any
comprehendible human understanding; freedom which is the grace to walk
toward reborn life ? life renewed with justice and peace ? and the desired
and sought after eternity of life."

Reflecting on the current state of affairs in the world, His Holiness said,
"…(the) paths leading away from the light of Christ?s Resurrection fill
the world today with anxiety.  In these days as well, Judas? kisses and
materialism are spreading.  In the example of Pilate, many wash their hands,
trampling justice underfoot for their own personal prosperity.  Today as
well, men follow the example of denying the peace-bestowing Christ and
selecting the thief Barabbas with their cheating, violence, assassinations
and in their frenzy for stepping on others for their personal gain.  The
Mother of God grieving near the Cross today mourns with all lamenting
mothers who have lost their sons in wars, grieves for those who are
crucifying themselves through their evil acts, and for the many injustices,
pains, poverty and yearnings which fill the world with sorrow."

His Holiness also spoke specifically about the hardships that the Armenian
people continue to face:  "We remain obligated to struggle for the
God-granted right of the Armenians of Artsakh to live in liberty and
security; for the universal condemnation of the Armenian Genocide; and for
the preservation and salvation of Armenian spiritual and cultural treasures
? our holy shrines and monuments ? in our neighboring countries.

"The policy of denying the Genocide is the cause for new physical, cultural
and psychological-moral genocides.  Unpunished crimes unavoidably bear new
ones.  The Genocide of the Armenians was followed by the Holocaust, as well
as Rwanda, Darfur and other genocides.  The destruction of the giant Buddha
statues in Afghanistan was followed by the obliteration of thousands of
ancient Khatchkars (Stone-Crosses) in Nakhijevan by Azeri soldiers.  Only
days ago, while the wound on the soul of our people from Hrant Dink?s
assassination has not yet closed, the Turkish authorities, having completed
the renovation work on the Church of the Holy Cross on Aghtamar Island,
converted the centuries-old Armenian holy shrine into a museum.  From the
time of the Genocide, the church has been standing in silent prayer, yet
today prayer is prohibited in the renovated church.  Truly, in this new
century, this approach cannot be the spirit of dialogue between religions
and cultures, nor the aspirations for peaceful coexistence among peoples."

The Armenian Pontiff concluded his annual message with words of optimism and
encouragement:  "Relying on God, we have great hope in the triumph of
justice, freedom and peace.  Our faith is alive, through which we shall
create the new victories of our life, we shall erect new Khatchkars which
whisper their prayers, new sanctuaries of illuminated altars, new monuments
shall rise with that strength of the grace of the resurrection, which is
granted to us by our All-Provident Savior and Lord.

 "Our dear faithful sons and daughters, we once again bring the life-giving
tiding to you:  ‘Christ is Risen from the dead, He destroyed death with
death; and through His Resurrection, granted us life’.  He Who was crucified
by men has Risen, the gravestone has been rolled away by divine power, and
our hearts are filled with the joy of God-granted salvation.  Through the
countless graces of the Savior?s Resurrection, let our souls be strengthened
by labors established on the foundation of faith, to make prosperous and
brilliant the path of renaissance for our homeland, our people and our
Church? May our homeland, the entire world, and nations and people live free
of sorrow and pain, with love, brotherhood and peace toward one another
under the innumerable mercies of the Risen Christ."

Present for the Easter Divine Liturgy were President of the Republic of
Armenian Robert Kocharian, President of the Republic of Nagorno Karabagh
Arkady Ghukasian, Prime Minister of Armenia Serge Sargisian, Ministers of
the Republic of Armenia, Members of the National Assembly, Supreme Spiritual
Council members, ambassadors and leaders of diplomatic missions accredited
to Armenia, representatives of international organizations working in
Armenia, and thousands of faithful men, women and children.

Also in attendance for the Liturgy were more than 100 members of the AGBU
with their chapter representatives and members of the central board led by
its President, Mr. Berge Setrakian, who are in Yerevan to celebrate the
100th Anniversary of the benevolent organization.

At the conclusion of the Divine Liturgy, His Holiness Karekin II hosted a
reception in the Pontifical Residence for the two presidents, state
officials, ambassadors and AGBU guests.  During the reception, the
Catholicos once again greeted the faithful with the tiding of "Christ is
Risen from the dead!" to which the crowd replied, "Blessed is the
Resurrection of Christ".
