YEREVAN, APRIL 11, NOYAN TAPAN. 250 mln drams (about 687 thousand
USD) has been allocated to the tourism sector from the 2007 RA state
budget. 180 mln drams of this sum will be spent on demonstration
of two commercials about Armenia on CNN and Euronews. Head of the
Tourism Department of the RA Ministry of Trade and Economic Development
Mekhak Apresian stated this on April 11 at the 4th two-day conference
dedicated to problems of competitiveness of Armenian tourism.

According to him, 70 mln drams against 35 mln drams in 2006 has been
allocated to the Armenian Tourism Development Agency (ATDA) this
year. "This money will be used to implement many programs in Armenia
and to ensure ATDA’a participation in several famous international
tourism events abroad," M. Apresian said.

It was noted that 270 mln drams (about 742 thousand USD) was allocated
to the tourism sector by the 2006 state budget. 21 mln drams of this
sum was spent on making two commercials about Armenia, and 139 mln
drams – to show these commercials on CNN.

YEREVAN, APRIL 11, NOYAN TAPAN. At the April 11 sitting, the RA State
Commission on Protection of Economic Competition made a decision about
fining the three biggest economic entities in the egg sale market –
the poultry factories of Lusakert, Arzni and Yerevan in the amount
of 1% of their 2006 revenues.

The fine was imposed for raising egg prices through an anticompetitive
agreement.

A study conducted by the commission has revealed that in April-December
2006, the price of egg produced by Lusakert Poultry Factory rose
from 31.1 to 51.1 drams (about 0.14 dollars), while the price of
food for hens remained unchanged in this period, making up 66%
of cost price. In the indicated period, the profitability of the
company increased from 11.4% to 57.7%. According to the commission,
the same policy of price changes was used by the poultry factories
of Arzni and Yerevan, particularly in December 2006 when production
of eggs exceeded their sale. The last circumstance was considered as
a case of sale restriction.

It is noteworthy that the representative of Lusakert Poultry Fcatory
(unlike representatives of the two other companies) was not present
at the commission’s sitting.

JOURNEY TO ARMENIA (Robert Guediguian). 125 minutes. Subtitled. Opens
Friday (April 13) at Canada Square. Rating: NNN

Anna ( Ariane Ascaride ) is a brusque French cardiologist whose ailing
father ( Marcel Bluwal ) disappears to his homeland of Armenia before
he can undergo heart surgery. Anna follows him, visiting the country
for the first time.

As quests go, Anna’s is vague and unfocused, but it and a subplot
involving black-market meds, an exotic dancer and a former general
( Gerard Meylan ) are really just a pretext for gorgeous scenery and
history in thistravelogue about beleaguered Armenia.

The dialogue is pretty exposition-heavy. The locals are continually
explaining things to Anna (although it’s refreshing to hear the
merits of communism, capitalism and other "isms" discussed in an
even-handed way). Anna is imperious and hard to like, so Ascaride,
who also co-wrote the film, deserves credit for making us care about
what happens to her.

As the story unfolds, Anna and the audience are drawn in by the history
of a country, once the nexus of all the great European empires, that’s
currently recovering from Soviet-style communism and yet retains its
character and language.

Maybe that’s the reason for Anna’s Gallic version of the ugly American
tourist: Armenia and its people seem even more beautiful by contrast.

"FLASH" AND "CITY PETROL SERVICE" GASOLINE SELLING COMPANIES USE UNGROUNDED PRICES

YEREVAN, APRIL 11, NOYAN TAPAN. According to studies of the RA State
Commission on Protection of Economic Competition, ungrounded prices
were used in the gasoline sale market by Flash company in February
and December 2006 and by City Petrol Service company in March of the
same year.

According to spkeswoman for the commission Armine Udumian, prices of
gasoline purchase by Flash company declined by 8.13% in December on
November 2006, its expenses – by 4.88% but gasoline was sold at a
price which was higher by 3.6%, as a result of which the company’s
profit grew by 110% in the indicated period.

By the law, a sale price is considered as ungrounded if after its
increase the profit of the economic entity grows by more than 5%.

Ungrounded increase of prices will be considered a punishable action
after the law on making additions and amendments to the RA Law on
Protection of Economic Competition will take effect in the coming days.

YEREVAN, APRIL 11, NOYAN TAPAN. A one-month study on travel interests
of American Armenians was conducted in 5 US states in January 2007
on the initiative of the Armenian Tourism Development Agency (ATDA)
and the USAID Competitive Armenian Private Sector (CAPS) Program. The
results of the study were presented on April 11 during the two-day
conference on problems of competitiveness of Armenian tourism.

CAPS expert on competitiveness issues Alan Safferi said that the
purpose of the study was to determine the extent of American Armenians’
awareness of the opportunities of Armenian tourism, as well as their
travel interests.

The study shows that 52% of those surveyed want to visit (or re-visit)
Armenia. 42% of them intend to travel with the help of an Armenian
tour operator.

The number of American Armenians who intend to stay in a hotel is
twice as many as the number of those who prefer to stay in home of
friends or relatives.

According to the study, the Internet, Armenian television channels,
the Armenian church, and events organized by the community were the
most efficient means for American Armenians to be informed about
travel opportunities in Armenia. 35% of American Armenians regularly
read an Armenian newspaper, while 37% watch at least three Armenian
television channels. Only 22% of American Armenians visit a website on
Armenia monthly, even though 79% of the total number use the Internet.

sphere of nature protection in the territory of Armenia was signed
between World Wildlife Fund Armenia (WWF Armenia) and Armenian Public
Relations Association. As it was mentioned in the report provided to
Noyan Tapan, the memorandum attaches importance to conservation of
biological variety and stable use of natural resources in Armenia.

The main goal of cooperation is to contribute to working out of
efficient solutions in the sphere and to provide reliable information
to those making decisions in the sphere, as well as to wide masses
of public.

WWF, which was founded in 1961, is a leading nature conservation
organization in the world. It functions in more than 100 countries
of the world. WWF office was opened in Armenia in 2001.

Mr Artur Margaryan, who Interpol describes as an international fugitive
on the run, has for the first time hinted that there was an attempt
by prominent politicians to hire him for a ‘criminal’ undertaking.

And Lang’ata MP Raila Odinga – who first blew the lid on the Artur
brothers claiming they were assassins for hire -told Parliament that
the fugitives were back and had even visited the State Lodge, Nakuru.

Interestingly, the Government added another twist to the Artur saga
by stating that it would not release the Kiruki Commission report on
the two alleged brothers due to national security considerations.

Talking to The Standard on phone – a conversation we recorded –
Margaryan said he was not in Kenya but in Sri Lanka from where he’ll
soon release to the international press his intended book on their
exact mission in Kenya.

Margaryan claimed to possess incontrovertible evidence of how some
senior politicians in Government tried to conscript them for a
criminal act.

"My partner and I were approached. We were to be paid lots of money
as agents and there was a target. But it was a criminal act," was the
damning admission that could for the first time lend credence to the
widely held theory about the real reason Margaryan, and his alleged
sibling, Artur Sargsyan came to the country.

A top Government official, who Margaryan says he has named in his
upcoming kiss-and-tell book, The Arturs X-Files, approached the
Armenians, dropped the name of a person to be taken out and a price,
which the alleged Armenian refuses to talk about.

"(The transaction) is all on tape and forms ‘Part I’ of my book,
which you will read very soon. His voice is very clear so it’s easy
to know who is speaking to me," Margaryan said in his self-confession.

All in recorded

The tape, he says, is just one of a number recorded during their stay
in the country. Their Runda residence was the venue of high society
parties and other high profile meetings with people said to have
Government links.

"You can hear how he’s asking me and my partner to help him, but
it’s a criminal act," says the alleged Armenian, who returned to the
limelight with media reports, exclusively published by The Standard,
that he was writing a book that would expose some of President Kibaki’s
ministers as bribe-takers.

When Miss Winnie Wangui Mwai followed it up with an interview with a
local FM radio station in which she bared it all about her love for
the glitzy Armenian – whose Rambo-like figure betrays his business
executive and investor posturing – the Armenians had literally
returned.

This could be the basis of the claim by Raila in Parliament that the
Artur brothers had twice been spotted in the country.

"They were seen in Mombasa and were even at the State House, Nakuru,"
Raila said.

The Arturs once tried dragging Raila down the gutter with claims that
they had given him money "to sort out some girlfriend problems".

Revenge

Believed to have been acting at the behest of some powerful individuals
in Government, from whom they enjoyed protection, the motive of this
latest mystifying twist in the Artur saga can only be a subject of
speculation, which could include a major falling out that may have
set them on a revenge path.

Raila, who claimed the Arturs were mercenaries hired by Government
operatives to assassinate opposition politicians, first exposed the
presence of Margaryan and his alleged brother Sargsyan in the country.

Margaryan named an MP as the man their paymasters wanted them to
assassinate "using our Dubai links". Margaryan then volunteered to
play us the tape of the transaction.

Also for the first time, he told us how the Government official, who
he says was working in cahoots with a Nairobi businessman of Asian
extract, promised to pay them for a repertoire of dangerous jobs,
including forgery and subterfuge.

After a series of denials by Cabinet ministers of Raila’s claims,
matters came to a head when one of the Artur brothers pulled a gun
at Jomo Kenyatta International Airport demanding to be let through
without inspection.

National security threat

Police later raided their home in Runda, Nairobi, where they discovered
guns, bullets, communication equipment, jungle fatigues and other
gadgets.

It was at the Kiruki Commission, which investigated their activities,
that Wangui was unmasked as the person who smoothed their way at the
airport, where they once held a press conference at the VIP lounge.

The lounge is reserved for dignitaries and State guests.

The commission was told that the two, who claimed to be from Armenia,
were criminals wanted for offences in other countries.

Officially, Margaryan was deported last year alongside his alleged
brother, Sargsyan, for their criminal activities while in the country.

However, Margaryan boasted that he was never deported but was flown
out in First Class to a destination of his own choice.

On Wednesday, the Government stated it would not release the Kiruki
Commission report on the two Armenian brothers due to national
security considerations.

Internal Security assistant minister, Mr Peter Munya, dismissed
Raila’s claims as "wild allegations", adding that the Lang’ata MP
"is always dreaming of State House".

But Raila maintained that it is public knowledge that the Armenian
brothers are back and are enjoying State protection.

Biggest scandal

The matter arose after a question by Ndhiwa MP, Mr Orwa Ojode, (Narc),
asking when the Government would release the Kiruki Commission report
on the two Armenian brothers presented to the President last year.

Describing the Artur brothers’ saga as one of the biggest scandals of
the Narc Government, Raila said a lot of taxpayers’ money was spent
in the probe and members were justified to demand that the Kiruki
Commission report be made public.

Munya told angry MPs that the Government has studied the contents and
the recommendations of the report and making it public would not be
in the best interest of the country’s security.

"It contains matters on the country’s immigration centres, airport
security and clearance, which would best be handled internally by
the concerned organs instead of being made public," he said.

But unsatisfied with Munya’s answer Ojode said the Government was
not being genuine but instead wanted to hide something from Kenyans.

"Mr Speaker Sir, the hearing was heard in public and funded by
taxpayer’s money and evidence received so I wonder what is confidential
about the report?" he asked.

Terrorists on hire

The MP said the presence of the two in the country caused a disaster,
which led to the sacking of eight police officers and senior Government
officials.

He cheekily added: "What is so confidential yet one of them is going
to marry the daughter of the biggest man in the land. Will this also
be done confidentially?"

Ojode said eight police officers and senior Government officials
among them, Ms Naomi (Cidi), were sacked following the debacle at
the airport.

"These were terrorists on hire and we cannot accept this," he said.

Bumula MP Bifwoli Wakoli (Narc) said claims that the two were out to
assassinate key political figures could be true, which could be why
the Government is not keen on releasing the report.

Responding, Munya said he would not engage in speculation but
maintained that the report would not be released as this would
jeopardise national security, and the matter would better be handled
by the relevant security organs.

He said the Commissions of Inquiry Act does not stipulate that all
reports be made public as some can be used to advice the Government
on measures to take on certain issues.

More questions

Attempts by Bobasi MP Stephen Manoti (Ford-People) to have Munya
give the amount spent on the probe failed after Munya said this was
not part of the original question and the MP should bring a separate
question so that he could provide the figure.

He said he could also only give the names of those sacked and the
reasons for their sacking if Manoti filed a separate question.

Munya said those sacked were not innocent and had facilitated breach
of security at the airport.

The Shadow Security Minister Joseph Nkaissery (Kanu) said the breach of
security at the airport and the subsequent sacking of police officers
should not be treated as a national security issue and used to withhold
information from the public.

He said it is the Government’s duty to ensure the safety and protection
of all its citizens and where it fails it should not hide under the
cover of national security but instead make the findings public.

Deputy Speaker David Musila had to contend with numerous points of
order and supplementary questions from angry members but he had to
bring the matter to an end so as to give time to the other questions
on the Order Paper.

started on April 11 at Yerevan’s Kilikia training ground. Six teams
will take part in the championship. Four of them represent Yerevan,
one team Vanadzor and one Yeghegnadzor.

The following results were registered in championship’s first tour:
Kilikia – Arabkir 3 to 0, PPV-Dinamo – Vanadzor 3 to 0 and Yeghegnadzor
– FIMA 0 to 3.

Games of second tour will take place on April 12.

ANKARA: Most Leftist Parties Do Not Support April 14 Rally

MOST LEFTIST PARTIES DO NOT SUPPORT APRIL 14 RALLY

Many of the parties on Turkey’s left have no intention of attending,
or in some cases even supporting, the "Cankaya meeting," a protest
rally on April 14 organized by the Kemalist Thought Association (ADD).

Amongst the parties which will not attend the ADD rally will be
the Freedom and Solidarity Party (ODP), the Turkish Communist Party
(TKP) and the Labor Party (EMEP). Though the Workers’ Party (ÝP) has
expressed support for the April 14 rally, it has also noted that it
has reservations about the underlying philosophy of the protest. In
addition the ÝP’s general leader Doðu Perincek will not be able to
attend the meeting, as he will be in Paris on the same day to protest
Armenian allegations of genocide.

Speaking about why his party would not participate in the ADD protest,
ODP leader Ufuk Uras said that he thought it was necessary to stay far
away from a platform which was guided by those who had attempted coups
in the name of the democratic public. EMEP general leader Levent Tuzel
echoed these remarks, noting that taking a look back at events from
Turkey’s recent history, the upcoming April 14 meeting was reminiscent
of some "contra-guerilla tactics" experienced by the country. As for
the TKP, leader Aydemir Guler said that his party was not interested
in the Cankaya Meeting.

ODP general leader Uras talked about his party’s views of whom the
new Turkish president should be, noting that it should be someone
who kept not only the needs of the military and bureaucracy in mind,
but also those of all the different parts of society. Uras also
underlined that the new Turkish president should not attempt to deny
Turkey’s many cultural identities and should be respectful of Turkey’s
unique fabric. He explained: "The new president must be a democrat
and must not make concessions where universal principles of justice
are concerned. The new president must be fully aware of every kind
of guardianship he or she has over civil politics. It is useful to
examine the situation from this perspective. Cankaya must move from
being a glass palace to being an office where the various sections
of society can speak and be listened to. Of course this Parliament
holds the legitimate right to elect the president, but it should also
be aware that that seat is being filled only due to an election law
that tramples the principle of justice in representation. And it must
thus search for ways to alter this and right it."

EMEP leader Tuzel noted that in the run up to the presidential
elections organizations formed by retired military officers might
in fact appear to be like the more left-leaning groups that form the
front legs of the opposition CHP, but that in fact these parties are
moving into action by coalescing with the right. Tuzel noted then
that these new initiatives hold nothing for the immediate needs of
the workers and laborers of today. He said: "We have larger problems
on our agenda to deal with; hunger, democratization and the events
in the Middle East. These are much more important for us. We see
the upcoming organized meeting as attempting to put together a front
which will then put pressure on the prime minister and the rest of
the administration. We have read about similar tactics before in the
media, namely the ‘andýc’ (a leaked military memorandum) incident
and the retired general’s notebook."

Meanwhile ÝP Party leader Perincek, who will be in Paris for a
different protest on April 14, spoke about his ambiguous support for
the ADD meeting: "As a party we support this meeting, but we do find
some things lacking: it is not enough to say only that Tayyip Erdoðan
cannot be president. You also have to present some sort of solution
to Turkey. This rally cannot simply be to come out in protest of
something; it must be a protest against Tayyip Erdoðan’s presidency
within the larger framework of the national government project… This
meeting has some aspects to it that are lacking."

ISTANBUL, APRIL 11, NOYAN TAPAN – ARMENIANS TODAY. The Hurriyet Turkish
newspaper published a large report on the metallic cross made on the
initiative of Armenian Patriarchate of Constantinople for Akhtamar’s
Surb Khach Church and presented a big picture of the cross.

Architect Zakaria Mildanoghlu said that the metallic cross was made
by specialist of Armenian church architecture Varazdat Haroutiunian by
similarity with the former cross and has 2.5 m height. But Mildanoghlu
as a specialist considers that the cross should have been made
from stone.

Touching upon the story of the former cross, the newspaper reports
that though some icons of the church were moved to Tavris, the cross
was not among them and he considers it probable that it had been lost
after falling down during the earthquake.
