"If Armenia demonstrates constructiveness, Azerbaijan-Armenia,
Nagorno Karabakh conflict can be solved. Our position is one-sided
and international community supports it: Azerbaijan’s territorial
integrity should be restored, invaders must withdraw from our lands
and the people suffered from ethnic cleansing should be brought back
to their lands," Azerbaijani President Ilham Aliyev stated.

Regarding carrying out negotiations in the framework of the Prague
process, the head of state said Azerbaijan’s territorial integrity
is recognized by international community and the world community
condemns referendum illegally held in Nagorno Karabakh, APA reports.

"The frame of negotiations is our diplomatic and political success. I
want to hope that Armenia will realize it and find a way out of the
situation," he said.

Noting that sometimes Armenian officials make statements that Karabakh
will gain independence, the president regarded them as false.

"In this case, Armenia would not ask to stop the talks due to the
elections in Armenia. If they are satisfied with the talks why they
ask us to stop them? They proposed to stop the negotiations and said
it may have negative influence on internal situation. It shows what
the negotiations are based on. I do not want to go into details,
because the negotiations are negative. But anyway the public is aware
of some points. I can only say we will never allow Nagorno Karabakh’s
independence. Nagorno Karabakh will never join Armenia. If those
living in Nagorno Karabakh want self-determination they can move to
Armenia – the state established on historical places of Azerbaijan,"
the President stressed.

BAKU, April 13 (Itar-Tass) — Azerbaijan will never grant independence
to Karabakh, President Ilham Aliyev told the national government
on Friday.

"Karabakh will never join Armenia either," he added.

The Armenian people already have their state – Armenia, Aliyev said.

"If anyone in Karabakh wants self-determination, they can move to
Armenia," he said.

Aliyev disagreed with claims of the alleged plans to keep off Armenia
from regional projects. Armenia has isolated itself with claims to
neighbors and became "an economic and transport dead-end," he said.

"If the Armenian administration offers a constructive attitude,
the Karabakh problem can be resolved," Aliyev said.

He reaffirmed his "clear and invariable position: the territorial
integrity of Azerbaijan must be restored; the occupied lands must be
freed unconditionally; and refugees must return home."

procession devoted to the memory of a million and a half victims of

A PELLET BOMB DISCOVERED ON THE TERRITORY OF MEDICAL COLLEGE IN STEPANAKERT

Today a pellet bomb has been discovered on the territory of the
Medical College in Stepanakert.

According to the information DE FACTO got at the Rescue Service under
the Nagorno-Karabagh Republic government, the Colleges’ students and
teaching staff had been evacuated, the building had been cordoned
off. The specialists have decided to destroy the bomb on the spot.

The bomb has been on the territory of the College since the Karabagh
war, 1991-1994, when the Azeri aviation made air raids on the capital
city of NKR – Stepanakert, the Rescue Service’s employees stated.

Member of Parliament Lyudmila Barseghyan, Democrat, thinks the future
president should carry on the present political line.

"In Karabakh we need stability and guarantees that the war will
not ignite.

Second, I think the next president should focus on the manpower policy,
for everything depends on it," Lyudmila Barseghyan said in an interview
with the KarabakhOpen.

She thinks in the government posts we need not only knowledgeable
people but also good organizers and people who are close to people.

The member of parliament said the foreign policy depends greatly on
the internal policy. Although many people complain of the social
conditions, it is obvious that the quality of life is improving
steadily. Evidence to this is the lines in shops on holidays, beauty
parlors, taxi services. The member of parliament thinks the next
president should be good at both internal and foreign policies. "He
must be able to represent the country, the culture, the stance on the
settlement of the Karabakh conflict to the world and be interested
in stability in the country. It is wrong to say that the president
must tackle only home political problems. The head of state should
be able to tackle foreign political issues," said Lyudmila Barseghyan.

The head of the department of humanitarian aid of the NKR Ministry
of Social Security M. Dadayan told the Azat Artsakh that in 2006
NKR received humanitarian aid of about 66 million 151 thousand
drams. Organizations and individuals from the United States, France,
Germany, Russia and Armenia provided second hand medical equipment
and medicine of 13 million 810 thousand drams, food of 46 million
900 thousand drams, secondhand clothes of 83 060 drams, different
appliances of 55 million 355 thousand drams. Humanitarian aid comes
through the programs of the Stepanakert office of the Red Cross, The
HALO Trust (U.K.), Shen (France) the Armenian Evangelical Association
and Agape (U.S.).

According to M. Dadayan, in 2006 humanitarian aid to Karabakh went
down by 10 million 727 thousand.

National Committee of America Wisconsin Office, with a group of
members of the state, will organize a reception on April 24, 2007 to
mark the 92nd anniversary of the Armenian Genocide. This event will
take place at the Congress of the state of Wisconsin.

As the Armenian National Committee of America states, besides it,
a requiem liturgy will be celebrated in four Armenian churches of
the state of Wisconsin on late April 24.

The event annually organized by the Armenian National Committee of
America Wisconsin Office gives possibility to the American Armenian
community to express gratitude to the parliament of the state and
to the Senate of the state for adopting a resolution concerning the
Armenian Genocide, by which April 24 is every year marked as "the
day of mentioning the 1915-1923 Armenian Genocide in the state of
Wisconsin." According to the same source, these events make a part of
efforts on increasing awareness in the issues relating to Armenia and
Armenians as well, particularly in the issue of the Armenian Genocide.

Resolutions recognizing the historic fact of the Armenian Genocide were
adopted in the state by the lower chamber (Assembly) of the Parliament
on March 2, 2000, and by the Senate of the state on March 7, 2002.

Air company S7 Airlines is going to introduce discount for the veterans
of the Great Patriotic War [GPW] in connection with Victory Day. As
manager of the air company told Arminfo, special tariff "Victory Day"
will function for the veterans and invalids of the GPW, residents of
the blockade Leningrad and the former prisoners of the fascist camps,
according to which the latter will be given an opportunity of free
flight to the Russian cities and the CIS countries, except the flights
of S7 Airlines implemented by the contracts with other carriers.

Tickets sale according to the new tariff will start on 10 April to
20 May 2007 at the offices of S7 Airlines. They will be sold for the
period 1-20 May 2007. A ticket will be valid over a month from the
date of the first flight.

The tickets will be sold for the economy class and some taxes should
be paid when taking a ticket. The 50% discount will function for the
passengers that will accompany I and II group invalids of the GPW,
and these people may buy the ticket simultaneously when the invalids
are given their tickets. If an invalid gives up to fly, the person
that accompanies him will not be allowed to fly either. In Armenia
the OJSC "TNN" sells the tickets of S7 Airlines.

To recall, S7 Airlines is one of the biggest air companies at local
air lines of Russia and in this segment enters TOP-50 of the world
carriers. It occupies the second place among the Russian air companies
by the number of the transported passengers.

UNIBANK PUTS INTO OPERATION FIRST TELLER MACHINE WITH CASH-IN FUNCTION IN ARMENIA

YEREVAN, APRIL 13, NOYAN TAPAN. Unibank has become the first
bank in Armenia to put into operation a teller machine with
cash-in function. (It is installed at the branch at 2 Deghatan
Street (Yerevan), near the building of the Central Bank of
Armenia). Presenting the possibilities of the new teller machine,
director of the bank’s plastic cards department Mesrop Hakobian noted
that in addition to the "usual" cash-out functions, the teller machine
also accepts US dollars, euros and Russian rubles.

After the checking of authenticity of banknotes to be accepted,
information about their nominal value, quantity and total amount
appears on the cash teller’s display, after which the operation
required by the customer are carried out. M. Hakobian said that besides
transferring this money to the customer’s account, the teller machine
also exchanges the above mentioned foreign currencies for Armenian
drams at the exchange rate set by the bank – also without availability
of a plastic card.

According to M. Hakobian, in the near future the teller machine will
be connected to the E-card-banking system, which will allow to repay
credits and pay interest on them through the teller machine. In his
words, cash-in functions will gradually be introduced in all teller
machines of Unibank – their number currently makes 31 and will increase
to 60 by late 2007.

As of March 31, 2007, Unibank issued 17,532 plastic cards, including
14,944 Visa cards and 2,588 ArCa cards.
