After "New York Life" insurance company made payments to the
descendants of the Armenian Genocide victims, who had ensured their
lives of their property, the turn has come to AXA insurance company,
France. In result of talks between American Armenian jurists AXA
undertook obligation to pay $17.5 million to the descendants of the
Armenian Genocide victims. $3 million of that sum will be paid to the
fund of Armenian communities, and the remaining 14,5 million will be
distributed among the descendants.

According to information received from a renowned Armenian lawyer
in the USA Vardges Egiazarian, about 5 or 6 thousand people will
receive compensations. The insurance payments list is available at
from April 1 to October 1. Those
who find the name of their relatives in the list have to address
the company with a relevant request. The list is also available at

UNESCO Approved The Claim About St. Thaddeus

UNESCO APPROVED THE CLAIM ABOUT ST. THADDEUS

"Culture Heritage Information" of Iran reports that the Armenian
church of Srub Tadevos (St. Thaddeus) was included in the UNESCO
List of World Culture Heritage upon the request of the Government
of Iran. The church, also known as Karakilisa ("the Black Church"
in Turkish), is situated in the Western Azerbaijan province of the
Islamic Republic of Iran and was constructed about 1700 years ago,
being one of the oldest Christian shrines. According to the legend,
verified by certain historians, Apostle Thaddeus, who preached
Christianity in several regions of Armenia and Iran, is buried
there. At present the church belongs to the Armenian community of
Iran and each year a holy service and a feast is held there.

Expectedly soon a UNESCO expert group is to arrive there so as to
get acquainted with the church and nearby historical buildings.

The forthcoming parliamentary elections in Armenia on May 12 will
be a crucial touchstone for the degree of maturity of democracy in
Armenia, concluded the four-member pre-election delegation of the
Parliamentary Assembly of the Council of Europe (PACE) at the end of
a visit to Yerevan from 10 to 13 April 2007.

The delegation was heartened by the assurances of the Armenian
authorities, and all political stakeholders it met, that it is their
intention to hold elections that fully meet Council of Europe standards
for democratic elections. In this respect the delegation stresses
that it is the responsibility of all parties and stakeholders to
adhere to the rules that a genuinely democratic process demands.

The delegation took note of the improved election code, which has
generally passed the expert analysis of the Council of Europe’s Venice
Commission. The election code forms a sound basis for the conduct of
democratic elections if it is fully implemented in good faith.

The delegation welcomes the efforts by the authorities to create a
centralised voters’ list, in line with long-standing recommendations
by the Parliamentary Assembly. However, the delegation also notes the
concerns of several interlocutors that the accuracy of the voters’
lists still leaves a lot to be desired. It therefore calls upon the
authorities to continue, and if necessary step up, all efforts to
ensure the highest possible accuracy of the voters’ list on Election
Day. In this respect, the delegation regrets the reluctance by the
majority of the political players in Armenia to introduce the inking
of voters’ fingers, as advised by the Venice Commission, as a proven
mechanism to prevent multiple voting.

The delegation was concerned over its overall impression of a lack
of popular interest in the election process by the electorate. Such
attitudes of apathy, or even cynicism, are not conducive to the
development of democracy in Armenia. The delegation was not able,
with a few notable exceptions, to discern marked differences between
the political platforms of the contenders. It was left with the
impression that the upcoming elections are regarded by many as
a struggle between political elites and not between concepts and
ideas. In relation to this, the delegation is concerned that, in
a number of constituencies, only one candidate is running for the
majoritarian mandate, thereby not allowing the electorate in those
constituencies a fully democratic choice.

The delegation would like to stress that a level playing field in the
campaign, and full respect for the principles of freedom of expression
and assembly, are key conditions for democratic elections. It is
therefore concerned by the uneven conditions for the political players,
as highlighted by the media monitoring sponsored by the Council of
Europe. In this respect, the exhorbitant costs for paid political
advertising demanded by broadcasters are deeply regretted.

The fact that out-of-country voting has been abolished in the amended
election code is of concern to the delegation, as, in practice, it
will disenfranchise a sizeable part of the Armenian population that
is living abroad.

The delegation strongly condemns the recent attacks on the headquarters
of a political party in Armenia. It would like to reiterate its
position that violence and intimidation have no place in a democratic
society.

Electoral violations during past elections have never been
satisfactorily investigated and prosecuted. A climate of impunity
for electoral violations and election related violence can not be
allowed to exist in Armenia. The delegation therefore calls upon
the competent authorities to fully investigate any election-related
complaints that are brought to its attention and, where violations
are found, to provide redress and prosecute the violators to the
fullest extent of the law.

Lastly, the delegation calls on all political actors to use the
little time that is left before May 12 to ensure that the forthcoming
parliamentary elections are fully in line with Council of Europe
standards.

The pre-election delegation visited Yerevan from 10 to 13 April at the
invitation of the President of the National Assembly of Armenia. The
cross-party delegation was composed of Leo Platvoet (Netherlands,
UEL), Head of Delegation, Georges Colombier (France, EPP/CD), Ewald
Lindinger (Austria, SOC) and Bernard Marquet (Monaco, ALDE). During
its visit, the delegation met with the President of the Republic,
the President of the National Assembly, the Prime Minister and the
Ministers of Justice and Foreign Affairs, the Chairman of the Central
Election Commission, a cross-section of political parties running in
these elections, members of the Constitutional Court and the Office
of the Human Rights Defender of Armenia, as well as representatives
of the mass media and NGO communities.

Russian Munition Taken To Armenia

The first vehicles loaded with Russian military impedimenta and
techniques left Russian military base Akhalkalaq for Gyumri. The
vehicles were supposed to leave Georgia yesterday but their departure
was delayed because of the unfavorable conditions.

The second group will head to Armenia on April 19.

Part of the military munition will be taken to Russia by railway on
May 17-24.

Russian servicemen and installations will finally be removed from
Georgia by June 1.

RA FM Vartan Oskanian received Leo Platvoet, head of the PACE election
observation mission to Armenia.

The key issues of the consideration were the upcoming parliamentary
elections, the conduction of the observer mission and the support to
the RA election processes.

The RA FM expressed the RA Government’s determination to hold the
elections in compliance with the international standards.

Mr. Platvoet claims that the mission members watch the election
campaign. In this respect they have met with the representatives of
the political forces running for the RA parliament.

On the guests’ request, Mr. Oskanian dwelt on the current phase of
the Armenia-Turkey relations and the Karabakh conflict regulation.

To note, RA President Robert Kocharian received the members of the
PACE and OSCE Parliamentary Assembly temporary missions.

At 7:00 p.m. "Impeachment" alliance started their campaign from
Freedom Square. The time was due to another festival "Spring-2007"
organized by Yerevan City Hall.

But for the festival, the meeting was to start at 5:00 – 7:00 p.m. By
5:30 p.m. the square was still empty and there was nothing but the
microphones and some musical equipment on the stage. The organizers
played loud music thus trying to justify the abrupt ending of the
festival.

As soon as the representatives of "Impeachment" arrived, the police
headed by Alexander Afyan, Lieutenant Colonel of RA Police Central
Office warned Vahagn Khachatryan, member to a Social-political
initiative group to hold their campaign meeting in the area assigned
by Municipality i.e. outside the fence as far as the whole festival
equipment was inside.

RA National Anthem opened the meeting; the latter carried the message
of " The impeachment of RA President and his criminal administrative
bodies".

Aram Karapetyan, chairman of "New Times" party as well as Aram
Sargsyan, leader of "Republican" party together with their party
members were also present.

In fact, the organizers were carrying empty bottles having the
following message: "Let’s impeach him together!"

To mention, in case the opposition is a majority in the NA after the
elections, they will make Robert Kocharyan quit his office.

Prime Minister Escapes Permanent Demonstrators In Civilized Manner

Today Prime Minister Serge Sargsyan received several groups, who
constantly stage a demonstration in front of the building of the
Government. Residents of sales zone and pilots, who have not received
wages, were in the demonstrators. Three delegates were selected from
each group to meet with the prime minister. It should be noted that TV
companies have shot the meeting of the prime minister and the citizens.

The "messenger", who had come from the office of the premier, had hande
over to the demonstrator pilots the time and the place of the meeting,
who, first of all, on behalf of Serge Sargsyan, had congratulated
the pilots on the professional holiday. The prime minister has not
promised anything concrete. For example, he said to the pilots that
he will concern the problem on the payment of the wages after the
parliamentary elections, and more exactly, after May 15. The pilots
have agreed.

To our question "Are they going to continue their demonstrations in
front of the government every Thursday?" one of the pilots answered:
"Now we don’t have moral right to do that".

"The May 12 parliamentary elections in Armenia will be an important
touchstone of the extent of maturity of the democracy", Leo Platvoet,
Head of the delegation of PACE interim commission for observation
of the parliamentary elections in Armenia, said during meeting with
journalists today. In his words, the delegation highly assesses that
the authorities and political forces intend to conduct elections
meeting the CE standards. Moreover, all the parties are responsible
to observe the rules of the game of the real democratic process.

L. Platvoet mentioned that they have taken into account the amended
electoral code, but these they during the meetings with representatives
of the political forces they have heard concerns that the accuracy
of the electoral rolls are far from being true.

According to L. Platvoet, the delegation notes with regret that
"The majority of the players of the political process in Armenia
have not been ready to introduce the mechanism of inking of the
fingers of the electors, which has been advised by Venice". To the
question of journalists in which countries is that mechanism applied,
the delegation members mentioned Serbia, Azerbaijan, Albania.

5th International Conference Of Judges In Istanbul

5TH INTERNATIONAL CONFERENCE OF JUDGES IN ISTANBUL

5th international conference on the topic of "Towards Europe: situation
of justice in the South Caucasus and perspectives", organized by GTZ
will be held in Istanbul on April 16-17.

The forum is organized outside the TransCaucasus for the first time
and aims to use the experience of various countries in the sphere of
legal and judicial reforms. Turkey is invited to a dialogue for the
first time. Its experience with the German one may contribute to the
reforms, being implemented in the countries of South Caucasus.

Judges from all the instances of the courts of Armenia, Azerbaijan,
Georgia, Turkey and Germany, as well as lawyers and members of
international organizations will take part in the conference.

To remind, since 1993 by the instruction of the Federal Ministry of
economic cooperation and development of Germany the GTZ supports the
countries of the South Caucasus in the process of legal and judicial
reforms. For the purpose of ensuring economic and democratic stability
in the region the initiative invites Armenia, Georgia and Azerbaijan
for cooperation. The regional program of GTZ "Legal and judicial
reforms in the South Caucasus" form the main part of the initiative.

BAKU: Earthquake Occurs In Karabakh

EARTHQUAKE OCCURS IN KARABAKH

Earthquake at the magnitude of 4-5 occurred in 25 km east of
Azerbaijani region of Aghdam, Karabakah at 11.12, APA reports quoting
Armenian National Seismological Center. The tremors were felt in
Khankendi (now Stepanakert) and Agdere at the magnitude of 3 and in
Khojavand at the magnitude of 4.

Deputy director of the Republic Seismological Centre of Azerbaijan
National Academy of Sciences Gurban Yetirmishli told APA that Armenian
Seismological Service’s information is not right.

Yetirmishli said that shocks occurred 45 km far from Barda and the
magnitude of the earthquake was below 2.
