YEREVAN, APRIL 19, ARMENPRESS: A member of the Armenian outgoing
parliament from the Republican Party, Armen Ashotian, said today
the country’s next parliament will be the ‘mirror reflection’ of
Armenia’s complementarity policy and all political parties-pro-Russian,
pro-European and pro-American- stand good chances to overcome the 5
percent barrier and win seats in the National Assembly.

Ashotian, the youngest member of the outgoing parliament, said his
Republican Party wants clean and just elections more than any other
party, "because we bear the major responsibility for ongoing national
processes."

He also claimed that his party enjoys the biggest popularity and has
more supporters than its rivals and ‘this is why we see no need to
deviate from our natural course."

Ashotian added that fraudulent May 12 parliamentary elections would
cast a shadow on the process of efforts for peaceful settlement of
the Nagorno-Karabakh conflict.

YEREVAN, APRIL 19, ARMENPRESS: Alina Zakarian, chief of an Armenian
police department in charge of passports and visas, which is also
vested with the authority to compile voter lists, said to a news
conference today her subordinates ‘purged’ the lists from deceased
and other ineligible voters, which now have overall 2,318,493 names,
by 10, 254 less than a month ago.

She said in the last 10 days lone 311 citizens exchanged their old,
Soviet passports with new ones and another 3,550 have changed their
residence.

She said also some problems were caused by inclusion of servicemen
into voter lists, but the army’s general staff has sent the lists of
young men having currently their mandatory military service to all
police departments to withdraw their names form the lists.

She said also by April 8 1,720 deceased people’s names were withdrawn
from the lists and 50 people used the hotline telephone number to
report about other inaccuracies.

Luxembourg (dpa) – European Union justice ministers on Thursday opened
talks on plans to establish common rules to criminalize racism and
xenophobia for the first time in the 27-member bloc.

German Justice Minister Brigitte Zypries said that the EU needed
common minimum standards on combatting racism and xenophobia.

Germany currently holds the rotating EU presidency.

"We protect people because of their race or ethnic origin, and we
don’t tolerate their being discriminated against or that violence is
used against them," Zypries told reporters in German when arriving
for the meeting in Luxembourg.

"We don’t want incitement to violence or hatred," she added.

EU Justice Commissioner Franco Frattini urged national governments
to agree on ambitious rules, arguing that the fight against racism
and xenophobia was a "basic pillar of the European democracy."

Germany wants to use its term at the bloc’s helm to harmonize EU-
wide differences on combating racism and xenophobia.

Under the text being debated, EU countries would set jail terms of
at least one to three years for "publicly inciting to violence or
hatred … directed against a group of persons or a member of such
a group defined by reference to race, colour, religion, descent or
national or ethnic origin."

Germany views a common EU law as a moral obligation, but countries
like Britain, Ireland and the Scandinavian states resist unified
legislation as a violation of civil liberties.

EU diplomats have said that the planned rules only aimed to achieve a
"minimum level of harmonization" as the differences in national legal
systems had to be respected.

The definition of what exactly constitutes incitement to violence or
hatred will be left up to member states.

EU lawmakers have criticized the German proposal as having "symbolic
character" only.

Under the plans, hate declarations referring to religion such as
"Kill the Jews" or "Kill the Christians" would remain unpunished in
EU countries where such statements are not criminalized, EU diplomats
have said.

They have also said that German plans to push through new rules which
would make denying the Holocaust – the mass killing of Jews by Nazis
and Nazi supporters – a crime in the EU, would not cover denying the
massacre of Armenians in World War I.

Turkey denies that the killing of up to 1 million Armenians constituted
genocide, putting their deaths down to ethnic strife, disease and
famine, and has prosecuted historians and journalists for calling
it genocide.

In addition, the proposed EU rules would not make denying crimes
against humanity under the Stalin regime punishable, diplomats said.

The Baltic states want the EU to make it a crime to deny the abuses
of the Stalinist regime in the former Soviet Union.

Under the planned rules, the denial of crimes of genocide, crimes
against humanity and war crimes will be punishable in the EU if these
crimes have been defined by international courts and if the statement
incites to hatred or violence.

Citing its "particular historic responsibility" due to its Nazi past,
Germany has said it wants EU member states to adopt the proposed
legislation before it ends its term at the EU helm at the end of June.

Two years ago, Luxembourg tried to use its EU presidency to push
through legislation to unify legal standards for Holocaust denial,
but was blocked by Italy on the grounds that the proposed rules
breached freedom of speech.

Laws against denying the Holocaust already exist in Austria, Belgium,
France, Germany and Spain.

EU justice ministers are also expected to discuss new ways too make
divorces of bi-national marriages in the bloc less expensive and
cumbersome.

Today, 69-year-old homeless refugee Rudolf Stepanyan went on a non-term
strike in front of RA Government.

Even the weather was not an obstacle for him as the open air has served
his roof for 10 months. The former resident of hotel ‘ Erebuni’ was
taken away his only shelter on June 19, 2006 and since then he has
been living in a track, the owner of which wants to sell it.

‘ Before this, I had to live on without water and electricity. All
of sudden, the hotel guards barred the entry into my shelter. I left
all my stuff there.

I begged them to let me take my documents at least, but they
didn’t.’ he complains.

Today, Rudolf Stepanyan sent a letter to Prime Minister which says,

‘ It’s not my fault to live the year of 1989.I ask very little: just
give me the chance of living the last years of my life under my own
roof. Thank you in advance.

Homeless Refugee.’

As a matter of fact, several NGO leaders came to support him.

BMED, the independent franchise partner of British Airways,
operating flights between Yerevan and London Heathrow, was awarded
the Outstanding Service Award at the 25th Anniversary of the OAG
Airline of the Year Awards, the world’s premier airline accolades,
in recognition of the efforts of its Beirut staff for efforts above
and beyond the call of duty during the Lebanon war last year.

The was accepted by Maria Sabbah, BMED Sales Manager Lebanon, in a
ceremony held in London in the presence of Princess Anne.

Ms Sabbah and her team responded rapidly to support customers who
were seeking safe passage out of the country, and at a time when all
other airlines closed their town offices, BMED staff not only kept
the downtown Beirut office open, but extended its opening hours.

At some risk to their own safety, BMED’s staff throughout the conflict
opened the office every day, including weekends, in order to assist
passengers from all airlines with their travel arrangements.

The city’s international airport, Rafik Hariri, was one of the first
targets of the bombings, and BMED operated extra flights to and from
Amman, Aleppo and Damascus to offer the additional capacity required
to fulfill the customer demand for flights out of Beirut, and the
sales team in the BMED office work tirelessly to place customers on
these flights.

Ms Sabbah, who received her award from BMED CEO David Ricahrdson, said:
"When I first received news of the award, I could hardly believe it –
it is indeed an honour.

"Those days in Beirut last summer were dark, dangerous and distressing
for so many people. We were just getting on with a job that simply
had to be done.

"I have to say that it would have been so much more difficult without
the paramount support of my BMED colleagues at head office in London. I
am grateful to them, and of course to OAG, for this very special award,
which will be treasured.

"I will be accepting it on behalf of our entire Beirut team, some of
whom will be with me this evening, while most will be back in Beirut,
but with us in spirit."

BMED’s Commercial Director, Jonathan Grisdale, said: "I am very proud
of the exceptional role that was performed by Maria and her team in
Beirut in what were extremely difficult circumstances.

"Beirut is a very special destination for BMED and was the route
which founded the airline.

"This award demonstrates that we are committed to serving out
passengers with the highest levels of service, in any situation."

Today, RA weight lifters competed at Euro-Championship for the first
time in Strasbourg. Arsen Tamazyan (w. 62kg) was not a success at
the competition. At double-event Arsen appeared at the 14th point.

Meline Daluzyan showed her best and became a champion among champions
weighing 63kg. Meline was able to lift the 108kg weight thus getting
the first point as a result of 243kg double-event and putting the
135kg shot.

Today Nazik Avdalyan w.69, Hripsime Khurshudyan w.75, as well as
Tigran Martirosyan will compete today.

As of April 18, 2 mln 318 thousand 493 voters were registered
throughout the Republic of Armenia, Alvina Zakaryan, passport and visa
department head at the police, told a meeting with reporters today. She
said some still keep their old Soviet passports and another 497 got
Armenian passports as of April 18. Some 4123 citizens, who changed
their places of living, also applied to passport and visa department
of the police.

Alvina Zakaryan said the list of military servants is specified. Some
2275 citizens, who had passed away, were taken out of the lists. The
department has opened hot line for making the lists more accurate
and 77 citizens called.

On April 20the 5th joint sitting of the Armenian-Chinese
Intergovernmental Commission will be held in Yerevan. Head of the
Chinese Ministry of Trade Department on Europe, Co-Chair of the
Armenian-Chinese Intergovernmental Commission Sue Tunkay will arrive
in Armenia to participate in the sitting.

The Ambassador of China to Armenia will also participate in the
sitting.

Foreign Minister, Co-Chair of the Armenian-Chinese Intergovernmental

UEFA To Take The Final Decision By June 23

At a meeting in Cardiff the UEFA Executive Committee did not decide the
place of holding the football matches between the national teams of
Armenia and Azerbaijan. The final decision will be taken by June 23,
Press Secretary of the Football Federaton of Armenia Tigran Israelyan
told Armenpress.

Armenia insists on holding one match in Yerevan, while the other
match can be held on a neutral field.

The UEFA should publicize its decision no later than 60days prior to
the matches scheduled for September 8 and 12.
