STRASBOURG, APRIL 19, NOYAN TAPAN. Meline Daluzian (Gyumri) was
recognized the winner in the 63 kg weigth category of the women’s
tournament of the Europe weight-lifting championship being held in the
city of Strasbourg, France, and was awarded the champion’s gold medal
(pull 108 kg, push 135 kg, biathlon 243 kg). M. Daluzian established
3 new records.

Representative of Armenia Arsen Tamrazian (Gyumri) took the 14th place
with a result of 271 kg in biathlon (121+150=271 kg) in the 62 kg
weight category of the men’s struggle. And representative of Russia,
an Armenian by the origin, 19-year Sergey Petrosian (130+159=289)
became the champion.

YEREVAN, APRIL 19, NOYAN TAPAN. Tax and customs privileges should
be introduced for Armenian IT enterprises in order to ensure
competitiveness of the country’s IT sector. Chairman of the National
Democratic Party (NDP) Shavarsh Kocharian stated this during the
April 19 meeting with representatives of Armenian IT enterprises.

In his words, in case of not introducing such privileges, the
investments that foreign companies are planning to make in Armenia’s
IT sector may be made, for example, in Turkey where some economic
zones with a zero rate of taxation of IT companies have been created.

He also gave the example of Azerbaijan that has developed a program on
its IT sector development until 2025. It is envisaged that revenues
of Azerbaijan’s IT sector may replace revenues of the oil sector
as in 2025, the oil resources of Azerbaijan will be on the brink of
running out.

DISCUSSION OF REPORT "PERCEPTION OF CORRUPTION IN ARMENIA – 2006" STARTS IN RA REGIONS

YEREVAN, APRIL 19, NOYAN TAPAN. The report "Perception of Corruption
in Armenia – 2006" will be presented to the youth in Yerevan and
in RA regions, to representatives of local self-government bodies
and NGOs. Amalia Kostanian, Chairwoman of Regional Development
Center/Transparency International-Armenia NGO, reported this during the
April 19 presentation of the report at Yerevan State University. So,
in her words, a possibility of report’s wide discussion will be
created. The report has been already presented in several populated
areas of Aragatsotn and in Abovian (Kotayk region).

The report was published by UNDP Armenian Office on the basis of the
survey conducted by the above mentioned NGO in 2006 August at 1500
home farms.

A. Kostanian said that 73.9% respondents considered the electoral
system as very corrupted (the highest index according to the
spheres). At the same time, the respondents mentioned free and fair
elections as a solution resulting in reduction of corruption in
Armenia. The majority of respondents considered that state officials
are responsible for corrpution in the electoral system.

The Chairwoman of the NGO expressed anxiety about the circumstance
that 50% respondents held the opinion that personally they can do
nothing to eradicate corruption in the system.

YEREVAN, APRIL 19, NOYAN TAPAN. The 5th joint sitting of the
Armenian-Chinese intergovernmental commission will be held in Yerevan
on April 20. The delegation headed by Syu Tunka, Head of the European
Department of China’s ministry of trade, Chinese Co-Chairman of the
Armenian-Chinese intergovernmental commission, will arrive in Armenia
in order to participate in the sitting.

The Chinese ambassador to Armenia Tso Syuelian will take part in
the sitting. The RA Deputy Foreign Minister, Co-Chairman of the
Armenian-Chinese intergovernmental commission Armen Bayburdian will
chair the sitting from the Armenian side.

According to the RA MFA Press and Information Department, a round
table dedicated to the 15th anniversary of establishment of diplomatic
relations between Armenia and China will also take place on April 21
in the hall of sittings of the RA National Academy of Sciences.

Hakhtanak bridge of Yerevan, in consequence of which the traffic on
the bridge was blocked for a short time. We failed to receive any
official information about this brawl yet.

To recap, another incident happened the same day near the railway
station of Yerevan, in a place called "Vstrech:" exchange of fire took
place here among unknown persons. No information has been received
by law enforcement bodies yet whether these incidents are connected
with the parliamentary elections to be held in Armenia in 23 days.

Turkish Police Detain Five More Over Murders At Christian Publisher

TURKISH POLICE DETAIN FIVE MORE OVER MURDERS AT CHRISTIAN PUBLISHER

Turkish police detained five more suspects in the gruesome murder
of three people at a Christian publishing house in this conservative
eastern city, officials said Thursday.

The latest arrests brough to 10 the number of people in custody for the
killings Wednesday that fuelled fears among Turkey’s tiny Christian
community and raised concerns over religous freedom in this mainly
Muslim country seeking to join the European Union.

The victims, one of them a German, were found tied to chairs with
their throats slit at the Zirve (Summit) publishing house, which is
owned by Turkey’s Protestant community.

Five suspects, including a man who jumped out of a third floor window
to escape capture, were detained at the scene of the crime.

Announcing the arrest of the other five, Malatya Governor Halil Ibrahim
Dasoz gave no details, but said they were all of the same age group —
young men aged 19 and 20.

Turkish newspapers said all the suspects apprehended at the scene were
carrying copies of a letter that read: "We did it for our country. They
are trying to take our country away, take our religion away."

They lived together at a local dormitory run by a religious foundation,
media reports said.

Police have yet to make a statement on the motives for the murders,
but the press Thursday agreed that nationalist and religious zeal
were the likely cause.

"We did not do this for ourselves, but for our religion… Let this be
a lesson to the enemies of our religion," one of the suspects allegedly
said in his testimony, the mass-circulation daily Hurriyet reported.

Several newpapers linked the attack to others against Christian
minorities in Turkey, including the killings of Roman Catholic priest
Andrea Santoro last year and ethnic Armenian journalist Hrant Dink
in January.

Turkish Foreign Minister Abdullah Gul described the murders as "an
attack against Turkey’s stability, peace and tradition of tolerance".

"There have been similar attacks in the past," Gul said in Ankara.

"We will certainly take stricter measures."

Speaking to reporters in the southeastern city of Diyarbakir, European
Parliament member Joost Lagendijk said the killings would send Europe
a negative message.

"Europe will perceive the killings to mean that those who attempt to
seek converts to other faiths in Turkey will face a similar fate,"
Lagendijk said. "It is very important for the government to appeal
for the acceptance of different religions and ethnic backgrounds."

The dead were identified named as 46-year-old German Tilman Geske
and Turkish nationals Necati Aydin and Ugur Yuksel.

Aydin was the pastor of the 30-strong Protestant community of Malatya,
Ihsan Ozbek, the chairman of the Alliance of Protestant Churches in
Turkey, told AFP.

Ozbek described Tilman as a "simple member" of the Protestant community
in the city and said both Turks worked for the publishing house.

"The community in Malatya never received any threat," said Ozbek,
who is also the pastor of the Salvation Protestant Church in Ankara.

"There was only one incident in 2005, a protest against the publishing
house."

Media reports said the publisher had been the target of protests by
nationalists accusing it of seeking Christian converts.

Proselytizing is generally viewed with suspicion in Turkey, whose
population is 99 percent Muslim; small Greek Othodox, Catholic,
Armenian and Jewish communities are concentrated mainly in Istanbul.

Turkey is under pressure to guarantee the protection and freedom of
non-Muslim minorities as part of its efforts to join the EU, but a
recent series of attacks has raised concerns that nationalism and
anti-Christian hostility are on the rise.

In February 2006, Father Santoro was shot dead as he prayed in his
church in the northern city of Trabzon. A teenager was convicted of
the murder and jailed for nearly 19 years.

In January, journalist Hrant Dink, a prominent member of Turkey’s
Armenian community, was gunned down in an Istanbul street. A
17-year-old, detained along with 11 other suspected ultra-nationalists,
confessed to the killing.

YEREVAN, APRIL 19, NOYAN TAPAN. Currently Armenian Trade Unions
Confederation unites 24 branch trade unions with local trade committees
of 900 enterprises, which in total include 300 thousand members. Noyan
Tapan was informed about it by Boris Kharatian, Vice-Chairman of
Confederation.

B. Kharatian said that the Labor Code giving trade unions possibility
of development was adopted only two years ago. And RA law "On
Trade Unions" operating since 2000, in his words, did not regulate
employee-employer-state relations.

As B. Kharatian affirmed, the sphere of trade unions will develop
in Armenia parallel with establishment of unions of employers. He
said that unions of employers are not formed in Armenia. Therefore
there are some spheres where branch trade unions work and have the
possibility to sign contracts only with individual employers.

In the words of Vice-Chairman of Confederation, working collectives
mainly raise questions on signing working contracts. In B. Kharatian’s
words, signing of contracts for some term without any motivation is
spread in Armenia. "A contract is signed for some term only when an
employee does some work limited by term," B. Kharatian said.

YEREVAN, APRIL 19, NOYAN TAPAN. At the April 19 sitting, the Armenian
government approved the bill on approval of the annual report on
execution of the 2006 RA state budget, which will be submitted to the
RA National Assembly in prescribed order. The bill proposes approving
the annual report on execution of the 2006 RA state budget in the
amount of 441 bln 483 mln 135.6 thousand drams (revenues). 481 bln
183 mln 188.4 thousand drams (expenditures), and the budgetary defecit
in the amount of 39 bln 700 mln 52.8 thousand drams.

The RA Deputy Minister of Finance and Economy, the RA Chief Treasurer
Atom Janjughazian said after the sitting that taking into account the
economic developments in 2006, the amount of revenues was reconsidered
and set at 451.461 bln drams instead of the planned revenue amount of
412 bln 356 mln drams (based on 2006’s average exchange rate – about
991 mln USD), with a 97.8% fulfilment being registered. In his words,
the main reason for underfulfilment of the revenue index was receiving
only 15.2 bln drams (38.4% of the envisaged amount) instead of the
envisaged 39.5 bln drams from foreign sources. The fulfilment of the
expenditure index was low – 523 bln drams or 92% for the same reason.

A. Janjughazian said that the fulfilment index of expenditures
from own sources made 98%, that from foreign sources – 46%. 55.5%
fulfilment was registered against 71.6 bln drams envisaged by the
2006 deficit financing program.

YEREVAN, APRIL 19, NOYAN TAPAN. The Actuarial Analysis Office of Nork
CJSC calculated insurance tariffs for 6 Armenian insurance companies,
made analyses for introduction of the compulsory medical insurance
system and reforms of the pension system in Armenia, as well as made
analysis of various informational bases of the RA Ministry of Labor
and Social Security. The office head Hrachia Petrosian informed NT
corresondent about it.

According to him, very often the prices of insurance policies of
the same risks related to services of various insurance companies
are quite different due to the fact that insurance companies provide
their services by tariffs not substantiated by an actuarial analysis.

H. Petrosian said that in addition to the insurance sector, the
system of social security also needs forecasts based on analysis. In
general, actuarial analyses may be related to time forecasts on
changes to occur in commodity markets under the influence of one or
another factor. "However, such forecasts are made difficult by the
circumstance that the overwhelming majority of natural and juridical
persons do not have a financial history," he noted.

In the words of H. Petrosian, there is also the problem of ensuring
secrecy of the initial financial data, which has to do with ethics
of a statistician, regardless of the fact which sector of statistics
he/she works in – official, administrative or private. The expert of
Nork company said that the code of employees of national and community
statistical services is already in effect in the European Union. In
accordance with this document, at the stages of data collection,
processing and summarizing, the statistician must be guided by such
principles and use such methodology that will allow to receive
objective final statistical data and will not be in favor of or
against some interested party. "Personal" initial statistical data
may be transferred to a third person only in case of consent of the
person who provides this data.

YEREVAN, APRIL 19, NOYAN TAPAN. Armbusinessbank CJSC has put into
operation a machine for automatic exchange of foreign currency. This
machine is the first one in Armenia and has been installed at the
bank’s branch at 20 Mashtots Avenue (Yerevan).

Karen Khachatrian, Head of the Plastic Card Operations Unit of
Armbusinessbank, told NT correspondent that the machine (made by the
Italian company Sigma) exchanges 6 most widespread foreign currencies
in Armenia – US dollars, euros, Russian rubles, Ukrainian grivnas,
Swiss francs and British pound sterlings.

According to K. Khachatrian, besides banknotes, 10-, 50- and 200-dram
metal coins can be used in the automatic exchange machine, thanks to
which exchange is carried out in full amount at the exchange rate set
by the bank. He noted that all 10 automatic exchange machine purchased
by the bank will be put into operation next month, and their number
will reach 70 by late 2008.

Armbusinessbank currently has 10 teller machines and intends to
put another 10 into operation in the near future. In the period of
September, 2006 up to now, the bank has issued over 400 plastic ArCa
cards. It envisages to issue MasterCards soon.
