OVER TWENTY DEPUTIES DISCUSS THE AMENDMENTS TO THE ELECTORAL CODE

"The discussion of the amendments to the Electoral Code (EC) in the
National Assembly is but a mere imitation," announced Viktor Dallakyan.

In his opinion, the discussion is aimed at deciding whether to
fabricate the elections with parcels or without them. "This is all
done under Serge Sargsyan’s order, so that after the 2007 parliamentary
elections Mr. Sargsyan can become the prime minister of the country,"
says the deputy.

Mr. Dallakyan maintains that the vital issues were left out of the
draft law to the EC. For instance, there is a ban on setting up
NA committees.

Reminder; the Opposition has appealed to the Constitutional Court to
find out whether the involvement of judges in the committees goes
in line with the provisions of the RA Constitution. That’s why the
question is under consideration in the NA.

Deputy Hranoush Hakobyan suggested not waiting for the CC’s decision
and offered to replace the word judge with "judicial clerk." Hranoush
Hakobyan doesn’t think that elections are fabricated in all the
constituencies. She herself was elected by just and fair election. She
urged the deputies to encourage people to participate in the 2007
election instead of making pessimistic announcements.

Today, once more Viktor Dallakyan blamed Dashnaktsutyun Party
which didn’t participate in the voting of his proposal to shift to
100-percent proportional system. In his words, Dashnaktsutyun is
engaged in commerce as they were promised majoritarian seats.

Gagik Avetisyan, deputy from OYP, suggested applying certain coding
system during the elections. Other deputies also expressed their
opinions in this respect.

Black PR In The NA

BLACK PR IN THE NA

"Prime Minister Andranik Margaryan and Defense Minister Serge Sargsyan
have initiated black PR against the Orinats Yerkir Party," announced
Heghineh Bisharyan, deputy from the OYP in the NA today.

She claims she has got enough evidence and urges the above-mentioned
high-rank officials to withdraw from such activity as ordinary citizens
will win "in the struggle between the kind and evil" under OYP’s aegis.

Heghineh Bisharyan and her party members are indignant that the
regional TV Companies broadcast reels defaming the OYP, and the
authorities, fearing the positive attitude of the people towards the
OYP, deprive, deprive the party members of halls to hold meetings
with the RA residents.

Prior to Heghineh Bisharyan’s announcement, Arthur Bagdasaryan made
a speech. He claimed that there are two states in the country, one
– in Yerevan with its everyday hustle and bustle, and the other –
in the regions with the local social-economic problems.

The OYP leader illustrated an example; 90 thousand children were born
in Armenia in 1993, whereas in 2005 the number of new-born infants
was reduced to 30 thousand.

Arthur Baghdasaryan is convinced that the purchase of votes in the 2007
elections will become an ordinary phenomenon though he maintains that
"it will be impossible to buy the Christian nation having 1700-year-old
history."

Armen Ashotyan, deputy from the Republican Party replied to OYP.

"How can Republican party tolerate such attitude?"

asked Mr. Ashotyan and then answered his question, "Those who deal
with rubbish do not refrain from ooze."

Deputy Hamlet Haroutyunyan wasn’t surprised at the fact that it is
Heghineh Bisharyan who defames the Prime Minister and Defense Minister
and not the OYP leader. He is convinced that the author of Mrs.

Bisharyan’s announcement is Arthur Baghdasaryan.

Armenian Communist Party To Combat In Elections Without Distributing

ARMENIAN COMMUNIST PARTY TO COMBAT IN ELECTIONS WITHOUT DISTRIBUTING POTATO

Panorama.am
13:56 24/10/06

"The upcoming parliamentary elections will be far from being free,
fair and transparent," Ruben Tovmasyan, chairman of the Armenian
Communist Party, told a press conference today.

The chief communist thinks so because of the propaganda and "donations"
made to public under the name of benevolence. "Those parties have
no ideology.

Their ideology is expressed in distributing potatoes and grass package
strings," the communist said naming Prosperous Armenia and People’s
Party as such.

Tovmasyan is concerned that anticommunist hysteria grows in the
country. He is concerned that the parties engaged in so called
"benevolence" are taking away their voters. Despite of everything,
Tovmasyan said, Armenian Communist party will run for elections
without distributing potato and strings for grass package. Tovmasyan
is sorry that Sanatruk Sahakyan, an ex-communist, joined Orinats
Yerkir Party.

Heghine Bisharyan, secretary of Orinats Yerkir Party, made an
sensational statement at the parliamentary announcement hour saying
Anranik Margaryan, chairman of Armenian Republican Party (HHK) and
prime minister of Armenia and Serzh Sargsyan, HHK board chairman
and defense minister of Armenia, stand behind the black PR against
Orinats Yerkir. She said, " I am applying to Prime Minister Andranik
Margaryan who has privatized thousands of square meters only in
Yerevan and thousands ha land on his name and on the name of his
close people and to Serzh Sargsyan who is well known for dozens of
shadow transactions, his habit to lose millions in casinos, his
shadow supervision of petroleum, fuel, cement and other fields –
stop black PR against Orinats Yerkir, stop unhealthy and indecent
political style through your customers," H. Bisharyan said.

Hamlet Harutunyan, member of HHK, said in his response speech, "I do
not think a party can have a stable place in opposition with similar
unsuccessful speeches filled with above-the-norm doze of hatred." He
also said Arthur Baghdasaryan is the co-author of the speech but
he did not make it himself because everybody knows what role Serzh
Sargsyan has played in the formation of Arthur Baghdasaryan as a
political figure.

Another HHK member, Sukias Avetisyan, said that Orinats Yerkir
"has participated in everything and has taken his share from
everything."
