ARMEN LILOYAN APPOINTED RA CONSUL GENERAL IN LOS ANGELES

According to RA Foreign Minister’s decree of 30 October, Armen Liloyan
has been appointed RA Consul General in Los Angeles.

Armen Liloyan was born in 1971 in Yerevan. He graduated from the
Department of Oriental Studies of the Yerevan State University. He
studies also in the Diplomatic Academy of London, receiving Master’s
degree.

Armen Liloyan has been working in the system of RA MFA ever
since 1995. He occupied different positions in the Department of
Europe. 1998-2002 he worked in RA Embassy in Great Britain. Since
2002 he has headed the EU Department in the MFA.

NKR Defense Minister Seyran Ohanyan is satisfied with the results of
the recurrent military exercises of NKR Defense Army, ArmInfo reports.

"Progress is evident, all the tasks presented to the participants
of the military exercises were accomplished. The exercises were
primarily directed at the improvement of Officers’ skills and rise
of the level of cooperation between different divisions. During
the military exercises we managed to raise also the level of field
preparedness of the staff," NKR Defense Minister said.

"The process of the military exercises revealed the high level of
coordination of means and forces of military divisions in every stage,"
Seyran Ohanyan noted.

November 5 in Moscow leading Grand Master of Armenia Levon Aronyan
will participate in the tournament after legendary chess player,
ex-World Champion Mikhail Tal. Famous chess players like Pyotor
Svidler, Alexander Morozevich, Alexander Grishchuk, Peter Leko and
others will also participate in the tournament.

The European Commission expects Romania to suggest new candidacy
for European Commissioner. Primarily the Prime Minister of Romania
CÄ~Clin Popescu-TÄ~C riceanu had proposed the candidacy of Varuzhan
Voskanyan – Head of the Armenian National Union of Armenia. However,
the latter had to withdraw his candidacy after separate episodes of
his biography were revealed. Thus, according to European mass media,
Voskanyan is suspected of serving as agent of the " Securitate"
special service and leading a rightist political party financed by
one of Romanian businessmen.

Voskanyan himself categorically refutes this kind of accusations.

President of the European Commission Jose Manuel Barosso supports
the candidacy of Romanian Justice Minister Monika Makovey.

Channel First Shooting A Film About Artsakh

CHANNEL FIRST SHOOTING A FILM ABOUT ARTSAKH

The Armenian First Channel is shooting a serial feature film. For
one month the creative group of the film has been working in Artsakh.

The film titled "Don’t fear" will not present real characters and
events, but the film is about real life.

To the extent possible the authors are trying to present the historic
reality of 1991-1993. The shooting is carried out in the same places
where voluntary divisions were leading fierce battle.

The chief character of the film is Armen Aramyan – a young man from
Yerevan, who found himself in the center of military actions.

The character of a Diaspora Armenian soldier was embodied by a
Canadian-Armenian professional actor, who splayed also in Atom Egoyan’s
"Ararat" film.

Shooting of the film is due to be completed by June.

November 15 the 10th anniversary of "Yerkramas" newspaper of Russian
Armenians will be celebrated in Krasnodar.

Editorial office of the newspaper informs that Armenian ensembles
from different cities and regions of Kuban will participate in the
gala concert.

On the occasion of the jubilee, the editorial staff has received
congratulations from RA Ambassador Extraordinary and Plenipotentiary
to Russia Armen Smbatyan, RA Minister Education and Science Levon
Lazarian.

The under 19 football team of Armenia scored 1:0 against the
team of Cyprus in the second round qualification of the European
Championship. In another match of the same group the team of Hungary
beat Azerbaijan 5:0.

Only after the last round of the tournament it will become clear
which two teams will continue competing in the European Championship.

November 1 in Larnaka Armenian footballers will meet with Hungarians,
while the team of Cyprus will meet with Azerbaijan. After two rounds
the group is leaded by Hungary with 6 points, the teams of Armenia and
Azerbaijan have 3 points each, while the team of Cyprus has no points.

US Department Of Justice Holds Training On European Court Of Human R

US DEPARTMENT OF JUSTICE HOLDS TRAINING ON EUROPEAN COURT OF HUMAN RIGHTS

The United States Department of Justice (DOJ) has organized a seminar
to educate trainers for Armenian prosecutors, judges, and advocates
on the European Court of Human Rights (ECHR) and on advanced case
studies. The seminar will be led by the Honorable Richard G. Stearns,
United States District Court Judge; Gediminas Sagatys, Senior Advisor
to the Parliament of the Republic of Lithuania and Professor of Law
at Mykolas Romeris University in Vilnius; and Henrikas Mickevicius,
Executive Director of the Human Rights Monitoring Institute in
Vilnius. The training seminar will last a day and a half and will
be held on October 30-31, as well as November 1-2, 2006. The seminar
will include advanced discussions and case studies of Articles 5 and 6
from the European Convention on Human Rights, as well as a comparative
analysis of the recent amendments to the Armenian criminal procedure
code with the ECHR. There will also be discussions on how the ECHR
has changed the constitutional, legislative, and case law landscape
in Lithuania, and lessons learned from this transition.

Armenia has been a signatory to the European Court of Human Rights
since 2002. This training is especially relevant since the number
of Armenian petitioners who have made applications to the Court has
increased from 89 in 2003 to 340 in 2005.

This will be Judge Stearns’s second trip to Armenia at the invitation
of the US Government. In June 2006, Judge Stearns conducted training
sessions for Armenian judges, the Prosecutor General’s Office, and
the Armenian Police Department on trafficking in persons issues,
and specifically on victims’ rights and the protection of witnesses.
