RA NA COMPLETES FOUR-DAY SESSION’S WORK LEAVING IN QUESTION ADOPTION
OF ONE DOZEN OF ISSUES DISCUSSED THE DAY BEFORE

YEREVAN, OCTOBER 26, NOYAN TAPAN. On October 26, RA NA completed the
work of the 4-day session leaving in question adoption of one dozen of
bills and legislative packages discussed the previous day. One and a
half dozen MPs took part in the discussion of the disputable
legislative package "On Property Alienation for Public and State
Needs," mainly from the opposition and ULP faction, whereas the next
issues, including the 2005 annual statement of Control Chamber, were
presented in an almost empty hall, without any discussion. The voting
for all discussed issues, to all probability, will take place at the
next plenary sitting.

JAILBREAKING

On October 26 the cars traveling on Ashtarak-Yerevan highway were
checked minutely by the police.

According to the information of `A1+’, the reason was the escape of a
prisoner from Kosh prison.

The Ministry of Justice confirmed the information. It turned out that
on October 26 Liparit E. Hovhannisyan (b. 1978) escaped from Kosh
prison. He has been imprisoned since 2003, for robbery and murder.

The police has taken measures to catch the jail-breaker.

HARUT SASUNIAN: DELAY IN REPAIRS OF KOMITAS STREET IS CONNECTED WITH
DOCUMENT DELAY IN US, WHICH WILL END SOON

YEREVAN, OCTOBER 26, NOYAN TAPAN. "The delay in repairs of the main
street of Yerevan’s Arabkir community is connected with solution of
document-related problems with US tax bodies," Harut Sasunian, Vice
Chairman of the Lincy Foundation, reported to NT. Thus, he refuted the
rumors that the Lincy Foundation stopped financing the repair work
because cheaper and low-quality building materials were allegedly
purchased instead of the Russian ones. According to H. Sasunian, "the
delay is connected with the documents’ delay in the US, which will end
soon, and has nothing to do with the quality or purchase of goods."

ANOTHER YEAR WITH THE SAME HYMN

Today, the RA Government endorsed the draft law on the `RA Hymn’ with
slight changes.

It will be introduced in the RA National Assembly by due order.

The government didn’t support the decision of the Competition Board to
accept the music without the text.

Under the government’s decision, the current hymn will be in force one
more year by the time the new hymn (with its corresponding words and
music) is stipulated by law.

PARLIAMENT DISCUSSES BILL ON ALIENATED PROPERTY

The parliament finished the discussion on the Law on Alienation of
Property for Public and State Needs but it was not put on vote. As
usual, it was postponed because there were not enough deputies at the
session hall.

Rafik Petrosyan, chairman of state and legal issues committee, said
sometimes provisions are taken out from bills but in the next reading
the same provision appears. Similarly, Petrosyan said article 18
should have been excluded from the bill but it happened to appear in
the submitted draft. The provision says that all the decisions taken
before are not subject for change.

Justice Minister Davit Harutunyan said all transitory provisions
should be excluded. However, article 18 fully supports the owners of
the alienated property so the government will keep them.

One of the key speakers, Vahan Hovhannisyan, vice speaker of
parliament, refused to make a speech saying he does not feel

France to help genocide inquiry

France says it will co-operate with an inquiry in Rwanda into
allegations that French forces were involved in the 1994 Rwandan
genocide.

A commission in the Rwandan capital, Kigali, has started hearing
witnesses in public this week on the issue.

A French defence ministry spokesman told the BBC that the testimony of
two army officers would be made available.

France has denied playing any role in the 100-day frenzy of killing in
which 800,000 Tutsis and moderate Hutus died.

The panel, whose hearings are being broadcast live on local radio, is
hearing from 25 survivors of the genocide, who claim to have
witnessed French involvement.

After the testimonies, the Rwandan panel will rule on whether to file
a suit at the International Court of Justice.

‘No evidence’

"Two officers have been requested to testify by Rwandan officials and
as we do with the international courts we shall organise this," Jean
Francois Bureau, spokesman for French defence minister, told the BBC’s
Network Africa programme.

French soldiers were deployed in parts of Rwanda in the final weeks of
the genocide under a United Nations mandate to set up a protected
zone.

Rwanda says the soldiers allowed Hutu extremists to enter Tutsi camps.

But Mr Bureau says there is no evidence to support these accusations.

The BBC’s Geoffrey Mutagoma in Kigali says that it is also alleged
that French soldiers provided escape routes to militia escaping to the
Democratic Republic of Congo after the massacres.

Meanwhile, in France a military tribunal is currently investigating
claims by six Rwandans who filed a case accusing French troops of
facilitating the massacres.

Separately, some of Rwanda’s most high-profile genocide cases have
already been tried by the International Criminal Tribunal for Rwanda
(ICTR), based in the Tanzanian town of Arusha.

Twenty-five ringleaders have been convicted since 1997, but the
Rwandan government has expressed frustration at the slow legal
process.

Varujan Vosganian, un économiste libéral cible d’accusations gênantes

Le sénateur roumain Varujan Vosganian, un économiste libéral, est la
cible d’accusations embarrassantes dans la presse de Bucarest depuis
qu’il a été désigné par le gouvernement roumain comme futur
commissaire européen.

Affable et cultivé, diplômé de l’Académie de sciences économiques et
de la Faculté de mathématique, ce libéral gé de 48 ans, auteur
d’ouvrages économiques et livres de poésie, a toujours défendu
l’intégration de la Roumanie dans l’Union européenne.

Il est depuis 2004 sénateur du Parti national libéral (PNL), la
formation du Premier ministre Calin Tariceanu, et vice-président de
l’Union des écrivains.

Cet homme au front dégarni, issu de la minorité arménienne et qui
parle couramment l’anglais et le français, avait jusqu’à présent été
épargné par la presse roumaine, qui abonde généralement en
révélations incendiaires sur les hommes politiques.

Mais sa désignation a suscité une avalanche d’accusations à son
encontre, allant de la collaboration présumée avec la Securitate
(l’ancienne police politique communiste) à des liens avec l’extrême
droite.

Le quotidien Evenimentul Zilei a ainsi affirmé vendredi que M.
Vosganian faisait actuellement partie d’une association d’extrême
droite, ce que le sénateur a aussitôt démenti.

Selon le quotidien, "M. Vosganian fait partie du groupe Rost, un
mouvement fondé autour de la revue chrétienne du même nom, qui est
profondément marquée par les idées des légionnaires roumains d’entre
les deux guerres". Evenimentul Zilei se référait à la Garde de Fer,
mouvement d’extrême droite et antisémite également connu comme la
"Légion de l’archange Michel".

"Je n’ai aucun lien avec l’extrême droite, c’est une accusation
absurde", a rétorqué M. Vosganian.

Le président de Rost, Claudiu Tarziu, a nié tout lien avec
l’extrémisme de droite de son association, qui prône selon lui un
"conservatisme classique".

Les médias ont aussi accusé le sénateur d’être lié à un homme
d’affaires controversé, Sorin Ovidiu Vantu. M. Vosganian a reconnu
que M. Vantu avait financé le petit parti de droite qu’il dirigeait à
la fin des années 1990, mais il a assuré que ces financements
n’avaient "rien d’illégal".

De plus, un ancien responsable des services secrets communistes, cité
vendredi par un quotidien de Bucarest, a affirmé que M. Vosganian
avait autrefois été recruté par le service de contre-espionnage de la
Securitate.

Le sénateur a démenti. "Je n’ai eu aucun lien avec la Securitate",
a-t-il déclaré.

Il a reçu le soutien du président roumain Traian Basescu, qui a
assuré vendredi que M. Vosganian "n’a pas de dossier d’informateur"
de la Securitate. "Je me suis renseigné auprès de services secrets et
je vous garantis qu’un tel dossier n’existe pas", a déclaré le
président à des journalistes.

Plusieurs hommes politiques, le Premier ministre en tête, ont défendu
M. Vosganian, laissant entendre qu’il était victime d’une campagne de
dénigrement lancée soit par des adversaires politiques, soit par les
services secrets.

Qualifiant de "spéculations" et d’"intoxication" les accusations à
son encontre, M. Tariceanu a appelé M. Basescu à "soutenir cette
candidature".

La désignation de M. Vosganian avait fait l’objet d’pres
négociations entre MM. Tariceanu et Basescu, en conflit ouvert depuis
plusieurs mois. Selon des sources proches des deux hommes, M. Basescu
n’y aurait donné son accord qu’en échange de la démission du ministre
de la Défense Teodor Atanasiu.

Les accusations lancées à Bucarest ont eu leur écho à Bruxelles. Au
Parlement européen, le socialiste autrichien Hannes Swoboda a mis en
cause le choix de Bucarest.

"M. Vosganian est un illustre inconnu qui n’a jamais été ministre, ni
occupé aucune fonction liée à l’Europe", a-t-il déclaré. "Ce qui est
connu, c’est qu’il a été très à droite en politique et financé par
des magnats."

La Commission européenne a refusé vendredi de commenter les rumeurs
sur les problèmes concernant la désignation du commissaire roumain,
indiquant seulement que "les consultations se poursuivaient".

Une centaine de participants à la journée Bretagne-Arménie

Ararat est le nom du volcan qui culmine à plus de 5.

Ararat est le nom du volcan qui culmine à plus de 5.000 m, symbole de
l’Arménie, aujourd’hui en territoire turc; Menez, c’est la montagne
en breton. On comprend mieux ainsi l’appellation Menez Ararat,
association riche, elle aussi, de symboles illustrant tous les liens
créés entre Bretons et Arméniens au fil de l’Histoire.

Le week-end passé, plusieurs animations se sont déroulées dans la
commune sur le thème de l’Arménie. Elles étaient organisées par
Christian Robin, de Maël-Carhaix, dont la mère et les grands-parents
maternels sont d’origine arménienne. Une centaine de personnes y ont
pris part.

Deux rassemblements

par an

« Au départ, explique-t-il, il y avait des rencontres amicales entre
nous, enfants d’immigrés. Puis, il y a une dizaine d’années, nous
avons créé cette association, Menez Ararat, qui organise deux
rassemblements par an ».

Le président est Nantais; il s’agit de Gérard Bossière.

Il est sûr que cette rencontre prenait une autre dimension dans le
cadre de l’année de l’Arménie en France, et Gérard Bossière ne
pouvait que se réjouir de voir que le projet déposé par
l’association, qui sera présenté à Bécherel le 3 juin prochain, a été
retenu pour son originalité, élaboré autour de la musique, de la
cuisine et de la littérature.

Trois grands axes

Il s’agissait aussi des trois grands axes préconisés pour organiser
cette journée semestrielle des retrouvailles. Le public n’était pas
encore vraiment dans le vif du sujet, en dégustant de bonnes crêpes
bretonnes, le samedi soir, mais il les appréciait beaucoup pour
autant.

Le dimanche, en revanche, après une commémoration au monument aux
morts, un repas arménien, ouvert à tous par souscription, était
organisé au restaurant « Le Faou ». Puis, un concert de musique celte
et arménienne avait lieu à la salle multifonctions de la Maison du
patrimoine, avant les causeries de fin d’après-midi : « L’histoire
des Arméniens », par S. Pogossian et « L’origine de leur alphabet »,
par V. Bossière.

Gérard Bossière a tenu à remercier la municipalité, représentée par
le maire, Christophe de Quelen : « Nous avons reçu ici un accueil
très chaleureux », a-t-il souligné.

7 years after the terrorist act in the Natonal Assembly

Seven years ago on this day a terrorist group pierced into the
National Assembly, murdering eight state and political figures,
including the Chairman of the National Assembly Karen Demirchiyan and
Prime Minister Vazgen Sargsyan. On the occasion of the `Justice’ block
will hold a number of mourning events.

Members and the leadership of the block will lay a wreath of flower at
the graves of the political and public figures that fell victims of
the terrorist act.

It should be noted that representatives of other opposition parties,
and relatives of the victims also participate in the annual mourning
events organized by the `Justice’ block. As for the official
parliamentary events, these are usually held at the memorial to the
victims in the yard if the National Assembly.

RA GOVERNMENT APPROVES DRAFT "ON RA ANTHEM"

YEREVAN, OCTOBER 27, NOYAN TAPAN. The RA Government approved at the
October 26 sitting the draft to the RA law "On RA Anthem" with some
changes. It will be presented to the RA National Assembly according to
the fixed order.

Noyan Tapan was informed about it by the RA Government’s Information
and Public Relations Department. The Government considered
inadmissible to adopt, without text, the music chosen on the basis of
the decision made by the competition commission on the RA anthem’s
text and music.

It was decided to adopt the draft "On RA Anthem" by the transitional
provision, according to which, the RA acting anthem remains in force
for one-year term, till defining the music and text of the new anthem
according to the new law.
