The rapporteurs who were in Armenia last week have represented their
impressions in the PACE monitoring session, member of the Armenian
delegation Stepan Demirchyan informed "A1+".

Demirchyan himself made a speech in that session. He reminded the
members of the Monitoring group that the opposition of Armenia demands
to punish those who fabricated the 2003 elections and to reopen
"A1+", but nothing has been done so far. He also reminded that the
Constitutional referendum was also fabricated.

"And yet they speak about the fairness of the coming elections",
Stepan Demirchyan said.

During the session the amendments to the RA Electoral Code were also
found important. In connection with this Stepan Demirchyan hinted that
the 2003 Electoral Code was quite normal according to the experts and
observers, but it did not prevent the elections from being fabricated.

Tomorrow Stepan Demirchyan will address the PACE session.

"I will naturally speak about the Armenian Genocide. I will mention
that the fact that the Armenian Genocide was not condemned on
time resulted in new crimes", Stepan Demirchyan informed "A1+"
from Strasbourg.

NEUTRALITY HAS ITS PRICE

Today the Parliamentarians were interested in the possible losses
of Armenia due to the tension in the relations between Armenia and
Georgia. Politician Hmayak Hovhannisyan blamed the Government for
not doing everything possible for the interests of our country.

"We are too kind towards our Southern neighbor. We are member of the
Collective Security Treaty Organization where the responsibilities of
the countries are clearly mentioned. In particular, when Azerbaijan
threatened Armenia to launch war, Russian Defense Minister announced
that in that case Russia will carry out its responsibilities within the
framework of the treaty. Today we can remain undecided long… we must
make up our mind", Hmayak Hovhannisyan said and added that everything
has its price in politics.

"If Georgia expects us to remain neutral, our neutrality must have its
price. Isn’t it high time to ask Georgia to renounce the construction
of the railway Kars-Akhalqalaq? " Asked this question, the Prime
Minister said that he will pass it on to the Government which means
that it will be answered no sooner than in a month.

Vahan Hovanisyan, NA vice speaker, stood against the impressions
that the Law on Body Guards supports skinheads. "On the contrary,
it is about restriction of their rights and putting them under state
supervision," Hovanisyan said.

Hrair Karapetyan, co-author of the law and chairman of Armenian
Revolutionary Federation block at NA, said, "We try to bring
illegal acts of body guards under the law." The law will also cover
bodyguard services providing more complex procedures for their
licensing.

Today, New Times Party (Nor Jamanakner) headed by Aram Karapetyan
responded to yesterday’s statement-accusations made by Tigran
Urikhanyan, chairman of Progressive Party.

On October 3, a young chairman of a party who thinks he is a "man"
has suggested to public officials in a press conference to check
tax documents of Aram Karapetyan, Nor Jamanakner Party leader,
investigate his apartment and make a blood test on him performing
the political order of Armenian Defense Minister Serzh Sargsyan and
Armenian National Security Services Head Gorik Hakobyan. The special
services will unveil that Aram Karapetyan avoids tax obligations,
keeps illegal arms and is simply a drug addict.

Nor Jamanakner is going to apply to the Armenian Prosecutor’s Office
requiring to check the information. When the evident libel (which
we do not suspect) will become clear, the leader of Nor Jamanakner
Party is going to call the chairman of the Progressive Party for
responsibility based on point 1, 2, 3 of article 135 of the Armenian
Criminal Code which proposes punishment for libel, Nor Jamanakner
announced.

The Convention on Corruption obliges to call to responsibility
for bribing national and public officials. Justice Minister Davit
Harutunyan also said officials will have to file statements on their
property.

The minister admits corruption is wide-spread in all spheres in the
republic. Answering to the question of Tatul Manaseryan, deputy of
parliament, on the recent data release by World Bank according to
which corruption has grown in Armenia, the minister answered, "these
data are based on sociological surveys and do not refer to facts." The
minister said no cases of corruption were reported in customs whereas
the WB report especially points to this field as very corrupt.

Viktor Dallakyan, deputy of parliament, is sure that corrupt top
officials cannot fight corruption in the country. Speaking about
filing about the property, Dallakyan said some officials wear more
expensive underwear than dozen times of some people’s salary.

Dallakyan is skeptical about the Convention on Corruption because the
car of Aghvan Hovsepyan, chief prosecutor who is supposed to fight
corruption, costs $70,000.

There were only seven deputies in the session hall while the parliament
was discussing the issue of prime significance.

Armenian Prime Minister Andranik Margaryan had difficulty in
forecasting the developments in case the conflict of Nagorno Karabakh
is moved to U.N. at the initiation of GUAM (Georgia, Ukraine,
Azerbaijan, Moldova) states. The prime minister said it has not
yet included in U.N. agenda. "There was a decision connected with
fires which does not relate to the settlement of Karabakh conflict,"
Margaryan said.

In his opinion, package deal is most preferred at the moment, which
will show where they started and where they are going to. "Our end
is the referendum which will decide whether Karabakh is a separate
state or not," the prime minister said. He considered urgent the
deliberation on the status of Karabakh after which she may cooperate
with international organizations, receive credits and humanitarian
assistance.
