Constitutional Court Will Hear Opposition Election Dispute Petitions

A vote is being cast in the June 7 Armenian parliamentary elections

Armenia’s Constitutional Court on Sunday announced that it will convene a hearing on June 26 to review the petitions of seven political forces that are disputing the result of the June 7 Parliamentary Elections.

On Friday, six opposition groups and one pro-government party petitioned the Constitutional Court on Friday to invalidate the official results of the June 7 parliamentary elections that gave victory to the ruling Civil Contract party.

In their separate appeals, they all alleged serious fraud which they said influenced the election outcome.

The three main opposition contenders—the Strong Armenia Alliance, the Armenia Alliance and the Prosperous Party of Armenia—accused election officials of miscounting many ballots and claimed that the authorities forced many public sector employees and security personnel to vote for Civil Contract. They also pointed to mass arrests of their members and supporters, which continued on Election Day.

The other parties that submitted separate appeals were the Wings of Unity party; the Democracy, Law, Discipline party; Alliance of Defenders of Democracy for the Republic party; and the “New Power” Reformist Party.

Considering that the aforementioned cases concern the same matter, in accordance with the law on the Constitutional Court of Armenia, these cases have been joined and will be examined at the same court session, which will take place on June 26.

For this hearing, the Constitutional Court has requested that the Central Election Commission to submit the decision adopted on the election results, the minutes on the voting results, court rulings, decisions adopted as a result of the consideration of applications (complaints) received by the election commissions, decisions of territorial election commissions on violations recorded on voting day in the registers of precinct election commissions, and decisions adopted on the voting results.

In addition, the Court also has requested the Prosecutor General’s Office, the Anti-Corruption Commission, the Investigative Committee, the Internal Affairs Ministry and the Television and Radio Commission to submit information on any election-related matters.

The court also decided that the ruling Civil Contract party will act as a third party in these proceedings.

Attorney Hovhannes Khudoyan, who represents the Armenian Alliance in the Constitutional Court, told Azatutyun.am that an application will be filed with a higher court to have Judge Seda Safaryan’s participation in the trial be inadmissible, on the grounds of bias.

Safaryan was included in the list of the “Alliance of Democrats” in the 2021 parliamentary elections.

Arman Babajanyan’s “For the Republic” party is also appealing the election results in the Constitutional Court, and in 2021 Babajanyan was in the same alliance with Safaryan.

Earlier on Monday the Constitutional Court decided that justices Vladimir Vardanyan and Artak Zeynalyan will not participate in the hearing, since they “have biases” toward the parties to the trial.

Vardanyan was transferred to the Constitutional Court from the parliament where he was a representative of the “Civil Contract” faction, and Artak Zeynalyan, before being elected judge, was a member of Aram Sargsyan’s “Republic” party, which holds seats in the Yerevan City Council.

Several arrests have been made in an ongoing criminal investigation into alleged vote buying involving the Armenia Alliance, according to law enforcement agencies.

The Anti-Corruption Committee said in a press release that it gathered evidence in a probe launched based on data provided by the National Security Service, incriminating parliamentary candidates from the Armenia Alliance, as well as accomplices, for giving bribes to several residents in Shirak Province in exchange for votes and for recruiting others to do so.

The Anti-Corruption Committee also released audio recordings allegedly showing the suspects discussing the vote-buying scheme for the June 7 elections.

The Armenia Alliance, led by former President Robert Kocharyan, won 9.9% of the vote in the June 7 election and is expected to hold 12 seats in the next parliament.

The CC will examine the applications of 7 forces challenging the election results

Photo: 1lurer.am

The Constitutional Court has combined the applications of seven political forces and will begin hearing the case challenging the results of the 2026 parliamentary elections in an oral procedure on June 26, amid concerns raised by the opposition.

At the working session held on June 21, the High Court accepted proceedings and combined the applications of “Strong Armenia”, “Armenia” blocs, as well as “Prosperous Armenia”, “Wings of Unity”, “Democracy Law and Order”, “Alliance of Defenders of Democracy for the Republic of the Republic” and “New Power” into one common case. The decision made by the Central Electoral Commission on June 14, which summarized the results of the regular elections of June 7, is disputed. The hearing of the case is scheduled for June 26 at 11:00.

According to the results of the elections, only the “Civil Agreement” party, “Strong Armenia” and “Armenia” blocs entered the parliament.

An unprecedented situation has arisen around the “Prosperous Armenia” party, which lacked a few votes to overcome the threshold of 4 percent. As a result of the recount carried out at the request of the party, an increase of 147 votes was recorded, but due to the invalid recognition of the results in some precincts, the political force lost another 222 votes. Scheduling a re-vote in those precincts could be crucial to the party’s entry into parliament.

At the same time, a reporting judge was appointed in the case Edgar Shatiryan, which caused dissatisfaction in the opposition circles. Former head of the staff of the Supreme Court, candidate for deputy of the “Strong Armenia” bloc Edgar Ghazaryan publicly questioned the impartiality of court decisions.

He emphasized that Shatiryan was nominated and elected by the judicial authority of the CC, and previously he was also a reporter in the appeal case of the 2021 parliamentary elections, leaving the CEC’s decision unchanged at that time.

Ghazaryan also pointed out the fact that Shatiryan was presented as the vice-president of the CC on the official website, stressing the lack of a decision on this and the fact that he is mentioned exclusively as a judge in the latest court decision.

The export of flowers from Armenia to Georgia sets records due to the Russian ban

Photo: b24.am

In the conditions of restrictions imposed by the Russian Federation, Armenia has dramatically increased the supply of flower products to neighboring Georgia, registering a historical record.

According to the latest data of the National Statistical Service of Georgia, more than 218 tons of flowers were exported from Armenia to Georgia in May of this year. This indicator, whose monetary equivalent is around 750 thousand US dollars, is an absolute record in the history of monthly supplies. Compared to the same period of the previous year, a three-fold increase in volume was recorded, and compared to April of this year, the increase was 89 percent, surpassing the previous maximum indicator of 129 tons recorded in March.

It is noteworthy that the imported Armenian products were sold exclusively in the Georgian domestic market and were not re-exported to other countries. In general, Georgia imported 342 tons of flower products in May. Although supplies from Ecuador, the Netherlands, Kenya and other countries were represented in the market with a certain amount, Armenia maintained its position as the main supplier with a significant advantage.

This sharp activation of exports to Georgia coincides with the situation in the Russian market. From May 22, “Rosselkhoznadzor” of the Russian Federation temporarily restricted the entry of Armenian flowers into the country.

Before that ban, Russia was the main market for Armenian floriculture. in the last two years, export volumes there increased 2.5 times, from 20.8 million dollars to 53.6 million dollars. Moreover, along with the growth of the physical volumes of exports, from 3,031 dollars in 2024 to 5,418 dollars in 2025, the average cost of one ton of products also increased.
