The Head of the Delegation of the European Union to Armenia, Ambassador Vassilis Maragos said at the press conference organized on the occasion of the first anniversary of the EU Mission in Armenia, addressing the issue of the expansion of Armenia-EU relations.

"We are now working on a new agenda for Armenia-EU partnership. The Council of the European Union has asked the European Commission and the High Representative to develop options for further enhancing Armenia-EU relations in all directions. We are talking about the ongoing process, it concerns both sides," said Maragos.

The EU ambassador said that they are discussing what the wish of Armenian citizens in this regard. He highly praised the partnership based on the Comprehensive and Enhanced Partnership Agreement.

"We are a very important partner in many reforms for Armenia. We are also exploring options to collaborate in the security field. We are specifically discussing the possibility of Armenia's participation in the European Peace Facility," said the Ambassador.

He said that after the development of the agenda is completed, Armenia and the EU will be able to issue a statement. Maragos emphasized that the EU should address the ambitions of the Armenian people.

YEREVAN, FEBRUARY 21, ARMENPRESS.  The work towards liberalization of EU visas for Armenia will continue, the Head of the Delegation of the European Union to Armenia, Ambassador Vassilis Maragos said at the press conference organized on the occasion of the first anniversary of the EU Mission in Armenia.

"We are firmly committed to resolving this issue. It is necessary that all member states support it so that we can move forward. We understand that the liberalization of visas is a priority for the Armenian authorities and citizens of Armenia," said Maragos.

The Ambassador noted that last week EU High Representative Borell and Armenian Foreign Minister Ararat Mirzoyan in Brussels  launched a new initiative to promote a new partnership agenda.

"This issue is being considered within the same context. Work in this direction will continue. However, we need to ensure that all the member states are in agreement on this matter," he said.

"I want to reiterate once again that you can count on France's support for Armenia, its independence, territorial integrity, democratic process and its aspirations for peace.

Our meeting will allow us to discuss negotiations aimed at regulating relations between Armenia and Azerbaijan. The recent incidents in Syunik prove that the danger of escalation remains real.

I want to thank dear Nikol for being in Paris on this important day. February 21 is the day when Missak Manouchian and his comrades of the resistance movement were killed for the freedom of France, and the motherland fully recognized them and they will rest in the Pantheon. Missak Manouchian and his wife Mélinée will rest in the Pantheon, where France enshrines its great people. It is also the gratitude of France for the struggle for freedom.

France will continue to support efforts towards a just and lasting peace. We are convinced that this can only be achieved by respecting international law, sovereignty, territorial integrity and inviolability of borders.

At the Prague meeting in 2022, you and Aliyev reaffirmed your commitment to the Alma-Ata Declaration, and it is necessary for Azerbaijan to dispel ambiguities. I think it is more than necessary for Azerbaijan to dispel any ambiguity regarding the territorial integrity of Armenia, as far as maps are concerned, then conscientious work should be done for border delimitation and demarcation, which will serve as a basis for the withdrawal of forces from both sides of the border.

We also call for the implementation of the decision of the International Court of Justice of November 17, 2023. According to this decision, Azerbaijan must ensure that persons who have left Nagorno-Karabakh since September 19, 2023 and who wish to return can do so safely, unhindered and quickly.

We want the South Caucasus to be a region of peace, integration and cooperation, and it is necessary for communication channels to be factors assisting integration and not division. I have visited Central Asia and I want communication links between Central Asia, the South Caucasus and the European Union to develop. And I welcome your "Crossroads of Peace" initiative in this shared ambition.

We will also discuss issues aimed at strengthening bilateral cooperation. France will continue to support infrastructure development in Armenia with the participation of our companies. We will also continue to develop cooperation in the field of defense. France has given its consent for the delivery of defense military equipment. And in this area France will continue in the spirit of responsibility, not wanting any escalation.

France also continues its humanitarian commitment to the refugees of Nagorno-Karabakh, providing 29 million euros in aid in 2023.

France will continue to resolutely support the development of relations between the European Union and Armenia. Here, too, we are making progress in favor of sovereignty and our common strategic interests. The observation mission of the European Union has been strengthened. Armenia should also take advantage of the European instruments of peace. The European Union and Armenia want a timetable for a new partnership.

Asbarez: Russia Detains, then Releases, Azerbaijani National Wanted by Armenia for War Crimes

Tamil Zeynalli is wanted by Armenia


Russia authorities briefly detained an Azerbaijani national who is wanted by Armenia on war crimes charges and later released him at the request of the Azerbaijani Embassy in Moscow.

Armenia’s security authorities issued an international arrest warrant for Tamil Zeynalli, who was detained at Moscow’s Domodedovo Airport as he was boarding a flight to Baku.

Armenia’s Interior Ministry spokesperson, Narek Sargsyan, confirmed to media that Zeynalli is wanted by Armenia on murder charges, but refrained to give more information, telling Armenpress that he was not aware of the suspect’s detention in Moscow.

Zeynalli’s attorney, Alekber Garayev, told Azerbaijani media that his client is wanted in Armenia on charges of aggression, war crimes and being a mercenary.

Zeynalli, who is apparently a former member of the Azerbaijani military and has received medals of honor from his government, claims to be a blogger and a fitness trainer.

While he is scheduled to appear in a Moscow court on Thursday, his attorney told Azerbaijani media that Zeynalli was on his way back to Baku and thanked Azerbaijan’s Embassy in Moscow for its efforts to secure his client’s release.

The charges are believed to stem from the execution of two men from Artsakh captured by Azerbaijani troops in October 2020. A video posted by Azerbaijani social media users at the time showed Azerbaijani-speaking soldiers shooting and killing them, Azatutyun.am reported on Wednesday.

The victims wore Artsakh Army uniforms and were bound and draped in Armenian flags during the execution. Armenian prosecutors identified them as residents of Karabakh’s southern Hadrut district occupied by the Azerbaijani army during the six-week war.

In a detailed 2020 analysis published by the investigative website Bellingcat, a retired British army officer and open source expert suggested that “these two men were indeed Armenian combatants who were captured between October 9 and October 15 by Azerbaijani soldiers, possibly special forces, and likely executed a short time later.” Bellingcat denied Baku’s claims that the video is fake.

Azerbaijani forces were also accused of committing other war crimes. In December 2020, Britain’s The Guardian examined gruesome videos that show men in Azerbaijani army uniforms beheading two elderly civilians recognized by their Karabakh Armenian relatives and neighbors.

“The ethnic Armenian men were non-combatants, people in their respective villages said,” wrote the paper.
