Azeri, Armenian presidents to meet in Astana

A third meeting of the Azerbaijani and Armenian presidents to discuss
the Upper Garabagh conflict is due in Astana, Kazakhstan in September
within the summit of CIS heads of state.
President Ilham Aliyev is expected to hold a private meeting with
Armenian leader Kocharian and a trilateral meeting to be attended by
Russian President Vladimir Putin, the Foreign Ministry said.
In the private meeting the two presidents are expected to discuss the
current state of the conflict settlement.
No agreement was reached in the two previous meetings of Azerbaijani
and Armenian presidents.*

editor-in-chief starting from September

Official Russian-language daily Respublika Armenia will have new
Editor-in-chief starting form September. However, the name of the
last is not known yet. Correspondent of Noyan Tapan was informed from
a non-official source that the incumbent Editor-in-chief Vardan
Aloyan is offered another job. It is not excluded that he will work
in Armenia holding as an editor of Armenian language periodical.

In an interview with The Moscow News, Eduard Kokoity, president of
the unrecognized republic, comments on what is going on in South
Ossetia and on the republic’s extremely tense relationship with
Georgia

Last week, the leader of South Ossetia brought to Moscow draft laws
on the status of South Ossetia and its prospective accession to the
Russian Federation. Georgia voices a protest What needs to be done
for Tskhinvali and Tbilisi to end their confrontation?

To bring the situation back to normal, we urge the Georgian
leadership to closely study the history of the conflict and the
documents that were signed in Dagomys in 1992 as well as in the
subsequent years in Moscow, and try to understand what actually
brought about the conflict between the two brotherly peoples. The
trouble, however, is that the Georgian leadership is not interested
in going into the heart of the problem. Moreover, in the course of
negotiations, we often hear Georgian leaders say that they did not
sign particular agreements and are not going to honor them. What does
this show? This shows that there is no one to negotiate with there.

Recently you said that you were ready to provide humanitarian aid to
one affected area in western Georgia. At the same time the Ossetian
population turned down a similar offer from the Georgian authorities.

We are providing humanitarian aid to those parts of Georgia that have
recently been affected by heavy rains. The fact is that we are not in
conflict with ordinary Georgians but with those who are trying to
take away what is ours by law. We don’t need what does not belong to
us, but we will not cede what is ours by right. It is they who are
amassing troops around us and not the other way round. All of this is
being done to divert public attention away from the economic tragedy
that Georgia has ended up with.

How do you assess the performance of the Joint Control Commission on
Settlement of the Georgian-Ossetian Conflict?

I highly value the work of the JCC, as well as the Russian
peacekeepers. Russia demonstrates its readiness to deploy maximum
effort to stabilize the situation, which is more than can be said
about the Georgian side. Even at the latest meeting, they talked to
us in the language of threats and ultimatums. Their objective is to
provoke a large-scale war and to discredit the peacekeepers. Today it
is above all the Tbilisi officials, who violate the JCC agreements.
Just as 13 years ago, they are behaving as aggressors and
separatists.

Could you please expand on this?

Georgia was the first to break away from the Soviet Union like a
separatist, violating the USSR Constitution that stated in black and
white that the opinion of those regions that conducted a referendum
on the issue must be taken into account in forming a separate state.
That is to say, already at that time we automatically became
independent. So who is the separatist then? Furthermore, it should
not be forgotten that as soon as they proclaimed their independence
they abandoned all Soviet laws and decrees while, as is known it was
in accordance with those laws and decrees that South Ossetia acceded
to Georgia. In principle, we did the same as Georgia did in the
Soviet era: We seceded from it – true, in full compliance with the
law.

Which side does the West take in the conflict?

When politicians from democratic countries come to visit here, I get
the impression that they put on blinders. They do not see the rampant
violations of human and minority rights that are occurring in
Georgia. Also, they fail to see one very important thing. In the past
14 years Georgia has replaced the third president. None of them
served out their term in office. All of them had to leave as a result
of revolutions or coups. By contrast, over the past 15 years we have
held presidential and parliamentary elections in full compliance with
the rules of international law. Yet for some reason we are being
pushed into a sphere of lawlessness and anarchy. They keep talking
about somebody’s territorial integrity. But the fact is that South
Ossetia joined Georgia in 1921 – during the Soviet era. We gained
independence following the breakup of the Soviet Union and a
nationwide referendum. The Georgian Constitution does not make any
reference to us, so why are we being invited there? In this logic, we
could just as easily be invited to join Armenia or Azerbaijan: After
all, they were also part of the Soviet Union. What we see here is
that our opponents are either completely ignorant of international
and Soviet law or reluctant to study it. MN

IRAN OPENS MAJOR FREE TRADE-INDUSTRIAL ZONE

Jolfa free trade-industrial zone was inaugurated in a ceremony
Tuesday attended by Iran’s President, Mohammad Khatami.

The main objectives of establishing Jolfa free trade zone are to
attract local and foreign investment, create jobs, promote export and
transit of goods through the zone as well as its economy.

According to IRIB, about 250 billion Rials has been invested in Jolfa
zone, of which the private sector contributed 150 billion Rials.

The remainder was provided by Omran Jolfa Co. in two phases including
the preliminary phase such as land development as well as the
infrastructure and feasibility studies on the second phase to be
implemented in an area of 900 hectares.

In addition, a hard currency component of $ 2.5 million has been
invested in the free zone.

A fund of 307.5 billion Rials has been allocated for developing Jolfa
free trade zone in the budget for the current fiscal year by the free
trade zones high council.

With a population of 60,000, the city of Jolfa is located to the
northwest of the provincial capital of Tabriz on the common border
with the autonomous Republic of Nakhichevan and Armenia.

Speaking at the ceremony, Khatami reiterated that his government
would continue to support the development of free trade zones such as
the Jolfa FTZ.

Armenian ex-lawmaker, alleged crime figure killed

YEREVAN, Armenia

A businessman and former lawmaker who police claim was an
authoritative criminal figure was shot to death along with his son
and another man, authorities in the former Soviet republic of Armenia
said Wednesday.

Eduard Martirosian died late Tuesday after unidentified gunmen fired
on the SUV he was riding in the northern city of Vanadzor, said the
country’s police chief, Gen. Maj. Ararat Magdesian. He said
Martirosian’s son and another man were also killed, while one other
man who was in the vehicle was seriously injured.

Martirosian was a deputy in Armenia’s parliament in 1996-1999. He was
elected in a special vote after the shooting death of the previous
occupant of the parliament seat, the head of Vanadzor’s main bread
factory.

After his stint as a lawmaker, Martirosian was a businessman who
owned shares in a number of enterprises including factories and
restaurants. Magdesian said that Matrtirosian, who was knwn as
Chacho, had “a certain authoritiy in the criminal world” and had been
investigated both as a potential suspect and a potential target of
criminal activity.

Azerbaijan lashes out at Armenian enclave over military exercises

Azerbaijan sharply criticized authorities in the ethnic Armenian
enclave of Nagorno-Karabakh on Wednesday for holding military
exercises, calling the maneuvers a provocation that would hurt
efforts to reach a settlement over the disputed region.

The Foreign Ministry expressed “deep concern” about the exercises and
said the international community would not be fooled by the portrayal
of “these actions by illegal armed formations of the separatist
regime” as “exercises of the so-called armed forces of
Nagorno-Karabakh.”

It said the exercises would hamper preparations for the next meeting
between the foreign ministers of Azerbaijan and Armenia, which backs
the internationally unrecognized ethnic Armenian government of
Nagorno-Karabakh.

A spokesman for the military in Nagorno-Karabakh, which has been de
facto independent since Azerbaijan’s forces were driven out in 1994,
said Tuesday that it had begun a 10-day exercise meant to test
combat-readiness and improve coordination in “defensive battles and
counterattacks.”

With no settlement in sight a decade after a cease-fire ended a war
that killed some 30,000 people and drove about a million from their
homes, there are fears a new armed conflict could erupt.

Forces of Nagorno-Karabakh’s government also hold several sectors of
Azerbaijan outside of the enclave itself, and sporadic firing takes
place across the demilitarized zone that separates the forces.

Armenian Deputy Speaker Tigran Torosyan met Komi President Vladimir
Torlopov today. The Russian ambassador to Armenia, Anatoliy Dryukov,
attended the meeting as well.

The press service of the Armenian parliament told Arminfo that at the
meeting Torosyan stressed the importance of establishing and
developing interregional ties and said that trade and economic ties
with the Republic of Komi are promising for Armenia. He hoped that
certain agreements would be reached as a result of the current
visit. The importance of the integration of the Armenians living in
Komi and their status as full members of society was emphasized as
well. Speaking about trade and economic relations, the sides stressed
the importance of resuming the railway link, which would become a
stimulus for developing the economies of the South Caucasus countries.

Torlopov spoke about the existence in Komi of major resources of oil,
gas, coal and other natural resources and expressed his readiness for
direct cooperation with Armenian entrepreneurs. Torlopov stressed the
importance of the parliament’s legislative assistance to the
development of cooperation and exchange of legislative experience. The
sides discussed a number of other issues as well.

Catholicos of All Armenians Garegin II today expressed his support for
and sympathy with Pope John Paul II in connection with the 1 August
terrorist acts against Christian churches in Baghdad which damaged
Catholic churches most of all.

Arminfo news agency has learnt from the Holy See of Echmiadzin that
Garegin’s message to John Paul II reads: “We are saddened that
separate extremists have been trying to threaten the centuries-long
friendship and peaceful co-existence of the Christians of the East and
the Islamic peoples. That is why, we are praying to God in order for
Jesus Christ’s love to settle in the believers’ souls and violence and
wars to disappear from the region and the entire world”.

Garegin II has sent a similar message to the head of the Armenian
Catholic Church, Patriarch (?Nerses Petros Tarmuni).

Deux jeunes coryphées du corps de ballet de l’Opéra de Paris ont
triomphé jeudi soir au concours international de Varna (Bulgarie),
l’un des plus importants du monde. Mathilde Froustey, 19 ans, la plus
jeune des 126 concurrents, a remporté la médaille d’or catégorie
senior, et son partenaire Josua Hoffalt, 20 ans, la médaille d’argent
(la médaille d’or a été décernée au jeune Arménien Arman Grigoryan,
19 ans).

Bien que se produisant ensemble dans des pas de deux, Mathilde et
Josua concouraient séparément. Après avoir passé les premières
épreuves dans le « Grand Pas classique d’Auber », le deuxième acte de
« Giselle », et « Yondering » de Neumeier, ils l’ont remporté grce à
« Delibes Suite », une chorégraphie du danseur étoile José Martinez
et « Le Rire de la lyre » de José Montalvo.

Le jury, qui comprenait la première danseuse de l’Opéra Karin Averty
(grand prix junior du concours de Varna 1980), était présidé par
Youri Grigorovitch, ancien directeur du Ballet du Bolchoï.

Née le 8 juin 1985 à Bordeaux, Mathilde Froustey était aussi douée
pour le tennis, l’équitation, le violon et la danse. C’est sa mère
qui décida de lui faire prendre ses premières leçons de danse à neuf
ans. A douze ans, refusée à l’Ecole de l’Opéra de Paris, elle entre à
celle de Marseille que dirige Pietragalla, et un an plus tard se
présente de nouveau à Paris où elle entre en troisième division. Au
spectacle 2002 de l’Ecole, Claude Bessy la choisit pour danser le
rôle titre de « La Fille mal gardée » et Mathilde est engagée à 17
ans dans le corps de ballet de l’Opéra. Le 23 décembre dernier, elle
était promue coryphée au concours de fin d’année, après ses
brillantes interprétations de « Giselle » et de « Paquita ».

Mathilde a eu la chance d’être remarquée par Youri Grigorovitch, venu
remonter son ballet « Ivan le Terrible » à l’Opéra Bastille. Avec
Brigitte Lefèvre, il décida de confier pour une représentation (le 6
janvier 2004) les trois rôles vedettes à trois jeunes artistes, dont
Mathilde. Son charme, son jeu spontané, son aisance en scène et sa
confiance en ses partenaires en firent immédiatement un des grands
espoirs de l’Opéra, plébiscitée par le public. Le 30 mars, au gala
d’adieu de Claude Bessy au Palais Garnier, elle a dansé le pas de
deux de « La Fille mal gardée » avec Josua Hoffalt et en mai dernier
à l’Opéra Bastille elle était le délicieux Cupidon du « Don Quichotte
» de Noureev.

Josua Hoffalt, né au Pertuis le 19 mai 1984, a commencé la danse à
huit ans. A dix il travaillait à Marseille sous la direction de
Colette Armand et en 1998 était admis à l’Ecole de danse de l’Opéra
de Paris. Lui aussi était choisi par Claude Bessy pour danser « La
Fille mal gardée » à l’Ecole en 2002 et engagé en septembre dans le
corps de Ballet de l’Opéra. Grand et beau prince d’un mètre
quatre-vingts, il a été promu coryphée au concours de fin d’année
2003. Il a également participé aux soirées Jeunes Danseurs en mai
2003 où on a admiré la perfection de son style classique.

INTERNATIONAL La communauté chrétienne en Irak a été frappée par
plusieurs attentats en l’espace d’une heure

« C’est terrible et très préoccupant », a déclaré le Père Ciro
Benedetti, porte-parole adjoint du pape, dimanche 1er août, après les
attaques contre des églises en Irak. « C’est la première fois que des
chrétiens sont pris pour cible », a-t-il ajouté, et il faut y voir «
le signe d’une volonté d’accroître la tension, alors que l’Eglise
catholique a toujours été en première ligne pour la paix ».

Les responsables chrétiens du Moyen-Orient, membres du Conseil
oecuménique des Eglises (Genève), réunis à Kuala Lumpur (Malaisie),
ont aussi condamné ces attentats. C’est le cas notamment des
dirigeants des Eglises arménienne et syrienne, endeuillées dimanche
en Irak. Mgr Nareg Alemezian a lancé un appel à la coopération entre
musulmans et chrétiens pour la solidarité et la paix. Pour le Syrien
Gregorios Ibrahim, « le nombre des chrétiens qui diminue en Irak est
une chose terrible. C’est la réplique de ce qui se passe déjà en
Turquie, en Iran, en Palestine. Nous perdons notre peuple ».
