THE CATHOLICOS OF ALL ARMENIANS GAREGIN THE SECOND GOES TO KHARKOV

YEREVAN, August 23. /ARKA/. The Catholicos of All Armenians Garegin
the Second went to Kharkov. Accordidng to the Press-Chancellery of
the Mother See of St. Etchmiadzin, tomorrow Garegin the Second will
consecrate the Church of Surb Harutyun (Saint Resurrection). The
consecration of the Armenian Church is in the agenda of the festive
on the occasion of the 350th anniversary of the foundation of
Kharkov. According to the press release, in the train Garegin the
Second will be accompanied by the Head of the chancellery of the
Mother See St. Etchmiadzin, archbishop Nerses Pozapalyan and the
wand-bearer and celibate priest Tiran Petrosyan.
The construction of Surb Harutyun first Armenian Church in the East
Ukraine began on July 1, 2000. In future it’s planned that Sunday
School and other constructions will be built adgunct to the Church
and serve to the organization of moral and cultural life of the

CITIZENS OF ARMENIA ON THE 14TH ANNIVERSARY OF THE ADOPTION OF THE
DECLARATION ON INDEPENDENCE

YEREVAN, August 23. /ARKA/. RA Prime -Minister of Armenia Andranik
Margaryan congratulated citizens of the country on the 14th
anniversary of the adoption of the Declaration on Independence.
According to RA Government’s Press Service and Public Relations
Department, the message states that by the Declaration on
Independence adopted the same day 14 years ago by the Supreme Council
of the Armenian SSR the Armenian nation confirmed its will and
determination to restore the independent statehood and to lead free
and worthy life. According to Margaryan, on August 23, 1990 the
process of the formation of an independent state based on the
national goals and fundamental principles stipulated in the
Declaration and giving the opportunities for the integration into a
civilized world, formation of equal relations with all peoples and
countries, development of democracy, cicil society and sovereign,
legal, and social state by maintaining loyalty to human values began.
`For the last years, notwithstanding all difficulties, our nation
remained loyal to the principles stipulated in the Declaration,
forming and year by year improving and strengthening the fundament of
our statehood’, as stated in the message. According to Margaryan, the
approval of the freedom-loving spirit of the Armenian nation became
the liberating war in Artsakh. He added that it’s the time to
preserve and develop the achievements of the national goals. `We have
the historic opportunity to transit to our descendants free,
independent and powerful Armenia, which is the only and most safe
pledge of fulfilling the expectations of all Armenians’, as

EDWARD AGHABEKYAN IS ELECTED TO BE THE NEW MAYOR OF STEPANAKERT

STEPANAKERT, August 23. /ARKA/. According to preliminary data, the
new Mayor of Stepanakert is elected to be the NKR NA Chairman of
Standing Committee on Social Affairs, the Leader of Political
Organization `Movement-88′ Edward Aghabekyan. According to NKR
Central Elective Committee, referring to preliminary data, Aghabekyan
received 55,3 % of votes. His rival, the ex Vice- Mayor of
Stepanakert Pavel Najarian received 38,8% of votes. As NKR Central
Elective Committee informed, as compared to the first tour, the
activity of capital electors increased by 10% and made almost 51%.

NEWLY APPOINTED US AMBASSADOR TO ARMENIA PRESENTED HIS CREDENTIALS TO
ARMENIAN FOREIGN MINISTER

YEREVAN, August 23. /ARKA/. Newly appointed US Ambassador to Armenia
John Evans presented the copies of his credentials to the Armenian
Foreign Minister Vardan Oskanian. As Armenian Foreign Ministry
Information and Press Department told ARKA, during the conversation,
Oskanian expressed confidence that the newly appointed US Ambassador
to move further the established relations between the US and Armenia
that are important both for Armenia as well as the whole region. In
his turn, John Evans assured the Armenian Minister that the US will
promote regional stability and security, economic prosperity and
strengthening the democracy in Armenia.
As it is mentioned in the press-release, during the meeting the
parties exchanged their views around the current process of the
settlement of the Nagorno-Karabakh conflict, Armenian-Turkish

PAN-ARMENIAN CULTURAL FESTIVAL TO BE HELD ONCE IN TWO YEARS

YEREVAN, August 24. /ARKA/. The Pan-Armenian cultural festival to be
held once in two years, as Lilit Asatryan, Deputy Armenian Minister
of Culture and Youth Affairs told today on pres-conference related to
completion of `One Nation, One Culture’ festival. She mentioned that
the intention of the organizers is uniting the representatives of the
Diaspora and Armenia was successful and henceforth the festival will
turn to a traditional event. `Succession of the national values and
transfer of knowledge from the old to the new generation is important
in preserving the cultural traditions’, she remarked.
Tamara Poghosyan, the Executive Director of the festival added that
it allowed uniting not only the representatives of the Diaspora and
Armenia, but people inside the country. In her words, tradition of
holding such an event is very important as forming of pan-national
tradition, preservation of ties with the Motherland, restoration of
relevant attitude to the culture is the priority of the cultural
policy. She mentioned that around AMD 110 mln was collected for
holding of the festival. But, as she explained the expenses were much
bigger due to numerous sponsors – Atenk, Ashtarak-Kat, Grand Holding,
Multi Group, MIKA Armenia, Flash, Hovhnainan International, Zangezur
Copper Molybdenum Combine, ACP, Bank Anelik, Inecobank, Chamber of
Commerce. Also, around 100 people, most of which were students
rendered volunteering services in holding of festival.
`One Nation, One Culture’ festival was held on Aug 15-23. More than
1500 Armenian artists from 22 countries participated in the festival.

ARMENIAN AMERICANS DELIVER UNITED
MESSAGE TO U.S. HOUSE LEADERSHIP

— Grassroots Organizations Protest Congressional
Opposition to Genocide Legislation

WASHINGTON, DC – More than a dozen national grassroots Armenian
American organizations came together this week to communicate the
“extraordinary disappointment” of the Armenian American community
over the Congressional leadership’s opposition to legislation
recognizing the Armenian Genocide, reported the Armenian National
Committee Of America (ANCA).

“We have seen, in recent weeks, a tremendous groundswell of
opposition from across the Armenian American community to the
Congressional leadership’s attack on the Schiff Amendment, and
their stubborn refusal – despite the strong, bipartisan support
enjoyed by the Genocide Resolution – to schedule a vote on this
human rights initiative,” said ANCA Chairman Ken Hachikian.

The letter, written on behalf of the collective leadership of the
Armenian American community to House Speaker J. Dennis Hastert,
gives voice to the community’s unequivocal opposition to the House
leadership’s efforts to reverse the Schiff Amendment to the fiscal
year 2005 Foreign Operations bill, H.R.4818, and expresses the
community’s “great dismay with your public statement against
holding a vote on the Genocide Resolution, H.Res.193.”

The letter comes in the wake of the adoption by the U.S. House,
last month, of the Schiff Amendment, which seeks to block the use
by Turkey of U.S. foreign aid to lobby against the Genocide
Resolution. It was adopted by voice vote, without any opposition,
on July 15th. Within hours of its passage, the Schiff Amendment
came under intense attack by the Congressional leadership, with the
Speaker of the House and his top deputies issuing a statement –
posted prominently on the first page of the Speaker of the House’s
website – that they would use their influence to block its adoption
as part of the final foreign aid bill.

The organizations that signed the community-wide letter were the
ANCA, the Diocese of the Armenian Apostolic Church – Eastern and
Western U.S., the Prelacy of the Armenian Apostolic Church –
Eastern and Western U.S., the Armenian Missionary Association of
America, and the Apostolic Exarchate for Armenian Catholics, as
well as the Armenian General Benevolent Union, Armenian Democratic
Liberal (Ramgavar) Party, United Armenian Fund, Armenian Relief
Society, Armenian Bar Association, National Organization of
Republican Armenians, Armenian Youth Federation, Homenetmen –
Armenian General Athletic Union, and Hamazkayn Armenian Cultural
and Educational Association.

The signatories to the letter stressed that the Schiff Amendment,
which was adopted by the U.S. House on July 15th, “simply
underscores the importance of protecting American people from
having their tax dollars used by the government of Turkey for a
purpose they find patently offensive – the denial of the Armenian
Genocide.” They also noted that the adoption of the Amendment
“reflected the breadth of the bipartisan opposition to Turkey’s
shameful campaign against H.Res.193, and, just as importantly,
demonstrated the clear and overwhelming support of a majority of
Members enjoyed by the underlying legislation.”

The Genocide Resolution, H.Res.193, was introduced last year by
Congressmen George Radanovich (R-CA) and Adam Schiff (D-CA), and
Congressional Caucus on Armenian Issues Co-Chairmen Joe Knollenberg
and Frank Pallone. It has been cosponsored by 110 U.S.
Representatives and was approved, without opposition, in May of
last year, by the Judiciary Committee. This genocide-prevention
measure is supported by a diverse coalition of over one hundred
religious, civic, ethnic and human rights organizations, including
American Values, Union of Orthodox Rabbis, NAACP, Sons of Italy,
and the National Council of La Raza.

Text of Community Letter to Speaker Dennis Hastert

Dear Speaker Hastert:

We are writing, as the collective leadership of the Armenian
American community, to voice our extraordinary disappointment with
your opposition to the Schiff Amendment to the fiscal year 2005
Foreign Operations bill, H.R.4818, and to express our great dismay
with your public statement against holding a vote on the Genocide
Resolution, H.Res.193.

The Schiff Amendment simply underscores the importance of
protecting American people from having their tax dollars used by
the government of Turkey for a purpose they find patently offensive
– the denial of the Armenian Genocide. The adoption of this
measure on July 15th by the full U.S. House of Representatives
reflected the breadth of the bipartisan opposition to Turkey’s
shameful campaign against H.Res.193, and, just as importantly,
demonstrated the clear and overwhelming support of a majority of
Members enjoyed by the underlying legislation.

As you know, H.Res.193, which was introduced by Congressmen George
Radanovich and Adam Schiff, and Congressional Caucus on Armenian
Issues Co-Chairmen Joe Knollenberg and Frank Pallone, has been
cosponsored by 110 of your colleagues and was approved, without

the adoption of such a resolution represents a moral imperative
that we, as Americans, must take to defend human rights and protect
human lives against the crime of genocide. Secondly, we should not
allow a foreign nation, particularly one that so brazenly flaunts
basic American values and which blocked the U.S.-led coalition from
opening a northern front in the Iraq War, to impose its dictates on
the U.S. Congress. Thirdly, the clear majority of Members who
support this resolution should not be denied the opportunity to
take part in an up-or-down vote on this human rights measure.
Finally, by bringing this measure to the floor, you would be
honoring your public pledge to our community on this subject made
in October of 2000.

Thank you for your consideration of our concerns. We would be
pleased to meet with you personally to discuss this matter further.

Akhalkalaki, 24 August: Four protesters arrested in the village of
Tabatsquri in Georgia’s Borjomi District during clashes over the
construction of the Baku-Tbilisi-Ceyhan oil pipeline were released on
Monday (23 August).

We should say that on 20 August, there were clashes between locals and
the police. On the next day, special police forces from Tbilisi were
dispatched to Tabatsquri where the four men were arrested in the
course of their operation.

On 20 August in the morning an extraordinary situation arose again in
the village of Tabatsquri in Georgia’s Borjomi District. Some
residents of the village, anti-Ceyhaners who oppose the
Baku-Tbilisi-Ceyhan pipeline , are demanding compensation and say that
compensation should be paid to all the villagers, so they tried to
obstruct construction work on the pipeline. The police who were there
used force against the villagers. In turn the villagers threw stones
at the policemen and BP cars.

The previous evening representatives of the district administration
handed to some villagers property certificates for their land used by
BP . The villagers who did not receive privatization certificates were
amazed that their fellow-villagers had been given the certificates
away from the village and outside working hours.

The employees of BP hoped that the problem had been resolved and they
could get back work, so they tried to move their equipment to
Tabatsquri. There they met resistance, resulting in the scandal.

Le président russe Vladimir Poutine a tenu une conversation
téléphonique avec son homologue américain George W. Bush lundi pour
discuter de la situation en Afghanistan et en Irak, ainsi que de
questions d’importance bilatérale, a déclaré le service de presse
présidentiel.

Sergueï Prikhodko, conseiller de M. Poutine, n’a pas donné de détail
sur le contenu de ces entretiens, mais a précisé que la conversation
avait eu lieu à l’initiative de M. Bush, selon Interfax.

Les deux chefs d’Etat ont souligné la nécessité de poursuivre le
dialogue sur les questions énergétiques, et ont discuté de l’ordre du
jour du prochain sommet américano-russe à haut niveau, a ajouté M.
Prikhodko.

M. Poutine, actuellement en vacances dans la station balnéaire de
Sotchi, sur la mer Noire, a également rencontré le président
ukrainien Leonid Kuchma, le président arménien Robert Kocharyan, et
le président belarusse Alexandre Lukashenko.

M. Poutine doit également participer à un sommet de trois jours avec
le président français Jacques Chirac et le chancelier allemand
Gerhard Schroeder dans sa résidence de Sotchi les 30 et 31 août.

AGBU TO OPEN MELKONIAN EDUCATIONAL CENTER IN YEREVAN

Yerevan, August 18, Armenpress: The AGBU is planning to open “Melkonian
educational center”, a youth complex in Yerevan in the coming years. The
school may host up to 200 students from around the world. AGBU Armenian
representation director Ashot Ghazarian told Armenpress that Diaspora
Armenians will learn Armenian language, literature and history which will
contribute to preservation of Armenian identity and Armenian education.
According to Ghazarian, many young Armenians from around the globe will make
contacts with motherland and communicate with national values. “Of coarse, t
his is not a tourism program, the focus is on education,” Ghazarian said.
The educational establishment will be equipped with modern technology
with lingo-phone and computer auditoriums. University aged students may
continue their education at local Armenian higher educational establishment
as well as at American and French Universities here in Yerevan. Ashot
Ghazarian informed that they are negotiating with Yerevan municipality to
provide facilities for that purpose. The project will be funded by AGBU.
The project has been discussed with president Kocharian, chairman and
members of writers’ house, Yerevan state university rector Radik
Martirossian and minister of education and science Sergo Yeritsian.
WAR GAMES BEGIN BETWEEN RUSSIA AND ARMENIA
The annual war games between Russia and Armenia will take place from August
24-27 with the participation of Russia’s 102nd base.

Meanwhile, a 21 year old soldier of the Azerbaijani Armed Forces, was
released from Nagorno Karabagh forces. The young soldier was doing his
military service in Terter District, and was taken captive on August 2 after
he lost his way and came closer to the positions of the Armenian military
units.

His detention was immediately reported to the International Committee of the

PAN ARMENIAN CULTURAL FESTIVAL “ONE NATION, ONE CULTURE” BEGINS IN YEREVAN

YEREVAN (Noyan Tapan)–On Sunday August 15, the opening of the “One Nation,
One Culture” Pan-Armenian cultural festival took place in the National
Academic Theater of Opera and Ballet.

President Kocharian, Catholicos Karekin II, FM Vartan Oskanian, Minister of
Culture and Youth Affairs Hovik Hoveyan, and other officials were present at
the ceremony.

Greeting the participants, Oskanian called the festival a historic event and
emphasized: “Every generation living in its homeland or the diaspora should
reveal the depth and wealth of one united culture of the national
originality of his origin, should be newly filled w ith aesthetic and moral
spirit of national and human real values.”

Among the performers were the State Dance Ensemble of Armenia and the
“Barekamutiun” ensemble, dudukist Jivan Gasparian, singers Hasmik Papian,
Hasmik Hatsagortsian, Svetlana
Navasardian, Ruben Matevosian, actors Vladimir Abajian, Hovhannes
Babakhanian, Zhenia Avetisian, as well as other well-known Armenian artists.

Also participating are cultural groups from the diaspora.

12TH ARMENIAN FOOTBALL CHAMPIONSHIP RESTARTS

YEREVAN, August 16 (Noyan Tapan). The 12th Armenian Football Championship
restarts with the matches of Day 15. Leaders of the tournament were again
victorious. Armenian
champion “Pyunik” beat “Ararat” 2-1, “Mika” beat “Kilikia” 5-1. “Kotayk” –
“Dinamo-Zenit” 2-1, “Banants” – “Shirak” 1-1.

KALAYDJIAN’S COMMENTS ANGER COMMUNITY
Nicosia August 20, Gibrahayer – The comments of Armenian representative in
the Cyprus House Bedros Kalaydjian in last week’s Gibrahayer issue have
angered community members who emailed and telephoned, to voice their
protest.

“Kalaydjian is insulting our intelligence. That is the real problem, not the
fact that he was apathetic towards the needs of the Ensemble.” read one
protest email who wanted to keep his anonymity.

“You suffer from apathy ….the panicle of arrogance” read another more
expressive email (A.H from Nicosia)*, which we chose not to publicise in its
entirety.

“If he was going on a holiday and wanted to help the Ensemble he should have
appointed someone and not made up a story about some mobile phone being shut
down. C’mon if he had called just anyone in Xylotympou and asked for a
member of the Cultural Association, they would have given him a number.”
said another (N.B. from Limassol)*.

Others simply wanted the debate to end. “I believe the subject matter
should end at this point. Any indifference to an Armenian event within the
community should not be undermined by the community leaders, but it is
equally fair to say when everything is done within one’s power, then
understanding and patience should take precedence.” wrote Daniel Jonoyan
from Glendale, California, a former employee of the Melkonian Educational
Institute in the early eighties.

– TENNIS – Marcos Baghdatis fought bravely only to lose against Nicolas

Morphou Prelature Camp Site at Kalopanayiotis on Sunday 15 August 2004.

TERJAN HOTEL COMPLEX HOLDS “SILK ROAD” FAIR FEATURING EXCLUSIVE WORKS OF
CONTEMPORARY ARMENIAN APPLIED AND DECORATIVE ART

The third in a series of expositions featuring Armenian modern artwork will
take place at Terjan Hotel, on September 10th, 2004.

You will have an opportunity to see the exceptional works of Nune Aghbalyan,
the professor of Yerevan State Institute of Fine Arts and fashion designer
Kevork Shadoyan.
The member of the Union of Professional Artists of UNESCO since 1995, Nune
Aghbalyan has exhibited in France, Russia, Germany, Austria and
Czechoslovakia.

The sphere of art called material painting (batik) so little known to the
Armenian artists in the past is now becoming more and more popular.
It was Nune Aghbalyan who nearly 23 years ago made outstanding progress in
this field.

The latest collection of modern costumes with Armenian ornaments, as well as
paintings on the silk, cotton, velvet, silk ties, pins and other accessories
will be showcased at the exposition for the first time in Armenia.

In October the collection will be staged at Boston’s fashion show.

Officials from the government, foreign embassies, international and local
organizations as well as media representatives will be invited.
