ARMENIA WILL QUIT NAGORNO KARABAKH SETTLEMENT PROCESS

YEREVAN, 18.11.04. On November 16, RA Foreign Minister stated at the
parliament that the situation will totally change if Baku continues
its attempts to get adopted the formula on Nagorno Karabakh
settlement submitted to the UN and if the formula is adopted. In
fact, Azerbaijan will have to negotiate with Nagorno Karabakh, Vartan
Oskanian said.

According to `Regnum` agency, Oskanian said that either Armenia will
continue negotiations with Azerbaijan within the framework of the
OSCE Minsk group and in the context of the achieved agreements, or
Azerbaijan should conduct negotiations with Karabakh or with Armenia
with the participation of Karabakh`s side. Answering the question
whether a dead-end situation can occur in the negotiation process as
a result of the issue`s discussion at the UN, Oskanian said that
there can be unpredictable results.

Two days ago, RA President said no progress is observed because
Nagorno Karabakh representatives don`t participate in the negotiation
process and Baku wants to conduct negotiations with Armenia only.
That`s why he has to represent also the position of Karabakh in the
negotiation process. Kocharian emphasized that that is a wrong
negotiation format and doesn`t express the essence of the conflict.

Last time Nagorno Karabakh participated in the negotiation process
was in April of 1997 in Moscow (of course, if we don`t take into
consideration the periodical visits of the co-chairs to Stepanakert).
After that, the negotiation format changed and Stepanakert didn`t
participate in any negotiation. Recently, Yuri Merzliakov, Russian
co-chair of the OSCE Minks group, found it necessary that Nagorno
Karabakh should participate in the negotiations together with Turkey.
Bruce Jackson, Chairman of US Committee to Expand NATO, said: `I
don`t understand why Nagorno Karabakh doesn`t participate in the
conflict settlement talks.`

Armenia also finds it necessary for Karabakh to participate in the
negotiation, our country is even ready to quit the negotiation
process, but only in the case Baku tries to transfer the settlement
to other instances. If the negotiation process remains within the
framework of OSCE Minsk group, i.e. the so-called Prague process
begun as a result of Key West arrangements is continuing, the
participation of Karabakh is no primary.

Vladimir Kazimirov, Russia`s former representative in the settlement
of Nagorno Karabakh issue, in his last article dedicated to the UN
Formula N4 on Karabakh issue, adopted in 1993, strictly criticized
Azerbaijan that tries to pick up separate points from the settlement
package and seeks for their settlement at the UN, leaving aside the
essence of the conflict — Karabakh`s status. Kazimirov also
criticizes Armenia that replaces Nagorno Karabakh in the settlement
process and violates the true configuration of the conflict by that.

David Babayan, expert on Nagorno Karabakh settlement, noticed in the
interview that when the negotiation process is conducted by Armenia
only, it turns Nagorno Karabakh conflict into a territorial one and
`in this context we have very few opportunities to prove the
international community that we are right.` According to Babayan,
President Kocharian undertook the obligation to represent Karabakh
side, as the negotiations should be continued, but one can continue
them for the preservation of the process for some period, for a short
period and never forever.

`I believe that the only effective format that can give a push to the
settlement process, is when Azerbaijan and Nagorno Karabakh conduct
negotiations. If the two sides don`t negotiate directly, then no
advance can be expected, as, finally, Karabakh should carry out the
arrangements,` the expert said.

Vahram Atanesian, chairman of NKR National Assembly`s Committee of
External Relations, as well as Babayan, is sure that the format that
existed before 1997 was not acceptable for Stepanakert and no
progress will be fixed, if they again apply it. It`s worth reminding
that before the April negotiations of 1997 Karabakh was included in
the negotiations as an interested side, according to the OSCE mandate
elaborated in Budapest. According to Azerbaijan, the representative
of the so-called Karabakh`s Azeri community also participated in the
negotiations as an interested side then.

`If we observe the issue in that aspect Armenia, Azerbaijan and NKR
should negotiate in a trilateral format when each of the sides will
have equal plenipotentiaries and obligations, this will be the most
desired version. As far as I know Baku doesn`t reject Karabakh`s
participation with the precondition that the so-called representative
of Karabakh`s Azeri community is included in the negotiation as well.
This format can create no full negotiation atmosphere, i.e. NKR`s
participation in the negotiations can`t be observed as an end in
itself. If the negotiation format is on the level of the presidents
of the sides in conflict, NKR president should participate in that
too,` Atanesian said.

Turquía celebra su independencia construida con el genocidio y la
usurpación de nuestros territorios

Miembros de Unión Juventud Armenia repudiaron la impunidad del
Estado turco en la celebración del aniversario de la creación de
esa republica.

`Ante una fuerte tormenta, el pesimista se queja del viento, el
optimista espera que cambie, el realista ajusta las velas’. En
Unión Juventud Armenia, hace tiempo que elegimos nuestro camino, el
camino de la protesta pacífica y efectiva, como vienen siendo los
pasados 24 de abril, y como lo serán también los próximos.

Esto se vio reflejado una vez mas el pasado viernes 29 de octubre,
fecha en que el estado turco, celebra el aniversario de la
fundación de la república de Turquía, supuestamente
occidental, moderna, y democrática.

A las 12:30 del mediod?ía, del día en cuestión, unos 30
jóvenes nos dirigimos a la residencia del embajador turco, donde
sorpresivamente desarrollamos una inteligente y efectiva actividad de
difusión de nuestra causa, y donde también manifestamos nuestro
rechazo ante la celebración de este acontecimiento de la negra
historia de Turquía.

Nuestras voces y los volantes que entregábamos, mostraban las
fuerza de nuestro reclamo en el siguiente slogan: `estado
turco… ¿y los derechos humanos? Un estado fundado sobre sangre
armenia.’

Muchos diplomáticos y representantes de distintas naciones del
mundo quedaron impactados con nuestra presencia en el lugar y todos
ahí miraban asombrados ante el incansable sonar de nuestro móvil
parlante, que repetía una y otra vez lo que nosotros queríamos
transmitir: `Nosotros jóvenes argentinos descendientes de armenios,
repudiamos hoy….’.

Algunas cosas de las ocurridas el pasado viernes, nos demuestran el
éxito de esta actividad. En primer lugar, la cobertura
periodística de la manifestación por parte de medios del
ámbito grafico, radial y televisivo, este ultimo repitiendo las
imágenes de nuestra manifestación durante el fin de semana
haciendo de público conocimiento las imágenes obtenidas por las
cámaras. En segundo lugar, la enorme cantidad de gente que
recibió nuestros folletos, tanto diplomáticos que ingresaban al
agasajo, como gente en la calle, o en sus automóviles, y que
también visualizaron nuestros carteles, o los llamativos
trípodes.

Por último en tercer lugar, el embajador de Turquía, nos
envío un comunicado, desde el interior de la residencia, por medio
del encargado de relaciones publicas de la embajada, en el cual nos
pedía que cesáramos con nuestra pacifica manifestación, ya
que entorpecíamos la normal ejecución del acto que puertas
adentro intentaban realizar. Por supuesto nuestra respuesta ante ese
pedido fue negativa.

Se demuestra una vez mas que ya no son válidos esos argumentos que
algunos en forma ridícula aun utilizan contra nosotros, alegando
que las manifestaciones de la juventud siempre terminan en violencia,
y que estas carecen de contenido.

Ponemos fin a esta carta esperando que cada vez mas gente apoye esta
causa justa, y deseando que nunca mas en estas tierras, ni en ninguna
otra, un armenio festeje al lado de un turco la fundación de la
republica genocida, hasta que Turquía no reconozca su crimen.

ARMENIANS LAUNCH INTERNET RADIO IN USA

Watertown, Massachusetts, 17 November: The Hayrenik (Motherland)
organization officially launched its radio station on the Internet on
16 November. The radio station will be broadcasting Armenian music
and news around the clock to Armenia, Artsakh (Azerbaijan’s breakaway
region of Karabakh), Javakhk (Armenian-populated region in Georgia)
and Armenian communities abroad.

The Hayrenik radio station has been broadcasting only music on the
Internet since 10 August this year and feedback from listeners has
been mainly positive, the director of the radio station, Jirayr
Buedjikian, said. “The number of listeners is consistently increasing
and we receive dozens of emails supporting us. We have listeners in
more than 35 countries.”

The radio will start wider broadcasts from 20 November. “We have been
broadcasting only music so far. In order to meet the wishes of our
listeners, we will start broadcasting news, interviews, child and
other programmes as well,” Buedjikian said.

Jewish Leadership Fuels Open War

“Why the common enemy of Christian and Muslims wants an open war
between them? It is a topic that needs an in-depth analysis. Remember
one hint – `dual containment.’ If Christians and Muslim cut each
other throat, who will gain?”

`Koran’ is a Mein Kampf of war.”

Anti-American and Anti-Muslim forces have been pursuing a two-pronged
strategy to wide the gulf between America and the Muslim World. They
are prompting the American leadership to declare an open war against
the entire Muslim World. To justify this war, they are painting the
Muslim World as the No. 1 enemy of America. By pretending to side
with America in this `terror war,’ these anti-American and
anti-Muslim forces give the impression that they are the most
patriotic segment of American society. In reality, they are the No. 1
enemy of America. Because in this `terror war,’ there will be no
winner. American Century will be buried alongside the destroyed
Muslim World. This is what they want. Why? To be discussed later.

There is a community of interests between the anti-American and
anti-Muslim forces and the anti- American and anti-Muslim media. So
it is not surprising that the that the anti-American and anti-Muslim
media does not feel any reservation when it fans hate between America
and the Muslim World. It does not feel any reservation in spreading
highly toxic opinions and statements.

Anti-America and anti-Muslim forces are not happy with the present
conduct of `terror war.’ They are not even happy with the slogans
under which this `terror war’ is waged. In their view, `terror war’
under the slogans of axis of evil, international terrorism, and
militant Islam do not define the enemy correctly. They demand from
the Bush administration to confess and declare that this war is a
clash of civilization.

`Impelled by 9/11, President George W. Bush told the American people,
we are at war, at war with an axis of evil. Mr. Bush defined the
enemy as international terrorism. Given this amorphous enemy,
America’s war aims are equally amorphous. However, since the recent
9/11 commission, Mr. Bush has defined the enemy as militant Islam – a
tautology made current by Daniel Pipes. Unfortunately, the war
symbolized by 9/11 is even more monumental: it is nothing less than a
clash of civilization as eminent scholars like Bernard Lewis and
Samuel Huntington have shown, and, in the case of Islam, a
civilization animated by a world religion.’ — Professor Paul

These anti-American and anti-Muslims forces demand from Bush
administration to confess and declare that this militant Islam is
real Islam. Confess and declare that `Koran’ is a `deadly doctrine.’

`If American war aims are to be sound, Washington policy-makers must
understand that `militant Islam’ is Islam pure and simple. The heart
of Islam is the Koran, which the renowned Fauad Ajami of John Hpokins

Churchill describes as the Mein Kampf of War. America and Islam are
indeed engaged in a clash of civilization, which virtually every

administration to confess and declare that Muslim `moderates’ are as
deadly as `the fundamentalist’ are and they are also irrelevant in
the Muslim World.

`To compound the confusion, pundits focus the hopes of Americans on
Muslim `moderates,’ as if this minute fraction is strategically
relevant in Islam’s global war against `infidels.’ The fact that
Muslim `moderates’ advocate the destruction of Israel, America’s only
reliable ally in the Middle East, should caution us about the depth

These anti-American and anti-Muslims forces demand from Bush
administration to confess and declare that the religion of 1.2
billion Muslim is evil. Confess and declare that Muslims do not
believe that anything is common in Islam, Judaism and Christianity.

`The conflict between liberal democracy and Nazism was a conflict
between good and evil. The U.S. is loath to refer to its conflict
with Islam in such terms. No one can feel comfortable calling the
religion of 1.2 billion people `evil.’ Islam is commonly regarded as
a monotheistic faith having much in common with Judaism and
Christianity. This is NOT the way adherents of the Koran regarded
Judaism and Christianity!’ — Professor Paul Eidelberg, The Jewish

These anti-American and anti-Muslim forces demand from Bush
administration to confess and declare that the Islamic Jihad is the
root cause of `terror.’ Confess and declare that U.S. main objective
is to eliminate the murderous ethos of Islamic Jihad. Confess and
declare that Jihad is evil. Confess and declare that Islam is an
enemy of peace and civilized society.

`To formulate war aims appropriate to Islam, the U.S. must identify
the root cause of the conflict, Islam’s Jihadic ethos – its bellicose
and contemptuous hatred of non-Muslim. It must be the remitting
objective of the U.S. to eliminate or radically alter this murderous
ethos. Jihadism must be condemned as evil, and so long Islam
propagates this ethos, Islam must be denounced as the enemy of peace
and of civilized society.’ — Professor Paul Eidelberg, The Jewish

Professor Paul Eidelberg also recommends a course of action, which
the America should adopt.

`The U.S. should issue a declaratory policy having the following
elements: (1) The U.S. will regard as a belligerent any Islamic
states that support or harbors terrorists. (2) The U.S. will regard
any Islamic state that encourages its people to hate and kill
non-Muslims as racist, and will take action to have that state banned
from the United States. (3) The U.S. will proclaim that the bellicose
concept of Jihad contradicts the UN Charter as well as the Universal
Declaration of Human Rights, which prescribes `tolerance and
friendship among all nations, racial, or religious groups.’
Accordingly, the U.S. will regard public renunciation of Jihad as the
litmus test of whether a Muslim state is sincerely committed to peace
and worthy of diplomatic relations.’ — Professor Paul Eidelberg, The
Jewish Press Magazine, 10.22.04

Professor Paul Eidleberg blames the Bush administration for avoiding
the right conclusions, which are set by Professor. This is the reason
there is a confusion among the Americans about the war in Iraq.

`The Bush administration avoids this conclusion, which is why it has
failed to formulate, with any precision, America’s war aims.
Americans are therefore confused. They are divided over the war in
Iraq and about U.S. policy in the Middle East. The world’s only
superpower flounders, intellectually and militarily unprepared to
confront its ill-defined, ubiquitous enemy.’ — Professor Paul
Eidelberg, The Jewish Press Magazine, 10.22. 04

Professor Paul Eidleberg also advises the Bush administration to
forget `democratization’ of the Muslim World.

`The war aims of the United States should not include wholesale
democratization of Islamdom – an impractical and, in many countries,
an undesirable objective. In such countries, constitutionally
monarchy is preferable. The political objective is to rid Islam of
tyranny. The moral objective is to rid Islam of its jihadic ethos. In
pursuing these objectives, the U.S. will require the cooperation of
other nations. Such cooperation will be more forthcoming if American
war aims are clearly articulated, tenaciously pursued, with
consistency and more integrity.’ — Professor Paul Eidelberg, The
Jewish Press Magazine, 10.22.04

Paul Eidelberg chided his own fellow-traveler, anti-America and
anti-Muslim World, Mr. Pipe for separating `militant Islam’ from
`real Islam.’ For Prof. Eidelberg both are the same. He reminded Mr.
Pipe what he himself perceived in his earlier venomous spit.

`However, much institutions, attitudes, and customs have changed, the
Muslim approach to politics derives from invariant premises of the
religion and from fundamental theme established more than a
millennium ago.’ — In the Path of God: Islam and Political Power
quoted by Prof. Eidelberg, The Jewish Magazine, October 22, 2004)

Prof. Eidelberg also warns the Americans that this `terror war’ will
end in the destruction of one of the `warring party’ as happened in
Second World War.

`The current clash of civilization will eventually result in the
ascendancy of one and the decline of the other, as was the case in
the less encompassing conflict between liberal democracy and Nazi
Germany – a conflict that did not involve a world religion. But it is
precisely because Islam is a world religion that the U.S., the
champion of tolerance and pluralism, finds it so difficult to
identify its enemy.’ — Prof. Eidelberg, The Jewish Magazine, October
22, 2004).

Prof. Eidelberg is not alone in this incessant hate campaign to widen
the gulf between America and the Muslim World. All common enemies of
America and the Muslim World want an open war between the two. These
common enemies are worried that American leadership might not open a
new front against the Muslim World after the occupation of
Afghanistan and Iraq. Read what the anti- Americans anti-Muslims
Forward suggests to the Bush administration in its first weekly
publications after Nov. 2, 2004. Destroy and occupy Iran – this is
the first message from the Forward.

`Fresh off of victory, President Bush will face a major test in the
coming weeks on the multilateral approach he has adopted toward
Iran’s alleged pursuit of nuclear weapons. Even as Washington is
backing European efforts to pressure Tehran, the newly re-elected
president is looking to the United Nations Security Council to pick
up the lead on thwarting Iranian Nuclear aspiration.’ — Marc

The caption of the article is `Re-elect Bush Faces Benchmark Test On
Iranian Nukes Policy. Multilateral Approach at Stake)

Professor Louis Rene Beres, professor of International Law,
Department of political science, Purdue University, is suggesting
something else.

`International law is not a suicide pact. As Iranian nuclearization
heats up to a point of no return, Israel’s leaders will soon have to
make vitally important decisions on launching defensive first
strikes. Faced with an existentially hostile regime in Tehran, these
leaders cannot now be expected to simply sit back and wait for the
regime to deploy atomic weapons. Less than half the size of Lake
Michigan, Israel’s `wiggle room’ in strategic survival matters is
profoundly limited.’ — The Jewish Press Magazine, October 22, 2004)

The title of the article is `Israel, Iran and Preemptive Attack
Striking First Under International Law.’

Prof. Beres does not give Iran the same right of preemptive attack as
he gives `wiggle room’ state called Jewish state. Perhaps the right
of preemptive attack is `divine right’ given only to the `chosen
leadership’

Second, Prof. Beres is sending a clear message to the re-elect Bush.
If you don’t do it, Israel will.

Besides Iran, anti-American and anti-Muslim agenda setter Prof. Beres
is not happy with the Bush administration and Sen. Kerry for not
declaring an open war against Islam.

`Neither President Bush nor Senator Kerry addressed an absolutely key
issues of current American foreign policy in the opening debate. Are
we now involved in a largely operational struggle against very
particular terror group and individuals, or -rather – are we
embroiled in something much larger? Should we now be focusing on
political, military and logistical issues (the position of both
candidates) or upon the much wider religious and cultural context
from which our principal terror enemies are spawned?” — Prof. Louis
Rene Beres, The Jewish Press Magazine, October 15, 2002.

The title of the article is `After the first great debate: a war on
terror or a clash of civilization? This crucial point was missed in
the first presidential debate.’

Prof. Beres reminds the U.S. leadership that its `political
correctness’ has political consequences. It should stop playing soft
balls. It should confess and declare that Islam is against all major
`religions’ of the world, including Judaism, Hinduism and Buddhism.

`The answers are important, as they will determine what security
measures we choose to adopt. And, if we can finally ignore the
constraints imposed by considerations of political correctness, these
answers are plain and incontestable. The roots of current and
still-impending anti-American terror lie deeply embedded in
civilizational hostility, in a partial but widespread Arab/Islamic
hatred for Western values and post-Enlightenment modernity. This
constructed and codified hatred extends to other major religions,
primarily Judaism, but also to certain parts of Christianity,
Hinduism, and Buddhism.’ — Prof. Beres, The Jewish Press Magazine,
October 15, 2004)

Prof. Beres reminds the Americans and the Europeans that they should
awake up to the `gathering threats’ of mass killings with
unconventional weapons. Prof. wants the Bush administration to
confess and declare that the `terror war’ is `authentic clash of
civilization.’

`The unvarnished truth of the terrorist threat to the United States
and the West remains widely misunderstood. We face suicidal mass
killings with unconventional weapons in the future not because there
exists a small number of pathological terrorists murderers, but
because we are embroiled – however unwittingly – in an authentic
clash of civilization. While we all wish it weren’t so, wishing will
get us nowhere. Our only hope is to acknowledge the relentlessly
bitter source of existential danger, and proceed to fight the real
war on terror from there.’ — Prof. Beres, The Jewish Press Magazine,
October 15, 2004)

Note these anti-Americans and anti-Muslims forces do not target only
the Muslim World. Nobody on this earth is save from their
demonization – including the United States.

`The dissolution of the Jewish state has been the goal of the members
of the so-called `quartet,’ the anti-Israel U.S. State Department,
the anti-Semitic E.U. (European Union), the hostile U.N. (United
Nations) and Russia, whose history of anti-Jewish pogroms are
legendry.” — Emanuel Winston, Middle East Analyst and Commentator,
The Jewish Press Magazine, October 22, 2004.

The world is told again and again that America is `blessed’ with
`freedom of speech’. It is emphasized that `freedom of speech’ should
be the norm of the world. Then why the only `chosen leadership’ is
privileged to exercise the right of speech right? Then why anybody in
the entire world is not free to exercise this right by criticizing
the outrageous acts of this `chosen leadership?’ Then why the `chosen
leadership’ is free to demonize the religion of a community but
National Front MEP Bruno Collnisch is not free to question `gas
chambers’ existence.

`I am not questioning the existence of concentration camps … but on
the numbers of deaths, historians can discuss it. As to whether gas
chambers existed, that’s up to the historian to determine.’ — Philip
Carmel, Jewish Chronicle, October 22, 2004.

What price this French has to pay for these alleged remarks, watch
and see. He is disputing only a happening. Religion is a more
sensitive issue than a happening.

If the `chosen leadership’ is free to demonize a religion, then why
Jewish donors are threatening the Duke University in North Carolina
to face the music. Its alleged crime is:

“A major US university is coming under pressure from some Jewish
donors for allowing a pro-Palestinian conference that urged
divestment from Israel over its alleged apartheid policies. The
weekend conference, at Duke University in North Carolina, also heard
calls for an end to Israel as a Jewish state.’ — Janine Zacharia,
Jewish Chronicle, October 22, 2004.

The Duke administration is running for a shelter and is begging for
mercy.

place as part of its commitments to free speech.’ — Janine Zacharia,

What price the Duke university has to pay for allowing the
student-run Palestine Solidarity Movement to have its meeting? Watch
and see. If the chosen leadership is free to patronize anti-Christian
movies like `last temptation’ and anti-Muslim books like `Satanic
Versus,’ then why Duke University cannot permit students to arrange a
meeting. Religions is more sensitive issue than a meeting that is not
liked by the `chosen leadership.’

If the `chosen leadership’ is free to demonize a religion, why then
eBay is forced to take off sale on eBay under the pressure of the
`chosen leadership.’ Religion is more sensitive issue than writing
about the `supremacism’ of a race.

`An anti-semitic book has been taken off sale on eBay after the
site’s management was told of its inclusion by the JC – but hundreds
of items linked to race-hate can still be found. The book – Jewish
Supremacism, by former Ku Klux Klan Grand Wizard David Duke – was
discovered by JC reader David Marsh after searching the site for
items linked to the word, Jewish. An eBay spokeswoman said that
offending item had been removed. But she added that sellers who
repeatedly breach eBay policies would be suspended, either for a
certain period or permanently, depending on the severity of the

violence occurred, as well as the action taken by those governments
to enact and enforce laws relating to the protection of the religious
freedom of Jewish people. The report also must describe efforts by
such governments to promote anti-bias and tolerance education.
Additionally, the report will include instances of propaganda in
government and nongovernmental media that attempt to justify or
promote racial hatred or incite acts of violence against Jews.
Further, due to amendments by the House, the legislation creates an
office to Monitor and Combat anti-Semitism within the DOS that will
be headed by a Special Envoy and will be charged with responsibility
for monitoring and combating anti-Semitism in foreign countries as
well as coordinating and assisting in the preparation of the annual
Country Reports on Human Rights Practices and the annual Report on

to include a description of acts of violence annually as part of the
annual Report on International Religious Freedom and the annual

upon by the `religious’ students.

leadership’ and there is another standard for the rest of the world.
President Bush cannot establish a center in the State Department that
will monitor anti-Christianity and anti-Islam activities by the
`chosen leadership.’ If he does, he will be a political corpse within
seconds.

The above quoted excerpts prove so many facts. Some of them are: The
common enemy of Americans and the Muslims gets whatever it wants.
Second, common enemy has the power to silence any voice that dare to
challenge its domination over the entire world. Third, it knows no
limits in its hate-campaign. It does not spare even religions.

As the Muslims leadership is concerned, it can quote these excerpts
when they are cornered by the talking heads of the electronic media
for spreading hate.

Why the common enemy of Christian and Muslims wants an open war
between them? It is a topic that needs an in-depth analysis. Remember
one hint – `dual containment.’ If Christians and Muslim cut each
other throat, who will gain?

Another point. In the common enemy’s history, there is more hate
against Christianity and Christians than Islam and Muslims? It is for
the Christians and Muslims to unearth it and to show the real face of
the common enemy to prove that it wants to destroy Christian and
Muslims world by `supporting’ one against the other -dual

Settlement of Armenians in Garabagh may rekindle conflict – Foreign
Minister

Armenians are being illegally settled in the occupied Azeri lands,
which may provoke a conflict in the future, Foreign Minister Elmar
Mammadyarov said.

“Armenians are being illegally settled in the occupied territories of
Azerbaijan. The aggressor regime provides loans and financial aid to
these settlers so that they stay there and official Baku is
well-aware of this.”

The minister also said that after all this lawlessness Azerbaijan has
finally achieved putting the issue on discussion at the United
Nations. However, the extensive settlement of Armenians in Upper
Garabagh signals that another conflict may be in the offing, he
underlined.
“Presume that real results are achieved in peace talks and displaced
persons are returning to their lands, while these areas are populated
by Armenians.”
Mammadyarov added that this represents a threat of rekindling the
conflict.

Azeri officer faces life in prison

The trial of Azerbaijani officer Ramil Safarov, charged with killing
an Armenian serviceman, will start in Budapest, Hungary on November
23.

During NATO training sessions in Budapest in February, the two men
had a dispute [sic] which resulted in the death of the Armenian officer
Gurgen Margarian. Safarov was arrested and charged with the
premeditated murder article of Hungary’s Criminal Code. He now faces
between 10 and 15 years in jail, or life imprisonment.

The officer’s lawyer Adil Ismayilov has told journalists that Safarov
is expected to give his testimony on the first day of the trial which
is not expected to complete this year, as it will take some time to
summon foreign citizens for witness testimonies in court.
He said that Safarov will be defended in court by a Hungarian
attorney Peter Zolay, who was appointed as his defense lawyer in the
course of the investigation.
The Azeri officer will be represented by a single Hungarian lawyer,
as Ismaylov will most likely not be allowed to defend Safarov in
court.
“Hungarian laws do not allow foreign attorneys, therefore, I will
probably not be permitted to act as his defense lawyer in court”,
Ismayilov said.
Commenting on Safarov’s possible acquittal, Ismayilov said that the
decision is under the authority of the court.
“However, we will do our best to defend Safarov and to make sure he
gets a sentence adequate to the crime he committed,” he said.
Asked whether Safarov could serve his prison term in Azerbaijan, if
convicted, according to the existing European convention, Ismayilov
said: “Our countries do not currently have an agreement on mutual
legal assistance, but I believe that this is possible according to
the existing international convention. Azerbaijan signed the document
which envisions extradition of convicted individuals to serve prison
terms in their home countries. This means that if the Azerbaijan
Ministry of Justice appeals to the Hungarian Ministry, he could be
extradited.”

Appeal
A letter with more than 100,000 signatures in Safarov’s defense
collected by the Committee for Safarov’s Rights was sent to the
Budapest Court on Tuesday on the initiative of the Garabagh
Liberation Organization.
The Azerbaijani public is keeping the trial of Safarov in focus, the
letter reads.
“The officer, whose family has been subject to the Armenian
aggression, committed the murder in a state of affect after the
Armenian serviceman humiliated his honor and dignity,” the letter
says.
In the letter the Committee requested the Budapest Court to carry out
an unbiased investigation and trial and prevent any interference by
the Armenian authorities and lobby in the court proceedings.
“A fair decision to come will serve strengthening friendly relations
and cooperation between Azerbaijan and Hungary, as well as stepping
up mutual trust,” the letter said.

Armenian delegation attends energy conference in Baku

An international conference dedicated to energy cooperation among the
Caspian basin countries was held at the Hyatt Regency Hotel of Baku
on Saturday on the initiative of the European Union.

Issues related to prospects for energy collaboration among regional
states were discussed at the event attended by delegations from
Azerbaijan, Georgia, Belarus, Iran, Kazakhstan, Moldova, Russia,
Turkey, Turkmenistan, Ukraine and Uzbekistan, as well as an Armenian
delegation led by a head of the Energy Ministry department Levan
Vardanian.

Deputy Prime Minister Abid Sharifov said at the conference that the
Armenian representatives’ participation in the event does not imply
Azerbaijan’s cooperation with Yerevan.
Vardanian told journalists that he did not face any difficulty in
coming to Baku. He also thanked the Azerbaijani side for ‘organizing
the visit properly’.
Although the Azerbaijani government has kept the Armenians’ planned
participation in the conference confidential, their arrival in Baku
has drawn fire from the public and political organizations in the
country.
The Garabagh Liberation Organization held a picket outside the Hyatt
Regency Hotel on the same day in protest against the Armenian
delegates’ visit. The opposition Whole Azerbaijan Popular Front party
of Azerbaijan, in turn, issued a statement condemning the position of
the government, which has offered facilities for the Armenians’
participation in the conference and concealed it from the public.
In the statement, the party urges the government to voice a decisive
stance on the issues related to Azerbaijan’s national interests and
take urgent steps to oust the Armenian delegates from Baku.
The Armenian representatives also participated in a conference on
cooperation in the area of transport in Baku on Sunday.

INTERVIEW: Armenia hopes to join E.U. in 20 years, says minister

Armenia hopes to join the European Union within 20 years and has no
objections to its arch-rival Turkey joining the bloc if Ankara meets
strict membership terms, Armenian Foreign Minister Vartan Oskanyan
said Wednesday. “We would like to be a European Union (E.U.) member
… the sooner the better,” said Oskanyan in an interview with
Deutsche Presse-Agentur, dpa, after talks between German Chancellor
Gerhard Schroeder and Armenian President Robert Kocharian in Berlin.
Oskanyan said the path used by the 10 mainly east European nations,
which joined the E.U. earlier this year, showed Yerevan the blueprint
it had to follow. “More needs to be done but a lot will depend on
Armenia,” he said, adding Armenia had to reform its legislature,
institutions and democratic system as well as fight corruption to be
on track for possible E.U. accession negotiations. But he stressed
the process of completing reforms to meet E.U. standards was highly
positive in itself and that the journey toward joining the Union was
just as valuable as the final prize. Asked when his country expected
to join, he said: “Maybe in 15 or 20 years.” Turning to Turkey’s bid
to join the E.U., Oskanyan said his government had no objections but
was noting with concern that the E.U. seemed to have watered down
some of its criteria in the case of Turkey. Armenia, he said could
not understand how Turkey could be recommended for E.U. membership
talks while its border to Armenia remained closed. Oskanyan also
noted that Turkey’s penal code banned any mention of the term
genocide in reference to the killing of Christian Armenians by Moslem
Turks during and after the First World War. Armenia and many
historians say the killings amount to a genocide as between 800,000
and 1.5 million Armenians died during this period. But Turkey has
always rejected this and insisted a smaller number of Armenians were
killed during the war when they rebelled against Turkish rule.
Nevertheless, Oskanyan said Armenia had “no problem” with Turkish
E.U. membership because this would lead to European standards of
minority rights and full freedom of speech in Turkey as well as an
E.U. member state bordering on Armenia. He said Turkish recognition
of “genocide” was not a precondition for normal ties between Ankara
and Yerevan. Turkey is expected to get a green light at the scheduled
December 17 E.U. summit in Brussels to begin accession talks. Turkish
leaders admit it could take until 2019 before their country becomes a
full member. Turning to an uneasy truce over the mountainous
Nagorno-Karabakh region between Armenia and mainly Moslem Azerbaijan
which has held since their war over the region ended in 1994,
Oskanyan complained that Azerbaijan was backtracking on moves aimed
at a final accord. Armenia and Azerbaijan fought a bitter war over
Nagorno-Karabakh in which an estimated 35,000 people were killed and
some one million became refugees. Nagorno-Karabakh is an ethnic
Armenian region but lies within the internationally recognized
borders of Azerbaijan. The Armenian state supports ethnic Armenians
in Nagorno-Karabakh and it military occupies about 16 per cent of
Azerbaijan. Oskanyan said his government wanted the Organization for

The Ago Group of the Parliamentary Assembly of the Council of Europe
(PACE) is expected to pay a visit to Baku shortly. Its members will
become familiar with the fulfillment of Azerbaijan’s commitments to
the Council of Europe, the situation on human rights and freedoms and
the preparations for municipal elections (on 17 December).

The visitors will tour the regions and penitentiary institutions and
meet convicted opposition members (for organizing post-election riots
in Baku on 15-16 October). Besides, they are scheduled to meet human
rights activists and representatives of the official circles,
political parties and public associations.

Murad Sadaddinov, and a member of the monitoring group of human
rights organizations, Saida Qocamanli, have shared their views on the

Sadaddinov said: “The Committee of Ministers is the only Council of

Qocamanli agreed with Sadaddinov. She said the main topic of
discussion during the meeting of the foreign visitors with human
rights activists will be the issue of political prisoners. She said
that this topical issue was actually a hot potato, being one of the
main commitments of Azerbaijan to the Council of Europe.

The list compiled by the members of the monitoring group now includes
a total of 62 political prisoners, while this number was 716 before,
she noted. “We are concerned over this issue because a new cohort of
inmates comprising those involved in the October events and the
leaders of opposition parties has emerged in the country,” she said.

The sides will focus on public TV and the freedom of speech during
the meeting, as well as discuss the fulfillment by Azerbaijan of the
European Convention on Human Rights and Fundamental Freedoms,
Qocamanli said.

Speaking about a possible outcome of the visit, the human rights
activist said: “We should not pin hopes on the Council of Europe with
regard to the problem of human rights, but deal with it ourselves. I
think there are issues that we can resolve ourselves.”

As an example, Qocamanli cited the last year meeting of the
monitoring group of human rights organizations with high-ranking
officials in the hierarchy of Azerbaijan’s ruling pyramid. About 30
political prisoners have been released following meetings of this
kind, she said. “I am not in favour of having all our ‘vexed
problems’ discussed at the Council of Europe. I am for resolving our
problems inside the country,” Qocamanli said.
