The “velvet” leader of Georgia, Mikheil Saakashvili, is reported to
sell out one of the most favorite residents of former Georgian
president Eduard Shevardnadze, Krtsansk compound, to the Americans.
Interfax agency informedthat Krtsansk with 44 hectares and 37
additional compounds was sold to an American Basel Group for $15
million. President Saakashvili is going to build a new presidential
residence in largely Armenian-populated Havlabar borough of Tbilisi.
Shevardnadze’s present-day cottage, which is part of the compound, was
not included in the privatized territory, which means that the former
Georgian leader will not move to another place.

Azerbaijani National Security Minister Eldar Mahmudov was on a working
visit to Britain by official invitation between 20 and 23 December.

Minister Mahmudov met numerous high-ranking officials of this
country’s intelligence services and discussed the development of
cooperation in the security sphere between our states.

Minister Mahmudov comprehensively spoke about the problems caused by
the Armenian-Azerbaijani, Nagornyy Karabakh conflict, the military
aggression which our country has been subjected to, terrorist and
sabotage actions, and also resolute actions taken by our state and its
intelligence services to fight international terrorism.

British representatives expressed their satisfaction with the dynamic
and productive development of cooperation links between the security
bodies of our countries and highly assessed the important experience
of the Republic of Azerbaijan in the fight against international
terrorism.

The visit passed off in an atmosphere of sincere and mutual
understanding. The sides noted that the meetings were useful and that
they were satisfied with their results.

Iran’s astronomy research satellite will be launched with the
cooperation of Russia and Belgium.

Announcing this, Professor Ali Ajab Shirzadeh head of Maragheh
Astronomy Centre said: At present, 22 joint international projects are
being carried out with the participation of Russia, Belgium and
Austria at this centre.

He added: So far, nine joint science and research projects in the
field of astrophysics have been completed with the cooperation of
France, Turkey, Russia, Armenia, Azerbaijan and Austria and the
scientific articles have been published in the world’s credible
science magazines.

YEREVAN

A total of 15.5bn drams 32m dollars have been spent on Yerevan’s
architectural and city construction works instead of the planned
15.4bn drams 31.8m dollars during 2004, Yerevan’s mayor, Yervand
Zakharyan, told reporters today.

Zakharyan said that 14bn drams were allocated only to the preparation
of Yerevan’s general plan and the construction of the Northern Avenue
complex. Apart from that, the Diakonia fund constructed 11 private
houses and their external supply lines during the outgoing year. It
must be mentioned that land works are already under way on the
Northern Avenue, which is being constructed in Yerevan. The
construction is due to end in 2006.

During 2004, over 340 agreements were reached on the implementation of
the Northern Avenue project and 46,000 sq.m. of land were allotted for
this purpose.

It is planned to construct residential buildings and business centres
in the Northern Avenue first. This part of the project costs 12m
dollars. Russia’s Nord Island company has won the tender for the
construction. The subcontractor is Armenia’s Aykopal company.

The Northern Avenue, which will connect Yerevan’s two main squares,
Theatre and Republic squares, costs a total of 150m dollars. The
construction of the Northern Avenue was started in March 2003 and is
due to end in 2006.

As for the capital’s general plan, work on blueprints to prepare the
plan is already over. The general plan will be submitted to the
appropriate Armenian ministries for inspection in 2005 and under a
government decision it will take effect in 2006.

The general plan is expected to be valid until 2020, when Yerevan’s
population will reach 1.2m people. The general plan will cover nearly
22,000 ha of land.

Azerbaijan has failed to fulfil some of its vital commitments to the
Council of Europe and the OSCE this year, the director of the Human
Rights Centre of Azerbaijan HRCA , Eldar Zeynalov, has told Turan.

These commitments are connected to the fight against corruption, the
policy to set up public TV, the laws on elections and lawyers, a
solution to the problem of political prisoners, the freedom of the
press and other issues.

Asked how the law-enforcement system is being reformed, Zeynalov said
that it is being done “formally”. The Constitutional Court plays the
role of the “fourth instance”, overturning the rulings of the Supreme
Court only in civil cases. The “new” board of lawyers is in fact a
copy of the old one and keeps a monopoly in this area. It still
remains unclear when and how new members will be admitted to the
board.

The police remain unpunished for torture and the rude treatment of
citizens. Some police officers were rewarded last year for dispersing
opposition rallies in October 2003. Among them are employees from the
department to fight organized crime, who fight demonstrators and
journalists.

The National Security Ministry “got into a scandal” after failing to
ensure security at NATO events in Baku and “missing” Armenian
fugitives who said they came to Baku to seek asylum . “Reforms” in
this ministry were reflected in the replacement of the leadership at
the ministry and the arrival of police officers there.

An experiment on public control over prisons was conducted in the
penitentiary system, which drew a lot of criticism for the
administration’s attempts to control experts from the public council.

As for ensuring the rights of national and other minorities, there are
no problems that could cause conflict. Nevertheless, the law on
national minorities and some other European conventions have not been
passed and there is no government support for education and literature
in the languages of national minorities (for example in Talish). The
consequences of the Karabakh conflict are telling on some citizens of
Armenian origin, the human rights activist said.

Asked what tasks the Azerbaijani public and the authorities are facing
in the light of the European Union’s New Neighbourhood policy,
Zeynalov said that the main problems to be resolved are the completion
of market reforms. Besides, it is necessary to intensify the fight
against corruption, ensure human rights and resolve the Karabakh
problem. Otherwise, Azerbaijan will not be admitted to the EU.

At the same time closeness to the EU will lead to gradual integration
into European civilization and, in the distant future, concessions in
economic, political and other relations with EU member states,
Zeynalov thinks.

Commenting on the attitude of the authorities to the activities of
human rights activists, Zeynalov said that the authorities are trying
to use NGOs to convey the ideas of the ruling party to various strata
of society. Any refusal to accept this role is perceived as an NGO’s
“disloyalty”, Zeynalov noted.

Asked about attacks on his own organization, the activist said that
they were not a manifestation of “public outrage”. The authorities do
not accept the culture of dialogue with their opponents. Therefore,
the so-called investigation into the attack on the office of the HRCA
ended with nothing in view of the “absence” of witnesses to the
attack. Thus, the police did not review video footage from three days
of filming and announced the absence of witnesses to the attack.

The authorities value their human rights activists even lower than
visiting Armenians whose attackers were convicted. “I believe in the
possibility that human rights activists may cooperate with the
authorities. This is the only way of effectively protecting human
rights, something we see in the West. Much energy is being allocated
to the fight against artificial obstacles made by the
authorities. This energy could have been channelled in a useful
direction,” Zeynalov said.

Agasi Arshakyan, a member of the National Unity faction in the
National Assembly, voted for Armenia’s participation in the
anti-terrorist activities in Iraq during the parliament’s closed
sitting on 24 December, choosing the lesser of two evils.

He told reporters about this at the Union of Constitutional Law’s
Azdak club on 25 December, saying that he reconsidered his previous
position on this issue for three days. Arshakyan said that “a fight
against the terrorist state No 1” would have been the greater evil for
Armenia.

Arshakyan pointed to two statements Artashes Gegamyan, the leader of
the National Unity Party, made at that parliament sitting. Both
statements spoke about the motives for sending Armenians to Iraq from
the point of view of national security and they helped Arshakyan adopt
“the right position” on this issue.

Arshakyan believes that there was no third choice on the issue. One
had to choose between the bad and the worse. The MP said the Armenian
government, government officials, the parliament coalition and the
policy of complementarity pursued by the state are to blame for the
“limbo”. He said that those who are aware of Armenia’s “illegitimate
government” now are pressurizing Armenia into making this kind of
difficult decision.

The MP said that Defence Minister Serzh Sarkisyan had been doing his
utmost since July to delay this process. He said Sarkisyan and also
President Robert Kocharyan would have been happy if parliament had
voted against sending troops to Iraq.

Arshakyan also said that the National Unity faction, whose negative
position had been published in the press three days before, could have
missed the parliament sitting and chosen the easy way. However, it
chose “the tough, but honourable way” by voting “for” sending
Armenians to Iraq.

Arshakyan expressed the hope that Armenia “will emerge from this test
with light casualties”.

The year 2005 may be critical for Armenia, Armenian President Robert
Kocharyan said at a meeting with the country’s business circles today.

Kocharyan said that many projects launched in 2004 will make the year
critical. He said that serious progress is expected in the energy
sphere, particularly in the construction of small hydroelectric power
plants.

The construction of a second high voltage Iran-Armenia electricity
line will help ensure greater energy security and stability in the
country, he said. The construction of a second Megri – Kapan highway
may boost trade between the countries Iran and Armenia , Kocharyan
said.

Kocharyan also said that the government is seriously committed to
increasing budget revenue by 53bn drams 109.5m dollars next year. This
will mean stepping up the fight against the shadow economy, he said.

The increase of 28bn drams in capital expenditure to a total of 89bn
drams 183.8m dollars in 2005 will also have a positive effect on
economic development, he said.

“As a whole, the year will be stable and productive,” Kocharyan said.

resolution of Karabakh conflict with any preconditions. Negotiations
proceed from the necessity of life and if Baku really needs these
negotiations, it will apply with a relevant proposal, the newly
appointed minister of foreign affairs of NKR, Arman Melikyan, said in
response to the question concerning the readiness of Baku to start
talks with Karabakh if Armenia leaves the negotiation process.

According to ARMINFO’s special correspondent to Stepanakert, the
minister noted that the basic aspect of the ministry’s activity in the
foreign political sphere is achivement of international recognition of
NKR. It will become a corner stone of our work and all our contacts
both bilateral and under international organizations will depend on
it, Melikyan said. The minister called the protection of NKR citizens’
rights abroad one of the most important directions of the activity of
the foreign ministry. The minister pointed out that he will control
over the given process himself. He refuted the information spread by
Azerbaijani Mass Media “on the move of NKR Foreign Ministry to
Yerevan.” “The point is not the move of NKR FM to Yerevan, The point
is that our efforts on solution to major political tasks require
presence of the minister in Yerevan. It is accounted for by the fact
that we must activate the contacts with international organizations
and the diplomatic missions in Armenia, as well as with the Foreign
Ministry of Armenia. It is just a functional issue and in the
succession of time the given issue will fall away when there will be
an opportunity to organize the main volume of contacts in the

of Armenia in Nov 2004, it has increased by 9.5% in Nov 2004 as
against Nov 2003, and in Nov as against Oct it increased by
0.4%. ARMINFO was informed in the State committee of cadastre of real
estate.

According to the state committee of the cadastre of real estate, the
prices for apartments in the district centers of Armenia increased by
2.4% from Oct to Nov. According to the data, in Nov the average price
of 1 sq/m of the apartments in Ashtarak was $72, in Artashat – $59.5,
in Vagharshapat (Echmiadzin) $109.9, Gavar $33.6, Vanadzor $65.8,
Abovian $110.5, Hrazdan $47.8, Tsakhkadzor $92.5, Yeghvard $55.8, Nor

ESTABLISHMENT OF A BANK IN ARMENIA WILL REQUIRE AT LEAST 10 MLN USD

YEREVAN, DECEMBER 27. ARMINFO. To establish a bank in Armenia at
present, at least 10 mln USD are required. The Armenian CB Press
Service told ARMINFO that the CB adopted the decision on revisal of
the standard of the minimal size of the total capital for newly
established banks and its establishment at 5 bln AMD on Dec 24. In
conformity with this decision, the provision No.2 “On regulation of
the activity of the banks and the basic economic standards of the
banking activity” was amended.

To note, earlier this provision approved by the CB Board on August 6,
2002, provided for the size of the total capital for newly established
banks at 5 mln.
