With a Rare Display of Unity, Lebanese Bury Former Premier

Hundreds of thousands of Lebanese marched through the streets of the
capital Wednesday to the edge of Martyrs Square, where former prime
minister Rafiq Hariri was buried in a raucous ceremony that reflected
uncharacteristic unity and deep anger toward those they blame for his
assassination: the governments of Lebanon and Syria. Carrying banners
that read “Syria Out” and “Hey Syria — Who’s Next?” throngs of
Lebanese chanted and sobbed as Hariri’s casket was borne by ambulance
through miles of empty streets, then on shoulders into the enormous
al-Amine Mosque. The banners of political parties that were once
fierce rivals bounced along together in the flow of people. The signs
of religious and political unity in a country still haunted by its
15-year sectarian war were evident in almost every aspect of the
day’s activities. The bells of St. George Cathedral, a Maronite
Christian church next to the mosque, tolled for hours. No one could
remember such a tribute after the death of a Sunni Muslim, Hariri’s
religious affiliation. “The Syrians made all of this possible,” said
Mardiros Nigolian, 71, an Armenian Christian who joined the gathering
outside the mosque to pay his respects. “What was said in low voices
for months is now being said at a very high volume.” Syria maintains
15,000 troops in Lebanon, a legacy from the earliest days of this
country’s 1975-90 civil war, and exerted its decisive political
influence here last year to assure the term of President Emile Lahoud
would be extended.

Many Lebanese have blamed Syria and its allies in the Lebanese
security services for Hariri’s death Monday in an apparent suicide
bombing, and the United States recalled its ambassador to Damascus on
Tuesday for consultations to express its outrage over the slaying.
Syria has denied any involvement in the killing of Hariri, who in
recent months had emerged as an important opponent of Syrian
influence here. France, which administered Lebanon after World War I
and maintains a strong cultural legacy here, has joined the Lebanese
political opposition in calling for an international investigation to
determine who was responsible for the attack, which killed 13 other
people and wounded more than 100. President Jacques Chirac, a friend
of Hariri’s, reiterated that demand Wednesday when he arrived for the
funeral.Hariri’s assassination has brought together Lebanon’s
famously antagonistic political factions in a way no other event has
since the end of its civil war. Hariri, a self-made billionaire who
headed an important bloc in parliament increasingly associated with
the opposition, represented for many Lebanese a rare sense of
moderation and economic progress.Regardless of whether Syria is found
to be involved, Hariri’s death has galvanized the opposition at a
time when the country is preparing for parliamentary elections that
could begin as early as April. Hariri, 60, was believed to have been
planning a comeback as prime minister and had moved closer to the
collection of Christian, Druze and other sectarian parties that
largely form the opposition to the Lebanese government, now run by
men with strong loyalties to Syria. “When you lose your country, how
do you feel?” Talal Salim, 51, who owns an electronics store in
downtown Beirut, said as he watched the funeral procession. “To calm
the people now, this government must do something very big to make
sure we live in freedom. But we know they take their orders from
outside the country.”Although passion and political divisions run
deep here, there is evidence to suggest that the kind of fighting
that killed roughly 150,000 Lebanese during the civil war will not
return. The war was fueled by regional powers — including Israel,
Iran and Syria — that supplied arms and money to proxy armies.
Today, few countries appear ready to back factions in the same way.
But Lebanese officials have warned in recent days that the political
climate resembles the time preceding the civil war. Syria’s divisive
role could have an effect similar to that of the Palestine Liberation
Organization, whose presence in Beirut helped spark the sectarian
strife in 1975, according to a number of Lebanese politicians and
others who lived through the violence. “There is a regional power
here that is working against peace and stability,” Ali, 58, who was
born in Beirut and declined to give his last name out of fear of
reprisal, said as he waited for the funeral to begin. “Any
development in our country they see as a threat to their power here.
So they seek to stop it. And he [Hariri] was for that development.”
The day started with a gathering at Koreitem, Hariri’s hillside
mansion, which has been an open house for mourners since the
assassination. Thousands of marchers lined up outside, while inside,
people prayed over his flag-draped coffin. A group of men, including
Hariri’s sons and key members of the opposition, struggled to carry
the coffin from the large salon amid the crush of people.The cortege
made its way through empty streets on the second of three days of
official mourning. Koranic verses rang from minarets, drowned out at
times by angry chanting from those in the procession. Much of the
chanting was directed against Syria.A few former cabinet ministers
filtered through the crowd, but none from the current government.
Opposition leaders had warned that government officials would not be
welcome.The United States was represented by Assistant Secretary of
State William J. Burns, the senior U.S. diplomat for the Middle East.
He told reporters that Hariri’s death “must give renewed impetus to
achieving a free, independent and sovereign Lebanon” and called on
Syria to remove its troops immediately.Filing down the hill toward
Martyrs Square, at the heart of the postwar renovation of downtown
Beirut that Hariri spearheaded, the marchers surged through tens of
thousands of people already gathered in front of the mosque. Hariri’s
picture was plastered on shuttered storefronts and car windshields
along the parade route. Young men with the flags of a Christian
nationalist party and the Druze party led by Walid Jumblatt, the face
of Lebanese opposition to Syria, climbed scaffolding along one
minaret and waved the banners until loudspeakers boomed with orders
not to do so. Some obeyed, others did not, throughout an event that
had the feeling of a resistance march as much as a burial service.
People in baseball caps and red-checked kaffiyehs, scarves and
clerical vestments marched side by side. Well-groomed women with eyes
filled with tears led chants: “There is no god but God. Hariri is
beloved of God.” Admonitions to move back so the coffin could pass
into the mosque had little effect on the eddy of grieving people who
wanted to get near it and for a few minutes prevented Hariri’s body
from being lowered into the ground. “We have all come to say
something to the world,” said Sylvia Kayrouz, 38, an Armenian
Christian who expressed amazement at the spectacle. “Christians,
Druze, Sunnis — all of them here. I’ve never seen anything like it.”

Nazeli Vardanian, representative and lawyer of Gurgen Margarian in
Budapest, and Hayk Demoyan, representative of RA Defense Ministry,
historian, organized a press conference at the Press Hall of RA Public
Radio, on February 16. Hayk Demoyan began his speech by touching upon
the disinformation spread by the Armenian Mass Media. They were told
in Budapest that Haylour program of RA Public TV informed that Gurgen
Margarianâ~@~Ys parents were going to participate in the February 8
court hearing and that wasnâ~@~Yt true. While Aravot newspaper wrote
that Safarov, the murderer, is likely to be sentenced to 10-12 years
of imprisonment, while it was stated for many times that he may be
sentenced to life imprisonment.

Nazeli Vardanian reminded that the February 8 court hearing was
delayed because the Azeri side wanted to invite to the court as
witnesses the Azeri officer and the Lithuanian officer that lived
in the same room with Hayk Mukuchian. But none of them came to the
court. According to the message sent by the Azeri defense minister,
the first witness got his head injured and should undergo a treatment
in Turkey. He will participate in the May 10 court hearing.

The Lithuanian officer will be present at the September 27 court
hearing, as the message sent to him was sent back, being written in
Hungarian. According to the court, some 5 months will be needed for
officially ratifying the translation into Lithuanian.

The Lawyer said that they secured the presence of a translator for
the murderer from the beginning of the trial, as Safarov, who spoke
Russian during the exam, said that he doesnâ~@~Yt speak Russian
in the course of the first court hearing of the trial, demanding
translation in Turkish. While, in the course of this hearing he
stated that he didnâ~@~Yt understand the translator of Turkish and
demanded a translator of Azerbaijani. In some minutes he stated that
he doesnâ~@~Yt understand Azerbaijani as the translator translates
badly. After hesitating over choosing one of the two translators,
the court hearing continued in Turkish.

After settling the issues concerning the translation of the documents,
the court listened to the speech of the court psychologist and
psychiatrist. They said that, according to the examination that
lasted four days, Safarov is sane and physically healthy and he
was quite conscious of his actions when he hit the Armenian officer
with an ax. In the course of the first interrogation he said that
he will murder another Armenian in 100 years, too. In one word,
Safarov gave a militant answer to all the questions. Thus, the Azeris
failed to represent him as irresponsible of the murder. They hired
a well-known lawyer for Safarov for an hour and he requested for
inviting a psychologist from Azerbaijan. The request of the lawyer was
immediately declined. By the court decision, the double court-medical
investigation will be carried out by the Hungarian specialist only. The
results of the investigation will be represented in the course of
the May 10 court hearing. If some contradiction appears in one of
two court-medical investigation, the results of the investigations
will be reconsidered by the supreme medical committee.

Nazeli Vardanian explained the attempts of the Azeri side to delay
the trial with the fact that Safarov was accused by the second part
of article #166. The first part of the article envisages 10-15 years
of imprisonment, while the second part of the article envisages 10-15
years of imprisonment or life imprisonment. Thus, the Azeris try to
replace the second part of the article with the first one and spare
no efforts to represent Safarov as an insane

Hayk Demoyan added that Azerbaijan opened an embassy in Budapest that
has no Armenian community and began “bombing” the court with political
materials only. He said that the Azeris failed in the case of Safarov,
as the Hungarians are not interested in political issues. They are
surprised at the fact that a murderer becomes a national hero and
receives a pension.

Burnashet village of Akhalkalak is one of the Armenian villages that
doesnâ~@~Yt differ from the neighboring villages at all. As usual, the
school is the only working place for the residents of the school. The
school of the village was a two-storied building with a rather large
yard and an orchard.

On February 15-16 night a fuss began among the residents of the
village, as the only school was burning. None could reveal the
“author” of the tragedy. The residents of the village had no hopes
that firefighting department of the town that is situated in 20kms
would rush and put out the fire.

They could save only a couple of desks and chairs from the school
furniture. The Sayat Nova School that was the only place where the
Armenian children could get Armenian education perished in the fire.

The 10 and 11 form students from the neighboring Ghadolar village also
studied here. Nobody knows when the school will be renovated. Nobody
hopes that foreign authorities will care about the fate of the
Armenian children.

Baku based Yeni Zaman newspaper published “Bloody Retribution on
Prisoners” article that touched upon the February 15-16 rebellion of
over 100 prisoners in N11 prison. Certainly, we are not interested
in the actions of the prisoners and “the relevant response” of the
authorities. At least, Azerbaijan is a prison itself and its people
carry the yoke of the Aliyevâ~@~Ys clan.

Yeni Zaman thoroughly represents the chronology of all the rebellions
in the Azeri prisons since 1990. According to the newspaper, the
rebellion that took place in the prison N11 in 1990 was crashed down
immediately. Besides, six other cases of rebellion took place in
Azerbaijan. We will dwell on the two of them.

In the summer of 1992 hundreds of prisoners from the Azeri prisons
demanded freedom suggesting to fight in Karabakh. Yeni Zaman writes
that the Azeri authorities satisfied the patriotic intentions of
only 700 prisoners. But soon most of the murderers escaped from the
army and formed criminal groups that in future disturbed their native
authorities as well.

On July 22, 1993, protesting against the violation of human rights and
awful social conditions, over 1200 prisoners demanded to send them
to Karabakh to fight against the Armenians. Taking into account the
experience the authorities had with the 700 killers before, Heydar
Aliyev didnâ~@~Yt want to create additional complications for himself
and declined their request.

This information comes to prove that Azerbaijan spared no efforts
for cleaning Nagorno Karabakh from the Armenians. Azg has written
for several times that Baku turned for help to various terrorist
organizations, inviting the Muslim and Christian hirelings.

In mid-January the Azeri Obozrevatel Internet weekly published the
interview with Azer Rustamov, 41 years old colonel, participant of
the wars in Karabakh and Afghanistan. Azer Rustamov stated that he
will never again fight for Azerbaijan.

“I donâ~@~Yt want to fight, the others will not go to the
war, either. They will prefer trading in the market,” Rustamov
said. Remembering the summer of 1992, he added: “Hundreds of Chechen
volunteers rendered us invaluable help in these battles led by Shamil
Basayev and Salman Raduev.

Being crashed in Karabakh, Basayev and Raduev moved to Abkhazia
and Chechnya to begin a war against the Russian forces. These two
terrorists organized dozens of terrorist acts in Chechnya and Russia.

The relations of Osama bin Laden with Azerbaijan began in mid-1990s,
Samir Razimov, Azeri journalist, writes in the publication of the
London based “The Peace and War Institute.”

Baku based Ekho wrote several times that the activities of the
extremist groups settled down in Azerbaijan ripened in the days of the
Soviet Unionâ~@~Ys collapse. Hyuriet stated that at least 7 terrorist
organizations have headquarters in Azerbaijan. The Financial Times
wrote in the April of 2002 that Khatab, terrorist killed in Chechnya,
fought for Azerbaijan against Karabakh. One of the July 2002, issues
of The Wall Street Journal wrote about the travel of Amyar al Zauahri,
world terrorist N2, from Malaysia through Baku to Dagistan. He was
arrested there, then he passed trough Baku to Afghanistan again and
joined bin Laden.

It was also proved that the explosions in the U.S. embassies in
Kenya and Tanzania were coordinated from Baku. It is stated in the
publications of “The Peace and War Institute” that there had been
proofs testifying to the fact that Azerbaijan is used as a base for
Al Qaeda.

Yerevan, 17 February: The enterprises handed over to Russia to cover
Armenia’s state debt should be reopened as soon as possible and their
capacities should be increased, Armenian Prime Minister Andranik
Markaryan said at a meeting with Russian Foreign Minister Sergey
Lavrov in Yerevan today.

The Russian foreign minister assured the Armenian prime minister that
the Russian side is doing its best to invest the necessary funds in
the enterprises and ensure that they are fully operational.

Until recently, the purpose of existence for the CIS might have been
summed up as follows: to enable all member states to extract
privileges and concessions from Russia. Moscow was alone in insisting
that the CIS really existed. Over the past couple of years, however,
it’s become clear that the former Soviet republics are rapidly
sliding off in different directions. Moldova, Georgia, and Ukraine
seek to join European organizations, following in the footsteps of
the Baltic states. And Russia is even having problems in relations
with its closest partners: Kazakhstan, Kyrgyzstan, Armenia, and
Belarus.

Ukraine has always been the greatest threat to the idea of preserving
the CIS. It is the only post-Soviet state capable of becoming a real
counterweight to Russia, and the fact that the pro-Western Viktor
Yushchenko has come to power may accelerate that process. The first
test of stability will be the Trans-Dniester region.

This unrecognized republic borders on Moldova and Ukraine. Moldovan
President Vladimir Voronin (the only CIS president to attend Viktor
Yushchenko’s inauguration) is relying on Ukraine to complete the
economic blockade of this “rebel territory.” Voronin believes that
once the Trans-Dniester region is entirely isolated from the outside
world, Tiraspol will surrender. But things aren’t that simple.
Ukraine’s nationalists consider the Trans-Dniester region to be
theirs. With their support, Yushchenko could start a game of his own,
turning the tables by offering active support to the Trans-Dniester
region. And Russia would be sidelined, losing its compatriots.

There are also some more far-reaching problems lying in store for us.
In the very near future, the GUUAM organization will make itself
heard. This is the only organization in the CIS of which Russia is
not a member. The GUUAM members are Georgia, Ukraine, Uzbekistan,
Azerbaijan, and Moldova. GUUAM was founded in 1999 at a NATO meeting
in Brussels, as a counterweight to Russia.

All this makes it clear that the former Soviet Union is continuing to
separate into two camps. The first, pursuing advantages for itself,
still relies on Russia; but it is continuing to shrink. The second is
growing, but it is a channel for outside influence. And the greatest
tests for Russia in relations with its nearest neighbors are still to
come.

Ukraine’s potential ambitions are the main problem in the foreseeable
future. Some parts of southern Russia are susceptible to agitation
from Ukraine: the Voronezh region, the Krasnodar territory, and
others. Against a backdrop of dissatisfaction with Moscow, there
could be fertile soil here for the “Why do we need Moscow, if it
gives us nothing?” question and the slogan of “We’re sick and tired
of the Chechnya problem.”

Imagine that Russia – for a number of reasons, including due to a
confrontation with the West – becomes bogged down in its own
problems. Meanwhile, Ukraine – thanks to the West – grows rapidly and
seeks opportunites for expansion. The only possible direction for
Ukraine’s economic, cultural, and any other expansion is Russia. And
the West will be nudging Ukraine in that direction.

Addendum

The CIS Inter-State Statistical Committee recently released economic
development results for 2004. The best figures were recorded in
Ukraine: GDP growth of 12%. It was followed closely by Belarus, with
11%. Tajikistan’s economy grew by 10.6%, Azerbaijan’s by 10.2%, and
Armenia’s by 10.1%. But Russia was at the bottom of the list, with
GDP growth of only 7.1%, the worst result in the CIS.

HIGHLIGHTING RECENT DEVELOPMENTS IN THE ARMENIAN-AZERBAIJAN CONFLICT

Mr. ORTIZ. Mr. Speaker, as a result of the Armenia-Azerbaijan
conflict, Armenian forces occupy the mountainous region of Nagorno
Karabagh, as well as seven additional regions, resulting in a million
refugees and internally displaced Azerbaijanis.
Located between Russia and Iran, Azerbaijan is an important partner
and ally in the international war against terrorism. While bilateral
cooperation on terrorism-related issues between the U.S. and Azerbaijan
started well before September 11, they intensified with Azerbaijan
offering unconditional support to the coalition and becoming the first
Muslim country to send troops to Iraq.
While there have been several attempts to find a resolution to the
conflict under the Organization for Security and Co-operation in Europe
(OSCE) Minsk Process, little progress has been made. However, the U.S.
continues to work towards the end. According to a recent State
Department statement: “The United States does not recognize Nagorno-
Karabakh as an independent country, and its leadership is not
recognized internationally or by the United States. The United States
supports the territorial integrity of Azerbaijan and holds that the
future status of Nagorno-Karabakh is a matter of negotiation between
the parties. The United States remains committed to finding a peaceful
settlement of the Nagorno-Karabakh conflict through the Minsk Group
process. We are encouraged by the continuing talks between the Foreign
Ministers of Armenia and Azerbaijan.”
On January 25, 2005, the Parliamentary Assembly of the Council of
Europe adopted a resolution on the Nagorno Karabagh conflict, which
concluded that “considerable parts of Azerbaijan’s territory are still
occupied by the Armenian forces and separatist forces are still in
control of the Nagorno-Karabakh region.” Additionally it asked the co-
chairs of the OSCE Minsk Group to expedite an agreement on the issue
and urged the parties concerned to comply with U.N. Security Council
resolutions by refraining from any armed hostilities and “by
withdrawing military forces from any occupied territories.”
Mr. Speaker, this shows the international community is ready for a
resolution of the conflict. I welcome the initiatives by the Council of
Europe and the statement by the U.S. Administration, and I urge my
colleagues to support a peaceful resolution to the conflict.

Russia is doing its best to enhance operational activities of Armenian
companies after securing control over them under debt restructuring
agreements, head of the foreign ministry of Russia Sergey Lavrov
announced in the Armenian capital of Ereven after a meeting with
Armenian Prime Minister Andrahik Mrakarian. The foreign minister
stressed the importance of timely fuel supplies for the Armenian
nuclear power station and the work aimed at updating this station.

Armenia handed control over its companies to Russia to settle its
debt worth USD93m under bilateral agreements signed in 2002.

While Ilham Aliyev Meets Putin, Sergey Lavrov Visits Armenia

At the end of the last year President Vladimir Putin of Russia stated
that the Kremlin “does not want to be an unfavorable partner for
Azerbaijan or Armenia in long historic perspective”. Putin pointed
out that Armenia is “one of our strategic allies and there is no
question in fact but Karabakh issue”. “We are ready to be mediator
and guarantee in Armenian-Azeri negotiations”, Putin said.

Azerbaijani President Ilham Aliyev is paying an official visit to
Moscow these days. Aliyev arrived in Moscow, for the 4th time as
President, to participate in a festival of “The Year of Azerbaijan”.

President Aliyev gave an interview to Nezavisimaya Gazeta before
leaving for Moscow and said that Russia is the regions super
power. “Russia is the only country in chair that borders Azerbaijan
and is the super power of our region. This factor increases its
responsibility in settling Karabakh issue. We think that the
Minsk group should not apply â~@~Xagree and we will confirmâ~@~Y
principleâ~@~Y If we were able to come to an agreement we would have
done that. The Minsk group was set up as the sides were unable to
reach an agreement”, Aliyev said.

Once in office, Putin have been continually repeating that Russia
cannot put pressure on either of the sides and that Moscow will accept
the resolution that two sides respect.

President Putin noted during his meeting with Ilham Aliyev on
February 16 that good circulation between the countries marked 50
percent growth in 2004 reaching $800 million. Clearly Russian-Azeri
relations grow warmer.

President Putin must be given due as he sent foreign minister Sergey
Lavrov to Armenia to show that he wants equal relations with Armenia
and Azerbaijan. Lavrov met with President Robert Kocharian, prime
minister Andranik Margarian and his counterpart Vartan Oskanian
yesterday.

A representative of Russian Foreign Ministry informed that Lavrov
will discuss Karabakh issue during his stay in Yerevan. “Our stand
is that the conflicting sides should find a mutually acceptable
solution. Russia is ready to actively support in the issue both as a
mediator between Armenia and Azerbaijan and in cooperation with the
Minsk group”, representative said.

Official Yerevan is still looking towards Russia as vital factor for
security, though relations with Europe and America are developing.

“The Armenian-Russian strategic alliance has no alternative today”,
Serge Sargsian, defense minister of Armenia, stated on December 17. He
also noted that Armenian-Russian relations cannot stymie Armeniaâ~@~Ys
integration into Europe especially if Russia gets closer to EU.

YEREVAN, FEBRUARY 16. ARMINFO. Azerbaijanis of the world have appealed
to OSCE demanding that the “useless” activity of OSCE MG co-chairmen
on settlement of Karabakh conflict be stopped. The appeal of the World
Congress of Azerbaijani (WCA) demands that the mediators either solve
the problem or leave the process.

The authors of the appeal urge the OSCE leadership to take specific
steps on Karabakh. <This organization still does not recognize
Armenia as an aggressor despite the fact that OSCE MG has undertaken
the mission to solve the conflict. In such situation, the doubts in
objectiveness of the structure’s mediation only strengthen,> the WCA
says. The document also makes definite notification on the activity
of OSCE in the South Caucasus and urges it for just settlement of
Karabakh conflict for protection of stability in Europe.
