Erdogan Refuses to Negotiate on Opening Borders with Armenia

“The West tells Azerbaijan that it lost Karabakh in the war and
should abandon this territory for the sake of peace and prosperity
and work on the process of integrating to NATO and EU. Such talks
only make the positions of the nationalists stricter. They think that
the oil and gas incomes will help them return the territories by
military force,” Mrs. Zeyno Baran, Head of Nixon Center of
International Security and Energetic Programs, said.

According to Mediamax, she said this during the hearings of “The
Future of Democracy in the Black Sea Region” at the External
Relations Committee of the US Senate, on March 8. Other US officials
also held speeches on the US policy in the region, on Russiaâ~@~Ys
role in the conflict settlement, the progress of democracy.

Zeyno Baran said that Armenia and Azerbaijan are sure that the time
is on their side. “Armenia thinks that the time is on its side for
achieving de jure ratification of Karabakh separation from
Azerbaijan. They think that Azerbaijan will not run the risk of
beginning the war, realizing that the oil and gas carriers may be
attacked and cause the destruction of the economy,” Baran said.

Baran believes that “the US should get engaged into the Karabakh
conflict settlement at the highest level, to change the political and
economic conditions and the calculations of both sides.” She reminded
that in 2002 presidents Bush and Putin made a statement on the
importance of settlement of the frozen conflicts in Karabakh and
Abkhazia,” but “no further steps were taken.”

“They left the Nagorno Karabakh process to the OSCE Minsk group that
canâ~@~Yt secure settlement, as the issue requires discussions at the
highest levels. Notwithstanding the positive factor of continuing the
dialogue between Armenia and Azerbaijan, the inability to achieve the
settlement disappoints the people and affects the authority of the
OSCE,” Baran added.

“Besides, continuing the discussions at the level of Bush and Putin,
in order to settle the Karabakh conflict, democratic progress is also
needed in Armenia and Azerbaijan, so that the governments became
legitimate for their people. This is needed to contribute to the
final settlement. The US should call on the leaders of both countries
to accept the democratic processes as an important precondition for
maintaining regional security and stability,” Baran emphasized.

John Tefft, Coordinator for US Assistance to Europe and Eurasia, said
that “There are essential distinctions between the positions of
Armenia and Azerbaijan concerning Nagorno Karabakh but Presidents
Kocharian and Aliyev are for the peaceful settlement of the
conflict.” “We support the efforts of the OSCE and are encouraged
with the course of the last yearâ~@~Ys negotiations,” Tefft said.

Itâ~@~Ys worth reminding that on February 19, John Evans, US
Ambassador to Armenia, said during the meeting with American
Armenians that notwithstanding the US policy directed to the
territorial integrity of the states, “Everybody realizes that
Karabakh canâ~@~Yt be given back to Azerbaijan, as that would be a
disastrous step.”

On March 4, Dmitry Rupel, OSCE chairman, foreign minister of
Slovenia, called Nagorno Karabakh “a controversial territory.”
Holding a speech in New York at the sitting of the UN security
Council, Rupel said that “The OSCE tries to settle the conflicts in
Moldova, Georgia and in the controversial territory of Nagorno
Karabakh, that were considered frozen once, but began “melting”
recently.”

Zeyno Baran said during the hearings that “The strength of Armenian
Diaspora limits US ability to encourage democratic change in this
country.”

“The US merely canâ~@~Yt exert the same pressure on President
Kocharian, as they did on Leonid Kuchma in Ukraine. One canâ~@~Yt
even imagine that Washington threatens the high ranked
representatives of the Armenian government to forbid them enter the
territory of the US in case of violating the elections,” Baran said.

Bruce Jackson, head of Transitional Democracy Programs, stated in his
speech that the US should discuss the issues concerning the Armenian
Genocide of 1915 with Turkey. “The fact that at the mention of the
genocide committed against the Armenians by the authorities of the
Ottoman Empire in the beginning of the last century arouse the
indignation of Turkish officials doesnâ~@~Yt mean that historical
issues shouldnâ~@~Yt be discussed between democratic allies,” Jackson
said.

He added that Erdogan, Turkish Prime Minister, refused to negotiate
with Armenia over opening the border, creating an obstacle for the
peaceful negotiations of Nagorno Karabakh conflict.”

On her turn, Zeyno Baran said that there have been recessions and
rises in the USâ~@~STurkish relations before, but “Todayâ~@~Ys level
of anti-American moods in Turkey is unprecedented. The recent BBC
research testified that 82% of the Turks treats negatively the policy
of Bush administration, considering America one of the biggest
threats against peace.”

Baran stated that “taking into account the opinion spread in Turkey
that the US campaigning against Turkey, the adoption of “The Armenian
Formula” by the US Congress can have disastrous consequences.” “Such
a formula will fan the fires of antiâ~@~SAmerican moods that
increases in Turkey and will have negative impact on Armenian-Turkish
reconciliation,” Baran thinks.

According to Georgian Internet web site, John Tefft said
that Russia supports the separatist movements in Moldova and Georgia.
On his turn Bruce Jackson motioned that Transdnestria, Abkhazia and
Soot Ossetia became hotbeds for weapon, drugs, women and children
trafficking. Vladimir Sokor said that Russia wants to keep unsolved
the conflicts in the CIS territory “to exert pressure over Georgia,
Azerbaijan, Armenia and Moldova and hinder their Euro-Atlantic
integration.”

YEREVAN (YERKIR) – Events to mark the 100th anniversary of Christapor
Mikaelian’s tragic death will be held in the Bulgarian capital,
Sofia on March 10 and 11, the ARF press services reported.

One of the founders of the Armenian Revolutionary Federation,
Mikaelian, along with his friend, Vramshapuh Kentirian, was killed at
the Mount Vitosh outside Sofia, when testing a bomb made to assassinate
Sultan Abdul Hamid of the Ottoman Empire.

Public figures and scholars from Armenia, Diaspora will join their
Bulgarian colleagues in a conference on the Armenian-Bulgarian
relations. Besides, a memorial will be unveiled at the grave of
Mikaelian in the Sofia cemetery.

At a news conference held on March 9 in Sofia, Sahak Chalkian of the
ARF Bulgaria chapter briefed the Bulgarian media on the upcoming
events. He was followed by ARF Bureau member Albert Achemian who
indicated that about 100 ARF members have arrived in Bulgaria to take
part in the events. He also reminded the political course put forward
by Mikaelian and envisaging that the ARF should cooperate with nations,
including Bulgarians, suffering from common oppressor.

In his turn, Petko Kolev, president of the Bulgarian Tangra
organization, spoke of the historic ties between the Bulgarians and
Armenians. ARF Bureau’s Political and Hai Dat office director Kiro
Manoyan spoke about the efforts for the international recognition of
the Armenian Genocide.

Washington, DC – The Armenian Assembly today joined together with
several major Armenian-American organizations to deliver a singular
message to President Bush – that now is the time to accurately label
the atrocities of 1915 as the Armenian Genocide as articulated
by U.S. Ambassador to Armenia John Evans and other leading U.S.
officials.

Evans most recently evoked the Armenian Genocide during his first
stateside visit to Armenian communities across the country. During a
series of public exchanges with Armenians last week, Evans said, “The
Armenian Genocide was the first genocide of the twentieth century.”

Community organizations, in turn, sent a letter to President Bush
today asking that he also use the word Genocide to characterize the
forced exile and murder of the Armenians by the Ottoman Turks. The
letter was signed by the Armenian Assembly of America, the Armenian
Bar Association, the Armenian General Benevolent Union, the Armenian
Missionary Association of America, the Armenian National Committee,
the Armenian Relief Society of Eastern USA, the Eastern Diocese of
the Armenian Church, the Western Diocese of the Armenian Church,
the Knights of Vartan, the Eastern Prelacy of the Armenian Apostolic
Church of North America and the Western Prelacy of the Armenian
Apostolic Church of North America and said in part:

“In this the 90th Commemorative Anniversary of the Armenian Genocide,
we urge that you join President Reagan and so many other leading
public officials in reaffirming the facts of history you have already
proclaimed with the correct name – Armenian Genocide…. Just as
it was when your Administration properly termed the crimes against
humanity in Darfur as genocide, U.S. leadership is once again needed
to provide clarity to the crimes against humanity committed by Ottoman
Turkey against our ancestors under cover of WW I.”

Assembly Board of Trustees Chairman Hirair Hovnanian said that he was
encouraged by the spirit of cooperation exhibited by the community.
“Now more than ever, it is imperative for us to unite and strengthen
our voices as we work towards an inevitable, full and irrevocable
U.S. reaffirmation of the Armenian Genocide,” Hovnanian said.

Also today, the Assembly sent a letter to Congressional Caucus on
Armenian Issues Co-Chairs Joe Knollenberg (R-MI) and Frank Pallone,
Jr. (D-NJ), asking for their continued leadership and support to
rally Congress in support of affirmation of the truth.

The Assembly additionally sent a “call to action” to thousands of
its members and activists around the country, encouraging their
involvement in the campaign for formal U.S recognition of the Genocide.

Armenian-American communities to share his initial impressions of
Armenia, U.S. programs there and the even greater role that our
community can play in promoting ever closer U.S./Armenia relations.

During his public exchanges with our communities throughout the United
States, Ambassador Evans also properly and repeatedly characterized
the attempted annihilation of our people by Ottoman Turkey as the
Armenian Genocide. In so doing, the Ambassador accurately labeled the
textbook definition of the crime of genocide that you have carefully
set forth in your successive April 24 statements commenting on this
crime against humanity. In effect, Ambassador Evans succinctly named
the policy you have enunciated in these important declarations.

Mr. President, in this the 90th Commemorative Anniversary of the
Armenian Genocide, we urge that you join President Ronald Reagan and
so many other leading American public officials in reaffirming the
facts of history you have already proclaimed with the correct name –
Armenian Genocide. Candor on this vital matter will ultimately enhance

On March 5 the annual Yeghishe Award took place at the hall of
meetings of the NKR government. The Yeghishe Award of the NKR
government began in 1992, a hard time for the country, and a hundred
people have already been awarded. Among the laureates there were
people from different countries, of different nationalities.
Addressing the laureates, NKR vice Prime Minister Ararat Danielian
pointed out the role of people of culture in the accomplishment of
the state. The government of Artsakh does not overlook the
achievements in the spheres of literature, culture, science. It is
already a tradition to celebrate such victories, appreciate people
who contribute to the progress in the country. In literature the
prize was awarded to Maxim Hovhannissian (for his collection of short
stories â~@~Harar, Hararâ~@~]), Tatevik Soghomonian (for her
selection â~@~I am a Starâ~@~] and the collection of poems â~@~A
Non-Absent Lookâ~@~]) and Hovhannes Grigorian (for his collection
â~@~Half Timeâ~@~]). Samvel Karapetian was awarded for his work
â~@~North Artsakhâ~@~]. Levon Harutiunian was awarded for his
philological collection of Artsakh lore, and Mher Harutiunian
received the Yeghishe for his work â~@~Artsakh War and the Course of
the Defence Army in 1991-1994â~@~]. The theatre prize was awarded to
Samvel Virabian for his roles in a number of plays. In art Robert
Askarian was awarded for his works â~@~I am the Light of the
Worldâ~@~], â~@~Doors of Heavenâ~@~] and â~@~Nightâ~@~]. In
journalism Leonid Martirossian received the Yeghisheh for his series
of newspaper stories â~@~Karabakh Diaryâ~@~], Aris Grigorian for his
series of articles â~@~I am the Soldier of My Countryâ~@~]. Zakar
Keshishian was awarded for creating the choir â~@~Varandaâ~@~] and
his activity as a choirmaster. In answer to my question what future
plans Leonid Martirossian has, he said, â~@~Frankly speaking I do
not plan my work as a journalist. A journalist usually responds to
the events taking place in life. The motive for my participation in
the Yeghishe Award was the statement made at the meeting of the
journalists of Azerbaijan about the passiveness of the Armenian
journalists, and particularly those from Artsakh in the sphere of
information where we lost to the Azerbaijanis. I do not share this
opinion because the majority of my articles are on the problem of
Artsakh, the policy of Azerbaijan, the distortion of the issue of
Artsakh by Azerbaijan. I had a series of articles published in the
newspaper â~@~Golos Armeniâ~@~] in Russian, as well as in Moscow
press. I submitted my articles to the committee of awards and I am
happy to have won the prize.â~@~] The chairman of the Writers Union
of NKR Vardan Hakobian informed that the committee of awards extended
to the government the offer to increase the prize money to increase
interest in the awards. The government has accepted the offer, and a
corresponding program has already been worked out.

NAASR LECTURE ON PSYCHOLOGICAL EFFECTS
OF ARMENIAN GENOCIDE AT NAASR

As part of its efforts to mark the 90th anniversary of the Armenian
Genocide, the National Association for Armenian Studies and Research
(NAASR) will present a lecture by psychiatrist Dr. Levon Z. Boyajian
entitled ~SThe Land That Is No More: Extinction, Survival, and Armenian
Identity~T on Thursday, March 17, at 8:00 p.m., at the NAASR Center,
395 Concord Ave., Belmont, MA.

consequences of the Armenian Genocide and its physical and
psychological aftereffects, one under-analyzed aspect is that
extinction of the Armenians took place in their homeland of several
millennia ~V that is, the area known as Western Armenia or the Eastern
Anatolian provinces of the Ottoman Empire.

Link To Ancient Homeland Severed

The survivors of the Genocide were the last to know their ancestral
land and were faced with the crushing truth that there was no going
back to their homeland or yergir. The thread of continuity had been
severed permanently. For those who could not deal with this truth
there remained only empty hopes and dreams to assuage the pain of loss.

For the descendants of the survivors of the Armenian Genocide the
homeland is mostly a fantasy that we know through our parents and
grandparents. To those born in new lands the names of the Old Country
cities themselves are magical ~V Zeitun, Kharpert, Van, Moush, Marash,
Erzerum, and many more. How does one come to terms with a recent past
that has already entered the realm of myth?

Dr. Levon Z. Boyajian is a first-generation Armenian-American who
grew up in Washington Heights in New York City. He is a psychiatrist
who has pioneered the study of the effects of the Armenian Genocide on
subsequent generations in the seminal study ~SPsychosocial Sequelae of
the Armenian Genocide~T (with Haigaz Grigorian). He is also the author
of Hayots Badeevuh: Reminiscences of Armenian Life in New York City.

The NAASR Bookstore will open at 7:30 p.m. The NAASR Center and
Headquarters is located opposite the First Armenian Church and next to
the U.S. Post Office. Ample parking is available around the building
and in adjacent areas. The lecture will begin promptly at 8:00 p.m.

on 10 March headlined “`Georgian clergymen are engaged in destruction
of Armenian historical monuments’. Khachkars of 14 century were
destroyed in Kakheti’s Gremi monasterial compound”

The Georgian Eparchy of the Armenian Apostolic Church on Tuesday
[8 March] reported that the Armenian khachkars [cross stones] at
the Gremi monasterial compound in Kakheti [province of Georgia]
had been destroyed.

“The Georgian clergymen do not hide that the Armenian church will be
consecrated in conformity with the Georgian canons. Unfortunately,
many Georgian priests mistakenly mix up extreme nationalism and
vandalism with patriotism,” the report said. [Passage omitted:

“Currently, the monasterial compound in Gremi is closed for the
visitors. It is being `restored`. The Georgian monastery is inside
the compound. Representatives of the clergy are engaged in beekeeping
and the destruction of monuments of the Armenian cultural heritage.
Unfortunately, by destroying Armenian monuments, those `patriots’
are not realizing that they are eradicating part of their history,
and, moreover, are destroying all-Christian values, which are above
the national interests,” the report said.

The Georgian Eparchy of the Armenian Apostolic Church asks: how can one
classify the above acts other than vandalism? When will this ordeal,
which has been going on in Georgia for 10 years, be ended?

the Armenian International Airports company, a prominent Argentinian
businessmen, Eduardo Ernekyan.

Issues of implementing investment programmes at Yerevan’s Zvartnots
international airport were discussed at the meeting.

Eduardo Ernekyan also informed Robert Kocharyan that he intends to
invest in Armenia’s agricultural sphere.

Yerevan, 10 March: The press service of the Defence Ministry of
the Nagornyy Karabakh Republic (NKR) reported today that on 9 March
the Azerbaijani units had used fire again in an attempt to get their
posts closer to the frontier of the NKR Defence Army near the Seysulan
settlement of the NKR’s Mardakert District.

A Mediamax correspondent reports from the NKR capital Stepanakert
[Xankandi] that the military of the NKR armed forces opened a
retaliatory fire. As a result of the skirmish, both sides suffered
losses.

The NKR Defence Ministry’s press service alarmed that “despite Nagornyy
Karabakh’s frequent calls, the Azerbaijani military leadership does
not stop provocations which may seriously hurt the situation, both
on the contact line and in the whole region”.

The statement reads that the NKR authorities informed relevant
international organizations about destructive actions of Azerbaijan
and the developments on the demarcation line.

Mediamax recalls that on 7 March on the same part of the contact line
an Azerbaijani intelligence and sabotage group made an attempt to get
into the rear of the NKR Defence Army. However, the NKR military took
necessary measures to neutralize it.

The emergencies department of Shirak Region has reported that a fire
broke out at the 102nd Russian military base in Armenia on 9 March.
Firemen managed to extinguish the fire which covered about 160 sq.m.

An official’s office was burnt out. The Tsayg TV company has
reported that there are no casualties. The causes of the fire are
being clarified.

Azerbaijan’s ambassador to Hungary on Thursday accused Armenia of
settling Armenians in the disputed Nagorno-Karabakh region with
the aim of maintaining the status quo and preventing refugees from
returning to the province.

Nagorno-Karabakh is an enclave in Azerbaijan that has been under ethnic
Armenian control since 1994, when a cease-fire ended a six-year war
that killed some 30,000 people and drove a million from their homes.

The enclave’s final political status has not been determined, and
shooting breaks out frequently between the two sides, which face off
across a demilitarized buffer zone.

The settlements are being supported not only by the Armenian government
but by various non-governmental institutions in other countries,
Hassan Hasanov told a news conference in Budapest.

The diplomat did not specify which NGOs he referred to.

“Organized crime, illegal trading and drugs trafficking are also
problems in Karabakh today,” Hasanov said.
